During the Age of Discovery, a large scale colonization of the Americas, involving a number of European empires, took place between around 1492 and 1800. The Norse had explored and colonized areas of Europe and the North Atlantic, colonizing Greenland and creating a short term settlement near the northern tip of Newfoundland circa 1000 CE. However, the later colonization by the European powers involving the continents of North America and South America is arguably more well-known.

During this time, the European empires of Spain, Portugal, Britain, France, Russia, the Netherlands, Denmark, and Sweden began to explore and claim the Americas and its natural resources and human capital, leading to the displacement, disestablishment, enslavement, sometimes even the genocide of the indigenous peoples in the Americas, and the establishment of several settler colonial states. Some settler colonies, including New Mexico, Alaska, the northern Great Plains, and the North-Western Territory in North America, the Isthmus of Tehuantepec, the Yucatán Peninsula, and the Darién Gap in Central America, and the northwest Amazon, the central Andes, and the Guianas in South America remain relatively rural, sparsely populated, and indigenous as of the 21st century.

Russia began colonizing the Pacific Northwest in the mid-18th century, seeking pelts for the fur trade. Many of the social structures—including religions, political boundaries, and linguae francae—which predominate in the Western Hemisphere in the 21st century are the descendants of those that were established during this period.

The rapid rate at which Europe grew in wealth and power was unforeseeable in the early 15th century because it had been preoccupied with internal wars and it was slowly recovering from the loss of population caused by the Black Death. The Ottoman Empire's domination of trade routes to Asia prompted Western European monarchs to search for alternatives, resulting in the voyages of Christopher Columbus and the accidental re-discovery of the New World.

With the signing of the Treaty of Tordesillas in 1494, Portugal and Spain agreed to divide the Earth in two, with Portugal having dominion over non-Christian lands in the world's eastern half, and Spain over those in the western half. Spanish claims essentially included all of the Americas; however, the Treaty of Tordesillas granted the eastern tip of South America to Portugal, where it established Brazil in the early 1500s. The city of Santo Domingo, in the current-day Dominican Republic, founded in 1498 by Columbus, is credited as the oldest continuously inhabited European-established settlement in the Americas.

By the 1530s, other Western European powers realized they too could benefit from voyages to the Americas, leading to British and French colonializations in the northeast tip of the Americas, including in the present-day United States. Within a century, the Swedish established New Sweden; the Dutch established New Netherland; and Denmark–Norway along with the Swedish and Dutch established colonization of parts of the Caribbean. By the 1700s, Denmark–Norway revived its former colonies in Greenland, and Russia began to explore and claim the Pacific Coast from Alaska to California.

Violent conflicts arose during the beginning of this period as indigenous peoples fought to preserve their territorial integrity from increasing European colonizers and from hostile indigenous neighbors who were equipped with Eurasian technology. Conflict between the various European empires and the indigenous peoples was a leading dynamic in the Americas into the 1800s, although some parts of the continent gained their independence from Europe by then, including the United States, which was established following the victory of [DJS -- ??]

Other regions, including California, Patagonia, the North Western Territory, and the northern Great Plains, experienced little to no colonization at all until the 1800s. European contact and colonization had disastrous effects on the indigenous peoples of the Americas and their societies.

Western European powers

Norse Viking explorers are the first known Europeans to set foot on North America. Norse journeys to Greenland and Canada are supported by historical and archaeological evidence. The Norsemen established a colony in Greenland in the late tenth century, and lasted until the mid 15th century, with court and parliament assemblies (þing) taking place at Brattahlíð and a bishop located at Garðar. The remains of a settlement at L'Anse aux Meadows in Newfoundland, Canada, were discovered in 1960 and were dated to around the year 1000 (carbon dating estimate 990–1050). L'Anse aux Meadows is the only site widely accepted as evidence of pre-Columbian trans-oceanic contact. It was named a World Heritage Site by UNESCO in 1978. It is also notable for its possible connection with the attempted colony of Vinland, established by Leif Erikson around the same period or, more broadly, with the Norse colonization of the Americas. Leif Erikson's brother is said to have had the first contact with the native population of North America which would come to be known as the skrælings. After capturing and killing eight of the natives, they were attacked at their beached ships, which they defended.

Spain

While the Norse established some colonies in the north-eastern part of North America as early as the tenth century, systematic European colonization began in 1492. A Spanish expedition sailed west in order to find a new trade route to the Far East, the source of spices, silks, porcelains, and other rich trade goods. Ottoman control of the Silk Road, the traditional route for trade between Europe and Asia, forced European traders to look for alternative routes. The Genoese mariner Christopher Columbus led an expedition to find a route to East Asia, but instead landed in The Bahamas. Columbus encountered the Lucayan people on the island Guanahani (possibly Cat Island), which they had inhabited since the ninth century. In his reports, Columbus exaggerated the quantity of gold in the East Indies, which he called the "New World". These claims, along with the slaves he brought back, convinced the monarchy to fund a second voyage. Word of Columbus's exploits spread quickly, sparking the Western European exploration, conquest, and colonization of the Americas

Spanish explorers, conquerors, and settlers sought material wealth, prestige, and the spread of Christianity, often summed up in the phrase "gold, glory, and God". The Spanish justified their claims to the New World based on the ideals of the Christian Reconquista of the Iberian Peninsula from the Muslims, completed in 1492. In the New World, military conquest to incorporate indigenous peoples into Christendom was considered the "spiritual conquest." In 1493, Pope Alexander VI, the first Spaniard to become Pope, issued a series of Papal Bulls that confirmed Spanish claims to the newly discovered lands.

After the final Reconquista of Iberia, the Treaty of Tordesillas was ratified by the Pope, the two kingdoms of Castile (in a personal union with other kingdoms of Spain) and Portugal in 1494. The treaty divided the entire non-European world into two spheres of exploration and colonization. The longitudinal boundary cut through the Atlantic Ocean and the eastern part of present-day Brazil. The countries declared their rights to the land despite the fact that Indigenous populations had settled from pole to pole in the hemisphere and was their homeland.

After European contact, the native population of the Americas plummeted by an estimated 80% (from around 50 million in 1492 to eight million in 1650), due in part to Old World diseases carried to the New World, and the conditions that colonization imposed on Indigenous populations, such as forced labor and removal from homelands and traditional medicines. Some scholars have argued that this demographic collapse was the result of the first large-scale act of genocide in the modern era.

For example, the labor and tribute of inhabitants of Hispaniola were granted in encomienda to Spaniards, a practice established in Spain for conquered Muslims. Although not technically slavery, it was coerced labor for the benefit of the Spanish grantees, called encomenderos. Spain had a legal tradition and devised a proclamation known as The Requerimento to be read to indigenous populations in Spanish, often far from the field of battle, stating that the indigenous were now subjects of the Spanish Crown and would be punished if they resisted. When the news of this situation and of the abuse of the institution reached Spain, the New Laws were passed to regulate and gradually abolish the system in the Americas, as well as to reiterate the prohibition of enslaving Native Americans. By the time the new laws were passed, 1542, the Spanish crown had acknowledged their inability to control and properly ensure compliance of traditional laws overseas, so they granted to Native Americans specific protections not even Spaniards had, such as the prohibition of enslaving them even in the case of crime or war. These extra protections were an attempt to avoid the proliferation of irregular claims to slavery. However, as historian Andrés Reséndez has noted, "this categorical prohibition did not stop generations of determined conquistadors and colonists from taking Native slaves on a planetary scale, ... The fact that this other slavery had to be carried out clandestinely made it even more insidious. It is a tale of good intentions gone badly astray."

A major event in early Spanish colonization, which had so far yielded paltry returns, was the Spanish conquest of the Aztec Empire (1519–1521). It was led by Hernán Cortés and made possible by securing indigenous alliances with the Aztecs' enemies, mobilizing thousands of warriors against the Aztecs for their own political reasons. The Aztec capital, Tenochtitlan, became Mexico City, the chief city of the "New Spain". More than an estimated 240,000 Aztecs died during the siege of Tenochtitlan, 100,000 in combat, while 500–1,000 of the Spaniards engaged in the conquest died. The other great conquest was of the Inca Empire (1531–35), led by Francisco Pizarro.

During the early period of exploration, conquest, and settlement, c. 1492–1550, the overseas possessions claimed by Spain were only loosely controlled by the crown. With the conquests of the Aztecs and the Incas, the New World now commanded the crown's attention. Both Mexico and Peru had dense, hierarchically organized indigenous populations that could be incorporated and ruled. Even more importantly, both Mexico and Peru had large deposits of silver, which became the economic motor of the Spanish empire and transformed the world economy. In Peru, the singular, hugely rich silver mine of Potosí was worked by traditional forced indigenous labor drafts, known as the mit'a. In Mexico, silver was found outside the zone of dense indigenous settlement, so that free laborers migrated to the mines in Guanajuato and Zacatecas. The crown established the Council of the Indies in 1524, based in Seville, and issued laws of the Indies to assert its power against the early conquerors. The crown created the viceroyalty of New Spain and the viceroyalty of Peru to tightened crown control over these rich prizes of conquest.

Portugal

Over this same time frame as Spain, Portugal claimed lands in North America (Canada) and colonized much of eastern South America naming it Santa Cruz and Brazil. On behalf of both the Portuguese and Spanish crowns, cartographer Americo Vespuscio explored the South American east coast, and published his new book Mundus Novus (New World) in 1502–1503 which disproved the belief that the Americas were the easternmost part of Asia and confirmed that Columbus had reached a set of continents previously unheard of to any Europeans. Cartographers still use a Latinized version of his first name, America, for the two continents. In April 1500, Portuguese noble Pedro Álvares Cabral claimed the region of Brazil to Portugal; the effective colonization of Brazil began three decades later with the founding of São Vicente in 1532 and the establishment of the system of captaincies in 1534, which was later replaced by other systems. Others tried to colonize the eastern coasts of present-day Canada and the River Plate in South America. These explorers include João Vaz Corte-Real in Newfoundland; João Fernandes Lavrador, Gaspar and Miguel Corte-Real and João Álvares Fagundes, in Newfoundland, Greenland, Labrador, and Nova Scotia (from 1498 to 1502, and in 1520).

During this time, the Portuguese gradually switched from an initial plan of establishing trading posts to extensive colonization of what is now Brazil. They imported millions of slaves to run their plantations. The Portuguese and Spanish royal governments expected to rule these settlements and collect at least 20% of all treasure found (the quinto real collected by the Casa de Contratación), in addition to collecting all the taxes they could. By the late 16th century silver from the Americas accounted for one-fifth of the combined total budget of Portugal and Spain. In the 16th century perhaps 240,000 Europeans entered ports in the Americas.

France

France founded colonies in the Americas: in eastern North America (which had not been colonized by Spain north of Florida), a number of Caribbean islands (which had often already been conquered by the Spanish or depopulated by disease), and small coastal parts of South America. French explorers included Giovanni da Verrazzano in 1524; Jacques Cartier (1491–1557), and Samuel de Champlain (1567–1635), who explored the region of Canada he reestablished as New France.

In the French colonial regions, the focus of economy was on sugar plantations in the French West Indies. In Canada the fur trade with the natives was important. About 16,000 French men and women became colonizers. The great majority became subsistence farmers along the St. Lawrence River. With a favorable disease environment and plenty of land and food, their numbers grew exponentially to 65,000 by 1760. Their colony was taken over by Britain in 1760, but social, religious, legal, cultural and economic changes were few in a society that clung tightly to its recently formed traditions.

British

British colonization began with North America almost a century after Spain. The relatively late arrival meant that the British could use the other European colonization powers as models for their endeavors. Inspired by the Spanish riches from colonies founded upon the conquest of the Aztecs, Incas, and other large Native American populations in the 16th century, their first attempt at colonization occurred in Roanoke and Newfoundland, although unsuccessful. In 1606, King James I granted a charter with the purpose of discovering the riches at their first permanent settlement in Jamestown, Virginia in 1607. They were sponsored by common stock companies such as the chartered Virginia Company financed by wealthy Englishmen who exaggerated the economic potential of the land.

Penn's Treaty with the Indians

The Reformation of the 16th century broke the unity of Western Christendom and led to the formation of numerous new religious sects, which often faced persecution by governmental authorities. In England, many people came to question the organization of the Church of England by the end of the 16th century. One of the primary manifestations of this was the Puritan movement, which sought to purify the existing Church of England of its residual Catholic rites. The first of these people, known as the Pilgrims, landed on Plymouth Rock in November 1620. Continuous waves of repression led to the migration of about 20,000 Puritans to New England between 1629 and 1642, where they founded multiple colonies. Later in the century, the new Province of Pennsylvania was given to William Penn in settlement of a debt the king owed his father. Its government was established by William Penn in about 1682 to become primarily a refuge for persecuted English Quakers; but others were welcomed. Baptists, German and Swiss Protestants, and Anabaptists also flocked to Pennsylvania. The lure of cheap land, religious freedom and the right to improve themselves with their own hand was very attractive.

Mainly due to discrimination, there was often a separation between English colonial communities and indigenous communities. The Europeans viewed the natives as savages who were not worthy of participating in what they considered civilized society. The native people of North America did not die out nearly as rapidly nor as greatly as those in Central and South America due in part to their exclusion from British society. The indigenous people continued to be stripped of their native lands and were pushed further out west. The English eventually went on to control much of Eastern North America, the Caribbean, and parts of South America. They also gained Florida and Quebec in the French and Indian War.

John Smith convinced the colonists of Jamestown that searching for gold was not taking care of their immediate needs for food and shelter. The lack of food security leading to extremely high mortality rate was quite distressing and cause for despair among the colonists. To support the colony, numerous supply missions were organized. Tobacco later became a cash crop, with the work of John Rolfe and others, for export and the sustaining economic driver of Virginia and the neighboring colony of Maryland. Plantation agriculture was a primary aspect of the economies of the Southern Colonies and in the British West Indies. They heavily relied on African slave labor to sustain their economic pursuits.

From the beginning of Virginia's settlements in 1587 until the 1680s, the main source of labor and a large portion of the immigrants were indentured servants looking for new life in the overseas colonies. During the 17th century, indentured servants constituted three-quarters of all European immigrants to the Chesapeake Colonies. Most of the indentured servants were teenagers from England with poor economic prospects at home. Their fathers signed the papers that gave them free passage to America and an unpaid job until they became of age. They were given food, clothing, housing and taught farming or household skills. American landowners were in need of laborers and were willing to pay for a laborer's passage to America if they served them for several years. By selling passage for five to seven years worth of work, they could then start on their own in America. Many of the migrants from England died in the first few years.

Economic advantage also prompted the Darien Scheme, an ill-fated venture by the Kingdom of Scotland to settle the Isthmus of Panama in the late 1690s. The Darien Scheme aimed to control trade through that part of the world and thereby promote Scotland into a world trading power. However, it was doomed by poor planning, short provisions, weak leadership, lack of demand for trade goods, and devastating disease. The failure of the Darien Scheme was one of the factors that led the Kingdom of Scotland into the Act of Union 1707 with the Kingdom of England creating the united Kingdom of Great Britain and giving Scotland commercial access to English, now British, colonies.

The Netherlands had been part of the Spanish Empire, due to the inheritance of Charles V of Spain. Many Dutch people converted to Protestantism and sought their political independence from Spain. They were a seafaring nation and built a global empire in regions where the Portuguese had originally explored. In the Dutch Golden Age, it sought colonies. In the Americas, the Dutch conquered the northeast of Brazil in 1630, where the Portuguese had built sugar cane plantations worked by black slave labor from Africa. Prince Johan Maurits van Nassau-Siegen became the administrator of the colony (1637–43), building a capital city and royal palace, fully expecting the Dutch to retain control of this rich area. As the Dutch had in Europe, it tolerated the presence of Jews and other religious groups in the colony. After Maurits departed in 1643, the Dutch West India Company took over the colony, until it was lost to the Portuguese in 1654. The Dutch retained some territory in Dutch Guiana, now Suriname. The Dutch also seized islands in the Caribbean that Spain had originally claimed but had largely abandoned, including Sint Maarten in 1618, Bonaire in 1634, Curaçao in 1634, Sint Eustatius in 1636, Aruba in 1637, some of which remain in Dutch hands and retain Dutch cultural traditions.

On the east coast of North America, the Dutch planted the colony of New Netherland on the lower end of the island of Manhattan, at New Amsterdam starting in 1624. The Dutch sought to protect their investments and purchased the Manhattan from a band of Canarse from Brooklyn who occupied the bottom quarter of Manhattan, known then as the Manhattoes, for 60 guilders' worth of trade goods. Minuit conducted the transaction with the Canarse chief Seyseys, who accepted valuable merchandise in exchange for an island that was actually mostly controlled by another indigenous group, the Weckquaesgeeks. Dutch fur traders set up a network upstream on the Hudson River. There were Jewish settlers from 1654 onward, and they remained following the English capture of New Amsterdam in 1664. The naval capture was despite both nations being at peace with the other.

Russia

Russia came to colonization late compared to Spain or Portugal, or even England. Siberia was added to the Russian Empire and Cossack explorers along rivers sought valuable furs of ermine, sable, and fox. Cossacks enlisted the aid of indigenous Siberians, who sought protection from nomadic peoples, and those peoples paid tribute in fur to the czar. Thus, prior to the eighteenth century Russian expansion that pushed beyond the Bering Strait dividing Eurasia from North America, Russia had experience with northern indigenous peoples and accumulated wealth from the hunting of fur bearing animals. Siberia had already attracted a core group of scientists, who sought to map and catalogue the flora, fauna, and other aspects of the natural world.

A major Russian expedition for exploration was mounted in 1742, contemporaneous with other eighteenth-century European state-sponsored ventures. It was not clear at the time whether Eurasia and North America were completely separate continents. The first voyages were made by Vitus Bering and Aleksei Chirikov, with settlement beginning after 1743. By the 1790s the first permanent settlements were established. Explorations continued down the Pacific coast of North America, and Russia established a settlement in the early nineteenth century at what is now called Fort Ross, California. Russian fur traders forced indigenous Aleut men into seasonal labor. Never very profitable, Russia sold its North American holdings to the United States in 1867, called at the time "Seward's Folly."

Tuscany

Duke Ferdinand I de Medici made the only Italian attempt to create colonies in America. For this purpose the Grand Duke organized in 1608 an expedition to the north of Brazil, under the command of the English captain Robert Thornton.

Thornton, on his return from the preparatory trip in 1609 (he had been to the Amazon), found Ferdinand I dead and all projects were canceled by his successor Cosimo II.

Christianization

Beginning with the first wave of European colonization, the religious discrimination, persecution, and violence toward the Indigenous peoples' native religions was systematically perpetrated by the European Christian colonists and settlers from the 15th–16th centuries onwards.

During the Age of Discovery and the following centuries, the Spanish and Portuguese colonial empires were the most active in attempting to convert the Indigenous peoples of the Americas to the Christian religion. Pope Alexander VI issued the Inter caetera bull in May 1493 that confirmed the lands claimed by the Kingdom of Spain, and mandated in exchange that the Indigenous peoples be converted to Catholic Christianity. During Columbus's second voyage, Benedictine friars accompanied him, along with twelve other priests. With the Spanish conquest of the Aztec empire, evangelization of the dense Indigenous populations was undertaken in what was called the "spiritual conquest." Several mendicant orders were involved in the early campaign to convert the Indigenous peoples. Franciscans and Dominicans learned Indigenous languages of the Americas, such as Nahuatl, Mixtec, and Zapotec. One of the first schools for Indigenous peoples in Mexico was founded by Pedro de Gante in 1523. The friars aimed at converting Indigenous leaders, with the hope and expectation that their communities would follow suit. In densely populated regions, friars mobilized Indigenous communities to build churches, making the religious change visible; these churches and chapels were often in the same places as old temples, often using the same stones. "Native peoples exhibited a range of responses, from outright hostility to active embrace of the new religion." In central and southern Mexico where there was an existing Indigenous tradition of creating written texts, the friars taught Indigenous scribes to write their own languages in Latin letters. There is significant body of texts in Indigenous languages created by and for Indigenous peoples in their own communities for their own purposes. In frontier areas where there were no settled Indigenous populations, friars and Jesuits often created missions, bringing together dispersed Indigenous populations in communities supervised by the friars in order to more easily preach the gospel and ensure their adherence to the faith. These missions were established throughout Spanish America which extended from the southwestern portions of current-day United States through Mexico and to Argentina and Chile.

As slavery was prohibited between Christians and could only be imposed upon non-Christian prisoners of war and/or men already sold as slaves, the debate on Christianization was particularly acute during the early 16th century, when Spanish conquerors and settlers sought to mobilize Indigenous labor. Later, two Dominican friars, Bartolomé de Las Casas and the philosopher Juan Ginés de Sepúlveda, held the Valladolid debate, with the former arguing that Native Americans were endowed with souls like all other human beings, while the latter argued to the contrary to justify their enslavement. In 1537, the papal bull Sublimis Deus definitively recognized that Native Americans possessed souls, thus prohibiting their enslavement, without putting an end to the debate. Some claimed that a native who had rebelled and then been captured could be enslaved nonetheless.

When the first Franciscans arrived in Mexico in 1524, they burned the sacred places dedicated to the Indigenous peoples' native religions. However, in Pre-Columbian Mexico, burning the temple of a conquered group was standard practice, shown in Indigenous manuscripts, such as Codex Mendoza. Conquered Indigenous groups expected to take on the gods of their new overlords, adding them to the existing pantheon. They likely were unaware that their conversion to Christianity entailed the complete and irrevocable renunciation of their ancestral religious beliefs and practices. In 1539, Mexican bishop Juan de Zumárraga oversaw the trial and execution of the Indigenous nobleman Carlos of Texcoco for apostasy from Christianity. Following that, the Catholic Church removed Indigenous converts from the jurisdiction of the Inquisition, since it had a chilling effect on evangelization. In creating a protected group of Christians, Indigenous men no longer could aspire to be ordained Christian priests.

Throughout the Americas, the Jesuits were active in attempting to convert the Indigenous peoples to Christianity. They had considerable success on the frontiers in New France and Portuguese Brazil, most famously with Antonio de Vieira, S.J; and in Paraguay, almost an autonomous state within a state.

Religion and migration

Roman Catholics were the first major religious group to immigrate to the New World, as settlers in the Spanish and Portuguese colonies of Portugal and Spain, and later, France in New France. No other religion was tolerated and there was a concerted effort to convert indigenous peoples and black slaves to Catholicism. The Catholic Church established three offices of the Spanish Inquisition, in Mexico City; Lima, Peru; and Cartagena de Indias in Colombia to maintain religious orthodoxy and practice. The Portuguese did not establish a permanent office of the Portuguese Inquisition in Brazil, but did send visitations of inquistors in the seventeenth century.

English and Dutch colonies, on the other hand, tended to be more religiously diverse. Settlers to these colonies included Anglicans, Dutch Calvinists, English Puritans and other nonconformists, English Catholics, Scottish Presbyterians, French Protestant Huguenots, German and Swedish Lutherans, as well as Jews, Quakers, Mennonites, Amish, and Moravians. Jews fled to the Dutch colony of New Amsterdam when the Spanish and Portuguese inquisitions cracked down on their presence.

Disease and indigenous population loss

The European lifestyle included a long history of sharing close quarters with domesticated animals such as cows, pigs, sheep, goats, horses, dogs and various domesticated fowl, from which many diseases originally stemmed. In contrast to the indigenous people, the Europeans had developed a richer endowment of antibodies. The large-scale contact with Europeans after 1492 introduced Eurasian germs to the indigenous people of the Americas.

Epidemics of smallpox (1518, 1521, 1525, 1558, 1589), typhus (1546), influenza (1558), diphtheria (1614) and measles (1618) swept the Americas subsequent to European contact, killing between 10 million and 100 million people, up to 95% of the indigenous population of the Americas. The cultural and political instability attending these losses appears to have been of substantial aid in the efforts of various colonists in New England and Massachusetts to acquire control over the great wealth in land and resources of which indigenous societies had customarily made use.

Such diseases yielded human mortality of an unquestionably enormous gravity and scale – and this has profoundly confused efforts to determine its full extent with any true precision. Estimates of the pre-Columbian population of the Americas vary tremendously.

Others have argued that significant variations in population size over pre-Columbian history are reason to view higher-end estimates with caution. Such estimates may reflect historical population maxima, while indigenous populations may have been at a level somewhat below these maxima or in a moment of decline in the period just prior to contact with Europeans. Indigenous populations hit their ultimate lows in most areas of the Americas in the early 20th century; in a number of cases, growth has returned.

According to scientists from University College London, the colonization of the Americas by Europeans killed so much of the indigenous population that it resulted in climate change and global cooling. Some contemporary scholars also attribute significant indigenous population losses in the Caribbean to the widespread practice of slavery and deadly forced labor in gold and silver mines. Historian Andrés Reséndez, supports this claim and argues that indigenous populations were smaller previous estimations and "a nexus of slavery, overwork and famine killed more Indians in the Caribbean than smallpox, influenza and malaria."

Indigenous population loss following European contact directly led to Spanish explorations beyond the Caribbean islands they initially claimed and settled in the 1490s, since they required a labor force to both produce food and to mine gold. Slavery was not unknown in Indigenous societies.[citation needed] With the arrival of European colonists, enslavement of Indigenous peoples "became commodified, expanded in unexpected ways, and came to resemble the kinds of human trafficking that are recognizable to us today". While disease was the main killer of indigenous peoples, the practice of slavery and forced labor was also significant contributor to the indigenous death toll. With the arrival of Europeans other than Spanish, enslavement of native populations increased since there were no prohibitions against slavery until decades later. It is estimated that from Columbus's arrival to the end of the 19th century between 2.5 and 5 million Native Americans were forced into slavery. Indigenous men, women, and children were often forced into labor in sparsely populated frontier settings, in the household, or in the toxic gold and silver mines. This practice was known as the encomienda system and granted free native labor to the Spaniards. Based upon the practice of exacting tribute from Muslims and Jews during the Reconquista, the Spanish Crown granted a number of native laborers to an encomendero, who was usually a conquistador or other prominent Spanish male. Under the grant, they were theoretically bound to both protecting the natives and converting them to Christianity. In exchange for their forced conversion to Christianity, the natives paid tributes in the form of gold, agricultural products, and labor. The Spanish Crown tried to terminate the system through the Laws of Burgos (1512–13) and the New Laws of the Indies (1542). However, the encomenderos refused to comply with the new measures and the indigenous people continued to be exploited. Eventually, the encomienda system was replaced by the repartimiento system which was not abolished until the late 18th century.

In the Caribbean, deposits of gold were quickly exhausted and the precipitous drop in the indigenous population meant a severe labor shortage. Spaniards sought a high value, low bulk export product to make their fortunes. Cane sugar was the answer. It had been cultivated on the Iberian Atlantic islands. It was a highly desirable, expensive foodstuff. The problem of a labor force was solved by the importation of African slaves, initiating the creation of sugar plantations worked by chattel slaves. Plantations required a significant work force to be purchased, housed, and fed; capital investment in building sugar mills on-site, since once cane was cut, the sugar content rapidly declined. Plantation owners were linked to creditors and a network of merchants to sell processed sugar in Europe. The whole system was predicated on a huge enslaved population. The Portuguese controlled the African slave trade, since the division of spheres with Spain in the Treaty of Tordesillas, they controlled the African coasts. Black slavery dominated the labor force in tropical zones, particularly where sugar was cultivated, in Portuguese Brazil, the English, French, and Dutch Caribbean islands. On the mainland of North America, the English southern colonies imported black slaves, starting in Virginia in 1619, to cultivate other tropical or semi-tropical crops such as tobacco, rice, and cotton.

Although black slavery is most associated with agricultural production, in Spanish America enslaved and free blacks and mulattoes were found in numbers in cities, working as artisans. Most newly transported African slaves were not Christians, but their conversion was a priority. For the Catholic Church, black slavery was not incompatible with Christianity. The Jesuits created hugely profitable agricultural enterprises and held a significant black slave labor force. European whites often justified the practice through the belts of latitude theory, supported by Aristotle and Ptolemy. In this perspective, belts of latitude wrapped around the Earth and corresponded with specific human traits. The peoples from the "cold zone" in Northern Europe were "of lesser prudence", while those of the "hot zone" in sub-Sahara Africa were intelligent but "weaker and less spirited". According to the theory, those of the "temperate zone" across the Mediterranean reflected an ideal balance of strength and prudence. Such ideas about latitude and character justified a natural human hierarchy.

Africans slaves were a highly valuable commodity, enriching those involved in the trade. Africans were transported to slave ships to the Americas, were primarily obtained from their African homelands by coastal tribes who captured and sold them. Europeans traded for slaves with the local native African tribes who captured them elsewhere in exchange for rum, guns, gunpowder, and other manufactures. The total slave trade to islands in the Caribbean, Brazil, the Portuguese, Spanish, French, Dutch, and British Empires is estimated to have involved 12 million Africans.

The vast majority of these slaves went to sugar colonies in the Caribbean and to Brazil, where life expectancy was short and the numbers had to be continually replenished. At most about 600,000 African slaves were imported into the United States, or 5% of the 12 million slaves brought across from Africa.

Throughout the South American hemisphere, there were three large regional sources of populations: Native Americans, arriving Europeans, and forcibly transported Africans. The mixture of these cultures impacted the ethnic makeup that predominates in the hemisphere's largely independent states today. The term to describe someone of mixed European and indigenous ancestry is mestizo while the term to describe someone of mixed European and African ancestry is mulatto. The mestizo and mulatto population are specific to Iberian-influenced current-day Latin America because the conquistadors had (often forced) sexual relations with the indigenous and African women. The social interaction of these three groups of people inspired the creation of a caste system based on skin tone. The hierarchy centered around those with the lightest skin tone and ordered from highest to lowest was the Peninsulares, Criollos, mestizos, indigenous, mulatto, then African.

Unlike the Iberians, the British men came with families with whom they planned to permanently live in what is now North America. They kept the natives on the margins of colonial society. Because the British colonizers' wives were present, the British men rarely had sexual relations with the native women. While the mestizo and mulatto population make up the majority of people in Latin America today, there is only a small mestizo population in present-day North America (excluding Central America).

Colonization and gender

By the early to mid 16th century, even the Iberian men began to carry their wives and families to the Americas. Some women even carried out the voyage alone. Later, more studies of the role of women and female migration from Europe to the Americas have been made.

Impact of colonial land ownership on long-term development

Eventually, most of the Western Hemisphere came under the control of Western European governments, leading to changes to its landscape, population, and plant and animal life. In the 19th century over 50 million people left Western Europe for the Americas. The post-1492 era is known as the period of the Columbian exchange, a dramatically widespread exchange of animals, plants, culture, human populations (including slaves), ideas, and communicable disease between the American and Afro-Eurasian hemispheres following Columbus's voyages to the Americas.

Most scholars writing at the end of the 19th century estimated that the pre-Columbian population was as low as 10 million; by the end of the 20th century most scholars gravitated to a middle estimate of around 50 million, with some historians arguing for an estimate of 100 million or more. A recent estimate is that there were about 60.5 million people living in the Americas immediately before depopulation, of which 90 per cent, mostly in Central and South America, perished from wave after wave of disease, along with war and slavery playing their part.

Geographic differences between the colonies played a large determinant in the types of political and economic systems that later developed. In their paper on institutions and long-run growth, economists Daron Acemoglu, Simon Johnson, and James A. Robinson argue that certain natural endowments gave rise to distinct colonial policies promoting either smallholder or coerced labor production. Densely settled populations, for example, were more easily exploitable and profitable as slave labor. In these regions, landowning elites were economically incentivized to develop forced labor arrangements such as the Peru mit'a system or Argentinian latifundias without regard for democratic norms. French and British colonial leaders, conversely, were incentivized to develop capitalist markets, property rights, and democratic institutions in response to natural environments that supported smallholder production over forced labor.

James Mahoney proposes that colonial policy choices made at critical junctures regarding land ownership in coffee-rich Central America fostered enduring path dependent institutions. Coffee economies in Guatemala and El Salvador, for example, were centralized around large plantations that operated under coercive labor systems. By the 19th century, their political structures were largely authoritarian and militarized. In Colombia and Costa Rica, conversely, liberal reforms were enacted at critical junctures to expand commercial agriculture, and they ultimately raised the bargaining power of the middle class. Both nations eventually developed more democratic and egalitarian institutions than their highly concentrated landowning counterparts.

In 2007, the Smithsonian Institution National Museum of American History and the Virginia Historical Society (VHS) co-organized a traveling exhibition to recount the strategic alliances and violent conflict between European empires (English, Spanish, French) and the Native people living in North America. The exhibition was presented in three languages and with multiple perspectives. Artifacts on display included rare surviving Native and European artifacts, maps, documents, and ceremonial objects from museums and royal collections on both sides of the Atlantic. The exhibition opened in Richmond, Virginia on March 17, 2007, and closed at the Smithsonian International Gallery on October 31, 2009.

The related online exhibition explores the international origins of the societies of Canada and the United States and commemorates the 400th anniversary of three lasting settlements in Jamestown (1607), Quebec City (1608), and Santa Fe (1609). The site is accessible in three languages.

Climate migration is a subset of climate-related mobility that refers to primarily voluntary movement driven by the impact of sudden or gradual climate-exacerbated disasters, such as "abnormally heavy rainfalls, prolonged droughts, desertification, environmental degradation, or sea-level rise and cyclones". The majority of climate migrants move internally within their own countries, though a smaller number of climate-displaced people also move across national borders.

Climate change gives rise to migration on a large, global scale. The United Nations High Commissioner for Refugees (UNHCR) estimates that an average of 20 million people are forcibly displaced to other areas in countries all over the world by weather-related events every year. Climate-related disasters disproportionately affect marginalized populations, who are often facing other structural challenges in climate-vulnerable regions and countries. As a result, climate-related disasters are often described as a threat multiplier that compounds crises over time and space. The 2021 White House Report on the Impact of Climate Change on Migration underscored the multifaceted impacts of climate change and climate-related migration, ranging from destabilizing vulnerable and marginalized communities, exacerbating resource scarcity, to igniting political tension.

Few existing international frameworks and regional and domestic legal regimes provide adequate protection to climate migrants. However, as the UN Dispatch noted, "people who have been uprooted because of climate change exist all over the world — even if the international community has been slow to recognize them as such." As a result, climate migration has been described as “the world’s silent crisis,” contrasting its global pervasiveness with its lack of recognition and investigation. The number of people displaced by climate-related disasters is forecast to top 200 million by 2050. The World Bank projects that there will be 216 million climate migrants by 2050. The International Environmental Program (IEP) projects there will be 1.2 billion climate migrants by 2050. The UN International Organization for Migration projects that there will be 1.4 billion climate migrants by 2060.

Definitions

Climate migrants refer to those who engage in primarily voluntary movement driven by the impact of sudden or gradual climate change, such as "abnormally heavy rainfalls, prolonged droughts, desertification, environmental degradation, or sea-level rise and cyclones".

Few existing international frameworks and regional and domestic legal regimes provide adequate protection to climate migrants. Typically, climate migrants are not legally recognized as refugees and therefore do not enjoy international and domestic refugee law protections. Pope Francis noted in his encyclical letter Laudato si' (2015), that "migrants seeking to flee from the growing poverty caused by environmental degradation ... are not recognized by international conventions as refugees". In the Americas, instead of being granted refugee status, individuals displaced by environmental factors are offered humanitarian visas or complementary protection, which do not always provide permanent residence and citizenship pathways.

Internationally, the 1951 Refugee Convention does not recognize climate factors as standalone criteria to define a refugee. However, in January 2020, the UN Human Rights Committee ruled that "climate refugees fleeing the effects of the climate crisis cannot be forced by their adoptive countries to return to their home counties whose climate is posing an immediate threat."

Climate justice and adaptation

Climate migrants may migrate internally within their own country or to another country in response to climate change. However, climate adaptation projects in preparation for and in response to climate change may increase the climate resilience of communities and reduce the degree of migration people will need to make in the face of climate change.

There are both short- and long-term impacts of climate change which bring under-prepared communities environmental harm and exacerbate existing inequities. In the short-term, sudden climatic events like severe storms and natural disasters may destroy critical infrastructure, flood neighborhoods, disrupt transit systems, overburden medical centers, cause food and water shortages, destabilize energy plants, and jeopardize human health and well-being. In the long-term, famines, droughts, and other resource shortages and economic damages brought about by climate change may cause conflict, political instability, climate gentrification, and accumulated negative health effects due to exposure to unhealthy environments. Slow-impact events, such as droughts and slowly rising temperatures, have more mixed effects, but are more likely to lead to longer-term changes. People may lose the means to migrate, leading to a net decrease in migration. The migration that does take place is seen as voluntary and economically motivated. In some cases climate change could also exacerbate economic insecurity or political instability as causes for migration beyond temperatures and extreme weather events. Just as individuals and countries do not contribute equally to climate change, they also do not experience the negative effects of the crisis equally.

The degree to which some of the environmental and related changes occur can be reduced by means of climate adaptation projects which increase the climate resilience of communities and peoples. Varying levels of investment are made in supporting the adaptation, resilience, and mobility of neighborhoods, municipalities, and nations in the face of climate change and consequent environmental migration. Small island states, rural populations, people of color, low-income communities, the elderly, people with disabilities, coastal urban populations, food and housing insecure households, and least developed countries are especially vulnerable to the worst effects of the climate crisis and therefore to environmental migration. People with livelihoods tied to the environment, like those in agriculture, fisheries, and coast-dependent businesses, are also at risk of relocation or job loss due to climate change. Who leaves and who stays when affected by climate change often falls along lines of race and class, as mobility requires some amount of wealth.

Gentrification

Climate gentrification is a result of climate migration, changes in populations due to environmental changes caused by climate change, in which certain lower-socioeconomic communities are displaced place of housing for more wealthy communities. Areas affected by this phenomenon are typically coastal cities, islands, and other vulnerable areas that are susceptible to rising sea levels, extreme weather events, and other climate-related disasters.

Gentrification is a process of economic displacement whereby areas of lower socioeconomic status get upscaled and changed by wealthier people moving in, increasing the cost of living and displacing lower class citizens. The climate crisis continues to threaten communities globally, a new form of gentrification has been established known as climate gentrification. One example of a community affected by climate gentrification took place in Coastal communities in Florida. An article about this states, "Historically, wealthier populations have owned highly desirable waterfront properties and lower income populations have lived on the 'less desirable' land inland and at higher elevation from the coast". Waterfront properties are now experiencing an increased risk of flooding due to sea level rise, storm surge, heavier precipitation and stronger hurricane-force winds during landfall."

In 1990, the Intergovernmental Panel on Climate Change (IPCC 1990: 20) declared that the greatest single consequence of climate change could be migration, 'with millions of people displaced by shoreline erosion, coastal flooding and severe drought'.

The most common projection is that the world will have 150–200 million people displaced by climate change by 2050. Variations of this claim have been made in influential reports on climate change by the IPCC (Brown 2008: 11) and the Stern Review on the Economics of Climate Change (Stern et al. 2006: 3), as well as by NGOs such as Friends of the Earth, Greenpeace Germany (Jakobeit and Methmann 2007) and Christian Aid; and inter-governmental organisations such as the Council of Europe, UNESCO, IOM (Brown 2008) and UNHCR.

Francois Gemenne has stated that: 'When it comes to predictions, figures are usually based on the number of people living in regions at risk, and not on the number of people actually expected to migrate. Estimates do not account for adaptation strategies [or] different levels of vulnerability' (Gemenne 2009: 159). However, Hein de Haas has argued that to link the climate change issue "with the specter of mass migration is a dangerous practice based on myth rather than fact. The use of apocalyptic migration forecasts to support the case for urgent action on climate change is not only intellectually dishonest, but also puts the credibility of those using this argument - as well as the broader case for climate change action - seriously at risk". He argued that while "climate change is unlikely to cause mass migration" this also overlooks the fact that the implications of environmental adversity are most severe for the most vulnerable populations who lack the means to move out

While climate-related migration is often framed as a remote issue, extreme weather events are already forcing people out of their homes in many parts of the world. In 2020, storms, floods, landslides, wildfires and droughts triggered 38 million internal displacements (i.e. displacement within a country), according to the Internal Displacement Monitoring Centre. This is a record and three times as many forced movements as those caused by conflicts.

In 2018, the BBC reported that "UN figures indicate that 80% of people displaced by climate change are women".

Asia and the Pacific

According to the Internal Displacement Monitoring Centre, more than 42 million people were displaced in Asia and the Pacific triggered by sudden onset natural hazards during 2010 and 2011, more than twice the population of Sri Lanka. This figure includes those displaced by storms, floods, and heat and cold waves. Still others were displaced by drought and sea-level rise. Most of those compelled to leave their homes eventually returned when conditions improved, but an undetermined number became migrants, usually within their country, but also across national borders.

Climate-induced migration is a highly complex issue which needs to be understood as part of global migration dynamics. Migration typically has multiple causes, and environmental factors are intertwined with other social and economic factors, which themselves can be influenced by environmental changes. The United Nations High Commissioner for Refugees (UNHCR) recognized that climate change and environmental harm frequently “interact with other drivers of displacement” that fit into the established refugee definition. A 2012 Asian Development Bank study argues that climate-induced migration should be addressed as part of a country's development agenda, given the major implications of migration on economic and social development. The report recommends interventions both to address the situation of those who have migrated, as well as those who remain in areas subject to environmental risk. It says: "To reduce migration compelled by worsening environmental conditions, and to strengthen the resilience of at-risk communities, governments should adopt policies and commit financing to social protection, livelihoods development, basic urban infrastructure development, and disaster risk management."

Additionally, it is maintained that the poor populate areas that are most at risk for environmental destruction and climate change, including coastlines, flood-lines, and steep slopes. As a result, climate change threatens areas already suffering from extreme poverty. "The issue of equity is crucial. Climate affects us all, but does not affect us all equally," UN Secretary-General Ban Ki-moon told delegates at a climate conference in Indonesia. Africa is also one of the world regions where environmental displacement is critical largely due to droughts and other climate-related eventualities.

Due to rising sea levels, as many as 70,000 people will be displaced in the Sundarbans as early as 2020 according to an estimate by the Center for Oceanographic Studies at Jadavpur University. One expert calls for restoring the Sundarbans’ original mangrove habitats to both mitigate the impacts of rising seas and storm surges, and to serve as a carbon sink for greenhouse gas emissions.

While this approach makes provision for homestead land and other amenities, provisioning for livelihoods like agriculture and fishing which are the mainstay for the relocated populations is needed.

In Minqin County, Gansu Province, "10,000 people have left the area and have become shengtai yimin, 'ecological migrants'". In Xihaigu, Ningxia, water shortages driven by climate change and deforestation have resulted in several waves of government-mandated relocations since 1983.

In 2013 a claim of a Kiribati man, Ioane Teitiota, of being a "climate change refugee" under the Convention relating to the Status of Refugees (1951) was determined by the New Zealand High Court to be untenable. The Refugee Convention did not apply as there is no persecution or serious harm related to any of the five stipulated convention grounds. The Court rejected the argument that the international community itself (or countries which can be said to have been historically high emitters of carbon dioxide or other greenhouse gases) were the "persecutor" for the purposes of the Refugee Convention. This analysis of the need for the person to identify persecution of the type described in the Refugee Convention does not exclude the possibility that a people for countries experiencing severe impacts of climate change can come with the Refugee Convention. However, it is not the climate change event itself, rather the social and political response to climate change, which is likely to create the pathway for a successful claim. The New Zealand Immigration and Protection Tribunal and the High Court, "there is a complex inter-relationship between natural disasters, environmental degradation and human vulnerability. Sometimes a tenable pathway to international protection under the Refugee Convention can result. Environmental issues sometimes lead to armed conflict. There may be ensuing violence towards or direct repression of an entire section of a population. Humanitarian relief can become politicised, particularly in situations where some group inside a disadvantaged country is the target of direct discrimination". The New Zealand Court of Appeal also rejected the claim in a 2014 decision. On further appeal, the New Zealand Supreme Court confirmed the earlier adverse rulings against the application for refugee status, with the Supreme Court also rejecting the proposition "that environmental degradation resulting from climate change or other natural disasters could never create a pathway into the Refugee Convention or protected person jurisdiction". Teitiota appealed to the UN. In January 2020, the UN Human Rights Committee "ruled against Teitiota on the basis that his life was not at imminent risk," but also said that it was a human rights violation to force refugees to return "to countries where climate change poses an immediate threat."

In 2014 attention was drawn to an appeal to the New Zealand Immigration and Protection Tribunal against the deportation of a Tuvaluan family on the basis that they were "climate change refugees", who would suffer hardship resulting from the environmental degradation of Tuvalu. However the subsequent grant of residence permits to the family was made on grounds unrelated to the refugee claim. The family was successful in their appeal because, under the relevant immigration legislation, there were "exceptional circumstances of a humanitarian nature" that justified the grant of resident permits as the family was integrated into New Zealand society with a sizeable extended family which had effectively relocated to New Zealand.

North America

California

California is confronting a growing forest and wildlife crisis due to wildfire. California has historically been vulnerable to wildfires – at least a third of the worst wildfires in US history have occurred in California. However, climate change – specifically, warmer temperatures and more intense drought seasons – in recent years have dramatically increased the size and intensity of wildfires in the state. More than half of the 20 largest California wildfires in modern history occurred between 2018 and 2022. The 2020 wildfires were particularly devastating, burning down more than 4 million acres of land, destroying thousands of buildings, and forcing hundreds of thousands of people to leave their homes.

Evidence suggests that only a small percentage of those affected by the wildfires choose to stay. Only several thousands of the 27,000 residents affected by the 2018 Sierra Nevada fire chose to remain and rebuild. The others chose to migrate either to other parts of California or out-of-state. They face special difficulties with relocation due to lack of fire insurance policies and the state’s lack of affordable housing. The state estimates at least 2.5 million homes are needed in the next eight years to catch up to demand.

Alaska

There have been 178 Alaskan communities threatened by erosion of their land. The annual temperature has steadily increased over the last fifty years, with Alaska seeing it double (compared to the rate seen across the rest of the United States) to the rate of 3.4 degrees, with an alarming 6.3 degrees increase for the winters over the past fifty years. Many of the communities residing in these areas have been living off the land for generations. There is an eminent threat of loss of culture and loss of tribal identity with these communities.

Between 2003 and 2009, a partial survey by the Army Corps of Engineers identified thirty-one Alaskan villages under imminent threat of flooding and erosion. By 2009, 12 of the 31 villages had decided to relocate, with four (Kivalina, Newtok, Shaktoolik, and Shishmaref) requiring immediate evacuation due to danger of immediate flooding along with limited evacuation options.

However, relocation is proving difficult because there is no governmental institutional framework that exists for the aid of climate refugees in the United States. The Obama administration promised to fund $50.4 billion to help with relocation efforts in 2016.

Louisiana

Isle de Jean Charles, Louisiana, home to the Biloxi-Chitimacha-Choctaw First Nation, is being depopulated with federal grant money, due to saltwater intrusion and sea level rise. This Indigenous Nation residing on the Isle de Jean Charles is facing the effects of climate change. The resettlement of this community of around 100, exists as the first migration of a total community in the state of Louisiana. This state has lost almost 2,000 square miles (5,200 km2) of its coast within the last 87 years and now an alarming rate of almost 16 square miles (41 km2) per year is disappearing. In early 2016, a 48-million-dollar grant was the first allocation of federal tax dollars to aid a community suffering from direct impact of climate change. Louisiana has lost land mass comparable to the size of the state of Delaware revealing land mass loss that is at a rate faster than many places in the world. The resettlement plan for the Isle de Jean Charles is at the forefront of responding to climate change without destroying the community that resides within.

Washington state

Native American tribes located on the outer coast of the state of Washington’s Olympic Peninsula, such as the Quinault Indian Nation village of Taholah, and the Shoalwater Bay Tribe, have been increasingly vulnerable to encroaching sea levels, storm surges and intense rain causing landslides and floods. In response, the Quinault Indian Nation conducted a vulnerability assessment and devised a comprehensive relocation plan to move two of its villages – Taholah and Queets, home to 660 tribal members – to higher ground way above the tsunami and flood zones. However, relocation is expensive and only possible with federal funding – it is estimated that moving the 471-member Shoalwater Bay Tribe up the mountain could cost half a billion dollars. The Department of the Interior, under the Biden Administration, has created programs designed to help relocate communities affected by climate change and is assessing which tribes to allocate funding to first.

Central America and the Caribbean

The people of Central America and the Caribbean are repeatedly faced with severe weather events and climate change will only exacerbate this issue. A large portion of this region lies along the “Dry Corridor”, an arid region that includes areas of Panama, Honduras, Nicaragua, El Salvador and the Dominican Republic. The dry corridor is predicted to expand with the onset of climate change. It is currently home to approximately 10 million people, half of whom are subsistence farmers. From 2009 - 2019, two million residents in the dry corridor have experienced hunger because of extreme weather events caused by climate change. Natural weather patterns such as the El Niño Southern Oscillation, or simply “El Niño”, can make dry conditions in this region more extreme. Wet periods following an El Niño weather event can bring torrential rain that results in major flooding and catastrophic landslides. Multiple studies have shown that climate change could result in more frequent extreme El Niños.

Food security issues are expected to worsen across Central America due to climate change. In August 2019, Honduras declared a state of emergency when a drought caused the southern part of the country to lose 72% of its corn and 75% of its bean production. It is predicted that by 2070, corn yields in Central America may fall by 10%, beans by 29%, and rice by 14%. With Central American crop consumption dominated by corn (70%), beans (25%), and rice (6%), the expected drop in staple crop yields could have devastating consequences. The World Bank predicts that by 2050, climate change-induced migration could displace 1.4 - 2.1 million residents of Central America and Mexico. The highest estimate is that worsening droughts and flooding from climate change could displace up to 4 million people in the region by 2050.

Several weather events in the 21st century have displayed the devastating effects of the El Niño weather pattern and have led to mass displacement and hunger crises. In 2009, extreme drought hit the Dry Corridor, followed by Hurricane Ida. The storm affected forty thousand people in Nicaragua and left thirteen thousand homeless. El Salvador received up to 17 inches (43 cm) of rain in two days, causing massive landslides which killed 190 people and displaced ten thousand more. In 2015, due to the strongest El Niño in recorded history, hundreds of thousands of Central American subsistence farmers lost a portion or the entirety of their crops. Throughout 2014 and 2015, El Salvador alone saw over $100 million in damage to crops. In Guatemala, the drought caused a food shortage that left 3 million people struggling to feed themselves, according to a 2015 report authored by the International Organization for Migration (IOM) and the United Nations’ World Food Programme (WFP). The Guatemalan government declared a state of emergency as the drought and high food prices led to a hunger crisis during which chronic malnutrition was common among children. By the end of June 2016, it was estimated by the United Nations’ Office for the Coordination of Humanitarian Affairs (OCHA) that 3.5 million people required humanitarian assistance across El Salvador, Guatemala and Honduras.

The western highlands of Guatemala are particularly susceptible to climate change, affecting the region’s predominantly Indigenous population of subsistence farmers. The main crops, potatoes and maize, have been under increasing pressure as hard frosts in the region have become more frequent since 2013. Hard frosts can kill a whole season’s worth of crops at once. At lower elevations, new pests are becoming more prevalent and there has been decreased rainfall. In 2018, 50% of the 94,000 Guatemalans deported from the United States and Mexico were from these western highlands.

The IOM/WFP report also showed the ways in which food insecurity led to migration from El Salvador, Guatemala, and Honduras. Pointing out that there are millions of Central Americans living abroad (with over 80% in the United States), the report stated there is a positive correlation between food insecurity and migration from these countries. It also confirmed that crises related to hunger and violence are exacerbated when the region heads into the second consecutive year of an extreme drought. In their conclusions, the authors definitively found that food insecurity has led to migration in these countries. Despite this evidence, the ramifications of extreme weather and climate change have rarely been discussed in relation to Central American migrants and it requires more research to prove their direct link.

South America

South America Continental Divide

Many peer-reviewed articles analyzing migration in South America have found multiple types of linkages between climate change and its effect on migration. The effects and results vary based on the type of climatic change, socioeconomic status and demographic characteristics of migrants and the distance and direction of the migration. Since most climate migration studies are done in the developed world, scientists have called for more quantitative research within the developing world, including South America. Migration in South America does not always increase as a result of increased environmental threats but is affected by factors such as climate variability and land suitability. These migrations happen either gradually or suddenly but are typically directed from rural to urban areas. Inter-provincial migration is shown to not be as heavily influenced by environmental changes whereas migration outside of the country of origin is heavily influenced by environmental changes. The results of a climactic event catalyzing migration change depending on the onset of the event, however, climate change related events such as drought and hurricanes augment or increase youth migration. Youth are more likely to migrate as a response to climate-related events. As a result, children who have been displaced are found to travel shorter distances to find work in rural destinations versus further to an urban area. Researchers suggest a review of the terms that define who is an environmental migrant since policy-making bodies and intergovernmental agencies most affect responses when an environmental event causes people to migrate. Because of the increase in interest in this topic in the past decade some people call for a measure called preventive resettlement. The cases in which preventive resettlement appear appropriate is typically discerned by local and governmental bodies. Others call for an increase in social programs to both prevent and help in a migration event.

Active sea-level rise resulted in the relocation of the people of Enseada da Baleia, a coastal community located on Cardoso Island in southeastern Brazil. The government offered the residents the ability to either relocate to another community on the island or a city on the mainland. Most residents chose to move to a new location that was more inland on the same island and paid for their own expenses of relocation with little government assistance. Brazilian lawyer Erika Pires Ramos argues that the dilemma faced by the residents of Enseada da Baleia illustrates how climate migrants are invisible throughout much of Latin America. Governments must first recognize and identify groups of climate migrants in order to better help them.

The International Organization for Migration estimates that today nearly 11 million South Americans are currently resettling or migrating due to recent and ongoing natural disasters, some of which are climate-induced. Collecting and maintaining data on climate migrants remains a major obstacle for South American governments in preparing and anticipating for migration flows from future climate-induced disasters. Peru passed a national climate change law in 2018 that mandates the government, led by a multi-agency group, to create a plan to mitigate and adapt to future climate migrations. Uruguay already has its own “national resettlement plan” for climate-induced migrations in place.

A few countries like Argentina and Brazil, offer a “disaster-related emergency visa”. In Argentina, the visa came into effect in 2022 includes relocation, housing and integration support provided by civil society.

Some Kuna people, such as those in the settlement of Gardi Sugdub, have decided to relocate from islands to the mainland of Panama due to sea level rise.

Estimates put the number of displaced persons in Europe from climate-related events at over 700,000 in the last ten years. Most of the continent’s climate-related catastrophes are a result of either flooding or wildfires.

The European Union has yet to adopt any continent-wide convention on the status of migrants displaced by climate-related events.

Record droughts caused by climate change in part of the Middle East are increasingly seen as a significant contributing factor to regional unrest and mass migrations to Europe.  While the role of climate change in exacerbating internal domestic unrest is still being widely debated, there’s increasing empirical support for the argument that climate change acts as a security threat multiplier in developing countries. Back-to-back unprecedented droughts plagued Syrian farmers from 2006 to 2011, resulting in mass migrations from the countryside to the cities where existing infrastructure came under strain. This internal migration further exacerbated the growing unemployment and inequality and was one of the main driving forces leading to the Syrian Civil War. Over one million Syrians have fled the country since the war began, largely resettling in neighboring Turkey.

Due to the 2014 Balkan flooding (which is considered to be linked to climate change), some people in Bosnia and Herzegovina migrated to other European countries.

Moldova, with a large rural population dependent on subsistence farming, is one of Europe’s most vulnerable countries to the threat of climate change. Increasing erratic weather patterns may lead to crop failures and mass migrations to neighboring countries. In 2010, devastating floods completely submerged the village of Cotul Morii in central Moldova resulting in the evacuation of 440 families. Government authorities mandated that Cotul Morii be reconstructed in a new location 15 kilometers away from the original village which the government officially abandoned. Despite this, over 60 families chose to remain and rebuild their community in the original village even with a lack of running water or electricity. Climate migration researchers emphasize the growing importance of a “right to voluntary immobility”. There are often very sensitive and complicated issues at play when making the decision to relocate an entire population from their home, and many residents may choose to voluntarily opt-out of government efforts.

In Wales, the village of Fairbourne has been cited as an area particularly vulnerable to sea level rise. The local Gwynedd Council has described it as impractical to protect from rising sea levels and proposed managed retreat.

Political and legal perspectives

The International Organization for Migration (IOM) expects the scale of global migration to rise as a result of accelerated climate change. It, therefore, recommends policymakers around the world to take a proactive stance on the matter. Despite the scale of climate migration, current legal protections across the world are ineffective in protecting climate migrants. A report from the International Refugee Assistance Project (IRAP) therefore recommends the creation of new legal pathways to safety for people moving in the context of climate change and environmental degradation. IRAP’s report also recommends that governments develop stronger humanitarian protection for people who are forcibly displaced in a changing climate. The report emphasizes that strengthening the legal protections for climate-displaced persons should be preemptive with increased options for these persons before environmental disasters occur.

The International Law Commission (ILC) provides guidance on the legal protections that climate-displaced persons should enjoy when disasters strikes. ILC’s Draft Articles on the Protection of Persons in the Event of Disasters advocates for mass displacement to be included in the definition of “disaster”. The United Nations Human Rights Committee (UNHRC) recently decided cases wherein the Committee asserted that “the ICCPR obligates states not to return people fleeing life-threatening climate change impacts.” In one of these cases, Teitota v. New Zealand, the UNHRC held that “individuals and groups who have crossed national borders could file subsequent petitions against deportation to the UNHRC, after exhausting domestic options, based on climate change impacts that violate the right to life.”

The Environmental Justice Foundation (EJF) argued that people who will be forced to move due to climate change currently have no adequate recognition in international law. The EJF contends that a new multilateral legal instrument is required to specifically address the needs of "climate refugees" in order to confer protection to those fleeing environmental degradation and climate change. They have also asserted that additional funding is needed to enable developing countries to adapt to climate change. Sujatha Byravan and Sudhir Chella Rajan have argued for the use of the term 'climate exiles' and for international agreements to provide them political and legal rights, including citizenship in other countries, bearing in mind those countries' responsibilities and capabilities.

Global perceptions from possible countries of asylum

Acceptance of the possibility of environmental migrants may be influenced by other challenges that confront a nation. In Canada, there is public interest in policies that foster planning and accommodations. On 20 September 2016, Prime Minister Trudeau of Canada told the UN Summit for Refugees and Migrants that plans just for resettlement would not be enough. Sweden which had allowed refugees to seek asylum from areas of war in an open door policy has changed to a policy that is more deterrent of asylum seekers and is even offering money for asylum seekers to withdraw their requests. The United States, which was warned under the Obama administration to prepare for climate change and consequent refugees, had more difficulties in doing so under former President Donald Trump, who denied the reality of climate change, signed executive orders dismantling environmental protections, ordered the EPA to remove climate change information from their public site, and signaled his administration's unwillingness to anticipate environmental refugees from climate change.

A nation grants "asylum" when it grants someone freedom from prosecution within its borders. Each country makes its own rules and laws of asylum. The United States, for example, has a system recognized by federal and international laws. France was the first country to constitute the right to asylum. The right to asylum differs in different nations. There is a still fight for the right to asylum in some areas of the world.

In 2021, a French court ruled in an extradition hearing to avoid the deportation of a Bangladeshi man with asthma from France after his lawyer argued that he risked a severe deterioration in his condition, due to the air pollution in his homeland. Heavy floods affected Rohingya refugee camps in Bangladesh in July 2021.

The Biden administration in the United States released several intelligence agency reports in 2021 that sketched out in sweeping language the risks climate change poses to global stability. The reports emphasize the destabilizing effects climate change will take on developing countries including massive rises in food insecurity, worsening droughts, fires and flooding, and sea level rises. Some of the most vulnerable countries, the report concludes, are Guatemala, Haiti, Pakistan, Afghanistan, and Iraq; countries with weak state institutions that are located in especially climate-vulnerable regions of the world. In February of 2021, President Biden signed an executive order “directing the National Security Council to provide options for protecting and resettling people displaced by climate change”.

In an updated report on climate migration released in October of 2021, the Biden Administration detailed how the United States government should work to aid and assist climate migrants around the world. The report points to the use of U.S. foreign assistance through active humanitarian support, technical expertise, and capacity building and calls for increased funding to achieve these goals. Emphasizing the “complex interplay between climate change and migration”, the report orients the government’s focus to focus on climate migration as a single issue, demanding greater attention and focus in the coming years.

Perspective of countries taking immigrants

In the UK, research is being done on how climate change's impact on countries that are emigrated to will vary due to the infrastructure of those countries. They want to put into place policies so that those who have to migrate could go throughout Europe, and have solid emergency planning in place so that the people being displaced would have a swift and quick plan of escape once their environment can no longer handle inhabitants-slow or sudden onset. The end goal of this work is to determine the best course of action in the event of various environmental catastrophes.

Planning for climate migrants

Planning for climate migration, a subset of environmental migration, entails preparing for the desertion of geographically vulnerable areas as well as for the influx of vulnerable communities into largely urban areas. In addressing current issues of environmental migration and preparing for forthcoming ones, experts call for interdisciplinary, locally-informed, equitable, and accessible approaches. Cities can explore what being “migrant friendly” might look like, such as offering job training programs, affordable and livable housing, access to green spaces, accessible mass transit systems, and resources to overcome language or cultural barriers. Special investment in both resources and information dissemination can help accommodate the diverse needs of people with disabilities and mental health conditions – both in the immediate moment of a disaster, where some emergency response and early warning systems may not be audiologically or visually accessible, and in the aftermath. Investments in flood barriers and other infrastructure for adaptation can provide physical protections against severe weather. Incorporating these considerations into planning conversations now can assist cities in preparing for the worst effects of climate change before some of the scenarios for climate migration come to occur.

Sustainable development, emergency response mechanisms, and local planning can help mitigate the consequences of climate migration. For people whose livelihoods are closely linked to the stability and health of their environment – like farmers and fishers – migration may become necessary for survival. A recent New York Times and Pulitzer Center article on the issue notes that “by comparison, Americans are richer, often much richer, and more insulated from the shocks of climate change. They are distanced from the food and water sources they depend on, and they are part of a culture that sees every problem as capable of being solved by money...Census data show us how Americans move: toward heat, toward coastlines, toward drought, regardless of evidence of increasing storms and flooding and other disasters...The sense that money and technology can overcome nature has emboldened Americans." This disparity is reflected in the coastal real estate market and development projects. Addressing climate migration issues and climate change as a whole may involve reimagining how, where, and why municipalities develop and urbanize for the future.

In an article written for The Guardian, Gaia Vince outlined what the future of climate migration would look like and how countries can prepare. She cites research from the United Nations estimating that in the next 30 years, over 1 billion climate and environmental migrants will be uprooted from their homes, largely from countries in the Global South. Developed nations in North America and Europe, with aging and declining populations, will benefit from accepting and assimilating these climate migrants into their societies, she argues. Climate migration can be a solution to many of the world’s problems, rather than just a problem, according to Vince. Currently, there is no global body or organization devoted exclusively to the issue of climate migration, however, Vince argues that new climate-friendly policies are still possible.

Vince points to the rapid European response to enact open-border policies and right-to-work laws for Ukrainian refugees fleeing the 2022 war as an example. The policies arguably saved millions of lives and enabled the migrants to avoid the convoluted and slow-acting bureaucratic hurdles that exist for migrants from other countries. Vince argues that the Ukrainian migrant policy provides a blueprint for how developed countries can adopt policies and contingency plans for climate migrants in the future.

Society and culture

A documentary entitled Climate Refugees was released in 2010. Climate Refugees was an Official Selection for the 2010 Sundance Film Festival. More recently, Short Documentary Academy Award Nominee, Sun Come Up (2011), tells the story of Carteret islanders in Papua New Guinea who are forced to leave their ancestral land in response to climate change and migrate to war-torn Bougainville. Since 2007, German artist Hermann Josef Hack has shown his World Climate Refugee Camp in the centers of various European cities. The model camp, made of roughly 1000 miniature tents, is a public art intervention that depicts the social impacts of climate change.

Various works of ecofiction and climate fiction have also featured migration. One of these is The Water Knife by Paolo Bacigalupi, which focuses on climate displacement and migration within the American Southwest. Another is the 2014 science fiction movie Interstellar.
