World peace, or peace on Earth, is the concept of an ideal state of happiness, freedom and peace within and among all people and nations on earth. This idea of world non-violence is one motivation for people and nations to willingly cooperate, either voluntarily or by virtue of a system of governance that prevents warfare. Different cultures, religions, philosophies and organisations have varying concepts on how such a state would come about.

Various religious and secular organisations have the stated aim of achieving world peace through addressing human rights, technology, education, engineering, medicine or diplomacy used as an end to all forms of fighting. Since 1945, the United Nations and the 5 permanent members of its Security Council (the US, Russia, China, France and the UK) have operated under the aim to resolve conflicts without war or declarations of war. Nonetheless, nations have entered numerous military conflicts since then.

World peace theories

Many theories as to how world peace could be achieved have been proposed. Several of these are listed below.

Peace through strength

The term is traced back to the Roman Emperor Hadrian (reigned AD 117 – 138) but the concept is as old as the recorded history. The Egyptian god Ptah says that Ramses II's (1279–1213 BC) "strength" causes every country "to crave peace":
I have set for thee the might, victory and strength of thy mighty sword in every land ... I assign them to thy mighty sword ... I have thy terror in every heart ... I have set thy fear in every country, thy fear encircles the mountains, and the chiefs tremble at the mention of thee...; they come to thee, crying out together, to crave peace from thee.[1]
In 1943, at the peak of World War II, the founder of the Paneuropean Union, Richard von Coudenhove-Kalergi, argued that after the War the United States is bound to take "command of the skies" to ensure the lasting world peace:
But the inauguration of such a glorious century of peace demands from us abandonment of old conceptions of peace. The new Angel of Peace must no longer be pictured as a charming but helpless lady with an olive branch in her hand, but like the Goddess of Justice with a balance in her left and a sword in her right; or like the Archangel Michael, with a fiery sword and wings of steel, fighting the devil to restore and protect the peace of heaven.[2]
In fact, near the entrance to the headquarters of the SAC at Offutt Air Base stands a large sign with a SAC emblem and its motto: "Peace is our profession."[3] The motto "was a staggering paradox that was also completely accurate."[4] One SAC Bomber—Convair B-36—is called Peacemaker and one inter-continental missile-LGM-118-Peacekeeper.

In 2016, former US Secretary of Defense Ash Carter envisaged that the rebalance to the Asia-Pacific will make the region "peaceful" through "strength":
You, and your fellow soldiers, sailors, airmen, and Marines will solidify the rebalance, you will make this network work, and you will help the Asia-Pacific ... realize a principled and peaceful and prosperous future. And play the role only America can play ... You'll do so with strength.[5]
Introduction to US National Security and Defense Strategies of 2018 states: The US force posture combined with the allies will "preserve peace through strength." The document proceeds to detail what "achieving peace through strength requires."[6]

Associated with peace through strength are concepts of preponderance of power (as opposed to balance of power), hegemonic stability theory, unipolar stability, and imperial peace (such as Pax Romana, Pax Britannica, or Pax Americana).

Marxism: World peace via world revolution

Leon Trotsky, a Marxist theorist, assumed that a proletariat world revolution would lead to world peace.[7]

Democratic peace theory

Proponents of the democratic peace theory claim that strong empirical evidence exists that democracies never or rarely wage war against each other.

There are, however, several wars between democracies that have taken place, historically.

Capitalism peace theory

In her essay "The Roots of War", Ayn Rand held that the major wars of history were started by the more controlled economies of the time against the freer ones and that capitalism gave mankind the longest period of peace in history—a period during which there were no wars involving the entire civilized world—from the end of the Napoleonic wars in 1815 to the outbreak of World War I in 1914, with the exceptions of the Franco-Prussian War (1870), the Spanish–American War (1898), and the American Civil War (1861–1865), which notably occurred in perhaps the most liberal economy in the world at the beginning of the industrial revolution.

Cobdenism

Proponents of Cobdenism claim that by removing tariffs and creating international free trade wars would become impossible, because free trade prevents a nation from becoming self-sufficient, which is a requirement for long wars.

However, free trade does not prevent a nation from establishing some sort of emergency plan to become temporarily self-sufficient in case of war or that a nation could simply acquire what it needs from a different nation. A good example of this is World War I, during which both Britain and Germany became partially self-sufficient. This is particularly important because Germany had no plan for creating a war economy.

More generally, free trade—while not making wars impossible—can make wars, and restrictions on trade caused by wars, very costly for international companies with production, research, and sales in many different nations. Thus, a powerful lobby—unless there are only national companies—will argue against wars.

Mutual assured destruction

Mutual assured destruction is a doctrine of military strategy in which a full-scale use of nuclear weapons by two opposing sides would effectively result in the destruction of both belligerents. Proponents of the policy of mutual assured destruction during the Cold War attributed this to the increase in the lethality of war to the point where it no longer offers the possibility of a net gain for either side, thereby making wars pointless.

United Nations Charter and International law

After World War II, the United Nations was established by the United Nations Charter to "save successive generations from the scourge of war which twice in our lifetime has brought untold sorrow to mankind" (Preamble). The Preamble to the United Nations Charter also aims to further the adoption of fundamental human rights, to respect obligations to sources of international law as well as to unite the strength of independent countries in order to maintain international peace and security. All treaties on international human rights law make reference to or consider "the principles proclaimed in the Charter of the United Nations, recognition of the inherent dignity and of the equal and inalienable rights of all members of the human family is the foundation of freedom, justice and "peace in the world".

Globalization

Gordon B. Hinckley saw a trend in national politics by which city-states and nation-states have unified and suggests that the international arena will eventually follow suit. Many countries such as China, Italy, the United States, Australia, Germany, India and Britain have unified into single nation-states with others like the European Union following suit, suggesting that further globalization will bring about a world state.

Self-organized peace

World peace has been depicted as a consequence of local, self-determined behaviors that inhibit the institutionalization of power and ensuing violence. The solution is not so much based on an agreed agenda, or an investment in higher authority whether divine or political, but rather a self-organized network of mutually supportive mechanisms, resulting in a viable politico-economic social fabric. The principal technique for inducing convergence is thought experiment, namely backcasting, enabling anyone to participate no matter what cultural background, religious doctrine, political affiliation or age demographic. Similar collaborative mechanisms are emerging from the Internet around open-source projects, including Wikipedia, and the evolution of other social media.

Economic norms theory

Economic norms theory links economic conditions with institutions of governance and conflict, distinguishing personal clientelist economies from impersonal market-oriented ones, identifying the latter with permanent peace within and between nations.

Through most of human history societies have been based on personal relations: individuals in groups know each other and exchange favors. Today in most lower-income societies hierarchies of groups distribute wealth based on personal relationships among group leaders, a process often linked with clientelism and corruption. Michael Mousseau argues that in this kind of socio-economy conflict is always present, latent or overt, because individuals depend on their groups for physical and economic security and are thus loyal to their groups rather than their states, and because groups are in a constant state of conflict over access to state coffers. Through processes of bounded rationality, people are conditioned towards strong in-group identities and are easily swayed to fear outsiders, psychological predispositions that make possible sectarian violence, genocide, and terrorism.

Market-oriented socio-economies are integrated not with personal ties but the impersonal force of the market where most individuals are economically dependent on trusting strangers in contracts enforced by the state. This creates loyalty to a state that enforces the rule of law and contracts impartially and reliably and provides equal protection in the freedom to contract – that is, liberal democracy. Wars cannot happen within or between nations with market-integrated economies because war requires the harming of others, and in these kinds of economies everyone is always economically better off when others in the market are also better off, not worse off. Rather than fight, citizens in market-oriented socio-economies care deeply about everyone's rights and welfare, so they demand economic growth at home and economic cooperation and human rights abroad. In fact, nations with market-oriented socio-economies tend to agree on global issues[16] and not a single fatality has occurred in any dispute between them.

Economic norms theory should not be confused with classical liberal theory. The latter assumes that markets are natural and that freer markets promote wealth.[17] In contrast, Economic norms theory shows how market-contracting is a learned norm, and state spending, regulation, and redistribution are necessary to ensure that almost everyone can participate in the "social market" economy, which is in everyone's interests. One proposed mechanism for world peace involves consumer purchasing of renewable and equitable local food and power sources involving artificial photosynthesis ushering in a period of social and ecological harmony known as the Sustainocene.

International Day of Peace

The International Day of Peace, sometimes unofficially known as World Peace Day, is observed annually on 21 September. It is dedicated to peace, and specifically the absence of war and violence, such as might be occasioned by a temporary ceasefire in a combat zone for humanitarian aid access. The day was first celebrated in 1982, and is kept by many nations, political groups, military groups, and peoples. In 2013, for the first time, the day has been dedicated to peace education, i.e. by the key preventive means to reduce war sustainably.

Religious views

A long-standing suggestion for World Peace Meditation,[18] along with annual purposeful devotional dates,[19] as faithfully performed by a fraternal organization whose founder taught, in the 1910s, that "Peace is a matter of education, and impossible of achievement until we have learned to deal charitably, justly, and openly with one another, as nations as well as individuals."[20]

Many religions and religious leaders have expressed a desire for an end to violence.

Bahá'í Faith

The central aim of the Bahá'í Faith is the establishment of the unity of the peoples of the world. Bahá'u'lláh, the founder of the Bahá'í Faith, stated in no uncertain terms, "the fundamental purpose animating the Faith of God and His Religion is to safeguard the interests and promote the unity of the human race ..." In His writings, Bahá'u'lláh described two distinct stages of world peace – a lesser peace and a most great peace.

The lesser peace is essentially a collective security agreement between the nations of the world. In this arrangement, nations agree to protect one another by rising up against an aggressor nation, should it seek the usurpation of territory or the destruction of its neighbors. The lesser peace is limited in scope and is concerned with the establishment of basic order and the universal recognition of national borders and the sovereignty of nations. Bahá'ís believe that the lesser peace is taking place largely through the operation of the Divine Will, and that Bahá'í influence on the process is relatively minor.

The most great peace is the eventual end goal of the lesser peace and is envisioned as a time of spiritual and social unity – a time when the peoples of the world genuinely identify with and care for one another, rather than simply tolerating one other's existence. The Bahá'ís view this process as taking place largely as a result of the spread of Bahá'í teachings, principles and practices throughout the world. The larger world peace process and its foundational elements are addressed in the document The Promise of World Peace, written by the Universal House of Justice.[21]

Buddhism

Many Buddhists believe that world peace can only be achieved if we first establish peace within our minds. The idea is that anger and other negative states of mind are the cause of wars and fighting. Buddhists believe people can live in peace and harmony only if we abandon negative emotions such as anger in our minds and cultivate positive emotions such as love and compassion. As with all Dharmic religions (Hinduism, Jainism, Buddhism and Sikhism), ahimsa (avoidance of violence) is a central concept.

Peace pagodas are monuments that are built to symbolize and inspire world peace and have been central to the peace movement throughout the years. These are typically of Buddhist origin, being built by the Japanese Buddhist organisation Nipponzan Myohoji. They exist around the world in cities such as London, Vienna, New Delhi, Tokyo and Lumbini.

Christianity

The basic Christian ideal specifies that peace can only come by the Word and love of God, which is perfectly demonstrated in the life of Christ:
"Peace I leave with you; my peace I give you. I do not give to you as the world gives. Do not let your hearts be troubled and do not be afraid."
— John 14:27
As christologically interpreted from Isaiah 2, whereupon the "Word of the Lord" is established on the earth, the material human-political result will be 'nation not taking up sword against nation; nor will they train for war anymore'. Christian world peace necessitates the living of a proactive life replete with all good works in direct light of the Word of God. The details of such a life can be observed in the Gospels, especially the historically renowned Sermon on the Mount, where forgiving those who do wrong things against oneself is advocated among other pious precepts.

However, not all Christians expect a lasting world peace on this earth:
"Do not suppose that I have come to bring peace to the earth. I did not come to bring peace, but a sword. For I have come to turn a man against his father, a daughter against her mother, a daughter-in-law against her mother-in-law—a man's enemies will be the members of his own household."
Many Christians believe that world peace is expected to be manifest upon the "new earth" that is promised in Christian scripture such as Revelation 21.

The Roman Catholic religious conception of "Consecration of Russia", related to the Church's high-priority Fátima Marian apparitions, promises world peace as a result of this process being fulfilled.

Hinduism

Traditionally, Hinduism has adopted an ancient Sanskrit phrase Vasudha eka kutumbakam,[22] which translates as "The world is one family." The essence of this concept is the observation that only base minds see dichotomies and divisions. The more we seek wisdom, the more we become inclusive and free our internal spirit from worldly illusions or Maya. World peace is hence only achieved through internal means—by liberating ourselves from artificial boundaries that separate us all. As with all Dharmic religions (Hinduism, Jainism, Buddhism and Sikhism), ahimsa (avoidance of violence) is a central concept.

Islam

According to Islamic eschatology, the whole world will be united under the leadership of prophet Isa in his second coming.[23] At that time love, justice and peace will be so abundant that the world will be in likeness of paradise.

Judaism

The concept of Tikkun olam (Repairing the World) is central to modern Rabbinic Judaism. Tikkun olam is accomplished through various means, such as ritualistically performing God's commandments, charity and social justice, as well as through example persuading the rest of the world to behave morally. According to some views, Tikkun Olam would result in the beginning of the Messianic Age. It has been said that in every generation, a person is born with the potential to be the spiritual Messiah. If the time is right for the Messianic Age within that person's lifetime, then that person will be the mashiach. But if that person dies before he completes the mission of the Messiah, then that person is not the Messiah (Mashiach).[24]

Specifically, in Jewish messianism it is considered that at some future time a Messiah (literally "a King appointed by God") will rise up to bring all Jews back to the Land of Israel, followed by everlasting global peace and prosperity.[25] This idea originates from passages in the Old Testament and the Talmud.

Jainism

Compassion for all life, human and non-human, is central to Jainism.They have adopted the wordings of Lord Mahvira Jiyo aur Jeeno Do Human life is valued as a unique, rare opportunity to reach enlightenment; to kill any person, no matter what crime he may have committed, is considered unimaginably abhorrent. It is a religion that requires monks and laity, from all its sects and traditions, to be vegetarian. Some Indian regions, such as Gujarat, have been strongly influenced by Jains and often the majority of the local Hindus of every denomination have also become vegetarian.[26] Famous quote on world peace as per Jainism by a 19th-century Indian legend, Virchand Gandhi: "May peace rule the universe; may peace rule in kingdoms and empires; may peace rule in states and in the lands of the potentates; may peace rule in the house of friends and may peace also rule in the house of enemies."[27] As with all Dharmic religions (Hinduism, Jainism, Buddhism and Sikhism), ahimsa (avoidance of violence) is a central concept.

Sikhism

Peace comes from God. Meditation, the means of communicating with God, is unfruitful without the noble character of a devotee, there can be no worship without performing good deeds.[28] Guru Nanak stressed now kirat karō: that a Sikh should balance work, worship, and charity, and should defend the rights of all creatures, and in particular, fellow human beings. They are encouraged to have a chaṛdī kalā, or optimisticresilience, view of life. Sikh teachings also stress the concept of sharing—vaṇḍ chakkō—through the distribution of free food at Sikh gurdwaras (laṅgar), giving charitable donations, and working for the good of the community and others (sēvā). Sikhs believe that no matter what race, sex, or religion one is, all are equal in God's eyes. Men and women are equal and share the same rights, and women can lead in prayers. As with all Dharmic religions (Hinduism, Jainism, Buddhism and Sikhism), ahimsa (avoidance of violence) is a central concept.

Economic implications

A report in June 2015 on the Global Peace Index highlighted that the impact of violence on the global economy reached US$14.3 trillion.[29] The report also found that the economic cost of violence is 13.4% of world GDP, equal to the total economic output of Brazil, Canada, France, Germany, Spain and the UK combined.

The $2.5 trillion reason we can’t rely on batteries to clean up the grid

Fluctuating solar and wind power require lots of energy storage, and lithium-ion batteries seem like the obvious choice—but they are far too expensive to play a major role.

If state regulators sign off, however, it could be the site of the world’s largest lithium-ion battery project by late 2020, helping to balance fluctuating wind and solar energy on the California grid.

The 300-megawatt facility is one of four giant lithium-ion storage projects that Pacific Gas and Electric, California’s largest utility, asked the California Public Utilities Commission to approve in late June. Collectively, they would add enough storage capacity to the grid to supply about 2,700 homes for a month (or to store about .0009 percent of the electricity the state uses each year).

The California projects are among a growing number of efforts around the world, including Tesla’s 100-megawatt battery array in South Australia, to build ever larger lithium-ion storage systems as prices decline and renewable generation increases. They’re fueling growing optimism that these giant batteries will allow wind and solar power to displace a growing share of fossil-fuel plants.

But there’s a problem with this rosy scenario. These batteries are far too expensive and don’t last nearly long enough, limiting the role they can play on the grid, experts say. If we plan to rely on them for massive amounts of storage as more renewables come online—rather than turning to a broader mix of low-carbon sources like nuclear and natural gas with carbon capture technology—we could be headed down a dangerously unaffordable path.

Small doses

Today’s battery storage technology works best in a limited role, as a substitute for “peaking” power plants, according to a 2016 analysis by researchers at MIT and Argonne National Lab. These are smaller facilities, frequently fueled by natural gas today, that can afford to operate infrequently, firing up quickly when prices and demand are high.

Lithium-ion batteries could compete economically with these natural-gas peakers within the next five years, says Marco Ferrara, a cofounder of Form Energy, an MIT spinout developing grid storage batteries.

“The gas peaker business is pretty close to ending, and lithium-ion is a great replacement,” he says.

This peaker role is precisely the one that most of the new and forthcoming lithium-ion battery projects are designed to fill. Indeed, the California storage projects could eventually replace three natural-gas facilities in the region, two of which are peaker plants.

But much beyond this role, batteries run into real problems. The authors of the 2016 study found steeply diminishing returns when a lot of battery storage is added to the grid. They concluded that coupling battery storage with renewable plants is a “weak substitute” for large, flexible coal or natural-gas combined-cycle plants, the type that can be tapped at any time, run continuously, and vary output levels to meet shifting demand throughout the day.

Not only is lithium-ion technology too expensive for this role, but limited battery life means it’s not well suited to filling gaps during the days, weeks, and even months when wind and solar generation flags.

This problem is particularly acute in California, where both wind and solar fall off precipitously during the fall and winter months. Here’s what the seasonal pattern looks like:

This leads to a critical problem: when renewables reach high levels on the grid, you need far, far more wind and solar plants to crank out enough excess power during peak times to keep the grid operating through those long seasonal dips, says Jesse Jenkins, a coauthor of the study and an energy systems researcher. That, in turn, requires banks upon banks of batteries that can store it all away until it’s needed.

And that ends up being astronomically expensive.

California dreaming

There are issues California can’t afford to ignore for long. The state is already on track to get 50 percent of its electricity from clean sources by 2020, and the legislature is once again considering a bill that would require it to reach 100 percent by 2045. To complicate things, regulators voted in January to close the state’s last nuclear plant, a carbon-free source that provides 24 percent of PG&E’s energy. That will leave California heavily reliant on renewable sources to meet its goals.

The Clean Air Task Force, a Boston-based energy policy think tank, recently found that reaching the 80 percent mark for renewables in California would mean massive amounts of surplus generation during the summer months, requiring 9.6 million megawatt-hours of energy storage. Achieving 100 percent would require 36.3 million.

The state currently has 150,000 megawatt-hours of energy storage in total. (That’s mainly pumped hydroelectric storage, with a small share of batteries.)

Building the level of renewable generation and storage necessary to reach the state’s goals would drive up costs exponentially, from $49 per megawatt-hour of generation at 50 percent to $1,612 at 100 percent.

And that's assuming lithium-ion batteries will cost roughly a third what they do now.

“The system becomes completely dominated by the cost of storage,” says Steve Brick, a senior advisor for the Clean Air Task Force. “You build this enormous storage machine that you fill up by midyear and then just dissipate it. It’s a massive capital investment that gets utilized very little.”

These forces would dramatically increase electricity costs for consumers.

“You have to pause and ask yourself: ‘Is there any way the public would stand for that?’” Brick says.

Similarly, a study earlier this year in Energy & Environmental Science found that meeting 80 percent of US electricity demand with wind and solar would require either a nationwide high-speed transmission system, which can balance renewable generation over hundreds of miles, or 12 hours of electricity storage for the whole system (see “Relying on renewables alone significantly inflates the cost of overhauling energy”).

At current prices, a battery storage system of that size would cost more than $2.5 trillion.

A scary price tag

Of course, cheaper and better grid storage is possible, and researchers and startups are exploring various possibilities. Form Energy, which recently secured funding from Bill Gates’s Breakthrough Energy Ventures, is trying to develop aqueous sulfur flow batteries with far longer duration, at a fifth the cost where lithium-ion batteries are likely to land.

Ferrara’s modeling has found that such a battery could make it possible for renewables to provide 90 percent of electricity needs for most grids, for just marginally higher costs than today’s.

But it’s dangerous to bank on those kinds of battery breakthroughs—and even if Form Energy or some other company does pull it off, costs would still rise exponentially beyond the 90 percent threshold, Ferrara says.

“The risk,” Jenkins says, “is we drive up the cost of deep decarbonization in the power sector to the point where the public decides it’s simply unaffordable to continue toward zero carbon.”

Peace is the concept of harmony and the absence of hostility. In a behavioral sense, peace is a lack of conflict and freedom from fear of violence between individuals and heterogeneous social groups. Throughout history some of the most extraordinary and benevolent leaders have used peace talks to establish a certain type of behavioral restraint that has resulted in the establishment of regional peace or economic growth through various forms of agreements or peace treaties. Such behavioral restraint has often resulted in de-escalation of rhetorical and physical conflicts, greater economic interactivity, and consequently substantial prosperity. The avoidance of war or violent hostility can be the result of thoughtful active listening and communication that enables greater genuine mutual understanding and therefore compromise. Leaders often benefit tremendously from the prestige of peace talks and treaties that can result in substantially enhanced popularity.

“Psychological peace” (such as a peaceful thinking and emotions) is perhaps less well defined yet often a necessary precursor to establishing "behavioral peace." Peaceful behavior sometimes results from a "peaceful inner disposition." Some have expressed the belief that peace can be initiated with a certain quality of inner tranquility that does not depend upon the uncertainties of daily life for its existence.[1] The acquisition of such a "peaceful internal disposition" for oneself and others can contribute to resolving of otherwise seemingly irreconcilable competing interests.

Because psychological peace can be important to Behavioral peace, leaders sometimes de-escalate conflicts through compliments and generosity. Small gestures of rhetorical and actual generosity have been shown in psychological research to often result in larger levels of reciprocal generosity (and even virtuous circles of generosity). Such benevolent selfless behavior can eventually become a pattern that may become a lasting basis for improved relations between individuals and groups of people. Peace talks often start without preconditions and preconceived notions, because they are more than just negotiating opportunities. They place attention on peace itself over and above what may have been previously perceived as the competing needs or interests of separate individuals or parties to elicit peaceful feelings and therefore produce benevolent behavioral results. Peace talks are sometimes also uniquely important learning opportunities for the individuals or parties involved.

Etymology

Before the word 'peace' came into English lexicon, Anglo-Saxons used a phrase "friðu sibb" for 'pledge of peace'

The term-'peace' originates most recently from the Anglo-French pes, and the Old French pais, meaning "peace, reconciliation, silence, agreement" (11th century).[2] But, Pes itself comes from the Latin pax, meaning "peace, compact, agreement, treaty of peace, tranquility, absence of hostility, harmony." The English word came into use in various personal greetings from c.1300 as a translation of the Hebrew word shalom, which, according to Jewish theology, comes from a Hebrew verb meaning 'to be complete, whole'.[3] Although 'peace' is the usual translation, however, it is an incomplete one, because 'shalom,' which is also cognate with the Arabic salaam, has multiple other meanings in addition to peace, including justice, good health, safety, well-being, prosperity, equity, security, good fortune, and friendliness, as well as simply the greetings, "hello" and "goodbye". At a personal level, peaceful behaviors are kind, considerate, respectful, just, and tolerant of others' beliefs and behaviors — tending to manifest goodwill.

This latter understanding of peace can also pertain to an individual's introspective sense or concept of her/himself, as in being "at peace" in one's own mind, as found in European references from c.1200. The early English term is also used in the sense of "quiet", reflecting calm, serene, and meditative approaches to family or group relationships that avoid quarreling and seek tranquility — an absence of disturbance or agitation.

In many languages, the word for peace is also used as a greeting or a farewell, for example the Hawaiian word aloha, as well as the Arabic word salaam. In English the word peace is occasionally used as a farewell, especially for the dead, as in the phrase rest in peace.

Wolfgang Dietrich in his research project which led to the book The Palgrave International Handbook of Peace Studies (2011) maps the different meanings of peace in different languages and from different regions across the world. Later, in his Interpretations of Peace in History and Culture (2012), he groups the different meanings of peace into five peace families: Energetic/Harmony, Moral/Justice, Modern/Security, Postmodern/Truth, and Transrational, a synthesis of the positive sides of the four previous families and the society.

Religious beliefs

Religious beliefs often seek to identify and address the basic problems of human life, including the conflicts between, among, and within persons and societies. In ancient Greek-speaking areas the virtue of peace was personified as the goddess Eirene, and in Latin-speaking areas as the goddess Pax. Her image was typically represented by ancient sculptors as that of a full-grown woman, usually with a horn of plenty and scepter and sometimes with a torch or olive leaves.

Christianity

Christians, who believe Jesus of Nazareth to be the Jewish Messiah called Christ (meaning Anointed One),[4] interpret Isaiah 9:6 as a messianic prophecy of Jesus in which he is called the "Prince of Peace."[5] In the Gospel of Luke, Zechariah celebrates his son John: And you, child, will be called prophet of the Most High, for you will go before the Lord to prepare his ways, to give his people knowledge of salvation through the forgiveness of their sins, because of the tender mercy of our God by which the daybreak from on high will visit us to shine on those who sit in darkness and death's shadow, to guide our feet into the path of peace.

Numerous pontifical documents on the Holy Rosary document a continuity of views of the Popes to have confidence in the Holy Rosary as a means to foster peace. Subsequently, to the Encyclical Mense maio,1965, in which he urged the practice of the Holy Rosary, "the prayer so dear to the Virgin and so much recommended by the Supreme Pontiffs," and as reaffirmed in the encyclical Christi Matri, 1966, to implore peace, Pope Paul VI stated in the apostolic Recurrens mensis, October 1969, that the Rosary is a prayer that favors the great gift of peace.

Islam

Islam derived from the root word salam which literally means peace. Muslims are called followers of Islam. Quran clearly stated "Those who have believed and whose hearts are assured by the remembrance of Allah. Unquestionably, by the remembrance of Allah, hearts are assured" and stated "O you who have believed, when you are told, "Space yourselves" in assemblies, then make space; Allah will make space for you. And when you are told, "Arise," then arise; Allah will raise those who have believed among you and those who were given knowledge, by degrees. And Allah is Acquainted with what you do." [6][7]

Buddhism

Buddhists believe that peace can be attained once all suffering ends. They regard all suffering as stemming from cravings (in the extreme, greed), aversions (fears), or delusions. To eliminate such suffering and achieve personal peace, followers in the path of the Buddha adhere to a set of teachings called the Four Noble Truths — a central tenet in Buddhist philosophy.

Hinduism

Hindu texts contain the following passages:
May there be peace in the heavens, peace in the atmosphere, peace on the earth. Let there be coolness in the water, healing in the herbs and peace radiating from the trees. Let there be harmony in the planets and in the stars, and perfection in eternal knowledge. May everything in the universe be at peace. Let peace pervade everywhere, at all times. May I experience that peace within my own heart.

Inner peace, meditation and prayerfulness

Psychological or inner peace (i.e. peace of mind) refers to a state of being internally or spiritually at peace, with sufficient knowledge and understanding to keep oneself calm in the face of apparent discord or stress. Being internally "at peace" is considered by many to be a healthy mental state, or homeostasis and to be the opposite of feeling stressful, mentally anxious, or emotionally unstable. Within the meditative traditions, the psychological or inward achievement of "peace of mind" is often associated with bliss and happiness.

Peace of mind, serenity, and calmness are descriptions of a disposition free from the effects of stress. In some meditative traditions, inner peace is believed to be a state of consciousness or enlightenment that may be cultivated by various types of meditation, prayer, t'ai chi ch'uan (太极拳, tàijíquán), yoga, or other various types of mental or physical disciplines. Many such practices refer to this peace as an experience of knowing oneself. An emphasis on finding one's inner peace is often associated with traditions such as Buddhism, Hinduism, and some traditional Christian contemplative practices such as monasticism,[8] as well as with the New Age movement.

Satyagraha

Satyagraha (Sanskrit: सत्याग्रह satyāgraha) is a philosophy and practice of nonviolent resistance developed by Mohandas Karamchand Gandhi. He deployed satyagraha techniques in campaigns for Indian independence and also during his earlier struggles in South Africa.
The word satyagraha itself was coined through a public contest that Gandhi sponsored through the newspaper he published in South Africa, 'Indian Opinion', when he realized that neither the common, contemporary Hindu language nor the English language contained a word which fully expressed his own meanings and intentions when he talked about his nonviolent approaches to conflict. According to Gandhi's autobiography, the contest winner was Maganlal Gandhi (presumably no relation), who submitted the entry 'sadagraha', which Gandhi then modified to 'satyagraha'. Etymologically, this Hindic word means 'truth-firmness', and is commonly translated as 'steadfastness in the truth' or 'truth-force'.

Satyagraha theory also influenced Martin Luther King Jr. during the campaigns he led during the civil rights movement in the United States. The theory of satyagraha sees means and ends as inseparable. Therefore, it is contradictory to try to use violence to obtain peace. As Gandhi wrote: "They say, 'means are, after all, means'. I would say, 'means are, after all, everything'. As the means so the end..."[9] A contemporary quote sometimes attributed to Gandhi, but also to A. J. Muste, sums it up: 'There is no way to peace; peace is the way.'

Justice and injustice

Since classical times, it has been noted that peace has sometimes been achieved by the victor over the vanquished by the imposition of ruthless measures. In his book Agricola the Roman historian Tacitus includes eloquent and vicious polemics against the rapacity and greed of Rome. One, that Tacitus says is by the Caledonian chieftain Calgacus, ends Auferre trucidare rapere falsis nominibus imperium, atque ubi solitudinem faciunt, pacem appellant. (To ravage, to slaughter, to usurp under false titles, they call empire; and where they make a desert, they call it peace. — Oxford Revised Translation).

Discussion of peace is therefore at the same time a discussion on the form of such peace. Is it simple absence of mass organized killing (war) or does peace require a particular morality and justice? (just peace).[10] A peace must be seen at least in two forms:
  • A simple silence of arms, absence of war.
  • Absence of war accompanied by particular requirements for the mutual settlement of relations, which are characterized by terms such as justice, mutual respect, respect for law and good will.
More recently, advocates for radical reform in justice systems have called for a public policy adoption of non-punitive, non-violent Restorative Justice methods, and many of those studying the success of these methods, including a United Nations working group on Restorative Justice, have attempted to re-define justice in terms related to peace. From the late 2000s on, a Theory of Active Peace has been proposed[11] which conceptually integrates justice into a larger peace theory.

Long periods

The longest continuing period of neutrality among currently existing states is observed in Switzerland, which has had an official policy of neutrality and general peace since 1815 (for 202 years as of 2018). This was made possible partly by the periods of relative peace in Europe and the world known as Pax Britannica (1815-1914), Pax Europaea/Pax Americana (since 1950s), and Pax Atomica (also since the 1950s).

Pacifism

Pacifism is the categorical opposition to the behaviors of war or violence as a means of settling disputes or of gaining advantage. Pacifism covers a spectrum of views ranging from the belief that international disputes can and should all be resolved via peaceful behaviors; to calls for the abolition of various organizations which tend to institutionalize aggressive behaviors, such as the military, or arms manufacturers; to opposition to any organization of society that might rely in any way upon governmental force. Such groups which sometimes oppose the governmental use of force include anarchists and libertarians. Absolute pacifism opposes violent behavior under all circumstance, including defense of self and others.

Pacifism may be based on moral principles (a deontological view) or pragmatism (a consequentialist view). Principled pacifism holds that all forms of violent behavior are inappropriate responses to conflict, and are morally wrong. Pragmatic pacifism holds that the costs of war and inter-personal violence are so substantial that better ways of resolving disputes must be found. Pacifists in general reject theories of Just War. Pacifism tends to place its initial focus on the need for a "peaceful behavior" ahead of any focus on the need for a "peaceful inner disposition."

Organizations

United Nations

The United Nations (UN) is an international organization whose stated aims are to facilitate cooperation in international law, international security, economic development, social progress, human rights, and achieving world peace. The UN was founded in 1945 after World War II to replace the League of Nations, to stop wars between countries, and to provide a platform for dialogue.

The UN, after approval by the Security Council, sends peacekeepers to regions where armed conflict has recently ceased or paused to enforce the terms of peace agreements and to discourage combatants from resuming hostilities. Since the UN does not maintain its own military, peacekeeping forces are voluntarily provided by member states of the UN. The forces, also called the "Blue Helmets", who enforce UN accords are awarded United Nations Medals, which are considered international decorations instead of military decorations. The peacekeeping force as a whole received the Nobel Peace Prize in 1988.

League of Nations

The principal forerunner of the United Nations was the League of Nations. It was created at the Paris Peace Conference of 1919, and emerged from the advocacy of Woodrow Wilson and other idealists during World War I. The Covenant of the League of Nations was included in the Treaty of Versailles in 1919, and the League was based in Geneva until its dissolution as a result of World War II and replacement by the United Nations. The high hopes widely held for the League in the 1920s, for example amongst members of the League of Nations Union, gave way to widespread disillusion in the 1930s as the League struggled to respond to challenges from Nazi Germany, Fascist Italy, and Japan.

One of the most important scholars of the League of Nations was Sir Alfred Zimmern. Like many of the other British enthusiasts for the League, such as Gilbert Murray and Florence Stawell - the so-called "Greece and peace" set - he came to this from the study of the classics.

The creation of the League of Nations, and the hope for informed public opinion on international issues (expressed for example by the Union for Democratic Control during World War I), also saw the creation after World War I of bodies dedicated to understanding international affairs, such as the Council on Foreign Relations in New York and the Royal Institute of International Affairs at Chatham House in London. At the same time, the academic study of international relations started to professionalize, with the creation of the first professorship of international politics, named for Woodrow Wilson, at Aberystwyth, Wales, in 1919.

Olympic Games

The late 19th century idealist advocacy of peace which led to the creation of the Nobel Peace Prize, the Rhodes Scholarships, the Carnegie Endowment for International Peace, and ultimately the League of Nations, also saw the re-emergence of the ancient Olympic ideal. Led by Pierre de Coubertin, this culminated in the holding in 1896 of the first of the modern Olympic Games.

Nobel Peace Prize

Henry Dunant was awarded the first-ever Nobel Peace Prize for his role in founding the International Red Cross.

The highest honour awarded to peace maker is the Nobel Prize in Peace, awarded since 1901 by the Norwegian Nobel Committee. It is awarded annually to internationally notable persons following the prize's creation in the will of Alfred Nobel. According to Nobel's will, the Peace Prize shall be awarded to the person who "...shall have done the most or the best work for fraternity between nations, for the abolition or reduction of standing armies and for the holding and promotion of peace congresses."[12]

Rhodes Scholarships and other fellowships

In creating the Rhodes Scholarships for outstanding students from the United States, Germany and much of the British Empire, Cecil Rhodes wrote in 1901 that 'the object is that an understanding between the three great powers will render war impossible and educational relations make the strongest tie'.[13] This peace purpose of the Rhodes Scholarships was very prominent in the first half of the 20th century, and became prominent again in recent years under Warden of the Rhodes House Donald Markwell,[14] a historian of thought about the causes of war and peace.[15] This vision greatly influenced Senator J. William Fulbright in the goal of the Fulbright fellowships to promote international understanding and peace, and has guided many other international fellowship programs,[16] including the Schwarzman Scholars to China created by Stephen A. Schwarzman in 2013.[17]

Gandhi Peace Prize


The International Gandhi Peace Prize, named after Mahatma Gandhi, is awarded annually by the Government of India. It is launched as a tribute to the ideals espoused by Gandhi in 1995 on the occasion of the 125th anniversary of his birth. This is an annual award given to individuals and institutions for their contributions towards social, economic and political transformation through non-violence and other Gandhian methods. The award carries Rs. 10 million in cash, convertible in any currency in the world, a plaque and a citation. It is open to all persons regardless of nationality, race, creed or sex.

Student Peace Prize

The Student Peace Prize is awarded biennially to a student or a student organization that has made a significant contribution to promoting peace and human rights.

Culture of Peace News Network

The Culture of Peace News Network, otherwise known simply as CPNN, is a UN authorized interactive online news network, committed to supporting the global movement for a culture of peace.

A peace museum is a museum that documents historical peace initiatives. Many peace museums also provide advocacy programs for nonviolent conflict resolution. This may include conflicts at the personal, regional or international level.

Theories

Many different theories of "peace" exist in the world of peace studies, which involves the study of de-escalation, conflict transformation, disarmament, and cessation of violence.[19] The definition of "peace" can vary with religion, culture, or subject of study.
One definition is that peace is a state of balance and understanding in yourself and between others, where respect is gained by the acceptance of differences, tolerance persists, conflicts are resolved through dialog, people's rights are respected and their voices are heard, and everyone is at their highest point of serenity without social tension.[citation needed]

Game theory

The Peace & War Game is an approach in game theory to understand the relationship between peace and conflicts.
The iterated game hypotheses was originally used by academic groups and computer simulations to study possible strategies of cooperation and aggression.[20]

As peace makers became richer over time, it became clear that making war had greater costs than initially anticipated. One of the well studied strategies that acquired wealth more rapidly was based on Genghis Khan, i.e. a constant aggressor making war continually to gain resources. This led, in contrast, to the development of what's known as the "provokable nice guy strategy", a peace-maker until attacked, improved upon merely to win by occasional forgiveness even when attacked.

There exists a strategy of multiple players who can continue to gain wealth cooperating with each other while bleeding a constantly aggressive player.

Balance of power theories

The classical "realist" position is that the key to promoting order between states, and so of increasing the chances of peace, is the maintenance of a balance of power between states - a situation where no state is so dominant that it can "lay down the law to the rest". Exponents of this view have included Metternich, Bismarck, Hans Morgenthau, and Henry Kissinger. A related approach - more in the tradition of Hugo Grotius than Thomas Hobbes - was articulated by the so-called "English school of international relations theory" such as Martin Wight in his book Power Politics (1946, 1978) and Hedley Bull in The Anarchical Society (1977).
As the maintenance of a balance of power could in some circumstances require a willingness to go to war, some critics saw the idea of a balance of power as promoting war rather than promoting peace. This was a radical critique of those supporters of the Allied and Associated Powers who justified entry into World War I on the grounds that it was necessary to preserve the balance of power in Europe from a German bid for hegemony.

In the second half of the 20th century, and especially during the cold war, a particular form of balance of power - mutual nuclear deterrence - emerged as a widely held doctrine on the key to peace between the great powers. Critics argued that the development of nuclear stockpiles increased the chances of war rather than peace, and that the "nuclear umbrella" made it "safe" for smaller wars (e.g. the Vietnam war and the Soviet invasion of Czechoslovakia to end the Prague Spring), so making such wars more likely.

Democratic peace theory

The democratic peace theory holds that democracies will never go to war with one another.

Free trade, interdependence and globalization

It was a central tenet of classical liberalism, for example among English liberal thinkers of the late 19th and early 20th century, that free trade promoted peace. For example, the Cambridge economist John Maynard Keynes (1883-1946) said that he was "brought up" on this idea and held it unquestioned until at least the 1920s.[21] During the economic globalization in the decades leading up to World War I, writers such as Norman Angell argued that the growth of economic interdependence between the great powers made war between them futile and therefore unlikely. He made this argument in 1914.

These ideas have again come to prominence among liberal internationalists during the globalization of the late 20th and early 21st century.[22] These ideas have seen capitalism as consistent with, even conducive to, peace.

Socialism and managed capitalism

Socialist, communist, and left-wing liberal writers of the 19th and 20th centuries (e.g., Lenin, J.A. Hobson, John Strachey) argued that capitalism caused war (e.g. through promoting imperial or other economic rivalries that lead to international conflict). This led some to argue that international socialism was the key to peace.

However, in response to such writers in the 1930s who argued that capitalism caused war, the economist John Maynard Keynes (1883-1946) argued that managed capitalism could promote peace. This involved international coordination of fiscal/monetary policies, an international monetary system that did not pit the interests of countries against each other, and a high degree of freedom of trade. These ideas underlay Keynes's work during World War II that led to the creation of the International Monetary Fund and the World Bank at Bretton Woods in 1944, and later of the General Agreement on Tariffs and Trade (subsequently the World Trade Organization).[23]

Theory of 'active peace'

Borrowing from the teachings of Norwegian theorist Johan Galtung, one of the pioneers of the field of Peace Research, on 'Positive Peace',[24] and on the writings of Maine Quaker Gray Cox, a consortium of theorists, activists, and practitioners in the experimental John Woolman College initiative have arrived at a theory of "active peace". This theory posits in part that peace is part of a triad, which also includes justice and wholeness (or well-being), an interpretation consonant with scriptural scholarly interpretations of the meaning of the early Hebrew word shalom. Furthermore, the consortium have integrated Galtung's teaching of the meanings of the terms peacemaking, peacekeeping, and peacebuilding, to also fit into a triadic and interdependent formulation or structure. Vermont Quaker John V. Wilmerding posits five stages of growth applicable to individuals, communities, and societies, whereby one transcends first the 'surface' awareness that most people have of these kinds of issues, emerging successively into acquiescence, pacifism, passive resistance, active resistance, and finally into active peace, dedicating themselves to peacemaking, peacekeeping or peace building.[25]

International organization and law

One of the most influential theories of peace, especially since Woodrow Wilson led the creation of the League of Nations at the Paris Peace Conference of 1919, is that peace will be advanced if the intentional anarchy of states is replaced through the growth of international law promoted and enforced through international organizations such as the League of Nations, the United Nations, and other functional international organizations. One of the most important early exponents of this view was Sir Alfred Zimmern, for example in his 1936 book The League of Nations and the Rule of Law.[26]

Trans-national solidarity

Many "idealist" thinkers about international relations - e.g. in the traditions of Kant and Karl Marx - have argued that the key to peace is the growth of some form of solidarity between peoples (or classes of people) spanning the lines of cleavage between nations or states that lead to war.[27]

One version of this is the idea of promoting international understanding between nations through the international mobility of students - an idea most powerfully advanced by Cecil Rhodes in the creation of the Rhodes Scholarships, and his successors such as J. William Fulbright.[28]

Another theory is that peace can be developed among countries on the basis of active management of water resources.[29]

Lyotard post-modernism

Following Wolfgang Dietrich, Wolfgang Sützl[30] and the Innsbruck School of Peace Studies, some peace thinkers have abandoned any single and all-encompassing definition of peace. Rather, they promote the idea of many peaces. They argue that since no singular, correct definition of peace can exist, peace should be perceived as a plurality. This post-modern understanding of peace(s) was based on the philosophy of Jean Francois Lyotard. It served as a fundament for the more recent concept of trans-rational peace(s) and elicitive conflict transformation.

In 2008 Dietrich enlarged his approach of the many peaces to the so-called five families of peace interpretations: the energetic, moral, modern, post-modern and trans-rational approach.[31] Trans-rationality unites the rational and mechanistic understanding of modern peace in a relational and culture-based manner with spiritual narratives and energetic interpretations.[32] The systemic understanding of trans-rational peaces advocates a client-centred method of conflict transformation, the so-called elicitive approach.[33]

Peace without weapons

The theory of peace without weapons is as old as philosophy and human consciousness. This theory holds that weapons in and of themselves are causative of violence, aggression, and other non-peaceful activities, and the removal of all weapons and the military, would therefore be a means of preventing such activities, thereby inducing peace. Some philosophical and legal manifests have been written and distributed on this theme in several languages, for select and privileged groups of highly respected and experienced experts in philosophy and law, in many countries in all continents, worldwide.[citation needed] These philosophical peace manifests would be suitable for public lectures at universities in many countries in all continents, worldwide.[citation needed] Some pacifist religious denominations, such as the Quakers, the Amish, and the Mennonites traditionally renounce the ownership of weapons, and routinely lobby against their manufacture and distributuon.

Peace and conflict studies

Peace and conflict studies is an academic field which identifies and analyses violent and nonviolent behaviours, as well as the structural mechanisms attending violent and non violent social conflicts. This is to better understand the processes leading to a more desirable human condition.[34] One variation, Peace studies (irenology), is an interdisciplinary effort aiming at the prevention, de-escalation, and solution of conflicts. This contrasts with war studies (polemology), directed at the efficient attainment of victory in conflicts. Disciplines involved may include political science, geography, economics, psychology, sociology, international relations, history, anthropology, religious studies, and gender studies, as well as a variety of other disciplines.

Measurement and ranking

Although peace is widely perceived as something intangible, various organizations have been making efforts to quantify and measure it. The Global Peace Index produced by the Institute for Economics and Peace is a known effort to evaluate peacefulness in countries based on 23 indicators of the absence of violence and absence of the fear of violence.[35]


The last edition of the Index ranks 163 countries on their internal and external levels of peace.[36] According to the 2017 Global Peace Index, Iceland is the most peaceful country in the world while Syria is the least peaceful one.[37] Fragile States Index (formerly known as the Failed States Index) created by the Fund for Peace focuses on risk for instability or violence in 178 nations. This index measures how fragile a state is by 12 indicators and subindicators that evaluate aspects of politics, social economy, and military facets in countries.[38] The 2015 Failed State Index reports that the most fragile nation is South Sudan, and the least fragile one is Finland.[39] University of Maryland publishes the Peace and Conflict Instability Ledger in order to measure peace. It grades 163 countries with 5 indicators, and pays the most attention to risk of political instability or armed conflict over a three-year period. The most recent ledger shows that the most peaceful country is Slovenia on the contrary Afghanistan is the most conflicted nation.
