Prison abolition movement

The prison abolition movement is a network of groups and activists that seek to reduce or eliminate prisons and the prison system, and replace them with systems of rehabilitation that do not place a focus on punishment and government institutionalization. The prison abolitionist movement is distinct from conventional prison reform, which is the attempt to improve conditions inside prisons.

Some supporters of decarceration and prison abolition also work to end solitary confinement, the death penalty, and the construction of new prisons through non-reformist reform. Others support books-to-prisoner projects and defend the rights of prisoners to have access to information and library services. Some organizations, such as the Anarchist Black Cross, seek total abolishment of the prison system, without any intention to replace it with other government-controlled systems. Many anarchist organizations believe that the best form of justice arises naturally out of social contracts, restorative justice, or transformative justice.

Definition

Scholar Dorothy Roberts takes the prison abolition movement in the United States to endorse three basic theses:

  1. "[T]oday’s carceral punishment system can be traced back to slavery and the racial capitalist regime it relied on and sustained."
  2. "[T]he expanding criminal punishment system functions to oppress black people and other politically marginalized groups in order to maintain a racial capitalist regime."
  3. "[W]e can imagine and build a more humane and democratic society that no longer relies on caging people to meet human needs and solve social problems."

Thus, Roberts situates the theory of prison abolition within an intellectual tradition including scholars such as Cedric Robinson, who developed the concept of racial capitalism, and characterizes the movement as a response to a long history of oppressive treatment of black people in the United States. In Canada, many abolitionists have called Canada's prisons the "new residential schools", which were designed as a cultural genocide of Indigenous people.

Legal scholar Allegra McLeod notes that prison abolition is not merely a negative project of "opening … prison doors", but rather "may be understood instead as a gradual project of decarceration, in which radically different legal and institutional regulatory forms supplant criminal law enforcement." Prison abolition, in McLeod's view, involves a positive agenda that reimagines how societies might deal with social problems in the absence of prisons, using techniques such as decriminalization and improved welfare provision.

Like Roberts, McLeod sees the contemporary theory of prison abolition as linked to theories regarding the abolition of slavery. McLeod notes that W. E. B. Du Bois—particularly in his Black Reconstruction in America—saw abolitionism not only as a movement to end the legal institution of property in human beings, but also as a means of bringing about a "different future" wherein former slaves could enjoy full participation in society. (Davis explicitly took inspiration from Du Bois's concept of "abolition democracy" in her Abolition Democracy.) Similarly, on McLeod's view, prison abolition implies broad changes to social institutions: "[a]n abolitionist framework", she writes, "requires positive forms of social integration and collective security that are not organized around criminal law enforcement, confinement, criminal surveillance, punitive policing, or punishment."

The abolition of prisons is not only about the closure of prisons. Abolitionist views is also a way to counter the hegemonic discourse, and gives an alternative ways of thinking. It is a way to reconceptualize basic notions like crime, innocence, punishment etc.

Historical development

Anarchism and Prison Abolition

Anarchist opposition to incarceration can be found in articles written as early as 1851, and is elucidated by major anarchist thinkers such as Proudhon, Bakunin, Berkman, Goldman, Malatesta, Bonano, and Kropotkin.

Personal experiences in prison because of revolutionary activity prompted many anarchists who were “deeply affected by their experiences” to publish their criticisms. In 1886, the trial of eight anarchists following the Haymarket riots brought state repression to public attention. Lucy Parsons, an anarchist and wife of one of the Haymarket eight, embarked on a speaking tour through 17 different states speaking to a total of almost 200,000 people. A single rally in Cuba, Havana, to support the families of the eight accused anarchists raised nearly $1000. Speaking at his trial, in a widely disseminated speech, one of the co-accused, August Spies, stated:

It is not likely that the honorable Bonfield and Grinnell can conceive of a social order not held intact by the policeman's club and pistol, nor of a free society without prisons, gallows, and State's attorneys. In such a society they probably fail to find a place for themselves. And is this the reason why Anarchism is such a "pernicious and damnable doctrine?"

The Anarchist Red Cross, a prisoner support group and the precursor to the Anarchist Black Cross, was founded roughly in 1906. By that year, groups existed in Kiev, Odessa, Bialystok, and trials of its members, led to its spread across Europe and North America. A 2018 guide to starting an Anarchist Black Cross group states that "we need to destroy all the prisons, and free all the prisoners. Our position is an abolitionist stance against the state and it’s prisons."

In 1917, the Anarchist Red Cross would disband and members joined the revolution in Russia. Following the February revolution, political prisoners were released from Russian jails, in a massive wave of amnesties. The Anarchist Red Cross reorganised in 1919 as the Anarchist Black Cross, with some members joining the anarchist insurgent, Nestor Makhno.

Makhno, a Ukrainian anarchist who was freed in 1917 from a life sentence in prison, organised a revolutionary insurgent army along anarchist principles that would come to control a territory of seven-and-a-half million people. Upon taking control of a town, Makhnovists would destroy “all remnants and symbols of slavery: prisons, police and gendarmerie posts were blown up with dynamite or put to the torch.” Prisoners in battle who were not officers were typically welcomed into the ranks of Makhnovists or freed. The Makhnovist revolutionary insurgent army adopted a declaration in 1919, stating

we are against all rigid judicial and police machinery, against any legislative code prescribed once and for all time, for these involve gross violations of genuine justice and of the real protections of the population. These ought not to be organized but should be instead the living, free and creative act of the community. Which is why all obsolete forms of justice — court administration, revolutionary tribunals, repressive laws, police or militia, Cheka, prisons and all other sterile and useless anachronisms — must disappear of themselves or be abolished from the very first breath of the free life, right from the very first steps of the free and living organization of society and the economy.

The Anarchist Black Cross was reconstituted in the aftermath of the Spanish Civil War and Anarchist Revolution. The pressure from the number of anarchist prisoners in need of aid, led to the closing of “most of the chapters in the United States and Europe.” Alternative groups, such as the Alexander Berkman Aid Fund and the Society to Aid Anarchist Prisoners in Russia would take their place. Another resurgence was felt in 1967, and, again, in 1979 owing to the efforts of Lorenzo Kom’boa Ervin whose writings on prison and anarchism are credited as having spread and been foundational to Black anarchism.

Anarchists agitation against prisons in Canada has included Bulldozer, an anti-prison anarchist project founded in Toronto in 1980. Bulldozer was closed after being raided and charged with sedition. The End the Prison Industrial Complex (Epic) was formed in 2009, and Anarchist Black Cross projects emerged throughout the 2000s. Anarchists and abolitionists within Québec organise yearly noise demonstrations outside of prison facilities on New Year’s Eve. A campaign to stop the construction of a migrant prison involved anarchists unloading thousands of crickets into the offices of an architectural firm in 2018.

Campaigns to free anarchist prisoners have served as the basis for calling for freedom for all prisoners. June 11, 2011, international solidarity actions for anarchist prisoners Marie Mason and Eric McDavid triggered the start of an international day and week of solidarity with all anarchist prisoners in 2015. 2022's week of solidarity included actions in Poland, Russia, Ukraine, Uruguay, Greece, the UK, and other countries. The 2022-2023 hunger strike of anarchist prisoner Alfredo Cospito led to police skirmishes with protesters in Rome, a Turin cell tower being lit on fire, and a letter with bullets was sent to a newspaper stating "if Alfredo Cospito dies judges will all be targets, two months without food, burn down the prisons." International actions to free Cospito, included the burning of a Strabag excavator in Germany. The Italian placed their embassies on "alert" in response to mobilizations.

The Rojavan Revolution, which many have considered illustrative of, and rooted in, anarchist theory, involved the mass liquidation of prisons and freeing of political prisoners and nonviolent offenders. Neighbourhood based "peace committees," composed of elected community members with, largely, no formal legal education, were created to resolve conflicts using a model of consensus and restorative justice.

Prison Abolition and the New Left

Angela Davis traces the roots of contemporary prison abolition theory at least to Thomas Mathiesen's 1974 book The Politics of Abolition, which had been published in the wake of the Attica Prison uprising and unrest in European prisons around the same time. She also cites activist Fay Honey Knopp's 1976 work Instead of Prisons: A Handbook for Abolitionists as significant in the movement.

Eduardo Bautista Duran and Jonathan Simon point out that George Jackson's 1970 text Soledad Brother drew global attention to the conditions of prisons in the United States and made prison abolition a tenet of the New Left.

Liz Samuels observes that, following the Attica Prison uprising, activists began to coalesce around a vision of abolition, whereas previously they had endorsed a program of reform.

1973 Walpole Prison uprising

In 1973, two years after the Attica Prison uprising, the inmates of Walpole prison, in Massachusetts, formed a prisoners' union to protect themselves from guards, end behavioral modification programs, advocate for the prisoner's right for education and healthcare, gain more visitation rights, work assignments, and to be able to send money to their families.

The union also created a general truce within the prison and race-related violence sharply declined. During the Kwanzaa celebration, black prisoners were placed under lockdown, angering the whole facility and leading to a general strike. Prisoners refused to work or leave their cells for three months, to which the guards responded by beating prisoners, putting prisoners in solitary confinement, and denying prisoners medical care and food.

The strike ended in the prisoners' favour as the superintendent of the prison resigned. The prisoners were granted more visitation rights and work programs. Angered by this, the prison guards went on strike and abandoned the prison, hoping that this would create chaos and violence throughout the prison. But the prisoners were able to create an anarchist community where recidivism dropped dramatically and murders and rapes fell to zero. Prisoners volunteered to cook meals. Vietnam veterans who had been trained as medics took charge of the pharmacy and distribution of medication. Decisions were made in community assemblies.

Guards retook the prison after two months, leading to many prison administrators and bureaucrats quitting their jobs and embracing the prison abolition movement.

Advocates of prison abolition

Angela Davis writes: "Mass incarceration is not a solution to unemployment, nor is it a solution to the vast array of social problems that are hidden away in a rapidly growing network of prisons and jails. However, the great majority of people have been tricked into believing in the efficacy of imprisonment, even though the historical record clearly demonstrates that prisons do not work."

Angela Davis and Ruth Wilson Gilmore co-founded Critical Resistance, which is an organization working to "build an international movement to end the Prison Industrial Complex by challenging the belief that caging and controlling people makes us safe." Other similarly motivated groups such as the Prison Activist Resource Center (PARC), a group "committed to exposing and challenging all forms of institutionalized racism, sexism, able-ism, heterosexism, and classism, specifically within the Prison Industrial Complex," and Black & Pink, an abolitionist organization that focuses around LGBTQ rights, all broadly advocate for prison abolition. Furthermore, the Human Rights Coalition, a 2001 group that aims to abolish prisons, and the California Coalition for Women Prisoners, a grassroots organization dedicated to dismantling the PIC, can all be added to the long list of organizations that desire a different form of justice system.

Since 1983, the International Conference on Penal Abolition (ICOPA) gathers activists, academics, journalists, and "others from across the world who are working towards the abolition of imprisonment, the penal system, carceral controls and the prison industrial complex (PIC)," to discuss three important questions surrounding the reality of prison abolition ICOPA was one of the first penal abolitionist conference movements, similar to Critical Resistance in America, but "with an explicitly international scope and agenda-setting ambition."

Anarchists wish to eliminate all forms of state control, of which imprisonment is seen as one of the more obvious examples. Anarchists also oppose prisons given that statistics show incarceration rates affect mainly poor people and ethnic minorities, and do not generally rehabilitate criminals, in many cases making them worse. As a result, the prison abolition movement often is associated with humanistic socialism, anarchism and anti-authoritarianism.

In October 2015, members at a plenary session of the National Lawyers Guild (NLG) released and adopted a resolution in favor of prison abolition.

In Canada, a number of organizations support prison abolition, which includes the Saskatchewan Manitoba Alberta Abolition Organization (SMAAC) or the Toronto Prisoners’ Rights Project. These organizations collaborate and organize on issues of prison abolition and work towards prison abolition.

Disability, mental illness and prison

Prison abolitionists such as Amanda Pustilnik take issue with the fact that prisons are used as a "default asylum" for many individuals with mental illness:

Why do governmental units choose to spend billions of dollars a year to concentrate people with serious illnesses in a system designed to punish intentional lawbreaking, when doing so matches neither the putative purposes of that system nor most effectively addresses the issues posed by that population?

In the United States, there are more people with mental illness in prisons than in psychiatric hospitals. In Canada, mental health issues are 2 to 3 time more prevalent in Canadian prisons than in the general population. This statistic is one of the major pieces of evidence that prison abolitionists claim highlights the depravity of the penal system.

Prison abolitionists contend that prisons violate the Constitutional rights (5th and 6th Amendment rights) of mentally ill prisoners on the grounds that these individuals will not be receiving the same potential for rehabilitation as the non-mentally ill prison population. This injustice is sufficient grounds to argue for the abolishment of prisons. Prisons were not designed to be used to house the mentally ill, and prison practices like solitary confinement are damaging to mental health. Additionally, individuals with mental illnesses have a much higher chance of committing suicide while in prison.

In response to the fear that prisons are needed for the most serious cases of mentally ill, Liat Ben-Mosh describe prison abolitionist's' view on the issue: "Many prison abolitionists advocate for transformative justice and healing practices in which no one will be restrained or segregated, while some, like PREAP, believe that there will always be a small percentage of those whose behavior is so unacceptable or harmful that they will need to be incapacitated, socially exiled, or restrained and that this should be done humanely, temporarily, and not in a carceral or punitive manner." Another point raised is that the current focus in criminal justice reform on nonviolent, nonserious and nonsexual offences shrinks the borders and understandings of innocence and guilt.

Aging in prison

The prison abolition movement and prison abolitionists, like Liat Ben-Moshe have taken issue with the treatment of the aging population in prisons. Prolonged sentencing policies have resulted in an increased aging population in prisons as well as the harsh conditions of imprisonment. A number of reasons can contribute to older adult's risk for illness while in prison. Prisons are not intended to be used as nursing homes, hospice or long-term care facilities for the aging prison population.

In Canada, individuals 50 years of age and older in federal custody account for 25% of the federal prison population. Investigations into the Canadian federal penitentiary have found that there is a general failure of the Correctional Service of Canada to meet safe and humane custody and assisting in the rehabilitation and reintegration of offenders into the community. The conditions of confinement of older individuals jeopardize the protection of their human rights. The conditions of the aging population in Canada has been denounced by persons who are incarcerated.

Proposed reforms and alternatives

Proposals for prison reform and alternatives to prisons differ significantly depending on the political beliefs behind them. Often they fall in one of three categories from the "Attrition Model", a model proposed by the Prison Research Education Action Project in 1976: moratorium, decarceration, and excarceration. Proposals and tactics often include:

  • Penal system reforms:
  • Prison condition reforms
  • Crime prevention rather than punishment
  • Abolition of specific programs which increase prison population, such as the prohibition of drugs (e.g., the American War on Drugs) and prohibition of sex work.
  • Education programs to inform people who have never been in prison about the problems
  • Fighting individual cases of wrongful conviction

The United Nations Office on Drugs and Crime published a series of handbooks on criminal justice. Among them is Alternatives to Imprisonment which identifies how the overuse of imprisonment impacts fundamental human rights, especially those convicted for lesser crimes.

Social justice and advocacy organizations such as Students Against Mass Incarceration (SAMI) at the University of California, San Diego often look to Scandinavian countries Sweden and Norway for guidance in regard to successful prison reform because both countries have an emphasis on rehabilitation rather than punishment. According to Sweden's Prison and Probation Service Director-General, Nils Öberg, this emphasis is popular among the Swedish because the act of imprisonment is considered punishment enough. This focus on rehabilitation includes an emphasis on promoting normalcy for inmates, a charge lead by experienced criminologists and psychologists. In Norway a focus on preparation for societal re-entry has yielded "one of the lowest recidivism rates in the world at 20%, [while] the US has one of the highest: 76.6% of [American] prisoners are re-arrested within five years". The Scandinavian method of incarceration seems to be successful: the Swedish incarceration rate decreased by 6% between 2011 and 2012.

Abolitionist views

Many prison reform organizations and abolitionists in the United States advocate community accountability practices, such as community-controlled courts, councils, or assemblies as an alternative to the criminal justice system.

Instead of prisons: a handbook for abolitionists, republished by Critical Resistance in 2005, outlines what they identify as the nine main perspectives for prison abolitionists:

Perspective 1: The imprisonment of a human being is inherently immoral, and while total abolition of the current prison system is not an easy task, it is possible. The first step towards abolition is admitting that prisons cannot be reformed, as a carceral system is founded on brutality and contempt for those imprisoned. Additionally, the current system works to disproportionally imprison poor and working-class people, so its abolition would ensure progress towards equality. Abolitionists see many similarities between today's carceral system and the slavery establishment of the past, and would in fact say that the current system is simply reformed enslavement which perpetuates the same oppressive and discriminatory patterns. But just as superficial reforms could not alter the brutality of the slave system, reforms cannot change a system rooted in racism.

Perspective 2: The abolitionist message requires changing our language and definitions of punishment “treatment” and “inmates”. In order to break away from the prison system, we must use honest language and take back the power of our vocabulary.

Perspective 3: Imprisonment is not a proper response to deviance. Abolitionists promote reconciliation rather than punishment, a perspective seeking to restore both the criminal and the victim while limiting the disruption of their lives in the process.

Perspective 4: Abolitionists advocate for changes beneficial to the prisoner but do so while remaining a non-member of the system. In a similar fashion, abolitionists respect the personhood of system managers but oppose their role in the perpetuation of an oppressive system.

Perspective 5: The abolitionist message extends farther than the traditional helping relationship; Abolitionists identify themselves as allies of the imprisoned, respecting their perspectives as well as the requirements for abolition.

Perspective 6: The empowerment of prisoners and ex-prisoners is crucial to the abolitionist movement. Programs and resources dedicated to reinstating that which has been stripped from them by the prison system are fundamental in putting power back in their own hands.

Perspective 7: Abolitionists believe that citizens are the true source of institutional power which can lead to the abolition of the prison system. Giving or limiting support from certain policies and practices will enable the progression of the abolitionist movement.

Perspective 8: Abolitionists believe that crime is a consequence of a broken society, and recourses must be used towards social programs instead of the funding of prisons. They advocate for public solutions to public problems, producing effects which will benefit everyone in society.

Perspective 9: An emphasis is placed on the correction of society rather than the correction of an individual. It is only in a corrected or caring community that individual redemption and rehabilitation can be achieved. Thus, abolitionists see that the only adequate alternative to the prison system is building a kind of society which has no need for prisons.

Abolitionists like Angela Davis recommend four measures as a way to deal with violent and other serious crimes: (1) make mental health care available to all (2) everyone should have access to affordable treatment for substance use disorders (3) make a stronger effort to rehabilitate those who commit criminal offences and (4) employ reparative or restorative justice measures as an accountability tool to reconcile offenders with their victims and undo or compensate the harm done.

Organizations such as INCITE! and Sista II Sista that support women of color who are survivors of interpersonal violence argue that the criminal justice system does not protect marginalized people who are victims in relationships. Instead, victims, especially those who are poor, minorities, transgender or gender non-conforming can experience additional violence at the hands of the state. Instead of relying on the criminal justice system, these organizations work to implement community accountability practices, which often involve collectively-run processes of intervention initiated by a survivor of violence to try to hold the person who committed violence accountable by working to meet a set of demands. Some anarchists and socialists contend that a large part of the problem is the way the judicial system deals with prisoners, people, and capital. According to Marxists, in capitalist economies incentives are in place to expand the prison system and increase the prison population. This is evidenced by the creation of private prisons in America and corporations like CoreCivic, formerly known as Correction Corporation of America (CCA). Its shareholders benefit from the expansion of prisons and tougher laws on crime. More prisoners is seen as beneficial for business. Some anarchists contend that with the destruction of capitalism, and the development of social structures that would allow for the self-management of communities, property crimes would largely vanish. There would be fewer prisoners, they assert, if society treated people more fairly, regardless of gender, color, ethnic background, sexual orientation, education, etc.

The demand for prison abolition is a feature of anarchist criminology, which argues that prisons encourage recidivism and should be replaced by efforts to rehabilitate offenders and reintegrate them into communities.

Biosolids

Biosolids are solid organic matter recovered from a sewage treatment process and used as fertilizer. In the past, it was common for farmers to use animal manure to improve their soil fertility. In the 1920s, the farming community began also to use sewage sludge from local wastewater treatment plants. Scientific research over many years has confirmed that these biosolids contain similar nutrients to those in animal manures. Biosolids that are used as fertilizer in farming are usually treated to help to prevent disease-causing pathogens from spreading to the public. Some sewage sludge can not qualify as biosolids due to persistent, bioaccumulative and toxic chemicals, radionuclides, and heavy metals at levels sufficient to contaminate soil and water when applied to land.

Terminology

Biosolids may be defined as organic wastewater solids that can be reused after suitable sewage sludge treatment processes leading to sludge stabilization such as anaerobic digestion and composting.

Alternatively, the biosolids definition may be restricted by local regulations to wastewater solids only after those solids have completed a specified treatment sequence and/or have concentrations of pathogens and toxic chemicals below specified levels.

The United States Environmental Protection Agency (EPA) defines the two terms – sewage sludge and biosolids – in the Code of Federal Regulations (CFR), Title 40, Part 503 as follows: Sewage sludge refers to the solids separated during the treatment of municipal wastewater (including domestic septage), while biosolids refers to treated sewage sludge that meets the EPA pollutant and pathogen requirements for land application and surface disposal. A similar definition has been used internationally, for example in Australia.

Use of the term "biosolids" may officially be subject to government regulations. However, informal use describes a broad range of semi-solid organic products produced from sewage or sewage sludge. This could include any solids, slime solids or liquid slurry residue generated during the treatment of domestic sewage including scum and solids removed during primary, secondary or advanced treatment processes. Materials that do not conform to the regulatory definition of "biosolids" can be given alternative terms like "wastewater solids".

Approximately 7.1 million dry tons of biosolids were generated in 2004 at approximately 16,500 municipal wastewater treatment facilities in the United States.

In the United States, as of 2013 about 55% of sewage solids are used as fertilizer. Challenges faced when increasing the use of biosolids include the capital needed to build anaerobic digesters and the complexity of complying with health regulations. There are also new concerns about micro-pollutions in sewage (e.g. environmental persistent pharmaceutical pollutants), which make the process of producing high quality biosolids complex. Some municipalities, states or countries have banned the use of biosolids on farmland.

Nutrients

Encouraging agricultural use of biosolids is intended to prevent filling landfills with nutrient-rich organic materials from the treatment of domestic sewage that might be recycled and applied as fertilizer to improve and maintain productive soils and stimulate plant growth. Biosolids can be an ideal agricultural conditioner and fertilizer which can help promote crop growth to feed the increasing population. Biosolids may contain macronutrients nitrogen, phosphorus, potassium and sulphur with micronutrients copper, zinc, calcium, magnesium, iron, boron, molybdenum and manganese.

Industrial and man-made contaminants

Biosolids contains synthetic organic compounds, radionuclides and heavy metals. The United States Environmental Protection Agency (EPA) has set numeric limits for arsenic, cadmium, copper, lead, mercury, molybdenum, nickel, selenium, and zinc but has not regulated dioxin levels.

Contaminants from pharmaceuticals and personal care products and some steroids and hormones may also be present in biosolids. Substantial levels of persistent, bioaccumulative and toxic (PBT) polybrominated diphenyl ethers were detected in biosolids in 2001.

The United States Geological Survey analyzed in 2014 nine different consumer products containing biosolids as a main ingredient for 87 organic chemicals found in cleaners, personal care products, pharmaceuticals, and other products. These analysis detected 55 of the 87 organic chemicals measured in at least one of the nine biosolid samples, with as many as 45 chemicals found in a single sample.

In 2014, the City of Charlotte, North Carolina, discovered extreme levels of polychlorinated biphenyls (PCBs) in their biosolids after being alerted by that illegal PCB dumping was taking place at regional waste water treatment plants across the state.

Biosolids land application in South Carolina was halted in 2013 after an emergency regulation was enacted by the South Carolina Department of Health and Environmental Control (SCDHEC) that outlawed any PCB contaminated biosolids from being land applied regardless if Class A or Class B. Very soon thereafter, SCDHEC expanded PCB fish consumption advisories for nearly every waterway bordering biosolids land application fields.

In 2019, the state of Maine found that 95% of sewage sludge produced in the state contained unsafe levels of Per- and polyfluoroalkyl substances (PFAS) chemicals. Several farms that had spread biosolids as fertilizer were found to have PFAS contaminated soil, groundwater, animals and crops. Hundreds of other farms were potentially similarly contaminated. The state subsequently imposed additional rules restricting biosolids spreading.

Biosolids used as a fertilizer have resulted in PFAS contamination of beef raised in Michigan.

In October 2021 EPA announced the PFAS Strategic Roadmap which includes risk assessment for PFAS (PFOA and PFOS) in biosolids.

Pathogens

In the United States the EPA mandates certain treatment processes designed to significantly decrease levels of certain so-called indicator organisms, in biosolids. These include, "...operational standards for fecal coliforms, Salmonella sp. bacteria, enteric viruses, and viable helminth ova."

However, the US-based Water Environment Research Foundation has shown that some pathogens do survive sewage sludge treatment.

EPA regulations allow only biosolids with no detectable pathogens to be widely applied; those with remaining pathogens are restricted in use.

Different types of biosolids

  1. Anaerobic Digestion: Micro-organisms decompose the sludge in the absence of oxygen either at mesophilic (at 35 °C) or thermophilic (between 50° and 57 °C) temperatures.
  2. Aerobic Digestion: Micro-organisms decompose the sludge in the presence of oxygen either at ambient and mesophilic (10 °C to 40 °C) or auto-thermal (40 °C to 80 °C) temperatures.
  3. Composting: A biological process where organic matter decomposes to produce humus after the addition of some dry bulking material such as sawdust, wood chips, or shredded yard waste under controlled aerobic conditions.
  4. Alkaline Treatment: The sludge is mixed with alkaline materials such as lime or cement kiln dust, or incinerator fly ash and maintained at pH above 12 for 24 hours (for Class B) or at temperature 70 °C for 30 minutes (for Class A).
  5. Heat Drying: Either convention or conduction dryers are used to dry the biosolids
  6. Dewatering: The separation of the water from biosolids is done to obtain a semi-solid or solid product by using a dewatering technologies (centrifuges, belt filter presses, plate and frame filter presses, and drying beds and lagoons).

Classification systems

United States

In the United States Code of Federal Regulations (CFR), Title 40, Part 503 governs the management of biosolids. Within that federal regulation biosolids are generally classified differently depending upon the quantity of pollutants they contain and the level of treatment they have been subjected to (the latter of which determines both the level of vector attraction reduction and the level of pathogen reduction). These factors also affect how they may be disseminated (bulk or bagged) and the level of monitoring oversight which, in turn determines where and in what quantity they may be applied. The National Organic Program prohibits the use of biosolids in farming certified organic crops.

European Union

The European Union (EU) was the first to issue regulations for biosolids land application; this aimed to put a limit to the pathogen and pollution risk. These risks come from the fact that some metabolites remain intact after waste water treatment processes. Debates over biosolid use vary in severity across the EU.

New Zealand

In 2003, the Ministry for the Environment and the New Zealand Water & Wastes Association produced the document Guidelines for the safe application of biosolids to land in New Zealand. In the document, biosolids were defined as "sewage sludges or sewage sludges mixed with other materials that have been treated and/or stabilised to the extent that they are able to be safely and beneficially applied to land... [and noted that they] have significant fertilising and soil conditioning properties as a result of the nutrients and organic materials they contain."

A New Zealand scientist, Jacqui Horswell later led collaborative research by the Institute of Environmental Science and Research, Scion, Landcare Research and the Cawthron Institute into the management of waste, in particular biosolids, and this has informed the development of frameworks for engaging local communities in the process. In 2016 the project developed a Community Engagement Framework for Biowastes to provide guidelines in effective consultation with communities about the discharge of biowastes to land, and in 2017 another collaborative three-year project with councils aimed to develop a collective biosolids strategy and use the programme in the lower North Island. When the project was reviewed in 2020, the conclusion was that it had shown biosolids can be beneficially reused.

A research paper in 2019, reported on the management considerations around using biosolids as a fertilizer, specifically to account for the complexity of the nutrients reducing the availability for plant uptake, and noted that stakeholders need to "factor in the expected plant availability of the nutrients when assessing the risk and benefits of these biological materials."

History

As public concern arose about the disposal of increased volumes of solids in the United States being removed from sewage during sewage treatment mandated by the Clean Water Act. The Water Environment Federation (WEF) sought a new name to distinguish the clean, agriculturally viable product generated by modern wastewater treatment from earlier forms of sewage sludge widely remembered for causing offensive or dangerous conditions. Of 300 suggestions, biosolids was attributed to Dr. Bruce Logan of the University of Arizona, and recognized by WEF in 1991.

A coal-fired power station or coal power plant is a thermal power station which burns coal to generate electricity. Worldwide there are over 2,400 coal-fired power stations, totaling over 2,000 gigawatts capacity. They generate about a third of the world's electricity, but cause many illnesses and the most early deaths, mainly from air pollution.

A coal-fired power station is a type of fossil fuel power station. The coal is usually pulverized and then burned in a pulverized coal-fired boiler. The furnace heat converts boiler water to steam, which is then used to spin turbines that turn generators. Thus chemical energy stored in coal is converted successively into thermal energy, mechanical energy and, finally, electrical energy.

Coal-fired power stations emit over 10 billon tonnes of carbon dioxide each year, about one fifth of world greenhouse gas emissions, so are the single largest cause of climate change. More than half of all the coal-fired electricity in the world is generated in China. In 2020 the total number of plants started falling as they are being retired in Europe and America although still being built in Asia, almost all in China. Some remain profitable because costs to other people due to the health and environmental impact of the coal industry are not priced into the cost of generation, but there is the risk newer plants may become stranded assets. The UN Secretary General has said that OECD countries should stop generating electricity from coal by 2030, and the rest of the world by 2040. Vietnam is among the few coal-dependent fast developing countries that fully pledged to phase out unbated coal power by the 2040s or as soon as possible thereafter.

History

The first coal-fired power stations were built in the late 19th century and used reciprocating engines to generate direct current. Steam turbines allowed much larger plants to be built in the early 20th century and alternating current was used to serve wider areas.

Transport and delivery of coal

Coal is delivered by highway truck, rail, barge, collier ship or coal slurry pipeline. Generating stations are sometimes built next to a mine; especially one mining coal, such as lignite, which is not valuable enough to transport long-distance; so may receive coal by conveyor belt or massive diesel-electric-drive trucks. A large coal train called a "unit train" may be 2 km long, containing 130-140 cars with around 100 tonnes of coal in each one, for a total load of over 10,000 tonnes. A large plant under full load requires at least one coal delivery this size every day. Plants may get as many as three to five trains a day, especially in "peak season" during the hottest summer or coldest winter months (depending on local climate) when power consumption is high.

Modern unloaders use rotary dump devices, which eliminate problems with coal freezing in bottom dump cars. The unloader includes a train positioner arm that pulls the entire train to position each car over a coal hopper. The dumper clamps an individual car against a platform that swivels the car upside down to dump the coal. Swiveling couplers enable the entire operation to occur while the cars are still coupled together. Unloading a unit train takes about three hours.

Shorter trains may use railcars with an "air-dump", which relies on air pressure from the engine plus a "hot shoe" on each car. This "hot shoe" when it comes into contact with a "hot rail" at the unloading trestle, shoots an electric charge through the air dump apparatus and causes the doors on the bottom of the car to open, dumping the coal through the opening in the trestle. Unloading one of these trains takes anywhere from an hour to an hour and a half. Older unloaders may still use manually operated bottom-dump rail cars and a "shaker" attached to dump the coal.

A collier (cargo ship carrying coal) may hold 41,000 tonnes (40,000 long tons) of coal and takes several days to unload. Some colliers carry their own conveying equipment to unload their own bunkers; others depend on equipment at the plant. For transporting coal in calmer waters, such as rivers and lakes, flat-bottomed barges are often used. Barges are usually unpowered and must be moved by tugboats or towboats.

For start up or auxiliary purposes, the plant may use fuel oil as well. Fuel oil can be delivered to plants by pipeline, tanker, tank car or truck. Oil is stored in vertical cylindrical steel tanks with capacities as high as 14,000 cubic metres (90,000 bbl). The heavier no. 5 "bunker" and no. 6 fuels are typically steam-heated before pumping in cold climates.

Operation

Components of a coal-fired power station

As a type of thermal power station, a coal-fired power station converts chemical energy stored in coal successively into thermal energy, mechanical energy and, finally, electrical energy. The coal is usually pulverized and then burned in a pulverized coal-fired boiler. The heat from the burning pulverized coal converts boiler water to steam, which is then used to spin turbines that turn generators. Compared to a thermal power station burning other fuel types, coal specific fuel processing and ash disposal is required.

For units over about 200 MW capacity, redundancy of key components is provided by installing duplicates of the forced and induced draft fans, air preheaters, and fly ash collectors. On some units of about 60 MW, two boilers per unit may instead be provided. The hundred largest coal power stations range in size from 3,000MW to 6,700MW.

Fuel processing

Coal is prepared for use by crushing the rough coal to pieces less than 5 cm in size. The coal is then transported from the storage yard to in-plant storage silos by conveyor belts at rates up to 4,000 tonnes per hour.

In plants that burn pulverized coal, silos feed coal to pulverizers (coal mills) that take the larger 5 cm pieces, grind them to the consistency of talcum powder, sort them, and mix them with primary combustion air, which transports the coal to the boiler furnace and preheats the coal in order to drive off excess moisture content. A 500 MWe plant may have six such pulverizers, five of which can supply coal to the furnace at 250 tonnes per hour under full load.

In plants that do not burn pulverized coal, the larger 5 cm pieces may be directly fed into the silos which then feed either mechanical distributors that drop the coal on a traveling grate or the cyclone burners, a specific kind of combustor that can efficiently burn larger pieces of fuel.

Boiler operation

Plants designed for lignite (brown coal) are used in locations as varied as Germany, Victoria, Australia, and North Dakota. Lignite is a much younger form of coal than black coal. It has a lower energy density than black coal and requires a much larger furnace for equivalent heat output. Such coals may contain up to 70% water and ash, yielding lower furnace temperatures and requiring larger induced-draft fans. The firing systems also differ from black coal and typically draw hot gas from the furnace-exit level and mix it with the incoming coal in fan-type mills that inject the pulverized coal and hot gas mixture into the boiler.

Ash disposal

The ash is often stored in ash ponds. Although the use of ash ponds in combination with air pollution controls (such as wet scrubbers) decreases the amount of airborne pollutants, the structures pose serious health risks for the surrounding environment. Power utility companies have often built the ponds without liners, especially in the United States, and therefore chemicals in the ash can leach into groundwater and surface waters.

Since the 1990s, power utilities in the U.S. have designed many of their new plants with dry ash handling systems. The dry ash is disposed in landfills, which typically include liners and groundwater monitoring systems. Dry ash may also be recycled into products such as concrete, structural fills for road construction and grout.

Fly ash collection

Fly ash is captured and removed from the flue gas by electrostatic precipitators or fabric bag filters (or sometimes both) located at the outlet of the furnace and before the induced draft fan. The fly ash is periodically removed from the collection hoppers below the precipitators or bag filters. Generally, the fly ash is pneumatically transported to storage silos and stored on site in ash ponds, or transported by trucks or railroad cars to landfills.

Bottom ash collection and disposal

At the bottom of the furnace, there is a hopper for collection of bottom ash. This hopper is kept filled with water to quench the ash and clinkers falling down from the furnace. Arrangements are included to crush the clinkers and convey the crushed clinkers and bottom ash to on-site ash ponds, or off-site to landfills. Ash extractors are used to discharge ash from municipal solid waste–fired boilers.

Flexibility

A well-designed energy policy, energy law and electricity market are critical for flexibility. Although technically the flexibility of some coal-fired power stations could be improved they are less able to provide dispatchable generation than most gas-fired power plants. The most important flexibility is low minimum load, however some flexibility improvements may be more expensive than renewable energy with batteries.

As of 2020 two-thirds of coal burned is to generate electricity. In 2020 coal was the largest source of electricity at 34%. Over half coal generation in 2020 was in China. About 60% of electricity in China, India and Indonesia is from coal.

In 2020 worldwide 2059 GW of coal power was operational, 50 GW was commissioned, and 25 GW started construction (most of these three in China); and 38 GW retired (mostly USA and EU).

Efficiency

There are 4 main types of coal-fired power station in increasing order of efficiency are: subcritical, supercritical, ultra-supercritical and cogeneration (also called combined heat and power or CHP). Subcritical is the least efficient type, however recent innovations have allowed retrofits to older subcritical plants to meet or even exceed efficiency of supercritical plants.

Integrated gasification combined cycle design

Integrated gasification combined cycle (IGCC) is a coal power generation technology that uses a high pressure gasifier to turn coal (or other carbon based fuels) into pressurized gas—synthesis gas (syngas). Converting the coal to gas enables the use of a combined cycle generator, typically achieving high efficiency. The IGCC process can also enable removal of some pollutants from the syngas prior to the power generation cycle. However, the technology is costly compared with conventional coal-fired power stations.

Carbon dioxide emissions

As coal is mainly carbon, coal-fired power stations have a high carbon intensity. On average, coal power stations emit far more greenhouse gas per unit electricity generated compared with other energy sources (see also life-cycle greenhouse-gas emissions of energy sources). In 2018 coal burnt to generate electricity emitted over 10 Gt CO2 of the 34 Gt total from fuel combustion (the overall total greenhouse gas emissions for 2018 was 55 Gt CO2).

Mitigation

Phase out

The annual amount of coal plant capacity being retired increased into the mid-2010s. However, the rate of retirement has since stalled, and global coal phase-out is not yet compatible with the goals of the Paris Climate Agreement.
 
In parallel with retirement of some coal plant capacity, other coal plants are still being added, though the annual amount of added capacity has been declining since the 2010s. From 2015 to 2020, although coal generation hardly fell in absolute terms, some of its market share was taken by wind and solar. In 2020 only China increased coal power generation, and globally it fell by 4%. The UN Secretary General has said that OECD countries should stop generating electricity from coal by 2030 and the rest of the world by 2040, otherwise limiting global warming to 1.5 °C, a target of the Paris Agreement, would be extremely difficult. Phasing out in Asia can be a financial challenge as plants there are relatively young: in China the co-benefits of closing a plant vary greatly depending on its location.

Ammonia co-firing

Ammonia has a high hydrogen density and is easy to handle. It can be used as storing carbon-free fuel in gas turbine power generation and help significantly reduce CO₂ emissions as a fuel. In Japan, the first major four-year test project was started in June 2021 to develop technology to enable co-firing a significant amount of ammonia at a large-scale commercial coal-fired plant. However low-carbon hydrogen and ammonia is in demand for sustainable shipping, which unlike electricity generation, has few other clean options.

Conversion

Some power stations are being converted to burn gas, biomass or waste, and conversion to thermal storage will be trialled in 2023.

Carbon capture

Retrofitting some existing coal-fired power stations with carbon capture and storage was being considered in China in 2020, but this is very expensive, reduces the energy output and for some plants is not technically feasible.

Pollution

In some countries pollution is somewhat controlled by best available techniques, for example those in the EU through its Industrial Emissions Directive. In the United States, coal-fired plants are governed at the national level by several air pollution regulations, including the Mercury and Air Toxics Standards (MATS) regulation, by effluent guidelines for water pollution, and by solid waste regulations under the Resource Conservation and Recovery Act (RCRA).

Coal-fired power stations continue to pollute in lightly regulated countries; such as the Western Balkans, India, Russia and South Africa; causing over a hundred thousand early deaths each year.

Local air pollution

Damage to health from particulates, sulphur dioxide and nitrogen oxide occurs mainly in Asia and is often due to burning low quality coal, such as lignite, in plants lacking modern flue gas treatment. Early deaths due to air pollution have been estimated at 200 per GW-year, however they may be higher around power plants where scrubbers are not used or lower if they are far from cities.

Water pollution

Pollutants such as heavy metals leaching into ground water from unlined coal ash storage ponds or landfills pollute water, possibly for decades or centuries. Pollutant discharges from ash ponds to rivers (or other surface water bodies) typically include arsenic, lead, mercury, selenium, chromium, and cadmium.

Mercury emissions from coal-fired power plants can fall back onto the land and water in rain, and then be converted into methylmercury by bacteria. Through biomagnification, this mercury can then reach dangerously high levels in fish. More than half of atmospheric mercury comes from coal-fired power plants.

Coal-fired power plants also emit sulfur dioxide and nitrogen. These emissions lead to acid rain, which can restructure food webs and lead to the collapse of fish and invertebrate populations.

Mitigation of local pollution

As of 2018 local pollution in China, which has by far the most coal-fired power stations, is forecast to be reduced further in the 2020s and 2030s, especially if small and low efficiency plants are retired early.

Economics

Subsidies

Coal power plants tend to serve as base load technology, as they have high availability factors, and are relatively difficult and expensive to ramp up and down. As such, they perform poorly in real-time energy markets, where they are unable to respond to changes in the locational marginal price. In the United States, this has been especially true in light of the advent of cheap natural gas, which can serve as a fuel in dispatchable power plants that substitute the role of baseload on the grid.

In 2020 the coal industry was subsidized $US18 billion.

Finance

The largest backers are Chinese banks under the Belt and Road Initiative (BRI).

Capacity factors

In India capacity factors are below 60%. In 2020 coal-fired power stations in the United States had an overall capacity factor of 40%; that is, they operated at a little less than half of their cumulative nameplate capacity.

Stranded assets

If global warming is limited to well below 2 °C as specified in the Paris Agreement, coal plant stranded assets of over US$500 billion are forecast by 2050, mostly in China. In 2020 think tank Carbon Tracker estimated that 39% of coal-fired plants were already more expensive than new renewables and storage and that 73% would be by 2025. As of 2020 about half of China's coal power companies are losing money and old and small power plants "have no hope of making profits". As of 2021 India is keeping potential stranded assets operating by subsidizing them.

Politics

In May 2021, the G7 committed to end support for coal-fired power stations within the year.

The energy policy of China regarding coal and coal in China are the most important factors regarding the future of coal-fired power stations, because the country has so many. According to one analysis local officials overinvested in coal-fired power in the mid-2010s because central government guaranteed operating hours and set a high wholesale electricity price.

In democracies coal power investment follows an environmental Kuznets curve. The energy policy of India about coal is an issue in the politics of India.

Protests

Protests have often been at mining sites and at sites of proposed new plants.
