International English is the concept of the English language as a global means of communication in numerous dialects, and the movement towards an international standard for the language. It is also referred to as Global English, World English, Common English, Continental English, General English, Engas (English as associate language), or Globish. Sometimes, these terms refer simply to the array of varieties of English spoken throughout the world.

Sometimes, "international English" and the related terms above refer to a desired standardisation, i.e., Standard English; however, there is no consensus on the path to this goal. There have been many proposals for making International English more accessible to people from different nationalities. Basic English is an example, but it failed to make progress. More recently, there have been proposals for English as a lingua franca (ELF) in which non-native speakers take a highly active role in the development of the language. It has also been argued that International English is held back by its traditional spelling. There has been slow progress in adopting alternate spellings.

Historical context

The modern concept of International English does not exist in isolation, but is the product of centuries of development of the English language

The English language evolved in England, from a set of West Germanic dialects spoken by the Angles and Saxons, who arrived from continental Europe in the 5th century. Those dialects became known as Englisc (literally "Anglish"), the language today referred to as Anglo-Saxon or Old English (the language of the poem Beowulf). However, less than a quarter of the vocabulary of Modern English is derived from the shared ancestry with other West Germanic languages because of extensive borrowings from Norse, Norman, Latin, and other languages. It was during the Viking invasions of the Anglo-Saxon period that Old English was influenced by contact with Norse, a group of North Germanic dialects spoken by the Vikings, who came to control a large region in the North of England known as the Danelaw. Vocabulary items entering English from Norse (including the pronouns they, and them) are thus attributable to the on-again-off-again Viking occupation of Northern England during the centuries prior to the Norman Conquest (see, e.g., Canute the Great). Soon after the Norman Conquest of 1066, the Englisc language ceased being a literary language (see, e.g., Ormulum) and was replaced by Anglo-Norman as the written language of England. During the Norman Period, English absorbed a significant component of French vocabulary (approximately one-third of the vocabulary of Modern English). With this new vocabulary, additional vocabulary borrowed from Latin (with Greek, another approximately one-third of Modern English vocabulary, though some borrowings from Latin and Greek date from later periods), a simplified grammar, and use of the orthographic conventions of French instead of Old English orthography, the language became Middle English (the language of Chaucer). The "difficulty" of English as a written language thus began in the High Middle Ages, when French orthographic conventions were used to spell a language whose original, more suitable orthography had been forgotten after centuries of nonuse. During the late medieval period, King Henry V of England (lived 1387–1422) ordered the use of the English of his day in proceedings before him and before the government bureaucracies. That led to the development of Chancery English, a standardised form used in the government bureaucracy. (The use of so-called Law French in English courts continued through the Renaissance, however.)

The emergence of English as a language of Wales results from the incorporation of Wales into England and also dates from approximately this time period. Soon afterward, the development of printing by Caxton and others accelerated the development of a standardised form of English. Following a change in vowel pronunciation that marks the transition of English from the medieval to the Renaissance period, the language of the Chancery and Caxton became Early Modern English (the language of Shakespeare's day) and with relatively moderate changes eventually developed into the English language of today. Scots, as spoken in the lowlands and along the east coast of Scotland, developed largely independent of Modern English, and is based on the Northern dialects of Anglo-Saxon, particularly Northumbrian, which also serve as the basis of Northern English dialects such as those of Yorkshire and Newcastle upon Tyne. Northumbria was within the Danelaw and therefore experienced greater influence from Norse than did the Southern dialects. As the political influence of London grew, the Chancery version of the language developed into a written standard across Great Britain, further progressing in the modern period as Scotland became united with England as a result of the Acts of Union of 1707

English was introduced to Ireland twice—a medieval introduction that led to the development of the now-extinct Yola dialect, and a modern introduction in which Hibernian English largely replaced Irish as the most widely spoken language during the 19th century, following the Act of Union of 1800. Received Pronunciation (RP) is generally viewed as a 19th-century development and is not reflected in North American English dialects (except the affected Transatlantic accent), which are based on 18th-century English. 

The establishment of the first permanent English-speaking colony in North America in 1607 was a major step towards the globalisation of the language. British English was only partially standardised when the American colonies were established. Isolated from each other by the Atlantic Ocean, the dialects in England and the colonies began evolving independently. 

The British colonisation of Australia starting in 1788 brought the English language to Oceania. By the 19th century, the standardisation of British English was more settled than it had been in the previous century, and this relatively well-established English was brought to Africa, Asia and New Zealand. It developed both as the language of English-speaking settlers from Britain and Ireland, and as the administrative language imposed on speakers of other languages in the various parts of the British Empire. The first form can be seen in New Zealand English, and the latter in Indian English. In Europe, English received a more central role particularly since 1919, when the Treaty of Versailles was composed not only in French, the common language of diplomacy at the time, but, under special request from American president Woodrow Wilson, also in English – a major milestone in the globalisation of English.

The English-speaking regions of Canada and the Caribbean are caught between historical connections with the UK and the Commonwealth and geographical and economic connections with the U.S. In some things they tend to follow British standards, whereas in others, especially commercial, they follow the U.S. standard.

English as a global language

Braj Kachru divides the use of English into three concentric circles.

The inner circle is the traditional base of English and includes countries such as the United Kingdom and Ireland and the anglophone populations of the former British colonies of the United States, Australia, New Zealand, South Africa, Canada, and various islands of the Caribbean, Indian Ocean, and Pacific Ocean.

In the outer circle are those countries where English has official or historical importance ("special significance"). This includes most of the countries of the Commonwealth of Nations (the former British Empire), including populous countries such as India, Pakistan, and Nigeria; and others, such as the Philippines, under the sphere of influence of English-speaking countries. Here English may serve as a useful lingua franca between ethnic and language groups. Higher education, the legislature and judiciary, national commerce, and so on, may all be carried out predominantly in English. 

The expanding circle refers to those countries where English has no official role, but is nonetheless important for certain functions, e.g., international business and tourism. By the twenty-first century, non-native English speakers have come to outnumber native speakers by a factor of three, according to the British Council. Darius Degher, a professor at Malmö University in Sweden, uses the term decentered English to describe this shift, along with attendant changes in what is considered important to English users and learners.

Research on English as a lingua franca in the sense of "English in the Expanding Circle" is comparatively recent. Linguists who have been active in this field are Jennifer Jenkins, Barbara Seidlhofer, Christiane Meierkord and Joachim Grzega.

English as a lingua franca in foreign language teaching

English as an additional language (EAL) is usually based on the standards of either American English or British English as well as incorporating foreign terms. English as an international language (EIL) is EAL with emphasis on learning different major dialect forms; in particular, it aims to equip students with the linguistic tools to communicate internationally. Roger Nunn considers different types of competence in relation to the teaching of English as an International Language, arguing that linguistic competence has yet to be adequately addressed in recent considerations of EIL.

Several models of "simplified English" have been suggested for teaching English as a foreign language:
Furthermore, Randolph Quirk and Gabriele Stein thought about a Nuclear English, which, however, has never been fully developed. 

With reference to the term "Globish", Robert McCrum has used this to mean "English as global language". Jean-Paul Nerriere uses it for a constructed language.

Basic Global English

Basic Global English, or BGE, is a concept of global English initiated by German linguist Joachim Grzega. It evolved from the idea of creating a type of English that can be learned more easily than regular British or American English and that serves as a tool for successful global communication. BGE is guided by creating "empathy and tolerance" between speakers in a global context. This applies to the context of global communication, where different speakers with different mother tongues come together. BGE aims to develop this competence as quickly as possible.

English language teaching is almost always related to a corresponding culture, e. g., learners either deal with American English and therefore with American culture, or British English and therefore with British culture. Basic Global English seeks to solve this problem by creating one collective version of English. Additionally, its advocates promote it as a system suited for self-teaching as well as classroom teaching.

BGE is based on 20 elementary grammar rules that provide a certain degree of variation. For example, regular as well as irregular formed verbs are accepted. Pronunciation rules are not as strict as in British or American English, so there is a certain degree of variation for the learners. Exceptions that cannot be used are pronunciations that would be harmful to mutual understanding and therefore minimize the success of communication. 

Basic Global English is based on a 750-word vocabulary. Additionally, every learner has to acquire the knowledge of 250 additional words. These words can be chosen freely, according to the specific needs and interests of the learner. 

BGE provides not only basic language skills, but also so called "Basic Politeness Strategies". These include creating a positive atmosphere, accepting an offer with "Yes, please" or refusing with "No, thank you", and small talk topics to choose and to avoid. 

Basic Global English has been tested in two elementary schools in Germany. For the practical test of BGE, 12 lessons covered half of a school year. After the BGE teaching, students could answer questions about themselves, their family, their hobbies etc. Additionally they could form questions themselves about the same topics. Besides that, they also learned the numbers from 1 to 31 and vocabulary including things in their school bag and in their classroom. The students as well as the parents had a positive impression of the project.

Varying concepts

Universality and flexibility

International English sometimes refers to English as it is actually being used and developed in the world; as a language owned not just by native speakers, but by all those who come to use it.
Basically, it covers the English language at large, often (but not always or necessarily) implicitly seen as standard. It is certainly also commonly used in connection with the acquisition, use, and study of English as the world's lingua franca ('TEIL: Teaching English as an International Language'), and especially when the language is considered as a whole in contrast with British English, American English, South African English, and the like. — McArthur (2002, p. 444–445)
It especially means English words and phrases generally understood throughout the English-speaking world as opposed to localisms. The importance of non-native English language skills can be recognised behind the long-standing joke that the international language of science and technology is broken English.

Neutrality

International English reaches toward cultural neutrality. This has a practical use:
What could be better than a type of English that saves you from having to re-edit publications for individual regional markets! Teachers and learners of English as a second language also find it an attractive idea — both often concerned that their English should be neutral, without American or British or Canadian or Australian coloring. Any regional variety of English has a set of political, social and cultural connotations attached to it, even the so-called 'standard' forms.
According to this viewpoint, International English is a concept of English that minimises the aspects defined by either the colonial imperialism of Victorian Britain or the cultural imperialism of the 20th century United States. While British colonialism laid the foundation for English over much of the world, International English is a product of an emerging world culture, very much attributable to the influence of the United States as well, but conceptually based on a far greater degree of cross-talk and linguistic transculturation, which tends to mitigate both U.S. influence and British colonial influence.
The development of International English often centres on academic and scientific communities, where formal English usage is prevalent, and creative use of the language is at a minimum. This formal International English allows entry into Western culture as a whole and Western cultural values in general.

Opposition

The continued growth of the English language itself is seen by authors such as Alistair Pennycook as a kind of cultural imperialism, whether it is English in one form or English in two slightly different forms.

Robert Phillipson argues against the possibility of such neutrality in his Linguistic Imperialism (1992). Learners who wish to use purportedly correct English are in fact faced with the dual standard of American English and British English, and other less known standard Englishes (including Australian, Scottish and Canadian).

Edward Trimnell, author of Why You Need a Foreign Language & How to Learn One (2005) argues that the international version of English is only adequate for communicating basic ideas. For complex discussions and business/technical situations, English is not an adequate communication tool for non-native speakers of the language. Trimnell also asserts that native English-speakers have become "dependent on the language skills of others" by placing their faith in international English.

Appropriation theory

Some reject both what they call "linguistic imperialism" and David Crystal's theory of the neutrality of English. They argue that the phenomenon of the global spread of English is better understood in the framework of appropriation (e.g., Spichtinger 2000), that is, English used for local purposes around the world. Demonstrators in non-English speaking countries often use signs in English to convey their demands to TV-audiences around the globe, for example.

In English-language teaching, Bobda shows how Cameroon has moved away from a mono-cultural, Anglo-centered way of teaching English and has gradually appropriated teaching material to a Cameroonian context. This includes non-Western topics, such as the rule of Emirs, traditional medicine, and polygamy (1997:225). Kramsch and Sullivan (1996) describe how Western methodology and textbooks have been appropriated to suit local Vietnamese culture. The Pakistani textbook "Primary Stage English" includes lessons such as Pakistan My Country, Our Flag, and Our Great Leader (Malik 1993: 5,6,7), which might sound jingoistic to Western ears. Within the native culture, however, establishing a connection between English Language Teaching (ELT), patriotism, and Muslim faith is seen as one of the aims of ELT. The Punjab Textbook Board openly states: "The board ... takes care, through these books to inoculate in the students a love of the Islamic values and awareness to guard the ideological frontiers of your [the students] home lands." (Punjab Text Book Board 1997).

Many Englishes

Many difficult choices must be made if further standardisation of English is pursued. These include whether to adopt a current standard, or move towards a more neutral, but artificial one. A true International English might supplant both current American and British English as a variety of English for international communication, leaving these as local dialects, or would rise from a merger of General American and standard British English with admixture of other varieties of English and would generally replace all these varieties of English.
We may, in due course, all need to be in control of two standard Englishes—the one which gives us our national and local identity, and the other which puts us in touch with the rest of the human race. In effect, we may all need to become bilingual in our own language. — David Crystal (1988: p. 265)
This is the situation long faced by many users of English who possess a "non-standard" dialect of English as their birth tongue but have also learned to write (and perhaps also speak) a more standard dialect. (This phenomenon is known in linguistics as diglossia.) Many academics often publish material in journals requiring different varieties of English and change style and spellings as necessary without great difficulty. 

As far as spelling is concerned, the differences between American and British usage became noticeable due to the first influential lexicographers (dictionary writers) on each side of the Atlantic. Samuel Johnson's dictionary of 1755 greatly favoured Norman-influenced spellings such as centre and colour; on the other hand, Noah Webster's first guide to American spelling, published in 1783, preferred spellings like center and the Latinate color. The difference in strategy and philosophy of Johnson and Webster are largely responsible for the main division in English spelling that exists today. However, these differences are extremely minor. Spelling is but a small part of the differences between dialects of English, and may not even reflect dialect differences at all (except in phonetically spelled dialogue). International English refers to much more than an agreed spelling pattern.

Dual standard

Two approaches to International English are the individualistic and inclusive approach and the new dialect approach. 

The individualistic approach gives control to individual authors to write and spell as they wish (within purported standard conventions) and to accept the validity of differences. The Longman Grammar of Spoken and Written English, published in 1999, is a descriptive study of both American and British English in which each chapter follows individual spelling conventions according to the preference of the main editor of that chapter. 

The new dialect approach appears in The Cambridge Guide to English Usage (Peters, 2004), which attempts to avoid any language bias and accordingly uses an idiosyncratic international spelling system of mixed American and British forms (but tending to prefer the American English spellings).

Linguistic imperialism

Linguistic imperialism or language imperialism is occasionally defined as "the transfer of a dominant language to other people". This language "transfer" comes about because of imperialism. The transfer is considered to be a demonstration of power; traditionally military power but also, in the modern world, economic power. Aspects of the dominant culture are usually transferred along with the language. In the modern world, linguistic imperialism may also be considered in the context of international development, affecting the standard by which organizations like the International Monetary Fund (IMF) and the World Bank evaluate the trustworthiness and value of structural adjustment loans. Since the early 1990s, linguistic imperialism has attracted attention among scholars of applied linguistics. In particular, Robert Phillipson's 1992 book, Linguistic Imperialism, has led to considerable debate about its merits and shortcomings. Phillipson found denunciations of linguistic imperialism that dated back to Nazi critiques of the British Council (European aristocracy was, at the time, agreeing on the use of English), and to Soviet analyses of English as the language of world capitalism and world domination. In this vein, criticism of English as a world language is rooted in anti-globalism.

Definition

Linguistic imperialism is a form of linguicism which benefits and grants power to the dominating/oppressing language and its speakers. As summarized by linguists Heath Rose and John Conama, Dr. Phillipson argues that the defining characteristics of linguistic imperialism are:
  1. As a form of linguicism, which manifests in favoring the dominant language over another along similar lines as racism and sexism.
  2. As a structurally manifested idea, where more resources and infrastructure are given to the dominant language
  3. As being ideological, in that it encourages beliefs that the dominant language form is more prestigious than others. These ideas are hegemonic and internalized and naturalized as being "normal".
  4. As intertwined with the same structure as imperialism in culture, education, media, and politics.
  5. As having an exploitative essence, which causes injustice and inequality between those who use the dominant language and those who do not.
  6. As having a subtractive influence on other languages, in that learning the dominant language is at the expense of others.
  7. As being contested and resisted, because of these factors.
Though it is not easy to determine the intentions of specific policies which have led to linguicism, some scholars believe that intent can be proven by observing whether imperialist practices are continued once their sociolinguistic, sociological, psychological, political, and educational harm of other languages are made aware.

English

Phillipson defines English linguistic imperialism as "the dominance of English... asserted and maintained by the establishment and continuous reconstitution of structural and cultural inequalities between English and other languages." English is often called a worldwide "lingua franca", but Phillipson argues that when its dominance leads to a linguicide, it can be more aptly titled a "lingua frankensteinia".

Phillipson's theory supports the historic spread of English as an international language and that language's continued dominance, particularly in postcolonial settings such as India, Pakistan, Uganda, Zimbabwe, etc., but also increasingly in "neo-colonial" settings such as continental Europe. His theory draws mainly on Johan Galtung's imperialism theory, Antonio Gramsci's social theory, and in particular on his notion of cultural hegemony.

A central theme of Phillipson's theory is the complex hegemonic processes which, he asserts, continue to sustain the pre-eminence of English in the world today. His book analyzes the British Council's use of rhetoric to promote English, and discusses key tenets of English applied linguistics and English-language-teaching methodology. These tenets hold that:
  • English is best taught monolingually ("the monolingual fallacy");
  • the ideal teacher is a native speaker ("the native-speaker fallacy");
  • the earlier English is taught, the better the results ("the early-start fallacy");[
  • the more English is taught, the better the results ("the maximum-exposure fallacy");
  • if other languages are used much, standards of English will drop ("the subtractive fallacy").
According to Phillipson, those who promote English—organizations such as the British Council, the International Monetary Fund and the World Bank, and individuals such as operators of English-language schools—use three types of argument:
  • Intrinsic arguments describe the English language as providential, rich, noble and interesting. Such arguments tend to assert what English is and what other languages are not.
  • Extrinsic arguments point out that English is well-established: that it has many speakers, and that there are trained teachers and a wealth of teaching material.
  • Functional arguments emphasize the usefulness of English as a gateway to the world.
Other arguments for English are
  • its economic utility: it enables people to use technology;
  • its ideological function: it stands for modernity;
  • its status as symbol for material advance and efficiency.
Another theme in Phillipson's work is "linguicism"—the kind of prejudice which can lead to endangered languages becoming extinct or losing their local eminence due to the rise and competing prominence of English.

Other languages

In 1976, Black schoolchildren in Soweto protested against being taught in Afrikaans, which had been pushed by the Apartheid authorities who were concerned about the Black population's growing refusal to speak it. They reasoned that by only having access to Afrikaner resources, the South African government could control them more than by having access to a global language i.e. English. 176 children died for the right to be taught in English. The Uprising became a turning point in the overthrowing of Apartheid years later.

At various times, especially in colonial settings or where a dominant culture has sought to unify a region under its control, a similar phenomenon has arisen. In the Roman Empire, Latin—originally the language of a limited region in central Italy—was imposed first on the rest of Italy and later on parts of Europe, largely displacing local languages, while in Roman Africa Latin was dominant only until it and the native languages were displaced by Arabization.

Anatolia had similar linguistic diversity when it was ruled by small native states. Under the Persian and Hellenistic empires, the tongue of the conqueror served as the lingua franca. The indigenous Anatolian languages disappeared.

In the Far East, Africa and Latin America, regional languages have been or are being coercively replaced or slighted—Tibetan and regional Chinese varieties by Mandarin Chinese, Ainu and Ryukyuan by Japanese, Quechua and Mesoamerican languages by Spanish, Malayo-Polynesian languages by Malay, Philippine languages by Filipino/Tagalog and so on. Arabization has eliminated many indigenous languages in North Africa and restricted Coptic to sacred use.

The English language during the Middle Ages was an object of linguistic imperialism by the French language, particularly following the Norman conquest. For hundreds of years, French or Anglo-Norman was the language of administration (See Law French) and therefore a language of higher status in England. Latin remained the tongue of church and learning. Although many words introduced by the Normans are today indistinguishable by most English-speakers from native Germanic words, later-learned loanwords, copied from Latin or French may sound more "cultured" to a native English-speaker.

Following the establishment of the Holy Roman Empire over much of present-day Germany and Central Europe, the German language and its dialects became the preferred language of many Central-European nobility. With varying success, German spread across much of Central and Eastern Europe as a language of trade and status. This ended with World War II.

French has also expanded. Languages such as Occitan, Breton, Basque, Catalan and Corsican have been slighted in France. This process, known as Francization, often causes resistance amongst the subject peoples, leading to demands for independence. Examples of this can still be found in Brittany and Flanders (Belgium).

Spanish and, to a lesser extent, Portuguese colonization, made these languages prevalent in South America and in parts of Africa and Asia (the Philippines, Macau and for a short time Formosa). In Iberia, Castilian Spanish, as spoken in the kingdom of Castile spread and was imposed on other peoples and territories of Spain, becoming the only official language of the state from the 18th to the 20th century. It was labeled "the companion of the Empire" by Antonio de Nebrija (1492) in the introduction to his Gramática de la lengua castellana.

Russian linguistic imperialism can be seen in Belarus both in the former dispute over the name of the country (Belarus vs Belorussia) and in the common spelling of the name of their president. English transcription has overtaken the Russian form Alexander Lukashenko instead of Belarusian form Alyaksandr Lukashenka.

Critique

Many scholars have participated in lively discussions of Phillipson's claims. Alan Davies, for instance, envisions the ghost of Phillipson haunting the Department of Applied Linguistics in Edinburgh:
'Round up the usual suspects', he cries, outing those who have pretended all these years merely to teach applied linguistics, but who have really been plotting with the British Council to take over the world.
For Davies, two cultures inhabit linguistic imperialism: one, a culture of guilt ("colonies should never have happened"); the other, that of romantic despair ("we shouldn't be doing what we are doing"). Rajagopalan goes a step farther and maintains that Phillipson's book has led to a guilt complex among English language learning and teaching (ELT) professionals.

Davies also argues that Phillipson's claims are not falsifiable: what "if the dominated... wanted to adopt English and continue to want to keep it? RP's unfalsifiable answer must be that they don't, they can't, they've been persuaded against their better interests." It has thus been argued that Phillipson's theory is patronizing in its implication that developing countries lack independent decision-making capacity (to adopt or not to adopt ELT). In the context of Nigeria, Bisong holds that people in the "periphery" use English pragmatically—they send their children to English-language schools precisely because they want them to grow up multilingual. Regarding Phillipson, Bisong maintains that "to interpret such actions as emanating from people who are victims of Centre linguistic imperialism is to bend sociolinguistic evidence to suit a preconceived thesis". If English should be abolished because it is foreign, Bisong argues, then Nigeria itself would also have to be dissolved, because it was conceived as a colonial structure.

Furthermore, the assumption that the English language itself is imperialistic has come under attack. Henry Widdowson has argued that "there is a fundamental contradiction in the idea that the language of itself exerts hegemonic control: namely that if this were the case, you would never be able to challenge such control". Additionally, the idea that the promotion of English necessarily implies a demotion of local languages has been challenged. Holborrow points out that "not all Englishes in the centre dominate, nor are all speakers in the periphery equally discriminated against". Irish English, for instance, could be regarded as a non-dominant centre variety of English. 

Some scholars believe that English's dominance is not due to specific language policies, but rather as a side-effect of the spread of English and American powers through colonization and globalization.

Thus it could be argued that, while those who follow Phillipson see choices about language as externally imposed, the other camp sees them as personal choices.

Response

Those who support the arguments favoring the existence of linguistic imperialism claim that arguments against it are often advanced by monolingual native-speakers of English who may see the current status of English as a fact worthy of celebration.

Those who see the increasing spread of English in the world as a worrying development (which lowers the status of local and regional languages as well as potentially undermining or eroding cultural values) are likely to be more receptive to Phillipson's views. Alastair Pennycook, Suresh Canagarajah, Adrian Holliday and Julian Edge fall into this group and are described as critical applied linguists.

However, Henry Widdowson’s remarks on critical discourse analysis may also be applied to the critical applied linguists:
It ought surely to be possible to say that an argument is confused, or an analysis flawed, without denying the justice of the cause they support. My view would be that if a case is just then we should look for ways of supporting it by coherent argument... And I would indeed argue that to do otherwise is to do a disservice to the cause. For the procedures of ideological exposure by expedient analysis... can, of course be taken up to further any cause, right wing as well as left.... As a response to English linguistic imperialism, de-anglicisation became a matter of national pride in some places and especially in regions that were once under colonial rule, where vestiges of colonial domination are a sensitive subject. Following centuries of English rule in Ireland, an argument for de-anglicisation was delivered before the Irish National Literary Society in Dublin, 25 November 1892; "When we speak of 'The Necessity for De-Anglicising the Irish Nation', we mean it, not as a protest against imitating what is best in the English people, for that would be absurd, but rather to show the folly of neglecting what is Irish, and hastening to adopt, pell-mell, and indiscriminately, everything that is English, simply because it is English." Despite its status as an official language, the Irish language has been reduced to a minority language in Ireland as a result of centuries of English rule, as is the case in North America where their indigenous languages have been replaced by that of the colonists, and continued to decline even after independence.

According to Ghil'ad Zuckermann, "Native tongue title and language rights should be promoted. The government ought to define Aboriginal and Torres Strait Islander vernaculars as official languages of Australia. We must change the linguistic landscape of Whyalla and elsewhere. Signs should be in both English and the local indigenous language. We ought to acknowledge intellectual property of indigenous knowledge including language, music and dance."

Appropriation

Some who reject the idea of linguistic imperialism argue that the global spread of English is better understood in the framework of appropriation—that English is used around the world for local purposes. In addition to the example of Nigeria, above, the following examples have been given:
  • Demonstrators in non-English-speaking countries often use signs in English to convey their demands to TV audiences around the world. In some cases, the demonstrator may not even understand what the sign he is carrying says.
  • Bobda shows how Cameroon has moved away from a mono-cultural, Anglo-centered way of teaching English and has gradually accommodated teaching materials to a Cameroonian context. Non-Western topics are treated, such as rule by emirs, traditional medicine, and polygamy. Bobda argues for bi-cultural, Cameroonian and Anglo-American education.
  • Kramsch and Sullivan describe how Western methodology and textbooks have been appropriated to suit local Vietnamese culture.
  • The Pakistani textbook Primary Stage English includes lessons such as "Pakistan, My Country", "Our Flag," and "Our Great Leader", which might sound jingoistic to western ears. Within the native culture, however, establishing a connection between ELT, patriotism and the Muslim faith is seen as an aim of ELT, as the chairman of the Punjab Textbook Board openly states: "The board... takes care, through these books to inoculate in the students a love of the Islamic values and awareness to guard the ideological frontiers of your [the student's] home lands."
Such an "internationalization" of English may also offer new possibilities to English native-speakers. McCabe elaborates:
...whereas for two centuries we exported our language and our customs in hot pursuit of... fresh markets, we now find that our language and our customs are returned to us but altered so that they can be used by others... so that our own language and culture discover new possibilities, fresh contradictions.

Tangible symbol systems

Tangible symbols are a type of augmentative and alternative communication (AAC) that uses objects or pictures that share a perceptual relationship with the items they represent as symbols. A tangible symbol's relation to the item it represents is perceptually obvious and concrete - the visual or tactile properties of the symbol resemble the intended item. Tangible Symbols can easily be manipulated and are most strongly associated with the sense of touch. These symbols can be used by individuals who are not able to communicate using speech or other abstract symbol systems, such as sign language. However, for those who have the ability to communicate using speech, learning to use tangible symbols does not hinder further developing acquisition of natural speech and/or language development, and may even facilitate it.

Definition

The term tangible symbols was first developed by Charity Rowland and Philip Schweigert, and refers to two-dimensional pictures or three-dimensional objects used as symbols to convey meaning. The items are termed "tangible" because they are concrete items that can be manipulated by the user and communication partner. Symbols can be used individually or combined with other symbols in order to create new messages. Tangible symbols are used as a means of communication for individuals who are unable to understand or communicate using abstract systems, such as speech or sign language.

Properties of tangible symbols include permanency, capacity to be manipulated by both the user and the communication partner, and an obvious relationship between the symbol and the referent. They can represent items, people, activities and/or events, and look or feel similar to what they refer to. For example, a cup can be used as three-dimensional tangible symbol to represent the action: "drink". A photograph of a cup can be used as a two-dimensional tangible symbol to also represent the action : "drink". Two- and three-dimensional symbols are used to fit the cognitive and sensory abilities of the individual, as well as the individual's unique experiences.

Rowland and Schweigert use the term tangible symbols to refer to conceptually tangible items like two-dimensional pictures or three-dimensional objects. However, other authors, such as Beukelman and Mirenda, use the term to exclusively describe three-dimensional physical objects that display concrete properties such as shape or texture.

According to Rowland and Schweigert, "for some individuals, the use of tangible symbols may be used to bridge the gap between gestural communication and the use of formal language systems. For others, tangible symbols may represent an ultimate level of communicative competence."

History

Historically, objects and pictures have frequently been used as communication devices. Many authors have also used picture symbols, such as line drawings and photographs to develop language in individuals with little or no speech and/or cognitive disabilities. Tangible symbols emerged from Van Dijk’s work in the 1960s using objects as symbols to develop language in deaf-blind children. In turn, Van Dijk’s work was based on the concept "symbol formation" developed by Werner and Kaplan (1963), who theorized that "symbol formation" referred to the process of developing language by creating symbols in our minds.

Types of tangible symbols

Rowland and Schweigert propose that tangible symbols can be divided into hierarchical categories, ranging from most concrete to most abstract symbols:
  • Identical objects are real items that are equal to their referent and are the most concrete type of tangible symbol. An example includes using a toothbrush to represent "brush your teeth". Beukelman and Mirenda includes in this category miniature objects: items that are smaller than what they symbolize, such as having a small toy toilet indicate "toilet".
  • Partial/associated objects refers to a portion of the object they represent, and therefore are less concrete than identical objects. For example, a shoelace would symbolize "shoes".
  • Symbols with one or two shared features have a resemblance to their referent, like using a mould of a loaf of bread for "bread". This category is sometimes included in the partial/associated objects category.
  • Artificial symbols are abstract symbols that do not have a direct resemblance to their referent, such as having a 3D shape (i.e. an apple) that is attached to a cafe door be used as the symbol for "cafe". Beukelman and Mirenda include textured symbols in this category. An example of a textured symbol is using a piece of spandex material to denote "bathing suit".
  • Three-dimensional symbols may be identical objects, parts of objects, or associated objects. A three-dimensional symbol will share similar features of the focused object, creating a meaningful symbol.
  • Two-dimensional pictures, such as photographs and line drawings, are the most abstract type of tangible symbols. They are commonly used for both expressive and receptive communication, whereas the three-dimensional symbols are often used for receptive only communication (i.e. to cue the individual for upcoming events). 
The type of tangible symbol used is chosen based on the cognitive and sensory abilities of the learner/user. The meaning behind each symbol is not universal, but by using a symbol the individual is familiar with, a meaningful symbol is created. Tangible symbols should be constructed by meaningful and motivating symbols that will provide the individual with the most opportunities to practice using the new system.

Users of tangible symbols

Individuals who can benefit from using tangible symbols include those who may lack the skills to communicate using verbal speech or other various communication systems such as sign language. Users of tangible symbols may include individuals with cognitive disabilities (including developmental delay and intellectual disability), sensory and/or visual impairments (blindness and/or deafblindness), developmental disabilities (such as autism spectrum disorder), and orthopedic impairments. Rowland and Schweigert claim that tangible symbols do not require the use of high demands on the learner’s cognitive abilities, memory, visual perception, and motor abilities because they are:
  • Iconic and concrete: they have a clear connection what they refer to.
  • Permanent: the user does not need to recall the object, but simply be able to recognize them.
  • Manipulable: can be picked up and used by the learner and who s/he is communicating with.
  • Tactually discriminable: can be identified by touch.
  • May be indicated through a simple motor response: such as eye gazing, touching, or pointing.
Furthermore, simple behavioral responses can be used with tangible items. For example, learners that are unable to speak can simply point, touch, pick up, or look (in cases of severe motoric impairment) at the object to answer a question or make a request. Finally, three-dimensional objects can be distinguished from one another using touch, and therefore they are suitable for people with visual impairments or blindness. A study by Rowland and Schweigert found individuals who were already able to communicate using gestures or vocalizations more readily learned to use tangible symbols than those who did not have intentional pre-symbolic communication skills.

Application of tangible symbols

Presentation format depends on the users visual scanning and motoric ability. The tangible symbols can placed in front of the user within reach, placed on a board for visual scanning, or placed in a book for access.

Typically, tangible symbols are custom made and tailored to the individual child. If pre-made sets are used, it is assumed that the symbols are familiar and motivating for the user. It is important to utilize frequently occurring and highly motivating symbols in order to optimize opportunities for use.

Universal tangible symbol system

In 2009, Ellen Trief, Susan M. Bruce, Paul W. Cascella, and Sarah Ivy created a Universal Tangible Symbol System. They began by developing a survey to determine which tangible symbols were already in use, new activities and concepts for which tangible systems are needed, and participant preferences for tangible symbols from a pilot study. Participants included teachers and speech-language pathologists from four New York City schools. Following the survey, an advisory board consisting of directors of the New York City schools, speech-language pathologists, the designer and manufacturer of the symbols, a representative from the Perkins School for the Blind, college professors, and a graduate research assistant reviewed and discussed the results. This resulted in the establishment of the 55 universal tangible symbols seen in the chart below. However, this universal tangible symbol system should not replace a system already established for an individual.

Louis Braille was a French educator and inventor of a system of reading and writing for use by the blind or visually impaired. His system remains virtually unchanged to this day, and is known worldwide simply as braille.

Blinded in both eyes as a result of an early childhood accident, Louis Braille mastered his disability while still a boy. He excelled in his education and received a scholarship to France's Royal Institute for Blind Youth. While still a student there, he began developing a system of tactile code that could allow blind people to read and write quickly and efficiently. Inspired by the military cryptography of Charles Barbier, Braille constructed a new method built specifically for the needs of the blind. He presented his work to his peers for the first time in 1824.

In adulthood, Louis Braille served as a professor at the Institute and had an avocation as a musician, but he largely spent the remainder of his life refining and extending his system. It went unused by most educators for many years after his death, but posterity has recognized braille as a revolutionary invention, and it has been adapted for use in languages worldwide.

Early life

Louis Braille was born in Coupvray, a small town about twenty miles east of Paris, on 4 January 1809. He and his three elder siblings – Monique Catherine (b. 1793), Louis-Simon (b. 1795), and Marie Céline (b. 1797) – lived with their parents, Simon-René and Monique, on three hectares of land and vineyards in the countryside. Simon-René maintained a successful enterprise as a leatherer and maker of horse tack.

As soon as he could walk, Braille spent time playing in his father's workshop. At the age of three, the child was playing with some of the tools, trying to make holes in a piece of leather with an awl. Squinting closely at the surface, he pressed down hard to drive the point in, and the awl glanced across the tough leather and struck him in one of his eyes. A local physician bound and patched the affected eye and even arranged for Braille to be met the next day in Paris by a surgeon, but no treatment could save the damaged organ. In agony, the young boy suffered for weeks as the wound became severely infected—an infection which then spread to his other eye, likely due to sympathetic ophthalmia.

Louis Braille survived the torment of the infection but by the age of five he was completely blind in both eyes. Due to his young age, Braille did not realize at first that he had lost his sight, and often asked why it was always dark. His parents made many efforts – quite uncommon for the era – to raise their youngest child in a normal fashion, and he prospered in their care. He learned to navigate the village and country paths with canes his father hewed for him, and he grew up seemingly at peace with his disability. Braille's bright and creative mind impressed the local teachers and priests, and he was accommodated with higher education.

Education

Braille studied in Coupvray until the age of ten. Because of his combination of intelligence and diligence, Braille was permitted to attend one of the first schools for blind children in the world, the Royal Institute for Blind Youth, since renamed to the National Institute for Blind Youth in Paris. Braille, the last of the family's children to leave the household, departed for the school in February 1819. At that time the Royal Institute was an underfunded, ramshackle affair, but it provided a relatively stable environment for blind children to learn and associate together.

Haüy system

The children were taught how to read by a system devised by the school's founder, Valentin Haüy. Not blind himself, Haüy was a philanthropist who devoted his life to helping the blind. He designed and manufactured a small library of books for the children using a technique of embossing heavy paper with the raised imprints of Latin letters. Readers would trace their fingers over the text, comprehending slowly but in a traditional fashion which Haüy could appreciate.

Braille was helped by the Haüy books, but he also despaired over their lack of depth: the amount of information kept in such books was necessarily small. Because the raised letters were made in a complex artisanal process using wet paper pressed against copper wire, the children could not hope to "write" by themselves. So that the young Louis could send letters back home, Simon-René provided him with an alphabet made from bits of thick leather. It was a slow and cumbersome process, but the boy could at least trace the letters' outlines and write his first sentences.

The handcrafted Haüy books all came in uncomfortable sizes and weights for children. They were laboriously constructed, very fragile, and expensive to obtain: when Haüy's school first opened, it had a total of three books. Nonetheless, Haüy promoted their use with zeal. To him, the books presented a system which would be readily approved by educators and indeed they seemed – to the sighted – to offer the best achievable results. Braille and his schoolmates, however, could detect all too well the books' crushing limitations. Nonetheless, Haüy's efforts still provided a breakthrough achievement – the recognition of the sense of touch as a workable strategy for sightless reading. The Haüy system's main drawback was that it was "talking to the fingers with the language of the eye".

Teacher and musician

Braille read the Haüy books repeatedly, and he was equally attentive to the oral instruction offered by the school. He proved to be a highly proficient student and, after he had exhausted the school's curriculum, he was immediately asked to remain as a teacher's aide. By 1833, he was elevated to a full professorship. For much of the rest of his life, Braille stayed at the Institute where he taught history, geometry, and algebra.

Braille's ear for music enabled him to become an accomplished cellist and organist in classes taught by Jean-Nicolas Marrigues. Later in life, his musical talents led him to play the organ for churches all over France. A devout Catholic, Braille held the position of organist in Paris at the Church of Saint-Nicolas-des-Champs from 1834 to 1839, and later at the Church of Saint-Vincent-de-Paul.

Braille was determined to invent a system of reading and writing that could bridge the gap in communication between the sighted and the blind. In his own words: "Access to communication in the widest sense is access to knowledge, and that is vitally important for us if we [the blind] are not to go on being despised or patronized by condescending sighted people. We do not need pity, nor do we need to be reminded we are vulnerable. We must be treated as equals – and communication is the way this can be brought about."

Origins

In 1821, Braille learned of a communication system devised by Captain Charles Barbier of the French Army. Some sources depict Braille learning about it from a newspaper account read to him by a friend, while others say the officer, aware of its potential, made a special visit to the school. In either case, Barbier willingly shared his invention called "night writing" which was a code of dots and dashes impressed into thick paper. These impressions could be interpreted entirely by the fingers, letting soldiers share information on the battlefield without having light or needing to speak. The captain's code turned out to be too complex to use in its original military form, but it inspired Braille to develop a system of his own.

Design

Braille worked tirelessly on his ideas, and his system was largely completed by 1824, when he was fifteen years old. From Barbier's night writing, he innovated by simplifying its form and maximizing its efficiency. He made uniform columns for each letter, and he reduced the twelve raised dots to six. He published his system in 1829, and by the second edition in 1837 he had discarded the dashes because they were too difficult to read. Crucially, Braille's smaller cells were capable of being recognized as letters with a single touch of a finger.

Braille created his own raised-dot system by using an awl, the same kind of implement which had blinded him. In the process of designing his system, he also designed an ergonomic interface for using it, based on Barbier's own slate and stylus tools. By soldering two metal strips across the slate, he created a secure area for the stylus which would keep the lines straight and readable.

By these modest means, Braille constructed a robust communication system. "It bears the stamp of genius" wrote Dr. Richard Slating French, former director of the California School for the Blind, "like the Roman alphabet itself".

Musical adaptation

The system was soon extended to include braille musical notation. Passionate about his own music, Braille took meticulous care in its planning to ensure that the musical code would be "flexible enough to meet the unique requirements of any instrument". In 1829, he published the first book about his system, Method of Writing Words, Music, and Plain Songs by Means of Dots, for Use by the Blind and Arranged for Them. Ironically this book was first printed by the raised letter method of the Haüy system.

Publications

Braille produced several written works about braille and as general education for the blind. Method of Writing Words, Music, and Plain Songs... (1829) was revised and republished in 1837; his mathematics guide, Little Synopsis of Arithmetic for Beginners, entered use in 1838; and his monograph New Method for Representing by Dots the Form of Letters, Maps, Geometric Figures, Musical Symbols, etc., for Use by the Blind was first published in 1839. Many of Braille's original printed works remain available at the Braille birthplace museum in Coupvray.

Decapoint

New Method for Representing by Dots... (1839) put forth Braille's plan for a new writing system with which blind people could write letters that could be read by sighted people. Called decapoint, the system combined his method of dot-punching with a new specialized grill which Braille devised to overlay the paper. When used with an associated number table (also designed by Braille and requiring memorization), the grill could permit a blind writer to faithfully reproduce the standard alphabet.

After the introduction of decapoint, Braille gave assistance to his friend Pierre-François-Victor Foucault, who was working on the development of his Raphigraphe, a device that could emboss letters in the manner of a typewriter. Foucault's machine was hailed as a great success and was exhibited at the World's Fair in Paris in 1855.

Later life

Although Braille was admired and respected by his pupils, his writing system was not taught at the Institute during his lifetime. The successors of Valentin Haüy, who had died in 1822, showed no interest in altering the established methods of the school, and indeed, they were actively hostile to its use. Dr. Alexandre François-René Pignier, headmaster at the school, was dismissed from his post after he had a history book translated into braille.

Braille had always been a sickly child, and his condition worsened in adulthood. A persistent respiratory illness, long believed to be tuberculosis, dogged him. Despite the lack of a cure at the time, Braille lived with the illness for 16 years. By the age of forty, he was forced to relinquish his position as a teacher. When his condition reached mortal danger, he was admitted to the infirmary at the Royal Institution, where he died in 1852, two days after he had reached the age of forty-three.

Legacy

Through the overwhelming insistence of the blind pupils, Braille's system was finally adopted by the Institute in 1854, two years after his death. The system spread throughout the French-speaking world, but was slower to expand in other places. However, by the time of the first all-European conference of teachers of the blind in 1873, the cause of braille was championed by Dr. Thomas Rhodes Armitage and thereafter its international use increased rapidly. By 1882, Dr. Armitage was able to report that "There is now probably no institution in the civilized world where braille is not used except in some of those in North America." Eventually even these holdouts relented: braille was officially adopted by schools for the blind in the United States in 1916, and a universal braille code for English was formalized in 1932.

New variations in braille technology continue to grow, including such innovations as braille computer terminals; RoboBraille email delivery service; and Nemeth Braille, a comprehensive system for mathematical and scientific notation. Almost two centuries after its invention, braille remains a system of powerful and enduring utility.

Honors and tributes

The immense personal legacy of Louis Braille was described in a 1952 essay by T.S. Eliot:
"Perhaps the most enduring honor to the memory of Louis Braille is the half-conscious honor we pay him by applying his name to the script he invented – and, in this country [England], adapting the pronunciation of his name to our own language. We honor Braille when we speak of braille. His memory has in this way a security greater than that of the memories of many men more famous in their day."
Braille's childhood home in Coupvray is a listed historic building and houses the Louis Braille Museum. A large monument to him was erected in the town square which was itself renamed Braille Square. On the centenary of his death, his remains were moved to the Panthéon in Paris. In a symbolic gesture, Braille's hands were left in Coupvray, reverently buried near his home.

Statues and other memorials to Louis Braille can be found around the world. He has been commemorated in postage stamps worldwide, and the asteroid 9969 Braille was named for him in 1992. The Encyclopædia Britannica lists him among the "100 Most Influential Inventors Of All Time".

The 200th anniversary of Braille's birth in 2009 was celebrated throughout the world by exhibitions and symposiums about his life and achievements. Among the commemorations, Belgium and Italy struck 2-euro coins, India struck a 2-rupee coin, and the USA struck a one dollar coin, all in Braille's honor.

World Braille Day is celebrated every year on Braille's birthday, January 4.

In popular culture

Because of his accomplishments as a young boy, Braille holds a special place as a hero for children, and he has been the subject of a large number of works of juvenile literature. Other appearances in the arts include the American TV special Young Heroes: Louis Braille (2010); the French TV movie Une lumière dans la nuit (2008) (released in English as The Secret of Braille); and the dramatic play Braille: The Early Life of Louis Braille (1989) by Lola and Coleman Jennings. In music, Braille's life was subject of the song Merci, Louis, composed by the Halifax singer-songwriter Terry Kelly, chair of the Canadian Braille Literacy Foundation. The Braille Legacy, a musical which tells the story of Louis Braille, directed by Thom Southerland and starring Jérôme Pradon, debuted at the Charing Cross Theatre in April 2017.
