White supremacy

White supremacy or white supremacism is the racist belief that white people are superior to people of other races and therefore should be dominant over them. White supremacy has roots in the now-discredited doctrine of scientific racism and often relies on pseudoscientific arguments. Like most similar movements such as neo-Nazism, white supremacists typically oppose members of other races as well as Jews.

The term is also used to describe a political ideology that perpetuates and maintains the social, political, historical, or institutional domination by white people (as evidenced by historical and contemporary sociopolitical structures such as the Atlantic slave trade, Jim Crow laws in the United States, the set of "White Australia" policies from the 1890s until the mid-1970s, and apartheid in South Africa). Different forms of white supremacism put forth different conceptions of who is considered white, and different groups of white supremacists identify various racial and cultural groups as their primary enemy.

In academic usage, particularly in usage which draws on critical race theory or intersectionality, the term "white supremacy" can also refer to a political or socioeconomic system, in which white people enjoy a structural advantage (privilege) over other ethnic groups, on both a collective and individual level.

History

White supremacy has ideological foundations that date back to 17th-century scientific racism, the predominant paradigm of human variation that helped shape international relations and racial policy from the latter part of the Age of Enlightenment until the late 20th century (marked by decolonization and the abolition of apartheid in South Africa in 1991, followed by that country's first multiracial elections in 1994).

The Battle of Liberty Place monument in Louisiana was erected in 1891 by the white-dominated New Orleans government. An inscription added in 1932 states that the 1876 US Presidential Election "recognized white supremacy in the South and gave us our state". It was removed in 2017 and placed in storage.

United States

White supremacy was dominant in the United States both before and after the American Civil War, and it also persisted for decades after the Reconstruction Era. In the antebellum South, this included the holding of African Americans in chattel slavery, in which four million of them were denied freedom. The outbreak of the Civil War saw the desire to uphold white supremacy being cited as a cause for state secession and the formation of the Confederate States of America. In an editorial about Native Americans in 1890, author L. Frank Baum wrote: "The Whites, by law of conquest, by justice of civilization, are masters of the American continent, and the best safety of the frontier settlements will be secured by the total annihilation of the few remaining Indians."

The Naturalization Act of 1790 limited U.S. citizenship to whites only. In some parts of the United States, many people who were considered non-white were disenfranchised, barred from government office, and prevented from holding most government jobs well into the second half of the 20th century. Professor Leland T. Saito of the University of Southern California writes: "Throughout the history of the United States, race has been used by whites for legitimizing and creating difference and social, economic and political exclusion."

The denial of social and political freedom to minorities continued into the mid-20th century, resulting in the civil rights movement. Sociologist Stephen Klineberg has stated that U.S. immigration laws prior to 1965 clearly declared "that Northern Europeans are a superior subspecies of the white race". The Immigration and Nationality Act of 1965 opened entry to the U.S. to immigrants other than traditional Northern European and Germanic groups, and significantly altered the demographic mix in the U.S as a result. Many U.S. states banned interracial marriage through anti-miscegenation laws until 1967, when these laws were invalidated by the Supreme Court of the United States' decision in Loving v. Virginia. These mid-century gains had a major impact on white Americans' political views; segregation and white racial superiority, which had been publicly endorsed in the 1940s, became minority views within the white community by the mid-1970s, and continued to decline into 1990s polls to a single-digit percentage. For sociologist Howard Winant, these shifts marked the end of "monolithic white supremacy" in the United States.

After the mid-1960s, white supremacy remained an important ideology to the American far-right. According to Kathleen Belew, a historian of race and racism in the United States, white militancy shifted after the Vietnam War from supporting the existing racial order to a more radical position—self-described as "white power" or "white nationalism"—committed to overthrowing the United States government and establishing a white homeland. Such anti-government militia organizations are one of three major strands of violent right-wing movements in the United States, with white supremacist groups (such as the Ku Klux Klan, neo-Nazi organizations, and racist skinheads) and a religious fundamentalist movement (such as Christian Identity) being the other two. Howard Winant writes that, "On the far right the cornerstone of white identity is belief in an ineluctable, unalterable racialized difference between whites and nonwhites." In the view of philosopher Jason Stanley, white supremacy in the United States is an example of the fascist politics of hierarchy, in that it "demands and implies a perpetual hierarchy" in which whites dominate and control non-whites.

Some academics argue that outcomes from the 2016 United States Presidential Election reflect ongoing challenges with white supremacy. Psychologist Janet Helms suggested that the normalizing behaviors of social institutions of education, government, and healthcare are organized around the "birthright of...the power to control society's resources and determine the rules for [those resources]". Educators, literary theorists, and other political experts have raised similar questions, connecting the scapegoating of disenfranchised populations to white superiority.

On July 23, 2019, Christopher A. Wray, the head of the FBI, said at a Senate Judiciary Committee hearing that the agency had made around 100 domestic terrorism arrests since October 1, 2018, and that the majority of them were connected in some way with white supremacy. Wray said that the Bureau was "aggressively pursuing [domestic terrorism] using both counterterrorism resources and criminal investigative resources and partnering closely with our state and local partners," but said that it was focused on the violence itself and not on its ideological basis. A similar number of arrests had been made for instances of international terrorism. In the past, Wray has said that white supremacy was a significant and "pervasive" threat to the U.S.

On September 20, 2019, the acting Secretary of Homeland Security, Kevin McAleenan, announced his department's revised strategy for counter-terrorism, which included a new emphasis on the dangers inherent in the white supremacy movement. McAleenan called white supremacy one of the most "potent ideologies" behind domestic terrorism-related violent acts. In a speech at the Brookings Institution, McAleenan cited a series of high-profile shooting incidents, and said "In our modern age, the continued menace of racially based violent extremism, particularly white supremacist extremism, is an abhorrent affront to the nation, the struggle and unity of its diverse population." The new strategy will include better tracking and analysis of threats, sharing information with local officials, training local law enforcement on how to deal with shooting events, discouraging the hosting of hate sites online, and encouraging counter-messages.

Effect of the media

White supremacism has been depicted in music videos, feature films, documentaries, journal entries, and on social media. The 1915 silent drama film The Birth of a Nation followed the rising racial, economic, political, and geographic tensions leading up to the Emancipation Proclamation and the Southern Reconstruction era that was the genesis of the Ku Klux Klan.

David Duke, a former Grand Wizard of the Ku Klux Klan, believed that the Internet was going to create a "chain reaction of racial enlightenment that will shake the world." Jessie Daniels, of CUNY-Hunter College, also said that racist groups see the Internet as a way to spread their ideologies, influence others and gain supporters. Legal scholar Richard Hasen describes a "dark side" of social media:
There certainly were hate groups before the Internet and social media. [But with social media] it just becomes easier to organize, to spread the word, for people to know where to go. It could be to raise money, or it could be to engage in attacks on social media. Some of the activity is virtual. Some of it is in a physical place. Social media has lowered the collective-action problems that individuals who might want to be in a hate group would face. You can see that there are people out there like you. That's the dark side of social media.
With the emergence of Twitter in 2006, and platforms such as Stormfront which was launched in 1996, an alt-right portal for white supremacists with similar beliefs, both adults and children, was provided in which they were given a way to connect. Daniels discussed the emergence of other social media outlets such as 4chan and Reddit, which meant that the "spread of white nationalist symbols and ideas could be accelerated and amplified". Sociologist Kathleen Blee notes that the anonymity which the Internet provides can make it difficult to track the extent of white supremacist activity in the country, but nevertheless she and other experts see an increase in the amount of hate crimes and white supremacist violence. In the latest wave of white supremacy, in the age of the Internet, Blee sees the movement as having primarily become a virtual one, in which divisions between groups become blurred: "[A]ll these various groups that get jumbled together as the alt-right and people who have come in from the more traditional neo-Nazi world. We're in a very different world now."

A series on YouTube hosted by the grandson of Thomas Robb, the national director of the Knights of the Ku Klux Klan, "presents the Klan's ideology in a format aimed at kids — more specifically, white kids."[33] The short episodes inveigh against race-mixing, and extol other white supremacist ideologies. A short documentary published by TRT describes the experience of Imran Garda, a journalist of Indian descent, who met with Thomas Robb and a traditional KKK group. A sign that greets people who enter the town states "Diversity is a code for white genocide." The KKK group interviewed in the documentary summarizes its ideals, principles, and beliefs, which are emblematic of white supremacists in the United States. The comic book super hero Captain America, in an ironic co-optation, has been used for dog whistle politics by the alt-right in college campus recruitment in 2017.

British Commonwealth

In 1937, Winston Churchill told the Palestine Royal Commission: "I do not admit for instance, that a great wrong has been done to the Red Indians of America or the black people of Australia. I do not admit that a wrong has been done to these people by the fact that a stronger race, a higher-grade race, a more worldly wise race to put it that way, has come in and taken their place." British historian Richard Toye, author of Churchill's Empire, said that "Churchill did think that white people were superior."

South Africa

A number of Southern African nations experienced severe racial tension and conflict during global decolonization, particularly as white Africans of European ancestry fought to protect their preferential social and political status. Racial segregation in South Africa began in colonial times under the Dutch Empire, and it continued when the British took over the Cape of Good Hope in 1795. Apartheid was introduced as an officially structured policy by the Afrikaner-dominated National Party after the general election of 1948. Apartheid's legislation divided inhabitants into four racial groups—"black", "white", "coloured", and "Indian", with coloured divided into several sub-classifications. In 1970, the Afrikaner-run government abolished non-white political representation, and starting that year black people were deprived of South African citizenship. South Africa abolished apartheid in 1991.

Rhodesia

In Rhodesia a predominantly white government issued its own unilateral declaration of independence from the United Kingdom during an unsuccessful attempt to avoid immediate majority rule. Following the Rhodesian Bush War which was fought by African nationalists, Rhodesian prime minister Ian Smith acceded to biracial political representation in 1978 and the state achieved recognition from the United Kingdom as Zimbabwe in 1980.

Germany

Nazism promoted the idea of a superior Germanic people or Aryan race in Germany during the early 20th century. Notions of white supremacy and Aryan racial superiority were combined in the 19th century, with white supremacists maintaining the belief that white people were members of an Aryan "master race" which was superior to other races, particularly the Jews, who were described as the "Semitic race", Slavs, and Gypsies, which they associated with "cultural sterility". Arthur de Gobineau, a French racial theorist and aristocrat, blamed the fall of the ancien régime in France on racial degeneracy caused by racial intermixing, which he argued had destroyed the "purity" of the Nordic or Germanic race. Gobineau's theories, which attracted a strong following in Germany, emphasized the existence of an irreconcilable polarity between Aryan or Germanic peoples and Jewish culture.

As the Nazi Party's chief racial theorist, Alfred Rosenberg oversaw the construction of a human racial "ladder" that justified Hitler's racial and ethnic policies. Rosenberg promoted the Nordic theory, which regarded Nordics as the "master race", superior to all others, including other Aryans (Indo-Europeans). Rosenberg got the racial term Untermensch from the title of Klansman Lothrop Stoddard's 1922 book The Revolt Against Civilization: The Menace of the Under-man. It was later adopted by the Nazis from that book's German version Der Kulturumsturz: Die Drohung des Untermenschen (1925). Rosenberg was the leading Nazi who attributed the concept of the East-European "under man" to Stoddard. An advocate of the U.S. immigration laws that favored Northern Europeans, Stoddard wrote primarily on the alleged dangers posed by "colored" peoples to white civilization, and wrote The Rising Tide of Color Against White World-Supremacy in 1920. In establishing a restrictive entry system for Germany in 1925, Hitler wrote of his admiration for America's immigration laws: "The American Union categorically refuses the immigration of physically unhealthy elements, and simply excludes the immigration of certain races."

German praise for America's institutional racism, previously found in Hitler's Mein Kampf, was continuous throughout the early 1930s, and Nazi lawyers were advocates of the use of American models. Race-based U.S. citizenship and anti-miscegenation laws directly inspired the Nazis' two principal Nuremberg racial laws—the Citizenship Law and the Blood Law. In order to preserve the Aryan or Nordic race, the Nazis introduced the Nuremberg Laws in 1935, which forbade sexual relations and marriages between Germans and Jews, and later between Germans and Romani and Slavs. The Nazis used the Mendelian inheritance theory to argue that social traits were innate, claiming that there was a racial nature associated with certain general traits such as inventiveness or criminal behavior.

According to the 2012 annual report of Germany's interior intelligence service, the Federal Office for the Protection of the Constitution, at the time there were 26,000 right-wing extremists living in Germany, including 6000 neo-Nazis.

Russia

Neo-Nazi organisations embracing white supremacist ideology are present in many countries of the world. In 2007, it was claimed that Russian neo-Nazis accounted for "half of the world's total".

Ukraine

In June 2015, Democratic Representative John Conyers and his Republican colleague Ted Yoho offered bipartisan amendments to block the U.S. military training of Ukraine's Azov Battalion — called a "neo-Nazi paramilitary militia" by Conyers and Yoho. Some members of the battalion are openly white supremacists.

Academic use of the term

The term white supremacy is used in some academic studies of racial power to denote a system of structural or societal racism which privileges white people over others, regardless of the presence or the absence of racial hatred. White racial advantages occur at both a collective and an individual level (ceteris paribus, i. e., when individuals are compared that do not relevantly differ except in ethnicity). Legal scholar Frances Lee Ansley explains this definition as follows:
By "white supremacy" I do not mean to allude only to the self-conscious racism of white supremacist hate groups. I refer instead to a political, economic and cultural system in which whites overwhelmingly control power and material resources, conscious and unconscious ideas of white superiority and entitlement are widespread, and relations of white dominance and non-white subordination are daily reenacted across a broad array of institutions and social settings.
This and similar definitions have been adopted or proposed by Charles W. Mills, bell hooks, David Gillborn, Jessie Daniels, and Neely Fuller Jr, and they are widely used in critical race theory and intersectional feminism. Some anti-racist educators, such as Betita Martinez and the Challenging White Supremacy workshop, also use the term in this way. The term expresses historic continuities between a pre–civil rights movement era of open white supremacism and the current racial power structure of the United States. It also expresses the visceral impact of structural racism through "provocative and brutal" language that characterizes racism as "nefarious, global, systemic, and constant". Academic users of the term sometimes prefer it to racism because it allows for a distinction to be drawn between racist feelings and white racial advantage or privilege.

The term's recent rise in popularity among leftist activists has been characterized by some as counterproductive. John McWhorter, a specialist in language and race relations, has described its use as straying from its commonly accepted meaning to encompass less extreme issues, thereby cheapening the term and potentially derailing productive discussion. Political columnist Kevin Drum attributes the term's growing popularity to frequent use by Ta-Nehisi Coates, describing it as a "terrible fad" which fails to convey nuance. He claims that the term should be reserved for those who are trying to promote the idea that whites are inherently superior to blacks and not used to characterize less blatantly racist beliefs or actions. The use of the academic definition of white supremacy has been criticized by Conor Friedersdorf for the confusion it creates for the general public inasmuch as it differs from the more common dictionary definition; he argues that it is likely to alienate those it hopes to convince.

Ideologies and movements

Supporters of Nordicism consider the "Nordic peoples" to be a superior race. By the early 19th century, white supremacy was attached to emerging theories of racial hierarchy. The German philosopher Arthur Schopenhauer attributed cultural primacy to the white race:
The highest civilization and culture, apart from the ancient Hindus and Egyptians, are found exclusively among the white races; and even with many dark peoples, the ruling caste or race is fairer in colour than the rest and has, therefore, evidently immigrated, for example, the Brahmans, the Incas, and the rulers of the South Sea Islands. All this is due to the fact that necessity is the mother of invention because those tribes that emigrated early to the north, and there gradually became white, had to develop all their intellectual powers and invent and perfect all the arts in their struggle with need, want and misery, which in their many forms were brought about by the climate.
 
The eugenicist Madison Grant argued in his 1916 book, The Passing of the Great Race, that the Nordic race had been responsible for most of humanity's great achievements, and that admixture was "race suicide". In this book, Europeans who are not of Germanic origin but have Nordic characteristics such as blonde/red hair and blue/green/gray eyes, were considered to be a Nordic admixture and suitable for Aryanization.

In the United States, the Ku Klux Klan (KKK) is the group most associated with the white supremacist movement. Many white supremacist groups are based on the concept of preserving genetic purity, and do not focus solely on discrimination based on skin color. The KKK's reasons for supporting racial segregation are not primarily based on religious ideals, but some Klan groups are openly Protestant. The KKK and other white supremacist groups like Aryan Nations, The Order and the White Patriot Party are considered antisemitic.

Nazi Germany promulgated white supremacy based on the belief that the Aryan race, or the Germans, were the master race. It was combined with a eugenics programme that aimed for racial hygiene through compulsory sterilization of sick individuals and extermination of Untermenschen ("subhumans"): Slavs, Jews and Romani, which eventually culminated in the Holocaust.

Christian Identity is another movement closely tied to white supremacy. Some white supremacists identify themselves as Odinists, although many Odinists reject white supremacy. Some white supremacist groups, such as the South African Boeremag, conflate elements of Christianity and Odinism. Creativity (formerly known as "The World Church of the Creator") is atheistic and it denounces Christianity and other theistic religions. Aside from this, its ideology is similar to that of many Christian Identity groups because it believes in the antisemitic conspiracy theory that there is a "Jewish conspiracy" in control of governments, the banking industry and the media. Matthew F. Hale, founder of the World Church of the Creator, has published articles stating that all races other than white are "mud races", which is what the group's religion teaches.

The white supremacist ideology has become associated with a racist faction of the skinhead subculture, despite the fact that when the skinhead culture first developed in the United Kingdom in the late 1960s, it was heavily influenced by black fashions and music, especially Jamaican reggae and ska, and African American soul music.

White supremacist recruitment activities are primarily conducted at a grassroots level as well as on the Internet. Widespread access to the Internet has led to a dramatic increase in white supremacist websites. The Internet provides a venue to openly express white supremacist ideas at little social cost, because people who post the information are able to remain anonymous.

White separatism

White separatism is a political and social movement that seeks the separation of white people from people of other races and ethnicities, the establishment of a white ethnostate by removing non-whites from existing communities or by forming new communities elsewhere.

Most modern researchers do not view white separatism as distinct from white supremacist beliefs. The Anti-Defamation League defines white separatism as "a form of white supremacy"; the Southern Poverty Law Center defines both white nationalism and white separatism as "ideologies based on white supremacy." Facebook has banned content that is openly white nationalist or white separatist because "white nationalism and white separatism cannot be meaningfully separated from white supremacy and organized hate groups".

Use of the term to self-identify has been criticized as a dishonest rhetorical ploy. The Anti-Defamation League argues that white supremacists use the phrase because they believe it has fewer negative connotations than the term white supremacist.

Dobratz & Shanks-Meile reported that adherents usually reject marriage "outside the white race". They argued the existence of "a distinction between the white supremacist's desire to dominate (as in apartheid, slavery, or segregation) and complete separation by race". They argued that this is a matter of pragmatism, that while many white supremacists are also white separatists, contemporary white separatists reject the view that returning to a system of segregation is possible or desirable in the United States.

Emancipation Day

Emancipation Day is observed in many former European colonies in the Caribbean and areas of the United States on various dates to commemorate the emancipation of enslaved people of African descent.

It is also observed in other areas in regard to the abolition of serfdom or other forms of involuntary servitude.

Caribbean

August 1, 1834

The Slavery Abolition Act 1833, which abolished slavery throughout the British Empire (with the exceptions "of the Territories in the Possession of the East India Company", the "Island of Ceylon" and "the Island of Saint Helena"; the exceptions were eliminated in 1843), came into force the following year, on 1 August 1834.

Only slaves below the age of six were freed. Enslaved people older than six years of age were redesignated as "apprentices" and required to work, 40 hours per week without pay, as part of compensation payment to their former owners. Full emancipation was finally achieved at midnight on 31 July 1838.
Barbados
Emancipation Day in Barbados is part of the annual "Season of Emancipation", which began in 2005. The Season runs from April 14 to August 23. Commemorations include:
Emancipation Day celebrations usually feature a walk from Independence Square in Bridgetown to the Heritage Village at the Crop Over Bridgetown Market on the Spring Garden Highway. At the Heritage Village, in addition to a concert, there is a wreath-laying ceremony as a tribute to the ancestors. Traditionally, the Prime Minister, the Minister for Culture, and representatives of the Commission for Pan African Affairs are among those laying wreaths.
Jamaica

1 August, Emancipation Day in Jamaica is a public holiday and part of a week-long cultural celebration, during which Jamaicans also celebrate Jamaican Independence Day on August 6, 1962. Both August 1 and August 6 are public holidays.

Emancipation Day had stopped being observed as a nation holiday in 1962 at the time of independence. It was reinstated as a national public holiday under The Holidays (Public General) Act 1998 after a six-year campaign led by Rex Nettleford, among others.

Traditionally people would keep at vigil on July 31 and at midnight ring church bell and play drums in parks and public squares to re-enact the first moments of freedom for enslaved Africans. On Emancipation Day there is a reenactment of the reading of the Emancipation Declaration in town centres especially Spanish Town which was the seat of the Jamaican government when the Emancipation Act was passed in 1838.

Emancipation Park, a public park in Kingston, opened on the eve of Emancipation Day, July 31 in 2002, is named in commemoration of Emancipation Day.
Trinidad and Tobago
On August 1, 1985 Trinidad and Tobago became the first country in the world to declare a national holiday to commemorate the abolition of slavery.

It replaced Columbus Discovery Day, which commemorated the arrival of Christopher Columbus at Moruga on 31 July 1498, as a national public holiday.

The commemoration begins the night before with an all-night vigil and includes religious services, cultural events, street processions past historic landmarks, addresses from dignitaries including an address from the President of Trinidad and Tobago and ends with an evening of shows that include a torchlight procession to the national stadium.
Thursday before the first Monday in August
  • Bermuda celebrates its Emancipation day on this date, placing it in either July or August.
First Monday in August
Some countries observe the holiday as "August Monday".
  • Antigua celebrates carnival on and around the first Monday of August. Since 1834 Antigua and Barbuda have observed the end of slavery. The first Monday and Tuesday in August was observed as a bank holiday so the populace can celebrate Emancipation Day. Monday is J'ouvert, a street party that mimics the early morning emancipation.
  • Anguilla: In addition to commemorating emancipation, it is the first day of "August Week", the Anguillian Carnival celebrations. J'ouvert is celebrated August 1, as Carnival commences.
  • The Bahamas: Celebrations are mainly concentrated in Fox Hill Village, Nassau, a former slave village whose inhabitants, according to folklore, heard about their freedom a week after everyone else on the island. The celebration known as the Bay Fest, beginning on August 1 and lasting several days, is held in the settlement of Hatchet Bay on the island of Eleuthera, and "Back to the Bay" is held in the settlement of Tarpum Bay, also on Eleuthera.
  • British Virgin Islands: The first Monday, Tuesday, and Wednesday of August are celebrated as "August Festival".
  • Saint Kitts and Nevis: The first Monday and Tuesday are celebrated as "Emancipation Day" and also "Culturama" in Nevis.
  • Dominica: The first Monday is celebrated as August Monday.
  • Grenada: The first Monday in August is celebrated as "Emancipation Day" with Cultural activities.
  • Saint Vincent and the Grenadines

French West Indies

This includes eight territories currently under French sovereignty in the Antilles islands of the Caribbean:
  • Martinique commemorates emancipation with a national holiday on May 22, marking the slave resistance on that day in 1848 that forced Governor Claude Rostoland to issue a decree abolishing slavery.
  • Guadeloupe commemorates emancipation on May 27.
  • Saint Martin has a week-long celebration around May 27, commemorating the abolition of slavery.

Caribbean of Central America

On the Caribbean Coast of Nicaragua the emancipation of slavery took place in the month of August 1841 but with different dates. 

Bluefields and Pearl Lagoon received their emancipation on August 10, 1841. 

Corn Island received its emancipation on August 27, 1841.

Canada

The Slavery Abolition Act 1833 ended slavery in the British Empire on August 1, 1834, and thus also in Canada. However, the first colony in the British Empire to have anti-slavery legislation was Upper Canada, now Ontario. John Graves Simcoe, the first Lieutenant Governor of Upper Canada (1791–1796), passed an Act Against Slavery in 1793, which ended the importation of slaves in Upper Canada and manumitted the future children of female slaves at age twenty-five. Unfortunately, it did not free a single slave. It was superseded by the Slavery Abolition Act 1833.

While the date of the First August Monday holiday in Canada is historically linked to the abolition of slavery in the British Empire in 1834, not all of provinces commemorate the holiday as such.

Ontario

In 2008, the Province of Ontario dedicated August 1 as "Emancipation Day"

Toronto, the capital city of Ontario, also hosts Caribana, which is held the first Monday in August. Started in 1967, it has become the largest Caribbean festival in North America. It is a two-week celebration, culminating in the long weekend with the Kings and Queens Festival, "Caribana" parade and Olympic Island activities. 

Owen Sound has celebrated Emancipation with a picnic for 157 years, and now holds an Emancipation Festival.

Locally, the August Holiday in Toronto has been designated as "Simcoe Day" to commemorate Ontario's first Lieutenant Governor John Graves Simcoe, who in 1793 approved legislation to reduce slavery in Upper Canada, now Ontario, the first jurisdiction in the British Empire to do so.

South Africa

The Slavery Abolition Act of 1833 came into full effect in the Cape Colony on the December 1, 1838 after a four-year period of forced apprenticeship. About 39,000 enslaved people were freed and £1.2 million (roughly equivalent to £4,175,000,000 as a proportion of GDP in 2016 pounds) – of £3 million originally set aside by the British government – was paid out in compensation to 1,300 former slave holding farmers in the colony.

December 1 is celebrated as Emancipation Day in South Africa most notably in the city of Cape Town.

United States

District of Columbia

The District of Columbia celebrates April 16 as Emancipation Day. On that day in 1862, President Abraham Lincoln signed the District of Columbia Compensated Emancipation Act (an act of Compensated emancipation) for the release of certain persons held to service or labor in the District of Columbia. The Act freed about 3,100 slaves in the District of Columbia nine months before President Lincoln issued his broader Emancipation Proclamation. The District of Columbia Compensated Emancipation Act represents the only example of compensation by the federal government to former owners of emancipated slaves.

On January 4, 2005, Mayor Anthony A. Williams signed legislation making Emancipation Day an official public holiday in the District. Although Emancipation Day occurs on April 16, by law when April 16 falls during a weekend, Emancipation Day is observed on the nearest weekday. This affects the Internal Revenue Service's due date for tax returns, which traditionally must be submitted by April 15. As the federal government observes the holiday, it causes the federal and all state tax deadlines to be moved to the 18th if Emancipation Day falls on the weekend and to the 17th if Emancipation Day falls on a Monday. Each year, activities will be held during the public holiday including the traditional Emancipation Day parade celebrating the freedom of enslaved persons in the District of Columbia. The Emancipation Day celebration was held yearly from 1866 to 1901.

Florida

The state of Florida observes emancipation in a ceremonial day on May 20. In the capital, Tallahassee, Civil War reenactors playing the part of Major General Edward McCook and other union soldiers act out the speech General McCook gave from the steps of the Knott House on May 20, 1865. This was the first reading of the Emancipation Proclamation in Florida.

Georgia

Thomaston, Georgia has been the site of an Emancipation Day celebration since May 1866. Organizers believe it is "the oldest, continuously observed annual emancipation event in the United States." The annual event is scheduled for the Saturday closest to May 29. William Guilford was an early organizer of the event first held in 1866.

Kentucky

Emancipation Day is celebrated on August 8 in Hopkinsville, Christian County; Paducah, McCracken County; and Russellville, Logan County Kentucky, as well as other communities in western Kentucky. According to the Paducah Sun newspaper, this is the anniversary of the day slaves in this region learned of their freedom in 1865. According to a PBS documentary, it celebrates the liberation of the slaves of U.S. President Andrew Johnson, one of whom started the annual celebration in eastern Tennessee.

Mississippi

In Columbus, Mississippi, Emancipation Day is celebrated on May 8, known locally as "Eight o' May". As in other southern states, the local celebration commemorates the date in 1865 when African Americans in eastern Mississippi learned of their freedom.

Though the 13th amendment was ratified by the necessary three quarters vote, Mississippi withheld its ratification document after the constitutional amendment was submitted to the states. Mississippi finally submitted the ratification document on February 7, 2013.

Texas

In Texas, Emancipation Day is celebrated on June 19. It commemorates the announcement in Texas of the abolition of slavery made on that day in 1865. It is commonly known as Juneteenth. Since the late 20th century, this date has gained recognition beyond Texas, and has been proposed for a national Emancipation Day.

Puerto Rico celebrates Emancipation Day (Día de la Abolición de Esclavitud), an official holiday, on March 22. Slavery was abolished in Puerto Rico in 1873 while the island was still a colony of Spain.

US Virgin Islands

The United States Virgin Islands celebrates Emancipation Day as an official holiday on July 3. It commemorates the Danish Governor Peter von Scholten's 1848 proclamation that "all unfree in the Danish West Indies are from today emancipated," following a slave rebellion led by John Gottlieb (General Buddhoe) in Frederiksted, Saint Croix.

Juneteenth (a portmanteau of June and nineteenth) – also known as Freedom Day, Jubilee Day, Liberation Day, and Emancipation Day – is a holiday celebrating the emancipation of those who had been enslaved in the United States. Originating in Texas, it is now celebrated annually on the 19th of June throughout the United States, with varying official recognition. Specifically, it commemorates Union army general Gordon Granger announcing federal orders in Galveston, Texas, on June 19, 1865, proclaiming that all slaves in Texas were free.

President Abraham Lincoln's Emancipation Proclamation had officially outlawed slavery in Texas and the other states in rebellion against the Union almost two and a half years earlier. Enforcement of the Proclamation generally relied on the advance of Union troops. Texas being the most remote of the slave states had a low presence of Union troops as the American Civil War ended; thus enforcement there had been slow and inconsistent before Granger's announcement. Although Juneteenth generally celebrates the end of slavery in the United States, it was still legal and practiced in two Union border states (Delaware and Kentucky) until later that year when ratification of the Thirteenth Amendment to the Constitution abolished non-penal slavery nationwide in December.

Celebrations date to 1866, at first involving church-centered community gatherings in Texas. It spread across the South and became more commercialized in the 1920s and 1930s, often centering on a food festival. During the Civil Rights movement of the 1960s, it was eclipsed by the struggle for postwar civil rights, but grew in popularity again in the 1970s with a focus on African American freedom and arts. By the 21st century, Juneteenth was celebrated in most major cities across the United States. Activists are campaigning for the United States Congress to recognize Juneteenth as a national holiday. Hawaii, North Dakota and South Dakota are the only states that do not recognize Juneteenth, according to the Congressional Research Service.

Modern observance is primarily in local celebrations. Traditions include public readings of the Emancipation Proclamation, singing traditional songs such as "Swing Low, Sweet Chariot" and "Lift Every Voice and Sing", and reading of works by noted African-American writers such as Ralph Ellison and Maya Angelou. Celebrations include rodeos, street fairs, cookouts, family reunions, park parties, historical reenactments, and Miss Juneteenth contests. The Mascogos, descendants of Black Seminoles, who escaped from U.S. slavery in 1852 and settled in Coahuila, Mexico, also celebrate Juneteenth.

History

During the American Civil War, President Abraham Lincoln issued the preliminary Emancipation Proclamation on September 22, 1862. It was formally issued on January 1, 1863, declaring that all enslaved persons in the Confederate States of America in rebellion and not in Union hands were freed.

More isolated geographically, planters and other slaveholders had migrated into Texas from eastern states to escape the fighting, and many brought enslaved people with them, increasing by the thousands the enslaved population in the state at the end of the Civil War. Although most lived in rural areas, more than 1,000 resided in both Galveston and Houston by 1860, with several hundred in other large towns. By 1865, there were an estimated 250,000 enslaved people in Texas.

The news of General Robert E. Lee's surrender on April 9, 1865, reached Texas later in the month. The western Army of the Trans-Mississippi did not surrender until June 2. On June 18, Union Army General Gordon Granger arrived at Galveston Island with 2,000 federal troops to occupy Texas on behalf of the federal government. The following day, standing on the balcony of Galveston's Ashton Villa, Granger read aloud the contents of "General Order No. 3", announcing the total emancipation of those held as slaves:
The people of Texas are informed that, in accordance with a proclamation from the Executive of the United States, all slaves are free. This involves an absolute equality of personal rights and rights of property between former masters and slaves, and the connection heretofore existing between them becomes that between employer and hired labor. The freedmen are advised to remain quietly at their present homes and work for wages. They are informed that they will not be allowed to collect at military posts and that they will not be supported in idleness either there or elsewhere.
Although this event is popularly thought of as "the end of slavery", the Emancipation Proclamation did not apply to those enslaved in Union-held territory, who would not be freed until a proclamation several months later, on December 18, 1865, that the Thirteenth Amendment had been ratified on December 6, 1865. The freedom of formerly enslaved people in Texas was given legal status in a series of Texas Supreme Court decisions between 1868 and 1874.

Early celebrations

Formerly enslaved people in Galveston celebrated after the announcement. The following year, freedmen in Texas organized the first of what became the annual celebration of "Jubilee Day" on June 19. Early celebrations were used as political rallies to give voting instructions to newly freed slaves. Early independence celebrations often occurred on January 1 or 4.

In some cities black people were barred from using public parks because of state-sponsored segregation of facilities. Across parts of Texas, freed people pooled their funds to purchase land to hold their celebrations. The day was first celebrated in Austin in 1867 under the auspices of the Freedmen's Bureau, and it had been listed on a "calendar of public events" by 1872. That year black leaders in Texas raised $1,000 for the purchase of 10 acres (4 ha) of land to celebrate Juneteenth, today known as Houston's Emancipation Park. The observation was soon drawing thousands of attendees across Texas; an estimated 30,000 black people celebrated at Booker T. Washington Park in Limestone County, Texas, established in 1898 for Juneteenth celebrations. By the 1890s Jubilee Day had become known as Juneteenth.

In the early 20th century, economic and political forces led to a decline in Juneteenth celebrations. From 1890 to 1908, Texas and all former Confederate states passed new constitutions or amendments that effectively disenfranchised black people, excluding them from the political process. White-dominated state legislatures passed Jim Crow laws imposing second-class status. Gladys L. Knight writes the decline in celebration was in part because "upwardly mobile blacks [...] were ashamed of their slave past and aspired to assimilate into mainstream culture. Younger generations of blacks, becoming further removed from slavery were occupied with school [...] and other pursuits." Others who migrated to the Northern United States couldn't take time off or simply dropped the celebration.

The Great Depression forced many black people off farms and into the cities to find work. In these urban environments, African Americans had difficulty taking the day off to celebrate. The Second Great Migration began during World War II, when many black people migrated to the West Coast where skilled jobs in the defense industry were opening up. A revival of Juneteenth began right before World War II began. From 1936 to 1951 the Texas State Fair served as a destination for celebrating the holiday, contributing to its revival. In 1936 an estimated 150,000 to 200,000 people joined the holiday's celebration in Dallas. In 1938, Texas governor J. V. Allred issued a proclamation stating in part:
Whereas, the Negroes in the State of Texas observe June 19 as the official day for the celebration of Emancipation from slavery; and
Whereas, June 19, 1865, was the date when General Robert [sic] S. Granger, who had command of the Military District of Texas, issued a proclamation notifying the Negroes of Texas that they were free; and
Whereas, since that time, Texas Negroes have observed this day with suitable holiday ceremony, except during such years when the day comes on a Sunday; when the Governor of the State is asked to proclaim the following day as the holiday for State observance by Negroes; and
Whereas, June 19, 1938, this year falls on Sunday; NOW, THEREFORE, I, JAMES V. ALLRED, Governor of the State of Texas, do set aside and proclaim the day of June 20, 1938, as the date for observance of EMANCIPATION DAY
in Texas, and do urge all members of the Negro race in Texas to observe the day in a manner appropriate to its importance to them.
Seventy thousand people attended a "Juneteenth Jamboree" in 1951. From 1940 through 1970, in the second wave of the Great Migration, more than five million black people left Texas, Louisiana and other parts of the South for the North and the West Coast. As historian Isabel Wilkerson writes, "The people from Texas took Juneteenth Day to Los Angeles, Oakland, Seattle, and other places they went." In 1945, Juneteenth was introduced in San Francisco by an immigrant from Texas, Wesley Johnson.

During the 1950s and 1960s, the Civil Rights Movement focused the attention of African Americans on expanding freedom and integrating. As a result, observations of the holiday declined again (though it was still celebrated regionally in Texas). It soon saw a revival as black people began tying their struggle to that of ending slavery. In Atlanta, some campaigners for equality wore Juneteenth buttons. During the 1968 Poor People's Campaign to Washington, DC, called by Rev. Ralph Abernathy, the Southern Christian Leadership Conference made June 19 the "Solidarity Day of the Poor People’s Campaign". In the subsequent revival, large celebrations in Minneapolis and Milwaukee emerged as well as across the Eastern United States. In 1974 Houston began holding large-scale celebrations again, and Fort Worth, Texas, followed the next year. Around 30,000 people attended festivities at Sycamore Park in Fort Worth the following year. The 1978 Milwaukee celebration was described as drawing over 100,000 attendees.

First official recognition

In the late 1970s, the Texas Legislature declared Juneteenth a "holiday of significance [...] particularly to the blacks of Texas". It was the first state to establish Juneteenth as a state holiday under legislation introduced by freshman Democratic state representative Al Edwards. The law passed through the Texas Legislature in 1979 and was officially made a state holiday on January 1, 1980. Juneteenth is a "partial staffing" holiday in Texas; government offices do not close but agencies may operate with reduced staff, and employees may either celebrate this holiday or substitute it with one of four "optional holidays" recognized by Texas. In the late 1980s, there were major celebrations of Juneteenth in California, Wisconsin, Illinois, Georgia, and Washington, D.C.

In 1996, the first legislation to recognize "Juneteenth Independence Day" was introduced in the U.S. House of Representatives, H.J. Res. 195, sponsored by Barbara-Rose Collins (D-MI). In 1997 Congress recognized the day through Senate Joint Resolution 11 and House Joint Resolution 56. In 2013, the U.S. Senate passed Senate Resolution 175, acknowledging Lula Briggs Galloway (late president of the National Association of Juneteenth Lineage) who "successfully worked to bring national recognition to Juneteenth Independence Day", and the continued leadership of the National Juneteenth Observance Foundation.

Activists are pushing Congress to recognize Juneteenth as a national holiday. Organizations such as the National Juneteenth Observance Foundation are seeking a Congressional designation of Juneteenth as a national day of observance.

In 2020, state governors of Virginia and New York signed an executive order recognizing Juneteenth as a paid day of leave for state employees.

Subsequent growth

Since the 1980s and 1990s, the holiday has been more widely celebrated among African-American communities and has seen increasing mainstream attention in the US. In 1991, there was an exhibition by the Anacostia Museum (part of the Smithsonian Institution) called “Juneteenth ’91, Freedom Revisited”. In 1994, a group of community leaders gathered at Christian Unity Baptist Church in New Orleans to work for greater national celebration of Juneteenth. Expatriates have celebrated it in cities abroad, such as Paris. Some US military bases in other countries sponsor celebrations, in addition to those of private groups. In 1999, Ralph Ellison's novel Juneteenth was published, increasing recognition of the holiday. By 2006, at least 200 cities celebrated the day.

The holiday has gained mainstream awareness outside African-American communities through depictions in entertainment media, such as episodes of TV series Atlanta (2016) and Black-ish (2017), the latter of which featured musical numbers about the holiday by Aloe Blacc, The Roots, and Fonzworth Bentley. In 2018 Apple added Juneteenth to its calendars in iOS under official US holidays. In 2020, several American corporations and educational institutions including Twitter, the National Football League, Nike, announced that they would treat Juneteenth as a company holiday, providing a paid day off to their workers, and Google Calendar added Juneteenth to its US Holidays calendar. Also in 2020, a number of major universities formally recognized Juneteenth, either as a "day of reflection" or as a university holiday with paid time off for faculty and staff.

In 2020, in the midst of the COVID-19 pandemic and the worldwide protests sparked by the police killing of George Floyd, controversy ensued when President Donald Trump scheduled his first political rally since the pandemic's outbreak for Juneteenth in Tulsa, Oklahoma, site of the 1921 race massacre in the Greenwood district. In response, he rescheduled the rally for the following day. In an interview with The Wall Street Journal, Trump said, "I did something good: I made Juneteenth very famous. It’s actually an important event, an important time. But nobody had ever heard of it."

Recognition of Juneteenth varies across the United States. It is not officially recognized by the federal government, although the Senate unanimously passed a simple resolution in 2018 in honor of the day, and legislation has been introduced in Congress several times to make it either a "national day of observance" (akin to Flag Day or Patriot Day) or a full-scale federal holiday.

Most states recognize it in some way, either as a ceremonial observance or a state holiday. Texas was the first state to recognize the date, in 1980. By 2002, eight states officially recognized Juneteenth and four years later 15 states recognized the holiday. By 2008, nearly half of states observed the holiday as a ceremonial observance. By 2019, 47 states and the District of Columbia recognized Juneteenth, although only one state (Texas) has adopted the holiday as a paid holiday for state employees. In 2020, Massachusetts Governor Charles Baker issued a proclamation that the day would be marked as "Juneteenth Independence Day". This followed the filing of bills by both the House and Senate to make Juneteenth a state holiday. Baker did not comment on these bills specifically, but promised to grant the observance of Juneteenth greater importance. 

The only three states yet to legally recognize Juneteenth as either a state or ceremonial holiday are Hawaii, North Dakota, and South Dakota. Governor Kristi Noem of South Dakota proclaimed June 19, 2020, as Juneteenth Day, spurring calls for it to be recognized annually, rather than just for 2020.  Similarly, North Dakota Governor Doug Burgum announced that the state would formally recognize Friday, June 19, 2020, as Juneteenth Day in North Dakota for the year 2020.

Some cities and counties have recognized Juneteenth through proclamation. In 2020, Juneteenth was formally recognized by New York City (as an annual official city holiday and public school holiday, starting in 2021); by the City and County of Honolulu (as an "annual day of honor and reflection"), and by Portland, Oregon (as a day of remembrance and action and a paid holiday for city employees).

Some private companies have adopted Juneteenth as a paid day off for employees, while others have officially marked the day in other ways, such as moments of silence.

Celebrations

The holiday is considered the "longest running African-American holiday" and has been called "America's second Independence Day". It is often celebrated on the third Sunday in June. Historian Mitch Kachun considers that celebrations of the end of slavery have three goals: "to celebrate, to educate, and to agitate". Early celebrations consisted of baseball, fishing, and rodeos. African Americans were often prohibited from using public facilities for their celebrations, so they were often held at churches or near water. Celebrations were also characterized by elaborate large meals and people wearing their best clothing. It was common for former slaves and their descendants to make a pilgrimage to Galveston. As early festivals received news coverage, Janice Hume and Noah Arceneaux consider that they "served to assimilate African-American memories within the dominant 'American story'. "

Observance today is primarily in local celebrations. In many places Juneteenth has become a multicultural holiday. Traditions include public readings of the Emancipation Proclamation, singing traditional songs such as "Swing Low, Sweet Chariot" and "Lift Every Voice and Sing", and reading of works by noted African-American writers such as Ralph Ellison and Maya Angelou. Celebrations include picnics, rodeos, street fairs, cookouts, family reunions, park parties, historical reenactments, blues festivals and Miss Juneteenth contests. Strawberry soda is a traditional drink associated with the celebration. The Mascogos, the descendants of Black Seminoles, who have resided in Coahuila, Mexico since 1852, also celebrate Juneteenth.

Juneteenth celebrations often include lectures and exhibitions on African-American culture. The modern holiday places much emphasis upon teaching about African-American heritage. Karen M. Thomas wrote in Emerge that "community leaders have latched on to [Juneteenth] to help instill a sense of heritage and pride in black youth." Celebrations are commonly accompanied by voter registration efforts, the performing of plays, and retelling stories. The holiday is also a celebration of soul food and other food with African-American influences. In Tourism Review International, Anne Donovan and Karen DeBres write that "Barbecue is the centerpiece of most Juneteenth celebrations".
