United States of Africa

All African states are members of the African Union.
 
The United States of Africa is a hypothetical concept of a federation of some or all of the 55 sovereign states on the continent of Africa. The concept takes its origin from Marcus Garvey's 1924 poem "Hail, United States of Africa".

Origins

The idea of a multinational unifying African state has been compared to various medieval African empires, including the Ethiopian Empire, the Ghana Empire, the Mali Empire, the Songhai Empire, the Benin Empire, the Kanem Empire, and other historic nation states. During the late 19th and early 20th century the majority of African land was controlled by various European empires, with the British controlling around 30 per cent of the African population at its peak.

The term "United States of Africa" was mentioned first by Marcus Garvey in his poem Hail, United States of Africa in 1924. Garvey's ideas and formation systems deeply influenced former Africa leaders and the rebirth of the African Union.

2009–11 proposals


In February 2009, upon being elected chairman of the 53-nation African Union in Ethiopia, Gaddafi told the assembled African leaders: "I shall continue to insist that our sovereign countries work to achieve the United States of Africa." The BBC reported that Gaddafi had proposed "a single African military force, a single currency and a single passport for Africans to move freely around the continent". Other African leaders stated they would study the proposal's implications, and re-discuss it in May 2009.

The focus for developing the United States of Africa so far has been on building subdivisions of Africa - the proposed East African Federation can be seen as an example of this. Former President of Senegal, Abdoulaye Wade, had indicated that the United States of Africa could exist from as early as 2017. The African Union, by contrast, has set itself the task of building a "united and integrated" Africa by 2025. Gaddafi had also indicated that the proposed federation may extend as far west as the Caribbean: Haiti, Jamaica, the Dominican Republic, the Bahamas and other islands featuring a large African diaspora, may be invited to join.

Gaddafi also received criticism for his involvement in the movement, and lack of support for the idea from among other African leaders. A week before Gaddafi's death during the Libyan Civil War, South African President Jacob Zuma expressed relief at the regime's downfall, complaining that Gaddafi had been "intimidating" many African heads of state and government in an effort to gain influence throughout the continent and suggesting that the African Union will function better without Gaddafi and his repeated proposals for a unitary African government.

After the death of Gaddafi

Gaddafi was ultimately killed during the Battle of Sirte in October 2011. While some regard the project to have died with him, Robert Mugabe expressed interest in reviving the project. Following the 2017 Zimbabwean coup d'état, Mugabe resigned as President. On 6 September 2019, Mugabe died.

National views

The nations of Eritrea, Ghana, Senegal, and Zimbabwe, have supported an African federation. Others such as South Africa, Kenya, and Nigeria have been more skeptical, feeling that the continent is not ready for integration. North African countries such as Algeria, Morocco, Egypt, Tunisia, and post-revolution Libya who have traditionally identified more with rival ideologies like Arab nationalism, Berberism and Islamism have shown less interest in the idea.

Support appears to be inversely proportional to a nation's power and influence. Doubts have been raised about whether the goal of a unified Africa can ever be achieved while ongoing problems of conflict and poverty persist throughout the continent.

Demographics

The proposed federation would have the largest total territory of any state, exceeding the Russian Federation. It would also be the third most populous state after China and India, and with a population speaking an estimated 2,000 languages.

In fiction

In the fictional Star Trek universe, the United States of Africa exist as part of the United Earth Government. Commander Uhura and Lieutenant Commander La Forge originate from Kenya and Somalia respectively, both within the United States of Africa. 

In the fictional Halo universe, the United States of Africa exist as a nation of the United Earth Government, within the United Nations Space Command

Arthur C. Clarke's 1987 science fiction novel 2061: Odyssey Three features the formation of a United States of Southern Africa.

The 2006 French-Beninese film Africa Paradis is set in the United States of Africa in the year 2033.
The 1990s cartoon Bots Master has a United States of Africa, and its President is one of the few people who believes that Ziv "ZZ" Zulander is not a terrorist.

The Pan-African Parliament (PAP), also known as the African Parliament, is the legislative body of the African Union and held its inaugural session in March 2004. The PAP exercises oversight, and has advisory and consultative powers, lasting for the first five years. Initially the seat of the Pan-African Parliament was in Addis Ababa, Ethiopia, but it was later moved to Midrand, Johannesburg, South Africa.

On 28 October 2009, the second legislature of the Pan-African Parliament opened its first ordinary session and began a new five-year mandate. South African President Jacob Zuma gave the opening speech and called for the PAP to be given full legislative powers and its members elected by universal suffrage.

Structure

The Parliament is made up of three main bodies. There are also Ten Permanent Committees, which were created to deal with different sectors of life in Africa.

Plenary

The Plenary is the main decision-making body of the Parliament. The Plenary consists of the delegates from the member states, and is chaired by the President. It is the body which passes resolutions.

The Pan-African Parliament has 235 representatives that are elected by the legislatures of 47 of the 54 AU states, rather than being directly elected in their own capacity. Each member state sends a delegation of five parliamentarians to the Parliament, at least one of whom must be a woman. The composition of the delegation should reflect the political diversity of the member state's legislature.

Bureau

The Bureau is the leadership group of the Parliament and consists of the President and four Vice-Presidents. Each member of the Bureau represents a different region of Africa. The current members of the Bureau are:

Secretariat

The Secretariat assists in the day-to-day running of the Parliament, undertaking duties such as minuting meetings, organising elections and managing staff. The Secretariat consists of a Clerk, two Deputy Clerks and other support staff.

  • Deputy Clerk (Legislative Business) – Gali Massa Harou (Chad)

History

The Abuja Treaty and Sirte Declaration called for the creation of a PAP. The former had simply listed the PAP among the organization's bodies and stated, "In order to ensure that the peoples of Africa are fully involved in the economic development and integration of the Continent, there shall be established a Pan-African Parliament. The composition, functions, powers and organisation of the Pan-African Parliament shall be defined in a Protocol providing thereof." The Treaty on the Establishment of the African Union and a Protocol to the Treaty Establishing the African Economic Community relating to the Pan-African Parliament followed. Then there was the Constitutive Act of the African Union. The Protocol Establishing the Pan African Parliament was adopted in 2000 during the OAU Summit in Lomé, Togo. The Protocol is now open for signature and ratification. So far 21 member states have signed and three have ratified. Article 22 of the PAP protocol provides for the Protocol to enter into force after deposit of the instruments of ratification by a simple majority of the member states.

Objectives of the Parliament

  • Implement the policies and objectives of the African Union.
  • Cultivate human rights and democracy in Africa.
  • Make sure Member States adhere to good governance, transparency and accountability.
  • Let the peoples of Africa know what the objectives and policies of the African Union are so that they might be able to integrate themselves continentally while still working within the framework of the AU.
  • Engender peace, security and stability on the Continent.
  • Promote self-reliance and economic recovery so as to lead to a more prosperous future for the peoples of Africa.
  • Engender cooperation and development in Africa.
  • Strengthen a sense of solidarity and build common destiny among the peoples of Africa.
  • Create cooperation among Regional Economic Communities and their Members in Parliament.

Powers of the Parliament

  • Examine, discuss or express an opinion on any matter, either on its own initiative or at the request of the Assembly or other policy organs and make any recommendations it may deem fit relating to, inter alia, matters pertaining to respect of human rights, the consolidation of democratic institutions and the culture of democracy, as well as the promotion good governance and the rule of law.
  • Discuss its budget and the budget of the Community and make recommendations theron prior to its approval by the Assembly of the African Union.
  • Work towards the harmonisation or co-ordination of the laws of the Member States.
  • Make recommendations aimed at contributing to the attainment of the objectives of the OAU/AEC and draw attention to the challenges facing the integration process in Africa as well as the strategies for dealing with them.
  • Request officials of the OAU/AEC to attend its sessions, produce documents or assist in the discharge of its duties.
  • Promote the programmes and objectives of the OAU/AEC, in the constituencies of the Member States.
  • Promote the co-ordination and Harmonization of policies, measures, programmes and activities of the Regional Economic Communities and the parliamentary fora of Africa.
  • Adopt its Rules of Procedure, elect its own President and propose to the Council and the Assembly the size and nature of the support staff of the Pan-African Parliament.
  • Perform such other functions as it deems appropriate to achieve the objectives set out in Article 3 of the Protocol.
In one of its first actions the Pan African Parliament agreed to send a fact-finding mission to the Darfur region of Sudan.

Trust fund

A trust fund was established 26 May 2005. In the motion to create the fund, it was said the Pan-African Parliament Trust Fund will promote "good governance, transparency and democracy, peace security and stability, gender equality and development in the integration of African people within Africa and other nations. It will also support the fight against HIV/AIDS, hunger and poverty on the continent".

The history of the Cossacks spans several centuries.

Early history

There are several theories about the origins of the Cossacks. According to one theory, Cossacks have Slavic origins, while another theory states that the Constitution of Pylyp Orlyk of 1710 attests to Khazar origins. Modern scholars believe that they are the product of both Slavic and Turkic origins. The Academician Zabelin mentioned that peoples of the prairies and of the woods had always needed "a live frontier", and even ancient Borisphenites and Tanaites could be the predecessors of Cossacks, not only Khazars, which assimilated/included Severians, Goths, Scythians and other ancient inhabitants, as insisted by the Cossack folklore, the Constitution of Pylyp Orlyk, and numerous Cossack historians. Because of the need of both the Reds and the anti-Bolshevik forces to deny any Cossack ethnicity, the traditional post-imperial historiography dates the emergence of Cossacks to the 14th-15th centuries. Non-mainstream theories, however, have lent the date 948 from imperial historiography, and ascribed an earlier Cossack existence to the tenth century, but denied Cossack links to both "the old people" (Khazars) and "the new people" (Russians and Ukrainians; the very terms "old people" and "new people" being coined by Metropolitan Ilarion), specifically mentioning 948 as the year when the inhabitants of the Steppe under the leader named Kasak or Kazak routed the Khazars from the area of modern Kuban and organized a state called Kazakia or Cossackia.

Cossacks were mainly East Slavs, especially Russian and Ukrainian people. In the 15th century, the term originally described semi-independent Tatar groups which lived on the Dniepr River, which flows through Ukraine, Russia and Belarus

Some historians suggest that the Cossack people were of mixed ethnic origins, descending from Russians, Khazars, Ukrainians, Tatars, and others who settled or passed through the vast Steppe that stretches from Asia to southern Europe.

Cossacks and their quasi-states such as the Zaporozhian Sich are considered to be responsible for nation-forming processes leading to the establishment of modern Ukrainian nation. 

However some Turkologists argue that Cumania's Cossacks are descendants of Kipchaks, who partly originated near the Chinese borders and soon moved to Western Siberia. Afterwards they migrated further west into the trans-Volga region (now western Kazakhstan). In the 11th century, they finally arrived in the steppe area north of the Black Sea in southwestern Russia and Ukraine. They are closely related to modern Kazakhs.

Cossacks were highly admired for their equestrian skills by the early Russian military. Many were hired as cavalry by Russian and Ukrainian warlords, in much the same way that they hired Black Klobuks as personal guards.

It is after 1400 that the Cossacks emerge as an established and identifiable group in historical accounts. Rulers of the Grand Duchy of Moscow and the Polish–Lithuanian Commonwealth employed Cossacks as mobile guards against Tatar raids from the south in the territories of present-day southwestern Russia and southern Ukraine. Those early Cossacks seemed to have included a significant number of Tatar descendants judging by the records of their names. From the mid-15th century, Cossacks are mostly mentioned with Slavic names.

In all historical records of that period, Cossack society was described as a loose federation of independent communities, often merging into larger units of a military character, entirely separate from, and mostly independent of other nations (such as Poland, Ukraine, Russia, Kazakhstan, Mongolia or the Tatars).

In the 16th century, these Cossack societies created two relatively independent territorial organisations:
  • Zaporizhia (Zaporozhie), on the lower bends of the river Dnieper in the Ukraine, between Russia, Poland and the Tatars of the Crimea, with the centre, Zaporizhian Sich;
  • The Don Cossack State, on the river Don, separated from the Russian State by the rebel Nogai and Tatar tribes.

Don Cossacks

Numerous historical documents of that period refer to the Don Cossacks in Russia as a sovereign ethno-cultural people with a unique warrior culture. Cossacks conducted raids and pillaging against their neighbours as important sources of income. Already in 1444 Cossacks of Ryazan were mentioned as defenders of Pereslavl-Zalessky against the units of Golden Horde and in a letter of Ivan III of Russia in 1502. The area around the Don River was divided between the Crimean west side and the Nogai east side after the Golden Horde fell in 1480. The vast steppe of the Don region was populated by runaway serfs, by those who longed for freedom. by people which were not satisfied with the existing social order. Over time, the culture of Don Cossacks was formed into a united community and were called "the Cossacks".

The Don cossacks known for their attacks on the Ottoman Empire and its vassals (like the Tatars), although they did not shy away from pillaging other neighbouring communities. Their actions exacerbated the tension at the southern border of the Polish–Lithuanian Commonwealth (Kresy), resulting in almost constant low-level warfare in those territories for almost the entire existence of the Commonwealth. Their first recorded naval raid into the Black Sea dates to 1538, with an attack on the fortress of Ochakiv. This was followed by more frequent and better-organised raids elsewhere, the freeing of Christian slaves being one of the chief aims, as well as the acquisition of plunder. Their success was such that they attracted the attention of the western European powers, including the Papacy, who made diplomatic overtures in the hope of launching joint ventures against the Turks. In 1539 Grand Prince Vasili III of Russia asked the Ottoman Sultan to curb the Cossacks and the Sultan replied: "The Cossacks do not swear allegiance to me, and they live as they themselves please." In 1549 the infamous Tsar of Russia, Ivan the Terrible, replied to a request of the Turkish Sultan to stop the aggressive actions of the Don Cossacks, stating, "The Cossacks of the Don are not my subjects, and they go to war or live in peace without my knowledge."

Polish–Lithuanian Commonwealth

Similar exchanges passed between Russia, the Ottomans and the Commonwealth; each of which often tried to use the Cossacks' warmongering for his own purposes. The Cossacks for their part were happy to plunder everybody more or less equally. Between the 16th to the 17th century, the Zaporoijan Cossacks became subjects first of the Grand Duchy of Lithuania, and later of the Union of Lublin of the Polish–Lithuanian Commonwealth.

Using small, shallow-draft, and highly manoeuvrable galleys known as chaiky, they moved swiftly across the Black Sea. According to the Cossacks' own records, these vessels, carrying a 50- to 70-man crew, could reach the Anatolian coast of Asia Minor from the mouth of the Dnieper River in forty hours. The chaiky were often accompanied by larger galleys that served as command and control centres. The raids also acquired a distinct political purpose after Petro Konashevych-Sahaidachny became hetman in 1613, intending to turn the host into the nucleus of a Ukrainian nation with the support of the European states.

By 1618 the Zaporozhians were members of the Anti-Turkish League, as Schaidachny transferred his seat of power to Kiev, the Polish Crown's regional capital.

The fighting qualities of the sea-going Cossacks were even admired in the Ottoman chronicles: "One can safely say that in the entire world one cannot find a people more careless for their lives or having less fear of death; persons versed in navigation assert that because of their skill and boldness in naval battles these bands are more dangerous than any other enemy."

In 1615 the raiders even sailed to the walls of Tsarhorod, as they referred to the Turkish capital, plundering the ports of Mizevna and Archioca. An attempt by the Turks to blockade the Berezan Island, and deny Cossacks access to the sea, was defeated in the spring of 1616. The raiders went on to capture Kaffa, which was burned down after all the slaves were freed. That same year Trebizond, in eastern Anatolia, was captured and destroyed. Sultan Ahmed I sent his fleet to the Dneiper in pursuit; but instead of going home the Cossacks once more sailed to Constantinople, where they raided at leisure, even rampaging through the Topkapı Palace, according to one account. The city was raided four more times, once in 1620 and no fewer than three times in 1624.

After 1624 the Zaporozhian raids gradually died out, as the Cossacks began to devote more and more of their martial energies to land-based campaigns, fighting on one side and then the other during such conflicts as the Thirty Years' War. Their numbers expanded with immigration from Poland proper and Lithuania. Szlachta failure to regard Zaporozhian Cossacks as nobles for inclusion in the registry of professional military cossacks eroded the Cossacks' loyalty towards the Commonwealth. The Cossack attempts to be recognized as equal to the szlachta were rebuffed and plans for transforming the Two-Nations Commonwealth (Polish–Lithuanian) into Three Nations (with Cossacks/Ruthenian people) were limited to a minority view. After the civil war of 1648 (or Rebellion from the Polish viewpoint) the Zaporozhian Host gained control of parts of Ukraine in 1649, although they at various time acknowledged the Polish King over the following decades.

There were several Cossack uprisings against the Commonwealth in the early 17th century. The largest of them was the Khmelnytsky Uprising, which together with The Deluge is considered as one of the events that brought an end to the Golden Age of the Commonwealth. This uprising distanced Cossacks from the Commonwealth sphere of influence, only to make them subject to the Tsardom of Russia under the Treaty of Pereyaslav (1654), and established their realm as Left-bank Ukraine in 1667 under the Treaty of Andrusovo, and the Eternal Peace Treaty of 1686.

Ukraine and Tsarist Russia

After this point, the Cossack nation of the Zaporozhian Host was divided into two semi-autonomous republics within the Russian state: the Hetmanate on the Dnieper's left bank, and the more independent Zaporozhia to the south. A Cossack organization was also established in the Russian colony of Sloboda Ukraine.

These organizations gradually lost their independence, and were abolished by Catherine II by the late 18th century. The Hetmanate became the governorship of Little Russia, and Sloboda Ukraine the Kharkiv province. After having its capital, the Sich, similar to Ukrainian capitals Chigirin and Baturyn destroyed and relocated more than once, Zaporozhia was absorbed into New Russia.

The Cossacks that wanted to continue their lifestyle moved either to Ottoman and/or Austrian controlled territories on the Danube or after life on Bug and Dniester to the Kuban region, where they live to this date.

Tsarist Russia and Russian Empire

In the Russian Empire the Cossacks constituted 11 separate Cossack voiskos, settled along the frontiers: the Don Cossacks, Kuban Cossacks, Terek Cossacks, Astrakhan Cossacks, Ural Cossacks, Orenburg Cossacks, Siberian Cossacks, Semiryechensk Cossacks, Baikal Cossacks, Amur Cossacks, and Ussuri Cossacks. Also, there was a small number of the Cossacks in Krasnoyarsk and Irkutsk, who would form the Yenisey Cossack Host and Irkutsk Cossack regiment of the Ministry of the Interior in 1917. The stanitsa, or village formed the primary unit of this organization. Each stanitsa held its land as a commune, and might allow non-Cossacks (excepting Jews) to settle on this land for payment of a certain rent. The assembly of all householders in villages of less than 30 households, and of 30 elected men in villages having from 30 to 300 households (one from each 10 households in the more populous ones), constituted the village assembly. This assembly resembled the mir, but had wider attributes: it assessed the taxes, divided the land, took measures for the opening and support of schools, village grain-stores, communal cultivation, and so on, and elected its ataman (leader) and its judges, who settled all disputes up to an amount that the 1911 Encyclopædia Britannica gives as "£10" (or above that sum with the consent of both sides). 

All Cossack males had to perform military service for 20 years, beginning at the age of 18. They spent their first three years in the preliminary division, the next 12 in active service, and the last five years in the reserve. Every Cossack had to procure his own uniform, equipment and horse (if mounted), the government supplying only the arms. 

Cossacks on active service were divided into three equal parts according to age, and only the first third (approximately age 18-26) normally performed active service, while the rest effectively functioned as reserves, based at home but bound to march out at short notice. The officers came from the military schools, in which all Cossack voiskos had their own vacancies, or were non-commissioned Cossack officers, with officers' grades. In return for this service the Cossacks received from the state considerable grants of land for each voisko separately.

In 1893 the Cossacks had a total population of 2,648,049 (including 1,331,470 women), and they owned nearly 146,500,000 acres (593,000 km²) of land, including 105,000,000 acres (425,000 km²) of arable land and 9,400,000 acres (38,000 km²) under forests. Each stanitsa controlled a share of the land, divided up at the rate of 81 acres (328,000 m²) per each soul, with special grants to officers (personal to some of them, in lieu of pensions), and leaving about one-third of the land as a reserve for the future. The income which the Cossack voiskos received from the lands (which they rented to different persons), also from various sources (trade patents, rents of shops, fisheries, permits for gold-digging, etc.), as also from the subsidies they received from the government (about £712,500 in 1893), went to cover all the expenses of state and local administration. They had, besides, a special reserve capital of about £2,600,000. Village taxes covered the expenditure of the village administration. Each voisko had a separate general administration, and administrative structures differed within the different voiskos. The central administration, at the Ministry of War, comprising representatives of each voisko, discussed the proposals of all new laws affecting the Cossacks.

In time of war the ten Cossack voiskos had to supply 890 mounted sotnias or squadrons (of 125 men each), 108 infantry sotnias or companies (also 125 men each), and 236 guns, representing 4267 officers and 177,100 men, with 170,695 horses. In time of peace they kept 314 squadrons, 54 infantry sotnias, and 20 batteries containing 108 guns (2574 officers, 60,532 men, 50,054 horses). Altogether, on the eve of World War I the Cossacks had 328,705 men ready to take up arms. 

As a rule, popular education amongst the Cossacks stood at a higher level than in the remainder of Imperial Russia. They had more schools and a greater proportion of their children went to school. In addition to agriculture, which (with the exception of the Ussuri Cossacks) sufficed to supply their needs and usually to leave a certain surplus, they carried on extensive cattle and horse breeding, vine culture in the Caucasus, fishing on the Don, the Ural, and the Caspian Sea, hunting, beekeeping etc. The Cossacks mostly rented out rights to extract coal, gold and other minerals found on their territories to strangers, who also owned most factories. 

The Tsarist authorities also introduced a military organization similar to that of the Cossacks into certain non-Cossack districts, which supplied a number of mounted infantry sotnias ("hundreds"). Their peace-footing on the eve of World War I comprised:

Russian Revolution

In the Civil War that followed the Russian Revolution, the Cossacks found themselves on both sides of the conflict. Many officers and experienced Cossacks fought for the White Army, and some of the poorer ones joined the Red Army. Following the defeat of the White Army, a policy of Decossackization (Raskazachivaniye) took place on the surviving Cossacks and their homelands since they were viewed as a potential threat to the new regime. This involved dividing their territory amongst other divisions and giving it to new autonomous republics of minorities, and then actively encouraging settlement of these territories with those peoples, but there were also arrests and violent repressions. This policy of resettlement was especially true for the Terek Cossacks land. The Cossack homelands were often very fertile, and during the collectivisation campaign many Cossacks shared the fate of kulaks. The famine of 1933 hit the Don and Kuban territory the hardest. According to Michael Kort, "During 1919 and 1920, out of a population of approximately 3 million, the Bolshevik regime killed or deported an estimated 300,000 to 500,000 Cossacks". Including 45 thousand Terek Cossacks.

World War II

When the war broke out the Cossacks found themselves on both sides of the conflict. Most fought for the Soviet Union; however, some chose to settle old scores by collaborating with the Germans, especially after the Soviet Union's initial series of defeats, including the loss of much of the army of Ivan Kononov, a former Soviet major who defected to the Germans on the first day of war with some of his 436th regiment, and served around the German-occupied city of Mogilev, guarding lines of communications against Soviet partisans.

In the summer of 1942 the German armies entered territories inhabited by the Cossacks. There in the open steppe resistance was futile, but nevertheless many, despite their hatred of Communism, refused to collaborate with the invaders of their country. While collaboration was inevitable, most of the leaders were former Tsarist officers who wanted to avenge their defeat by the Communists, but many recruits came from prisoner-of-war camps. On some occasions relatives separated by the Russian Civil War met each other again on different sides of the conflict and killed ruthlessly. 

During the Battle of Stalingrad, Cossacks were able to fully justify their reincarnation in 1936. Attacks, some led by Semyon Budyonny, were able to keep the Germans from entering the Caucausus, where particularly the Terek and the Kuban Cossacks were able to prevent the Germans from taking the mountains. Not only was the region rich in oil, but it was also the key to Iran and Iraq

From 1943 the Cossacks were kept mostly in the southern part of the front, where their use in reconnaissance and logistics proved invaluable. Many went on through Romania and into the Balkans during the final stages of the war. 

Most of the collaborators, who some say numbered over 250,000 (although current figures claim the true number was not even a third of that) were the Don Cossacks, who, formerly the largest and strongest host, suffered the worst under Soviet collectivization policies. Kuban and Terek Cossacks, on the other hand, fought almost exclusively for the Red Army, and even in most desperate situations their heroism was evident. Being the largest Red Army Cossack host, the Kuban Cossacks in 1945 triumphantly marched on Red Square in the famous Victory Parade. 

Many of the collaborators fled the Soviet advance (often chased by Soviet Cossacks) but under Soviet-Allied agreements thousands of them were handed back to the USSR. Following the death of Joseph Stalin, large numbers of the repatriated were allowed to return to their native lands, under a promise of secrecy. Only after 1991, with the collapse of the Communist regime in the USSR, could they openly mourn the lost members of their communities.

The division of the Cossacks in the Russian Civil War and the Second World War continues to be a controversial issue today.

In Russia today

Since the collapse of the Soviet Union in Russia emerged numerous cossack communities all over the country. In Russia, both registered and unregistered communities identify with cossackism. The Cossack communities in Russia cooperate with each other as well as with the Russian Orthodox Church. End of 2018 the Cossacks have set up an All-Russian Cossack Community to coordinate cultural work and strengthen the Cossack roots (such as to introduce the original Cossack costumes again).

During the 2018 FIFA World Cup Cossack groups were incorporated into Russian police forces in order to suppress anti-Putin protests.

In Ukraine today

In 21st century Ukraine, there are hundreds of diverse associations of Cossacks.

The organization "The Ukrainian Registered Cossacks" (URC) was established on March 29, 2002 by the decision of the Grand Rada of All-Ukrainian public organization "Ukrainian Registered Cossacks" (URC) and was registered in the Ministry of Justice on 8 July 2002.

In modern politics and history, a parliament is a legislative body of government. Generally, a modern parliament has three functions: representing the electorate, making laws, and overseeing the government via hearings and inquiries. The term is similar to the idea of a senate, synod or congress, and is commonly used in countries that are current or former monarchies, a form of government with a monarch as the head. Some contexts restrict the use of the word parliament to parliamentary systems, although it is also used to describe the legislature in some presidential systems (e.g. the Parliament of Ghana), even where it is not in the official name.

Historically, parliaments included various kinds of deliberative, consultative, and judicial assemblies, e.g. medieval parliaments.

Etymology

The English term is derived from Anglo-Norman and dates to the 14th century, coming from the 11th century Old French parlement, from parler, meaning "to talk". The meaning evolved over time, originally referring to any discussion, conversation, or negotiation through various kinds of deliberative or judicial groups, often summoned by a monarch. By the 15th century, in Britain, it had come to specifically mean the legislature.

Early parliaments

Since ancient times, when societies were tribal, there were councils or a headman whose decisions were assessed by village elders. This is called tribalism. Some scholars suggest that in ancient Mesopotamia there was a primitive democratic government where the kings were assessed by council. The same has been said about ancient India, where some form of deliberative assemblies existed, and therefore there was some form of democracy. However, these claims are not accepted by most scholars, who see these forms of government as oligarchies.

Ancient Athens was the cradle of democracy. The Athenian assembly (ἐκκλησία, ekklesia) was the most important institution, and every free male citizen could take part in the discussions. Slaves and women could not. However, Athenian democracy was not representative, but rather direct, and therefore the ekklesia was different from the parliamentary system.

The Roman Republic had legislative assemblies, who had the final say regarding the election of magistrates, the enactment of new statutes, the carrying out of capital punishment, the declaration of war and peace, and the creation (or dissolution) of alliances. The Roman Senate controlled money, administration, and the details of foreign policy.

Some Muslim scholars argue that the Islamic shura (a method of taking decisions in Islamic societies) is analogous to the parliament. However, others highlight what they consider fundamental differences between the shura system and the parliamentary system.

Iran

The first recorded signs of a council to decide on different issues in ancient Iran dates back to 247 BC while the Parthian empire was in power. The Parthians established the first Iranian empire since the conquest of Persia by Alexander. In the early years of their rule, an assembly of the nobles called “Mehestan” was formed that made the final decision on serious issues of state.

The word "Mehestan" consists of two parts. "Meh", a word of the old Persian origin, which literally means "The Great" and "-Stan", a suffix in the Persian language, which describes an especial place. Altogether Mehestan means a place where the greats come together.

The Mehestan Assembly, which consisted of Zoroastrian religious leaders and clan elders exerted great influence over the administration of the kingdom.

One of the most important decisions of the council took place in 208 AD, when a civil war broke out and the Mehestan decided that the empire would be ruled by two brothers simultaneously, Ardavan V and Blash V. In 224 AD, following the dissolution of the Parthian empire, after over 470 years, the Mahestan council came to an end.

Spain

Although there are documented councils held in 873, 1020, 1050 and 1063, there was no representation of commoners. What is considered to be the first parliament (with the presence of commoners), the Cortes of León, was held in the Kingdom of León in 1188. According to the UNESCO, the Decreta of Leon of 1188 is the oldest documentary manifestation of the European parliamentary system. In addition, UNESCO granted the 1188 Cortes of Alfonso IX the title of "Memory of the World" and the city of Leon has been recognized as the "Cradle of Parliamentarism".
After coming to power, King Alfonso IX, facing an attack by his two neighbors, Castile and Portugal, decided to summon the "Royal Curia". This was a medieval organization composed of aristocrats and bishops but because of the seriousness of the situation and the need to maximize political support, Alfonso IX took the decision to also call the representatives of the urban middle class from the most important cities of the kingdom to the assembly. León's Cortes dealt with matters like the right to private property, the inviolability of domicile, the right to appeal to justice opposite the King and the obligation of the King to consult the Cortes before entering a war. Prelates, nobles and commoners met separately in the three estates of the Cortes. In this meeting, new laws were approved to protect commoners against the arbitrarities of nobles, prelates and the king. This important set of laws is known as the Carta Magna Leonesa.

Following this event, new Cortes would appear in the other different territories that would make up Spain: Principality of Catalonia in 1192, the Kingdom of Castile in 1250, Kingdom of Aragon in 1274, Kingdom of Valencia in 1283 and Kingdom of Navarre in 1300.

After the union of the Kingdoms of Leon and Castile under the Crown of Castile, their Cortes were united as well in 1258. The Castilian Cortes had representatives from Burgos, Toledo, León, Seville, Córdoba, Murcia, Jaén, Zamora, Segovia, Ávila, Salamanca, Cuenca, Toro, Valladolid, Soria, Madrid, Guadalajara and Granada (after 1492). The Cortes' assent was required to pass new taxes, and could also advise the king on other matters. The comunero rebels intended a stronger role for the Cortes, but were defeated by the forces of Habsburg Emperor Charles V in 1521. The Cortes maintained some power, however, though it became more of a consultative entity. However, by the time of King Philip II, Charles's son, the Castilian Cortes had come under functionally complete royal control, with its delegates dependent on the Crown for their income.

The Cortes of the Crown of Aragon kingdoms retained their power to control the king's spending with regard to the finances of those kingdoms. But after the War of the Spanish Succession and the victory of another royal house – the Bourbons – and King Philip V, their Cortes were suppressed (those of Aragon and Valencia in 1707, and those of Catalonia and the Balearic islands in 1714).

The very first Cortes representing the whole of Spain (and the Spanish empire of the day) assembled in 1812, in Cadiz, where it operated as a government in exile as at that time most of the rest of Spain was in the hands of Napoleon's army.

Portugal

After its self-proclamation as an independent kingdom in 1139 by Afonso I of Portugal (followed by the recognition by the Kingdom of León in the Treaty of Zamora of 1143), the first historically established Cortes of the Kingdom of Portugal occurred in 1211 in Coimbra by initiative of Afonso II of Portugal. These established the first general laws of the kingdom (Leis Gerais do Reino): protection of the king's property, stipulation of measures for the administration of justice and the rights of his subjects to be protected from abuses by royal officials, and confirming the clerical donations of the previous king Sancho I of Portugal. These Cortes also affirmed the validity of canon law for the Church in Portugal, while introducing the prohibition of the purchase of lands by churches or monasteries (although they can be acquired by donations and legacies).

After the conquest of Algarve in 1249, the Kingdom of Portugal completed its Reconquista. In 1254 King Afonso III of Portugal summoned Portuguese Cortes in Leiria, with the inclusion of burghers from old and newly incorporated municipalities. This inclusion establishes the Cortes of Leiria of 1254 as the second sample of modern parliamentarism in the history of Europe (after the Cortes of León in 1188). In these Cortes the monetagio was introduced: a fixed sum was to be paid by the burghers to the Crown as a substitute for the septennium (the traditional revision of the face value of coinage by the Crown every seven years). These Cortes also introduced staple laws on the Douro River, favoring the new royal city of Vila Nova de Gaia at the expense of the old episcopal city of Porto. 

The Portuguese Cortes met again under King Afonso III of Portugal in 1256, 1261 and 1273, always by royal summon. Medieval Kings of Portugal continued to rely on small assemblies of notables, and only summoned the full Cortes on extraordinary occasions. A Cortes would be called if the king wanted to introduce new taxes, change some fundamental laws, announce significant shifts in foreign policy (e.g. ratify treaties), or settle matters of royal succession, issues where the cooperation and assent of the towns was thought necessary. Changing taxation (especially requesting war subsidies), was probably the most frequent reason for convening the Cortes. As the nobles and clergy were largely tax-exempt, setting taxation involved intensive negotiations between the royal council and the burgher delegates at the Cortes. 

Delegates (procuradores) not only considered the king's proposals, but, in turn, also used the Cortes to submit petitions of their own to the royal council on a myriad of matters, e.g. extending and confirming town privileges, punishing abuses of officials, introducing new price controls, constraints on Jews, pledges on coinage, etc. The royal response to these petitions became enshrined as ordinances and statutes, thus giving the Cortes the aspect of a legislature. These petitions were originally referred to as aggravamentos (grievances) then artigos (articles) and eventually capitulos (chapters). In a Cortes-Gerais, petitions were discussed and voted upon separately by each estate and required the approval of at least two of the three estates before being passed up to the royal council. The proposal was then subject to royal veto (either accepted or rejected by the king in its entirety) before becoming law.

Nonetheless, the exact extent of Cortes power was ambiguous. Kings insisted on their ancient prerogative to promulgate laws independently of the Cortes. The compromise, in theory, was that ordinances enacted in Cortes could only be modified or repealed by Cortes. But even that principle was often circumvented or ignored in practice.

The Cortes probably had their heyday in the 14th and 15th centuries, reaching their apex when John I of Portugal relied almost wholly upon the bourgeoisie for his power. For a period after the 1383–1385 Crisis, the Cortes were convened almost annually. But as time went on, they became less important. Portuguese monarchs, tapping into the riches of the Portuguese empire overseas, grew less dependent on Cortes subsidies and convened them less frequently. John II (r.1481-1495) used them to break the high nobility, but dispensed with them otherwise. Manuel I (r.1495-1521) convened them only four times in his long reign. By the time of Sebastian (r.1554–1578), the Cortes was practically an irrelevance.

Curiously, the Cortes gained a new importance with the Iberian Union of 1581, finding a role as the representative of Portuguese interests to the new Habsburg monarch. The Cortes played a critical role in the 1640 Restoration, and enjoyed a brief period of resurgence during the reign of John IV of Portugal (r.1640-1656). But by the end of the 17th century, it found itself sidelined once again. The last Cortes met in 1698, for the mere formality of confirming the appointment of Infante John (future John V of Portugal) as the successor of Peter II of Portugal. Thereafter, Portuguese kings ruled as absolute monarchs and no Cortes were assembled for over a century. This state of affairs came to an end with the Liberal Revolution of 1820, which set in motion the introduction of a new constitution, and a permanent and proper parliament, that however inherited the name of Cortes Gerais.

England

Early forms of assembly

England has long had a tradition of a body of men who would assist and advise the king on important matters. Under the Anglo-Saxon kings, there was an advisory council, the Witenagemot. The name derives from the Old English ƿitena ȝemōt, or witena gemōt, for "meeting of wise men". The first recorded act of a witenagemot was the law code issued by King Æthelberht of Kent ca. 600, the earliest document which survives in sustained Old English prose; however, the witan was certainly in existence long before this time. The Witan, along with the folkmoots (local assemblies), is an important ancestor of the modern English parliament.

As part of the Norman Conquest of England, the new king, William I, did away with the Witenagemot, replacing it with a Curia Regis ("King's Council"). Membership of the Curia was largely restricted to the tenants in chief, the few nobles who "rented" great estates directly from the king, along with ecclesiastics. William brought to England the feudal system of his native Normandy, and sought the advice of the curia regis before making laws. This is the original body from which the Parliament, the higher courts of law, and the Privy Council and Cabinet descend. Of these, the legislature is formally the High Court of Parliament; judges sit in the Supreme Court of Judicature. Only the executive government is no longer conducted in a royal court.

Most historians date the emergence of a parliament with some degree of power to which the throne had to defer no later than the rule of Edward I. Like previous kings, Edward called leading nobles and church leaders to discuss government matters, especially finance and taxation. A meeting in 1295 became known as the Model Parliament because it set the pattern for later Parliaments. The significant difference between the Model Parliament and the earlier Curia Regis was the addition of the Commons; that is, the inclusion of elected representatives of rural landowners and of townsmen. In 1307, Edward I agreed not to collect certain taxes without the "consent of the realm" through parliament. He also enlarged the court system.

Magna Carta and the Model Parliament

The tenants-in-chief often struggled with their spiritual counterparts and with the king for power. In 1215, they secured from King John of England Magna Carta, which established that the king may not levy or collect any taxes (except the feudal taxes to which they were hitherto accustomed), save with the consent of a council. It was also established that the most important tenants-in-chief and ecclesiastics be summoned to the council by personal writs from the sovereign, and that all others be summoned to the council by general writs from the sheriffs of their counties. Modern government has its origins in the Curia Regis; parliament descends from the Great Council later known as the parliamentum established by Magna Carta

During the reign of King Henry III, 13th-Century English Parliaments incorporated elected representatives from shires and towns. These parliaments are, as such, considered forerunners of the modern parliament.

In 1265, Simon de Montfort, then in rebellion against Henry III, summoned a parliament of his supporters without royal authorization. The archbishops, bishops, abbots, earls, and barons were summoned, as were two knights from each shire and two burgesses from each borough. Knights had been summoned to previous councils, but it was unprecedented for the boroughs to receive any representation. Come 1295, Edward I later adopted de Montfort's ideas for representation and election in the so-called "Model Parliament". At first, each estate debated independently; by the reign of Edward III, however, Parliament recognisably assumed its modern form, with authorities dividing the legislative body into two separate chambers.

Parliament under Henry VIII and Edward VI

The purpose and structure of Parliament in Tudor England underwent a significant transformation under the reign of Henry VIII. Originally its methods were primarily medieval, and the monarch still possessed a form of inarguable dominion over its decisions. According to Elton, it was Thomas Cromwell, 1st Earl of Essex, then chief minister to Henry VIII, who initiated still other changes within parliament. 

The Reformation Acts supplied Parliament with unlimited power over the country. This included authority over virtually every matter, whether social, economic, political, or religious; it legalised the Reformation, officially and indisputably. The king had to rule through the council, not over it, and all sides needed to reach a mutual agreement when creating or passing laws, adjusting or implementing taxes, or changing religious doctrines. This was significant: the monarch no longer had sole control over the country. For instance, during the later years of Mary, Parliament exercised its authority in originally rejecting Mary's bid to revive Catholicism in the realm. Later on, the legislative body even denied Elizabeth her request to marry. If Parliament had possessed this power before Cromwell, such as when Wolsey served as secretary, the Reformation may never have happened, as the king would have had to gain the consent of all parliament members before so drastically changing the country's religious laws and fundamental identity.

The power of Parliament increased considerably after Cromwell's adjustments. It also provided the country with unprecedented stability. More stability, in turn, helped assure more effective management, organisation, and efficiency. Parliament printed statutes and devised a more coherent parliamentary procedure

The rise of Parliament proved especially important in the sense that it limited the repercussions of dynastic complications that had so often plunged England into civil war. Parliament still ran the country even in the absence of suitable heirs to the throne, and its legitimacy as a decision-making body reduced the royal prerogatives of kings like Henry VIII and the importance of their whims. For example, Henry VIII could not simply establish supremacy by proclamation; he required Parliament to enforce statutes and add felonies and treasons. An important liberty for Parliament was its freedom of speech; Henry allowed anything to be spoken openly within Parliament and speakers could not face arrest – a fact which they exploited incessantly. Nevertheless, Parliament in Henry VIII's time offered up very little objection to the monarch's desires. Under his and Edward's reign, the legislative body complied willingly with the majority of the kings' decisions.

Much of this compliance stemmed from how the English viewed and traditionally understood authority. As Williams described it, "King and parliament were not separate entities, but a single body, of which the monarch was the senior partner and the Lords and the Commons the lesser, but still essential, members.".

Importance of the Commonwealth years

Although its role in government expanded significantly during the reigns of Henry VIII and Edward VI, the Parliament of England saw some of its most important gains in the 17th century. A series of conflicts between the Crown and Parliament culminated in the execution of King Charles I in 1649. Afterward, England became a commonwealth, with Oliver Cromwell, its lord protector, the de facto ruler. Frustrated with its decisions, Cromwell purged and suspended Parliament on several occasions.
A controversial figure accused of despotism, war crimes, and even genocide, Cromwell is nonetheless regarded as essential to the growth of democracy in England. The years of the Commonwealth, coupled with the restoration of the monarchy in 1660 and the subsequent Glorious Revolution of 1688, helped reinforce and strengthen Parliament as an institution separate from the Crown.

Acts of Union

The Parliament of England met until it merged with the Parliament of Scotland under the Acts of Union. This union created the new Parliament of Great Britain in 1707.

Scotland

From the 10th century the Kingdom of Alba was ruled by chiefs (toisechs) and subkings (mormaers) under the suzerainty, real or nominal, of a High King. Popular assemblies, as in Ireland, were involved in law-making, and sometimes in king-making, although the introduction of tanistry—naming a successor in the lifetime of a king—made the second less than common. These early assemblies cannot be considered "parliaments" in the later sense of the word, and were entirely separate from the later, Norman-influenced, institution.

The Parliament of Scotland evolved during the Middle Ages from the King's Council of Bishops and Earls. The unicameral parliament is first found on record, referred to as a colloquium, in 1235 at Kirkliston (a village now in Edinburgh). 

By the early fourteenth century the attendance of knights and freeholders had become important, and from 1326 burgh commissioners attended. Consisting of the Three Estates; of clerics, lay tenants-in-chief and burgh commissioners sitting in a single chamber, the Scottish parliament acquired significant powers over particular issues. Most obviously it was needed for consent for taxation (although taxation was only raised irregularly in Scotland in the medieval period), but it also had a strong influence over justice, foreign policy, war, and all manner of other legislation, whether political, ecclesiastical, social or economic. Parliamentary business was also carried out by "sister" institutions, before c. 1500 by General Council and thereafter by the Convention of Estates. These could carry out much business also dealt with by Parliament – taxation, legislation and policy-making – but lacked the ultimate authority of a full parliament.

The parliament, which is also referred to as the Estates of Scotland, the Three Estates, the Scots Parliament or the auld Scots Parliament (Eng: old), met until the Acts of Union merged the Parliament of Scotland and the Parliament of England, creating the new Parliament of Great Britain in 1707.

Following the 1997 Scottish devolution referendum, and the passing of the Scotland Act 1998 by the Parliament of the United Kingdom, the Scottish Parliament was reconvened on 1 July 1999, although with much more limited powers than its 18th-century predecessor. The parliament has sat since 2004 at its newly constructed Scottish Parliament Building in Edinburgh, situated at the foot of the Royal Mile, next to the royal palace of Holyroodhouse.

Nordic and Germanic countries

A thing or ting (Old Norse and Icelandic: þing; other modern Scandinavian: ting, ding in Dutch) was the governing assembly in Germanic societies, made up of the free men of the community and presided by lawspeakers

The thing was the assembly of the free men of a country, province or a hundred (hundare/härad/herred). There were consequently, hierarchies of things, so that the local things were represented at the thing for a larger area, for a province or land. At the thing, disputes were solved and political decisions were made. The place for the thing was often also the place for public religious rites and for commerce.

The thing met at regular intervals, legislated, elected chieftains and kings, and judged according to the law, which was memorised and recited by the "law speaker" (the judge). 

The Icelandic, Faroese and Manx parliaments trace their origins back to the Viking expansion originating from the Petty kingdoms of Norway as well as Denmark, replicating Viking government systems in the conquered territories, such as those represented by the Gulating near Bergen in western Norway.

Later national diets with chambers for different estates developed, e.g. in Sweden and in Finland (which was part of Sweden until 1809), each with a House of Knights for the nobility. In both these countries, the national parliaments are now called riksdag (in Finland also eduskunta), a word used since the Middle Ages and equivalent of the German word Reichstag.

Today the term lives on in the official names of national legislatures, political and judicial institutions in the North-Germanic countries. In the Yorkshire and former Danelaw areas of England, which were subject to much Norse invasion and settlement, the wapentake was another name for the same institution.

Italy

The Sicilian Parliament, dating to 1097, evolved as the legislature of the Kingdom of Sicily.

Switzerland


The Federal Diet of Switzerland was one of the longest-lived representative bodies in history, continuing from the 13th century to 1848.

France

Originally, there was only the Parliament of Paris, born out of the Curia Regis in 1307, and located inside the medieval royal palace, now the Paris Hall of Justice. The jurisdiction of the Parliament of Paris covered the entire kingdom. In the thirteenth century, judicial functions were added. In 1443, following the turmoil of the Hundred Years' War, King Charles VII of France granted Languedoc its own parliament by establishing the Parliament of Toulouse, the first parliament outside of Paris, whose jurisdiction extended over the most part of southern France. From 1443 until the French Revolution several other parliaments were created in some provinces of France (Grenoble, Bordeaux). 

All the parliaments could issue regulatory decrees for the application of royal edicts or of customary practices; they could also refuse to register laws that they judged contrary to fundamental law or simply as being untimely. Parliamentary power in France was suppressed more so than in England as a result of absolutism, and parliaments were eventually overshadowed by the larger Estates General, up until the French Revolution, when the National Assembly became the lower house of France's bicameral legislature.

Poland

According to the Chronicles of Gallus Anonymus, the first legendary Polish ruler, Siemowit, who began the Piast Dynasty, was chosen by a wiec. The veche (Russian: вече, Polish: wiec) was a popular assembly in medieval Slavic countries, and in late medieval period, a parliament. The idea of the wiec led in 1182 to the development of the Polish parliament, the Sejm.

The term "sejm" comes from an old Polish expression denoting a meeting of the populace. The power of early sejms grew between 1146–1295, when the power of individual rulers waned and various councils and wiece grew stronger. The history of the national Sejm dates back to 1182. Since the 14th century irregular sejms (described in various Latin sources as contentio generalis, conventio magna, conventio solemna, parlamentum, parlamentum generale, dieta or Polish sejm walny) have been called by Polish kings. From 1374, the king had to receive sejm permission to raise taxes. The General Sejm (Polish Sejm Generalny or Sejm Walny), first convoked by the king John I Olbracht in 1493 near Piotrków, evolved from earlier regional and provincial meetings (sejmiks). It followed most closely the sejmik generally, which arose from the 1454 Nieszawa Statutes, granted to the szlachta (nobles) by King Casimir IV the Jagiellonian. From 1493 forward, indirect elections were repeated every two years. With the development of the unique Polish Golden Liberty the Sejm's powers increased.

The Commonwealth's general parliament consisted of three estates: the King of Poland (who also acted as the Grand Duke of Lithuania, Russia/Ruthenia, Prussia, Mazovia, etc.), the Senat (consisting of Ministers, Palatines, Castellans and Bishops) and the Chamber of Envoys—circa 170 nobles (szlachta) acting on behalf of their Lands and sent by Land Parliaments. Also representatives of selected cities but without any voting powers. Since 1573 at a royal election all peers of the Commonwealth could participate in the Parliament and become the King's electors.

Ukraine

A Zaporizhian Sich Rada

Cossack Rada was the legislative body of a military republic of the Ukrainian Cossacks that grew rapidly in the 15th century from serfs fleeing the more controlled parts of the Polish Lithuanian Commonwealth. The republic did not regard social origin/nobility and accepted all people who declared to be Orthodox Christians.

Originally established at the Zaporizhian Sich, the rada (council) was an institution of Cossack administration in Ukraine from the 16th to the 18th century. With the establishment of the Hetman state in 1648, it was officially known as the General Military Council until 1750.

Russia

The zemsky sobor (Russian: зе́мский собо́р) was the first Russian parliament of the feudal Estates type, in the 16th and 17th centuries. The term roughly means assembly of the land.

It could be summoned either by tsar, or patriarch, or the Boyar Duma. Three categories of population, comparable to the Estates-General of France but with the numbering of the first two Estates reversed, participated in the assembly:

Nobility and high bureaucracy, including the Boyar Duma,
The Holy Sobor of high Orthodox clergy,
Representatives of merchants and townspeople (third estate).

The name of the parliament of nowadays Russian Federation is the Federal Assembly of Russia. The term for its lower house, State Duma (which is better known than the Federal Assembly itself, and is often mistaken for the entirety of the parliament) comes from the Russian word думать (dumat), "to think". The Boyar Duma was an advisory council to the grand princes and tsars of Muscovy. The Duma was discontinued by Peter the Great, who transferred its functions to the Governing Senate in 1711.

Novgorod and Pskov

The veche was the highest legislature and judicial authority in the republic of Novgorod until 1478. In its sister state, Pskov, a separate veche operated until 1510.

Since the Novgorod revolution of 1137 ousted the ruling grand prince, the veche became the supreme state authority. After the reforms of 1410, the veche was restructured on a model similar to that of Venice, becoming the Commons chamber of the parliament. An upper Senate-like Council of Lords was also created, with title membership for all former city magistrates. Some sources indicate that veche membership may have become full-time, and parliament deputies were now called vechniks. It is recounted that the Novgorod assembly could be summoned by anyone who rung the veche bell, although it is more likely that the common procedure was more complex. This bell was a symbol of republican sovereignty and independence. The whole population of the city—boyars, merchants, and common citizens—then gathered at Yaroslav's Court. Separate assemblies could be held in the districts of Novgorod. In Pskov the veche assembled in the court of the Trinity cathedral.

Roman Catholic Church

"Conciliarism" or the "conciliar movement", was a reform movement in the 14th and 15th century Roman Catholic Church which held that final authority in spiritual matters resided with the Roman Church as corporation of Christians, embodied by a general church council, not with the pope. In effect, the movement sought – ultimately, in vain – to create an All-Catholic Parliament. Its struggle with the Papacy had many points in common with the struggle of parliaments in specific countries against the authority of Kings and other secular rulers.
