Philosophy of history

Philosophy of history is the philosophical study of history and its discipline. The term was coined by French philosopher Voltaire.

In contemporary philosophy a distinction has developed between speculative philosophy of history and critical philosophy of history, now referred to as analytic. The former questions the meaning and purpose of the historical process whereas the latter studies the foundations and implications of history and the historical method. The names of these are derived from C. D. Broad's distinction between critical philosophy and speculative philosophy.

Origins

In his Poetics, Aristotle (384–322 BCE) maintained the superiority of poetry over history because poetry speaks of what ought or must be true rather than merely what is true.

Herodotus, a fifth-century BCE contemporary of Socrates, broke from the Homeric tradition of passing narrative from generation to generation in his work "Investigations" (Ancient Greek: Ἱστορίαι; Istoríai), also known as Histories. Herodotus, regarded by some as the first systematic historian, and, later, Plutarch (46–120 CE) freely invented speeches for their historical figures and chose their historical subjects with an eye toward morally improving the reader. History was supposed to teach good examples for one to follow. The assumption that history "should teach good examples" influenced how writers produced history. Events of the past are just as likely to show bad examples that one should not follow, but classical historians would either not record such examples or would re-interpret them to support their assumption of history's purpose.

From the Classical period to the Renaissance, historians alternated between focusing on subjects designed to improve mankind and on a devotion to fact. History was composed mainly of hagiographies of monarchs or of epic poetry describing heroic gestures (such as The Song of Roland—about the Battle of Roncevaux Pass (778) during Charlemagne's first campaign to conquer the Iberian peninsula)

In the fourteenth century, Ibn Khaldun, who is considered one of the fathers of the philosophy of history, discussed his philosophy of history and society in detail in his Muqaddimah (1377). His work represents a culmination of earlier works by medieval Islamic sociologists in the spheres of Islamic ethics, political science, and historiography, such as those of al-Farabi (c. 872 – c. 950), Ibn Miskawayh, al-Dawani, and Nasir al-Din al-Tusi (1201–1274). Ibn Khaldun often criticized "idle superstition and uncritical acceptance of historical data". He introduced a scientific method to the philosophy of history (which Dawood considers something "totally new to his age") and he often referred to it as his "new science", which is now associated with historiography. His historical method also laid the groundwork for the observation of the role of the state, communication, propaganda, and systematic bias in history.

By the eighteenth century historians had turned toward a more positivist approach—focusing on fact as much as possible, but still with an eye on telling histories that could instruct and improve. Starting with Fustel de Coulanges (1830–1889) and Theodor Mommsen (1817–1903), historical studies began to move towards a more modern scientific form. In the Victorian era, historiographers debated less whether history was intended to improve the reader, and more on what causes turned history and how one could understand historical change.

Concepts

Philosophy of chronology

Many ancient cultures held mythical and theological concepts of history and of time that were not linear. Such societies saw history as cyclical, with alternating Dark and Golden Ages. Plato taught the concept of the Great Year, and other Greeks spoke of aeons. Similar examples include the ancient doctrine of eternal return, which existed in Ancient Egypt, in the Indian religions, among the Greek Pythagoreans' and in the Stoics' conceptions. In his Works and Days, Hesiod described five Ages of Man: the Golden Age, the Silver Age, the Bronze Age, the Heroic Age, and the Iron Age, which began with the Dorian invasion. Some scholars identify just four ages, corresponding to the four metals, with the Heroic age as a description of the Bronze Age. A four-age count would match the Vedic or Hindu ages known as Satya Yuga, Treta Yuga, Dvapara Yuga and Kali Yuga, which together make one Yuga Cycle that repeats. According to Jainism, this world has no beginning or end but goes through cycles of upturns (utsarpini) and downturns (avasarpini) constantly. Many Greeks believed that just as mankind went through four stages of character during each rise and fall of history so did government. They considered democracy and monarchy as the healthy régimes of the higher ages; and oligarchy and tyranny as corrupted régimes common to the lower ages.

In the East, cyclical theories of history developed in China (as a theory of dynastic cycle) and in the Islamic world in the work of Ibn Khaldun (1332-1406).

During the Renaissance, cyclical conceptions of history would become common, with proponents illustrating decay and rebirth by pointing to the decline of the Roman Empire. Machiavelli's Discourses on Livy (1513–1517) provide an example. The notion of Empire contained in itself ascendance and decadence, as in Edward Gibbon's The History of the Decline and Fall of the Roman Empire (1776) (which the Roman Catholic Church placed on the Index Librorum Prohibitorum).

During the Age of Enlightenment, history began to be seen as both linear and irreversible. Condorcet's interpretations of the various "stages of humanity" and Auguste Comte's positivism were among the most important formulations of such conceptions of history, which trusted social progress. As in Jean-Jacques Rousseau's Emile (1762) treatise on education (or the "art of training men"), the Enlightenment conceived the human species as perfectible: human nature could be infinitely developed through a well-thought pedagogy.

Cyclical conceptions continued in the nineteenth and twentieth centuries in the works of authors such as Oswald Spengler (1880–1936), Nikolay Danilevsky (1822–1885), and Paul Kennedy (1945– ), who conceived the human past as a series of repetitive rises and falls. Spengler, like Butterfield, when writing in reaction to the carnage of the First World War of 1914–1918, believed that a civilization enters upon an era of Caesarism after its soul dies. Spengler thought that the soul of the West was dead and that Caesarism was about to begin.

Philosophy of causality

Narrative and causal approaches to history have often been contrasted or even opposed to one another, yet they can also be viewed as complementary. Some philosophers of history such as Arthur Danto have claimed that "explanations in history and elsewhere" describe "not simply an event—something that happens—but a change". Like many practicing historians, they treat causes as intersecting actions and sets of actions which bring about "larger changes", in Danto's words: to decide "what are the elements which persist through a change" is "rather simple" when treating an individual's "shift in attitude", but "it is considerably more complex and metaphysically challenging when we are interested in such a change as, say, the break-up of feudalism or the emergence of nationalism".

Much of the historical debate about causes has focused on the relationship between communicative and other actions, between singular and repeated ones, and between actions, structures of action or group and institutional contexts and wider sets of conditions. John Gaddis has distinguished between exceptional and general causes (following Marc Bloch) and between "routine" and "distinctive links" in causal relationships: "in accounting for what happened at Hiroshima on August 6, 1945, we attach greater importance to the fact that President Truman ordered the dropping of an atomic bomb than to the decision of the Army Air Force to carry out his orders." He has also pointed to the difference between immediate, intermediate and distant causes. For his part, Christopher Lloyd puts forward four "general concepts of causation" used in history: the "metaphysical idealist concept, which asserts that the phenomena of the universe are products of or emanations from an omnipotent being or such final cause"; "the empiricist (or Humean) regularity concept, which is based on the idea of causation being a matter of constant conjunctions of events"; "the functional/teleological/consequential concept", which is "goal-directed, so that goals are causes"; and the "realist, structurist and dispositional approach, which sees relational structures and internal dispositions as the causes of phenomena".

There is disagreement about the extent to which history is ultimately deterministic. Some argue that geography, economic systems, or culture prescribe laws that determine the events of history. Others see history as a sequence of consequential processes that act upon each other. Even determinists do not rule out that, from time to time, certain cataclysmic events occur to change course of history. Their main point is, however, that such events are rare and that even apparently large shocks like wars and revolutions often have no more than temporary effects on the evolution of the society.

Philosophy of neutrality

The question of neutrality concerns itself foremost with analysis of historiography and the biases of historical sources. One prominent manifestation of this analysis is the idea that "history is written by the victors". This phrase appears to have been coined by George Graham Vest to explain the Lost Cause of the losing side of the American Civil War.

In his Society Must Be Defended, Michel Foucault posits that the victors of a social struggle use their political dominance to suppress a defeated adversary's version of historical events in favor of their own propaganda, which may go so far as historical negationism. Wolfgang Schivelbusch's Culture of Defeat takes an opposing approach that defeat is a major driver for the defeated to reinvent himself, while the victor, confirmed in his attitudes and methods, dissatisfied by the high losses and paltry gains made, may be less creative and fall back.

For G. W. F. Hegel, the history of the world is also the Last Judgement. Hegel adopts the expression "Die Weltgeschichte ist das Weltgericht" ("World history is a tribunal that judges the World"; a quote from Friedrich Schiller's poem Resignation published in 1786) and asserts that history is what judges men, their actions and their opinions. Since the twentieth century, Western historians have disavowed the aspiration to provide a judgement of history. The goals of historical judgements or interpretations are separate to those of legal judgements, that need to be formulated quickly after the events and be final.

Related to the issues of historical judgement are those of the pretension to neutrality and objectivity. Analytic and critical philosophers of history have debated whether historians should express judgements on historical figures, or if this would infringe on their supposed role. In general, positivists and neopositivists oppose any value-judgement as unscientific.

Operative theories

Teleological approaches

Early teleological approaches to history can be found in theodicies, which attempted to reconcile the problem of evil with the existence of God—providing a global explanation of history with belief in a progressive directionality organized by a superior power, leading to an eschatological end, such as a Messianic Age or Apocalypse. However, this transcendent teleological approach can be thought as immanent to human history itself. Augustine of Hippo, Thomas Aquinas, Jacques-Bénigne Bossuet, in his 1679 Discourse On Universal History, and Gottfried Leibniz, who coined the term, formulated such philosophical theodicies. Leibniz based his explanation on the principle of sufficient reason, which states that anything that happens, does happen for a specific reason. Thus, if one adopts God's perspective, seemingly evil events in fact only take place in the larger divine plan. In this way theodicies explained the necessity of evil as a relative element that forms part of a larger plan of history. However, Leibniz's principles were not a gesture of fatalism. Confronted with the antique problem of future contingents, Leibniz developed the theory of compossible worlds, distinguishing two types of necessity, in response to the problem of determinism.

G. W. F. Hegel may represent the epitome of teleological philosophy of history. Hegel's teleology was taken up by Francis Fukuyama in his The End of History and the Last Man. Thinkers such as Nietzsche, Michel Foucault, Althusser, or Deleuze deny any teleological sense to history, claiming that it is best characterized by discontinuities, ruptures, and various time-scales, which the Annales School had demonstrated.

Schools of thought influenced by Hegel also see history as progressive, but they see progress as the outcome of a dialectic in which factors working in opposite directions are over time reconciled. History was best seen as directed by a Zeitgeist, and traces of the Zeitgeist could be seen by looking backward. Hegel believed that history was moving man toward civilization, and some also claim he thought that the Prussian state incarnated the end of history. In his Lessons on the History of Philosophy, he explains that each epochal philosophy is in a way the whole of philosophy; it is not a subdivision of the Whole but this Whole itself apprehended in a specific modality.

Georg Wilhelm Friedrich Hegel

G. W. F. Hegel developed a complex theodicy in his 1807 Phenomenology of Spirit, which based its conception of history on dialectics. The negative was conceived by Hegel as the motor of history. Hegel argued that history is a constant process of dialectic clash, with each thesis encountering an opposing idea or event antithesis. The clash of both was "superated" in the synthesis, a conjunction that conserved the contradiction between thesis and its antithesis while sublating it. As Marx famously explained afterwards, concretely that meant that if Louis XVI's monarchic rule in France was seen as the thesis, the French Revolution could be seen as its antithesis. However, both were sublated in Napoleon, who reconciled the revolution with the Ancien Régime; he conserved the change. Hegel thought that reason accomplished itself, through this dialectical scheme, in History. Through labour, man transformed nature so he could recognize himself in it; he made it his "home." Thus, reason spiritualized nature. Roads, fields, fences, and all the modern infrastructure in which we live is the result of this spiritualization of nature. Hegel thus explained social progress as the result of the labour of reason in history. However, this dialectical reading of history involved, of course, contradiction, so history was also conceived of as constantly conflicting: Hegel theorized this in his famous dialectic of the lord and the bondsman.

According to Hegel,

One more word about giving instruction as to what the world ought to be. Philosophy in any case always comes on the scene too late to give it... When philosophy paints its gray in gray, then has a shape of life grown old. By philosophy's gray in gray it cannot be rejuvenated but only understood. The owl of Minerva spreads its wings only with the falling of the dusk.

Thus, philosophy was to explain Geschichte (history) afterward. Philosophy is always late, it is only an interpretation of what is rational in the real—and, according to Hegel, only what is recognized as rational is real. This idealist understanding of philosophy as interpretation was famously challenged by Karl Marx's 11th thesis on Feuerbach (1845): "Philosophers have hitherto only interpreted the world in various ways; the point, however, is to change it."

Thomas Carlyle

After Hegel, who insisted on the role of great men in history, with his famous statement about Napoleon, "I saw the Spirit on his horse", Thomas Carlyle argued that history was the biography of a few central individuals, heroes, such as Oliver Cromwell or Frederick the Great, writing that "The history of the world is but the biography of great men." His view of heroes included not only political and military figures, the founders or topplers of states, but artists, poets, theologians and other cultural leaders. His history of great men, of geniuses good and evil, sought to organize change in the advent of greatness.

Explicit defenses of Carlyle's position have been rare since the late twentieth century. Most philosophers of history contend that the motive forces in history can best be described only with a wider lens than the one he used for his portraits. A.C. Danto, for example, wrote of the importance of the individual in history, but extended his definition to include social individuals, defined as "individuals we may provisionally characterize as containing individual human beings amongst their parts. Examples of social individuals might be social classes [...], national groups [...], religious organizations [...], large-scale events [...], large-scale social movements [...], etc." The great man theory of history was most popular with professional historians in the nineteenth century; a popular work of this school is the Encyclopædia Britannica Eleventh Edition (1911), which contains lengthy and detailed biographies about the great men of history.

After Marx's conception of a materialist history based on the class struggle, which raised attention for the first time to the importance of social factors such as economics in the unfolding of history, Herbert Spencer wrote "You must admit that the genesis of the great man depends on the long series of complex influences which has produced the race in which he appears, and the social state into which that race has slowly grown....Before he can remake his society, his society must make him."

Social evolutionism

Inspired by the Enlightenment's ideal of progress, social evolutionism became a popular conception in the nineteenth century. Auguste Comte's (1798–1857) positivist conception of history, which he divided into the theological stage, the metaphysical stage and the positivist stage, brought upon by modern science, was one of the most influential doctrines of progress. The Whig interpretation of history, as it was later called, associated with scholars of the Victorian and Edwardian eras in Britain, such as Henry Maine or Thomas Macaulay, gives an example of such influence, by looking at human history as progress from savagery and ignorance toward peace, prosperity, and science. Maine described the direction of progress as "from status to contract," from a world in which a child's whole life is pre-determined by the circumstances of his birth, toward one of mobility and choice.

The publication of Darwin's The Origin of Species in 1859 introduced human evolution. However, it was quickly transposed from its original biological field to the social field, in social Darwinist theories. Herbert Spencer, who coined the term "survival of the fittest", or Lewis Henry Morgan in Ancient Society (1877) developed evolutionist theories independent from Darwin's works, which would be later interpreted as social Darwinism. These nineteenth-century unilineal evolution theories claimed that societies start out in a primitive state and gradually become more civilised over time, and equated the culture and technology of Western civilisation with progress.

Arthur Gobineau's An Essay on the Inequality of the Human Races (1853–55) argued that race is the primary force determining world events, that there are intellectual differences between human races, and that civilizations decline and fall when the races are mixed. Gobineau's works had a large popularity in the so-called scientific racism theories that developed during the New Imperialism period.

After the first world war, and even before Herbert Butterfield (1900–1979) harshly criticized it, the Whig interpretation had gone out of style. The bloodletting of that conflict had indicted the whole notion of linear progress. Paul Valéry famously said: "We civilizations now know ourselves mortal."

However, the notion itself didn't completely disappear. The End of History and the Last Man (1992) by Francis Fukuyama proposed a similar notion of progress, positing that the worldwide adoption of liberal democracies as the single accredited political system and even modality of human consciousness would represent the "End of History". Fukuyama's work stems from a Kojevian reading of Hegel's Phenomenology of Spirit (1807).

A key component to making sense of all of this is to simply recognize that all these issues in social evolution merely serve to support the suggestion that how one considers the nature of history will impact the interpretation and conclusions drawn about history. The critical under-explored question is less about history as content and more about history as process.

In 2011 Steven Pinker wrote a history of violence and humanity from an evolutionary perspective in which he shows that violence has declined statistically over time.

Contextual theories

As early as the 18th century, philosophers began focusing on contextual factors contributing to the course of history. Historians of the Annales School, founded in 1929 by Lucien Febvre and Marc Bloch, were a major landmark in the shift from a history centered on individual subjects to studies concentrating in geography, economics, demography, and other social forces. Fernand Braudel's studies on the Mediterranean Sea as "hero" of history and Emmanuel Le Roy Ladurie's history of climate were inspired by this school.

Karl Marx

Karl Marx is often thought to be an exponent of economic determinism. For him social institutions like religion, culture and the political system were merely by-products of the underlying economic system. However, he did not see history as completely deterministic. His essay The Eighteenth Brumaire of Louis Napoleon contains the most famous formulation of Marx's view of the role of the individual in history:

Men make their own history, but they do not make it just as they please; they do not make it under circumstances chosen by themselves, but under given circumstances directly encountered and inherited from the past.

Michel Foucault

The historico-political discourse analyzed by Michel Foucault in Society Must Be Defended (1975–76) considers truth as the fragile product of a historical struggle, first conceptualized as race struggle—understood not in the modern sense of biological race but closer to that of a people or nation. Boulainvilliers, for example, was an exponent of nobility rights. He claimed that the French nobility were the racial descendants of the Franks who invaded France (while the Third Estate was descended from the conquered Gauls), and had right to power by virtue of right of conquest. He used this approach to formulate a historical thesis of the course of French political history—a critique of both the monarchy and the Third Estate. Foucault regards him as the founder of the historico-political discourse as political weapon.

In Great Britain, this historico-political discourse was used by the bourgeoisie, the people and the aristocracy as a means of struggle against the monarchy—cf. Edward Coke or John Lilburne. In France, Boulainvilliers, Nicolas Fréret, and then Sieyès, Augustin Thierry, and Cournot reappropriated this form of discourse. Finally, at the end of the nineteenth century, this discourse was incorporated by racialist biologists and eugenicists, who gave it the modern sense of race and, even more, transformed this popular discourse into a state racism in Nazism. Foucault also presents that Marxists too seized this discourse and took it in a different direction, transforming the essentialist notion of race into the historical notion of class struggle, defined by socially structured position. This displacement of discourse constitutes one of the bases of Foucault's thought—that discourse is not tied to the subject, rather the subject is a construction of discourse. Moreover, discourse is not the simple ideological and mirror reflexion of an economic infrastructure, but is a product and the battlefield of multiples forces—which may not be reduced to the simple dualist contradiction of two energies.

Foucault shows that what specifies this discourse from the juridical and philosophical discourse is its conception of truth—that truth is no longer absolute, it is the product of race struggle. History itself, which was traditionally the sovereign's science, the legend of his glorious feats and monument building, ultimately became the discourse of the people, thus a political stake. The subject is not any more a neutral arbitrator, judge, or legislator, as in Solon's or Kant's conceptions. Therefore, what became the historical subject must search in history's furor, under the "juridical code's dried blood", the multiple contingencies from which a fragile rationality temporarily finally emerged. This may be, perhaps, compared to the sophist discourse in Ancient Greece. Foucault warns that it has nothing to do with Machiavelli's or Hobbes's discourse on war, for to this popular discourse, the sovereign is nothing more than "an illusion, an instrument, or, at the best, an enemy. It is a discourse that beheads the king, anyway that dispenses itself from the sovereign and that denounces it".

Other approaches

Narrative history

A current popular conception considers the value of narrative in the writing and experience of history. Important thinkers in this area include Paul Ricœur, Louis Mink, W.B. Gallie, and Hayden White. Some have doubted this approach because it draws fictional and historical narrative closer together, and there remains a perceived "fundamental bifurcation between historical and fictional narrative" (Ricœur, vol. 1, 52). In spite of this, most modern historians, such as Barbara Tuchman or David McCullough, consider narrative writing important to their approaches. The theory of narrated history (or historicized narrative) holds that the structure of lived experience, and such experience narrated in both fictional and non-fictional works (literature and historiography) have in common the figuration of "temporal experience." In this way, narrative has a generously encompassing ability to "'grasp together' and integrate ... into one whole and complete story" the "composite representations" of historical experience (Ricœur x, 173). Louis Mink writes that, "the significance of past occurrences is understandable only as they are locatable in the ensemble of interrelationships that can be grasped only in the construction of narrative form" (148). Marxist theorist Fredric Jameson also analyzes historical understanding this way, and writes that "history is inaccessible to us except in textual form ... it can be approached only by way of prior (re)textualization" (82).

Education and propaganda

Since Plato's Republic, civic education and instruction has had a central role in politics and the constitution of a common identity. History has thus sometimes become the target of propaganda, for example in historical revisionist attempts. Plato's insistence on the importance of education was relayed by Rousseau's Emile: Or, On Education (1762), a counterpart to The Social Contract (1762). Public education has been seen by republican regimes and the Enlightenment as a prerequisite of the masses' progressive emancipation, as conceived by Kant in Was Ist Aufklärung? (What Is Enlightenment?, 1784).

The creation of modern education systems, instrumental in the construction of nation states, also passed by the elaboration of a common, national history. History textbooks are one of the many ways through which this common history was transmitted. Le Tour de France par deux enfants, for example, was the French Third Republic's classic textbook for elementary school: it described the story of two French children who, following the German annexation of the Alsace-Lorraine region in 1870, go on a tour de France during which they become aware of France's diversity and the existence of the various patois.

Technological convergence

Technological convergence, also known as digital convergence, is the tendency for technologies that were originally unrelated to become more closely integrated and even unified as they develop and advance. For example, watches, telephones, television, computers, and social media platforms began as separate and mostly unrelated technologies, but have converged in many ways into interrelated parts of a telecommunication and media industry, sharing common elements of digital electronics and software.

Definitions

"Convergence is a deep integration of knowledge, tools, and all relevant activities of human activity for a common goal, to allow society to answer new questions to change the respective physical or social ecosystem. Such changes in the respective ecosystem open new trends, pathways, and opportunities in the following divergent phase of the process" (Roco 2002, Bainbridge and Roco 2016).

Siddhartha Menon defines convergence, in his Policy initiative Dilemmas on Media Covergence: A Cross National Perspective, as integration and digitalization. Integration, here, is defined as "a process of transformation measure by the degree to which diverse media such as phone, data broadcast and information technology infrastructures are combined into a single seamless all purpose network architecture platform". Digitalization is not so much defined by its physical infrastructure, but by the content or the medium. Jan van Dijk suggests that "digitalization means breaking down signals into bytes consisting of ones and zeros". Convergence is defined by Blackman, 1998, as a trend in the evolution of technology services and industry structures. Convergence is later defined more specifically as the coming together of telecommunications, computing and broadcasting into a single digital bit-stream. Mueller stands against the statement that convergence is really a takeover of all forms of media by one technology: digital computers.

Media technological convergence is the tendency that as technology changes, different technological system sometimes evolve toward performing similar tasks. Digital convergence refers to the convergence of four industries into one conglomerate, ITTCE (Information Technologies, Telecommunication, Consumer Electronics, and Entertainment). Previously separate technologies such as voice (and telephony features), data (and productivity applications), and video can now share resources and interact with each other synergistically. Telecommunications convergence (also called "network convergence") describes emerging telecommunications technologies, and network architecture used to migrate multiple communications services into a single network. Specifically this involves the converging of previously distinct media such as telephony and data communications into common interfaces on single devices, such as most smart phones can make phone calls and search the web.

Media convergence is the interlinking of computing and other information technologies, media content, media companies and communication networks that have arisen as the result of the evolution and popularization of the Internet as well as the activities, products and services that have emerged in the digital media space. Closely linked to the multilevel process of media convergence are also several developments in different areas of the media and communication sector which are also summarized under the term of media deconvergence. Many experts view this as simply being the tip of the iceberg, as all facets of institutional activity and social life such as business, government, art, journalism, health, and education are increasingly being carried out in these digital media spaces across a growing network of information and communication technology devices. Also included in this topic is the basis of computer networks, wherein many different operating systems are able to communicate via different protocols. Convergent services, such as VoIP, IPTV, Smart TV, and others, tend to replace the older technologies and thus can disrupt markets. IP-based convergence is inevitable and will result in new service and new demand in the market. When the old technology converges into the public-owned common, IP based services become access-independent or less dependent. The old service is access-dependent.

Elements of technology convergence

There are 5 elements of technological convergence, which are:

  1. Technology, It is a common for technologies that are viewed as very different to develop similar features with time that blur differences. In 1995, a television and a mobile phone were completely different devices. In recent years, they may have similar features such as the ability to connect to wifi, play rich internet-based media and run apps. People may use either their television or phone to play a game or communicate with relatives, using the same software.
  2. Media & content, a television and internet services were once viewed as separate but have begun to converge. It is likely that music, movies, video games and informational content will eventually converge to the point that they are no longer distinct formats. For example, future music may always come with an interactive music video that resembles a game.
  3. Services applications, in the late 1990s, there was a large difference between business and consumer software and services. With time, this line has blurred. Technology tends to move from a large number of highly specific tools towards a small set of flexible tools with broad applications.
  4. Robots & machines, it is increasingly common for machines such as vehicles or appliances to have semi-autonomous features that technically make them robots.
  5. Virtual reality/Augmented reality, can be viewed as the convergence of real life with digital entities such as simulations, games, and information environments.

History of media technological convergence

Communication networks were designed to carry different types of information independently. The older media, such as television and radio, are broadcasting networks with passive audiences. Convergence of telecommunication technology permits the manipulation of all forms of information, voice, data, and video. Telecommunication has changed from a world of scarcity to one of seemingly limitless capacity. Consequently, the possibility of audience interactivity morphs the passive audience into an engaged audience. The historical roots of convergence can be traced back to the emergence of mobile telephony and the Internet, although the term properly applies only from the point in marketing history when fixed and mobile telephony began to be offered by operators as joined products. Fixed and mobile operators were, for most of the 1990s, independent companies. Even when the same organization marketed both products, these were sold and serviced independently.

In the 1990s an implicit and often explicit assumption was that new media was going to replace the old media and Internet was going to replace broadcasting. In Nicholas Negroponte's Being Digital, Negroponte predicts the collapse of broadcast networks in favor of an era of narrow-casting. He also suggests that no government regulation can shatter the media conglomerate. "The monolithic empires of mass media are dissolving into an array of cottage industries... Media barons of today will be grasping to hold onto their centralized empires tomorrow.... The combined forces of technology and human nature will ultimately take a stronger hand in plurality than any laws Congress can invent." The new media companies claimed that the old media would be absorbed fully and completely into the orbit of the emerging technologies. George Gilder dismisses such claims saying, "The computer industry is converging with the television industry in the same sense that the automobile converged with the horse, the TV converged with the nickelodeon, the word-processing program converged with the typewriter, the CAD program converged with the drafting board, and digital desktop publishing converged with the Linotype machine and the letterpress." Gilder believes that computers had come not to transform mass culture but to destroy it.

Media companies put Media Convergence back to their agenda, after the dot-com bubble burst. Erstwhile Knight Ridder promulgated concept of portable magazines, newspaper, and books in 1994: "Within news corporations it became increasingly obvious that an editorial model based on mere replication in the internet of contents that had previously been written for print newspapers, radio, or television was no longer sufficient." The rise of digital communication in the late 20th century has made it possible for media organizations (or individuals) to deliver text, audio, and video material over the same wired, wireless, or fiber-optic connections. At the same time, it inspired some media organizations to explore multimedia delivery of information. This digital convergence of news media, in particular, was called "Mediamorphosis" by researcher Roger Fidler, in his 1997 book by that name. Today, we are surrounded by a multi-level convergent media world where all modes of communication and information are continually reforming to adapt to the enduring demands of technologies, "changing the way we create, consume, learn and interact with each other".

Converging technological fields

NBIC, an acronym for Nanotechnology, Biotechnology, Information technology and Cognitive science, was, in 2014, the most popular term for converging technologies. It was introduced into public discourse through the publication of Converging Technologies for Improving Human Performance, a report sponsored in part by the U.S. National Science Foundation. Various other acronyms have been offered for the same concept such as GNR (Genetics, Nanotechnology and Robotics) (Bill Joy, 2000, Why the future doesn't need us). Journalist Joel Garreau in Radical Evolution: The Promise and Peril of Enhancing Our Minds, Our Bodies — and What It Means to Be Human uses "GRIN", for Genetic, Robotic, Information, and Nano processes, while science journalist Douglas Mulhall in Our Molecular Future: How Nanotechnology, Robotics, Genetics and Artificial Intelligence Will Transform Our World uses "GRAIN", for Genetics, Robotics, Artificial Intelligence, and Nanotechnology. Another acronym coined by the appropriate technology organization ETC Group is "BANG" for "Bits, Atoms, Neurons, Genes".

Converging science and technology fields

A comprehensive term used by Roco, Bainbridge, Tonn and Whitesides is Convergence of Knowledge, Technology and Society (2013). Bainbridge and Roco edited and co-authored the Springer reference Handbook of Science and Technology Convergence (2016) defining the concept of convergence in various science, technology and medical fields. Roco published Principles and Methods that Facilitate Convergence (2015).

Convergence in appliances

Some media observers expect that we will eventually access all media content through one device, or "black box". As such, media business practice has been to identify the next "black box" to invest in and provide media for. This has caused a number of problems. Firstly, as "black boxes" are invented and abandoned, the individual is left with numerous devices that can perform the same task, rather than one dedicated for each task. For example, one may own both a computer and a video games console, subsequently owning two DVD players. This is contrary to the streamlined goal of the "black box" theory, and instead creates clutter. Secondly, technological convergence tends to be experimental in nature. This has led to consumers owning technologies with additional functions that are harder, if not impractical, to use rather than one specific device. Many people would only watch the TV for the duration of the meal's cooking time, or whilst in the kitchen, but would not use the microwave as the household TV. These examples show that in many cases technological convergence is unnecessary or unneeded.

Furthermore, although consumers primarily use a specialized media device for their needs, other "black box" devices that perform the same task can be used to suit their current situation. As a 2002 Cheskin Research report explained: "...Your email needs and expectations are different whether you're at home, work, school, commuting, the airport, etc., and these different devices are designed to suit your needs for accessing content depending on where you are- your situated context." Despite the creation of "black boxes", intended to perform all tasks, the trend is to use devices that can suit the consumer's physical position. Due to the variable utility of portable technology, convergence occurs in high-end mobile devices. They incorporate multimedia services, GPS, Internet access, and mobile telephony into a single device, heralding the rise of what has been termed the "smartphone," a device designed to remove the need to carry multiple devices. Convergence of media occurs when multiple products come together to form one product with the advantages of all of them, also known as the black box. This idea of one technology, concocted by Henry Jenkins, has become known more as a fallacy because of the inability to actually put all technical pieces into one. For example, while people can have e-mail and Internet on their phone, they still want full computers with Internet and e-mail in addition. Mobile phones are a good example, in that they incorporate digital cameras, mp3 players, voice recorders, and other devices. For the consumer, it means more features in less space; for media conglomerates it means remaining competitive.

However, convergence has a downside. Particularly in initial forms, converged devices are frequently less functional and reliable than their component parts (e.g., a mobile phone's web browser may not render some web pages correctly, due to not supporting certain rendering methods, such as the iPhone browser not supporting Flash content). As the number of functions in a single device escalates, the ability of that device to serve its original function decreases. As Rheingold asserts, technological convergence holds immense potential for the "improvement of life and liberty in some ways and (could) degrade it in others". He believes the same technology has the potential to be "used as both a weapon of social control and a means of resistance". Since technology has evolved in the past ten years or so, companies are beginning to converge technologies to create demand for new products. This includes phone companies integrating 3G and 4G on their phones. In the mid 20th century, television converged the technologies of movies and radio, and television is now being converged with the mobile phone industry and the Internet. Phone calls are also being made with the use of personal computers. Converging technologies combine multiple technologies into one. Newer mobile phones feature cameras, and can hold images, videos, music, and other media. Manufacturers now integrate more advanced features, such as video recording, GPS receivers, data storage, and security mechanisms into the traditional cellphone.

Convergence on the internet

The role of the internet has changed from its original use as a communication tool to easier and faster access to information and services, mainly through a broadband connection. The television, radio and newspapers were the world's media for accessing news and entertainment; now, all three media have converged into one, and people all over the world can read and hear news and other information on the internet. The convergence of the internet and conventional TV became popular in the 2010s, through Smart TV, also sometimes referred to as "Connected TV" or "Hybrid TV", (not to be confused with IPTV, Internet TV, or with Web TV). Smart TV is used to describe the current trend of integration of the Internet and Web 2.0 features into modern television sets and set-top boxes, as well as the technological convergence between computers and these television sets or set-top boxes. These new devices most often also have a much higher focus on online interactive media, Internet TV, over-the-top content, as well as on-demand streaming media, and less focus on traditional broadcast media like previous generations of television sets and set-top boxes always have had.

Digital convergence

Digital Convergence means inclination for various innovations, media sources, content that become similar with the time. It enables the convergence of access devices and content as well as the industry participant operations and strategy. This is how this type of technological convergence creates opportunities, particularly in the area of product development and growth strategies for digital product companies. The same can be said in the case of individual content producers such as vloggers in the YouTube video-sharing platform. The convergence in this example is demonstrated in the involvement of the Internet, home devices such as smart television, camera, the YouTube application, and the digital content. In this setup, there are the so-called "spokes", which are the devices that connect to a central hub, which could either be the smart TV or PC. Here, the Internet serves as the intermediary, particularly through its interactivity tools and social networking, in order to create unique mixes of products and services via horizontal integration.

The above example highlights how digital convergence encompasses three phenomena:

  1. previously stand-alone devices are being connected by networks and software, significantly enhancing functionalities;
  2. previously stand-alone products are being converged onto the same platform, creating hybrid products in the process; and,
  3. companies are crossing traditional boundaries such as hardware and software to provide new products and new sources of competition.

Another example is the convergence of different types of digital contents. According to Harry Strasser, former CTO of Siemens "[digital convergence will substantially impact people's lifestyle and work style]".

Convergence in the marketplace

Convergence is a global marketplace dynamic in which different companies and sectors are being brought together, both as competitors and collaborators, across traditional boundaries of industry and technology. In a world dominated by convergence, many traditional products, services and types of companies will become less relevant, but a stunning array of new ones is possible. An array of technology developments act as accelerators of convergence, including mobility, analytics, cloud, digital and social networks. As a disruptive force, convergence is a threat to the unprepared, but a tremendous growth opportunity for companies that can out-innovate and out-execute their ever-expanding list of competitors under dramatically new marketplace rules. With convergence, lines are blurred as companies diversify outside of their original markets. For instance, mobile services are increasingly an important part of the automobile; chemicals companies work with agribusiness; device manufacturers sell music, video and books; booksellers become consumer device companies; search and advertising companies become telecommunications companies ("telcos"); media companies act like telcos and vice versa; retailers act like financial services companies and vice versa; cosmetics companies work with pharmaceutical companies; and more. Mobile phone usage broadens dramatically, enabling users to make payments online, watch videos, or even adjusting their home thermostat while away at work.

Media convergence

Generally, media convergence refers to the merging of both old and new media and can be seen as a product, a system or a process. Jenkins states that convergence is, "the flow of content across multiple media platforms, the cooperation between multiple media industries, and the migratory behaviour of media audiences who would go almost anywhere in search of the kinds of entertainment experiences they wanted" According to Jenkins, there are five areas of convergence: technological, economic, social or organic, cultural and global. So media convergence is not just a technological shift or a technological process, it also includes shifts within the industrial, cultural, and social paradigms that encourage the consumer to seek out new information. Convergence, simply put, is how individual consumers interact with others on a social level and use various media platforms to create new experiences, new forms of media and content that connect us socially, and not just to other consumers, but to the corporate producers of media in ways that have not been as readily accessible in the past. However, Lugmayr and Dal Zotto argued, that media convergence takes place on technology, content, consumer, business model, and management level. They argue, that media convergence is a matter of evolution and can be described through the triadic phenomenon of convergence, divergence, and coexistence. Today's digital media ecosystems coexist, as e.g. mobile app stores provide vendor lock-ins into particular eco-systems; some technology platforms are converging under one technology, due to e.g. the usage of common communication protocols as in digital TV; and other media are diverging, as e.g. media content offerings are more and more specializing and provides a space for niche media.

Advances in technology bring the ability for technological convergence that Rheingold believes can alter the "social-side effects," in that "the virtual, social and physical world are colliding, merging and coordinating." It was predicted in the late 1980s, around the time that CD-ROM was becoming commonplace, that a digital revolution would take place, and that old media would be pushed to one side by new media. Broadcasting is increasingly being replaced by the Internet, enabling consumers all over the world the freedom to access their preferred media content more easily and at a more available rate than ever before.

However, when the dot-com bubble of the 1990s suddenly popped, that poured cold water over the talk of such a digital revolution. In today's society, the idea of media convergence has once again emerged as a key point of reference as newer as well as established media companies attempt to visualize the future of the entertainment industry. If this revolutionary digital paradigm shift presumed that old media would be increasingly replaced by new media, the convergence paradigm that is currently emerging suggests that new and old media would interact in more complex ways than previously predicted. The paradigm shift that followed the digital revolution assumed that new media was going to change everything. When the dot com market crashed, there was a tendency to imagine that nothing had changed. The real truth lay somewhere in between as there were so many aspects of the current media environment to take into consideration. Many industry leaders are increasingly reverting to media convergence as a way of making sense in an era of disorientating change. In that respect, media convergence in theory is essentially an old concept taking on a new meaning. Media convergence, in reality, is more than just a shift in technology. It alters relationships between industries, technologies, audiences, genres and markets. Media convergence changes the rationality media industries operate in, and the way that media consumers process news and entertainment. Media convergence is essentially a process and not an outcome, so no single black box controls the flow of media. With proliferation of different media channels and increasing portability of new telecommunications and computing technologies, we have entered into an era where media constantly surrounds us.

Media convergence requires that media companies rethink existing assumptions about media from the consumer's point of view, as these affect marketing and programming decisions. Media producers must respond to newly empowered consumers. Conversely, it would seem that hardware is instead diverging whilst media content is converging. Media has developed into brands that can offer content in a number of forms. Two examples of this are Star Wars and The Matrix. Both are films, but are also books, video games, cartoons, and action figures. Branding encourages expansion of one concept, rather than the creation of new ideas. In contrast, hardware has diversified to accommodate media convergence. Hardware must be specific to each function. While most scholars argue that the flow of cross-media is accelerating, O'Donnell suggests, especially between films and video game, the semblance of media convergence is misunderstood by people outside of the media production industry. The conglomeration of media industry continues to sell the same story line in different media. For example, Batman is in comics, films, anime, and games. However, the data to create the image of batman in each media is created individually by different teams of creators. The same character and the same visual effect repetitively appear in different media is because of the synergy of media industry to make them similar as possible. In addition, convergence does not happen when the game of two different consoles is produced. No flows between two consoles because it is faster to create game from scratch for the industry.

One of the more interesting new media journalism forms is virtual reality. Reuters, a major international news service, has created and staffed a news “island” in the popular online virtual reality environment Second Life. Open to anyone, Second Life has emerged as a compelling 3D virtual reality for millions of citizens around the world who have created avatars (virtual representations of themselves) to populate and live in an altered state where personal flight is a reality, altered egos can flourish, and real money (US$1,296,257 were spent during the 24 hours concluding at 10:19 a.m. eastern time January 7, 2008) can be made without ever setting foot into the real world. The Reuters Island in Second Life is a virtual version of the Reuters real-world news service but covering the domain of Second Life for the citizens of Second Life (numbering 11,807,742 residents as of January 5, 2008).

Media convergence in the digital era means the changes that are taking place with older forms of media and media companies. Media convergence has two roles, the first is the technological merging of different media channels – for example, magazines, radio programs, TV shows, and movies, now are available on the Internet through laptops, iPads, and smartphones. As discussed in Media Culture (by Campbell), convergence of technology is not new. It has been going on since the late 1920s. An example is RCA, the Radio Corporation of America, which purchased Victor Talking Machine Company and introduced machines that could receive radio and play recorded music. Next came the TV, and radio lost some of its appeal as people started watching television, which has both talking and music as well as visuals. As technology advances, convergence of media change to keep up. The second definition of media convergence Campbell discusses is cross-platform by media companies. This usually involves consolidating various media holdings, such as cable, phone, television (over the air, satellite, cable) and Internet access under one corporate umbrella. This is not for the consumer to have more media choices, this is for the benefit of the company to cut down on costs and maximize its profits. As stated in the article, Convergence Culture and Media Work, by Mark Deuze, “the convergence of production and consumption of media across companies, channels, genres, and technologies is an expression of the convergence of all aspects of everyday life: work and play, the local and the global, self and social identity."

Convergence culture

Henry Jenkins determines convergence culture to be the flow of content across multiple media platforms, the cooperation between multiple media industries, and the migratory behavior of media audiences who will go almost anywhere in search of the kinds of entertainment experiences they want. The convergence culture is an important factor in transmedia storytelling. Convergence culture introduces new stories and arguments from one form of media into many. Transmedia storytelling is defined by Jenkins as a process "where integral elements of a fiction get dispersed systematically across multiple delivery channels for the purpose of creating a unified and coordinated entertainment experience. Ideally, each medium makes its own unique contribution to the unfolding of the story". For instance, The Matrix starts as a film, which is followed by two other instalments, but in a convergence culture it is not constrained to that form. It becomes a story not only told in the movies but in animated shorts, video games and comic books, three different media platforms. Online, a wiki is created to keep track of the story's expanding canon. Fan films, discussion forums, and social media pages also form, expanding The Matrix to different online platforms. Convergence culture took what started as a film and expanded it across almost every type of media. Bert is Evil (images) Bert and Bin Laden appeared in CNN coverage of anti-American protest following September 11. The association of Bert and Bin Laden links back to the Ignacio's Photoshop project for fun.

Convergence culture is a part of participatory culture. Because average people can now access their interests on many types of media they can also have more of a say. Fans and consumers are able to participate in the creation and circulation of new content. Some companies take advantage of this and search for feedback from their customers through social media and sharing sites such as YouTube. Besides marketing and entertainment, convergence culture has also affected the way we interact with news and information. We can access news on multiple levels of media from the radio, TV, newspapers, and the internet. The internet allows more people to be able to report the news through independent broadcasts and therefore allows a multitude of perspectives to be put forward and accessed by people in many different areas. Convergence allows news to be gathered on a much larger scale. For instance, photographs were taken of torture at Abu Ghraib. These photos were shared and eventually posted on the internet. This led to the breaking of a news story in newspapers, on TV, and the internet.

Media scholar Henry Jenkins has described the media convergence with participatory culture as:

...a "catalyst" for amateur digital film-making and what this case study suggests about the future directions popular culture may take. Star Wars fan films represent the intersection of two significant cultural trends—the corporate movement towards media convergence and the unleashing of significant new tools, which enable the grassroots archiving, annotation, appropriation, and recirculation of media content. These fan films build on long-standing practices of the fan community but they also reflect the influence of this changed technological environment that has dramatically lowered the costs of film production and distribution.

Cell phone convergence

Mobile/desktop convergence: the Librem 5 mobile, when connected to a keyboard, screen, and mouse, runs as a desktop computer.

The social function of the cell phone changes as the technology converges. Because of technological advancement, cell phones function as more than just as a phone. They contain an internet connection, video players, MP3 players, gaming, and a camera. Another example, Rok Sako To Rok Lo (2004) was screened in Delhi, Bangalore, Hyderabad, Mumbai, and other part of India through EDGE-enabled mobile phones with live video streaming facility.

A mobile convergence device is one that, if connected to a keyboard, monitor, and mouse, can run desktop applications as a desktop computer would. Convergence operating systems include Ubuntu Touch and PureOS.

Social movements

The integration of social movements in cyberspace is one of the potential strategies that social movements can use in the age of media convergence. Because of the neutrality of the internet and the end-to-end design, the power structure of the internet was designed to avoid discrimination between applications. Mexico's Zapatistas campaign for land rights was one of the most influential case in the information age; Manuel Castells defines the Zapatistas as "the first informational guerrilla movement". The Zapatista uprising had been marginalized by the popular press. The Zapatistas were able to construct a grassroots, decentralized social movement by using the internet. The Zapatistas Effect, observed by Cleaver, continues to organize social movements on a global scale. A sophisticated webmetric analysis, which maps the links between different websites and seeks to identify important nodal points in a network, demonstrates that the Zapatistas cause binds together hundreds of global NGOs. The majority of the social movement organized by Zapatistas targets their campaign especially against global neoliberalism. A successful social movement not only need online support but also protest on the street. Papic wrote, "Social Media Alone Do Not Instigate Revolutions", which discusses how the use of social media in social movements needs good organization both online and offline. A study, "Journalism in the age of media convergence: a survey of undergraduates’ technology-related news habits", concluded that several focus group respondents reported they generally did not actively engage in media convergence, such as viewing slide shows or listening to podcast that accompanied an online story, as part of their Web-based news consumption, a significant number of students indicated the interactive features often associated with online news and media convergence were indeed appealing to them.

Examples in regulation

VoIP

The U.S. Federal Communications Commission (FCC) has not been able to decide how to regulate VoIP (Internet Telephony) because the convergent technology is still growing and changing. In addition to its growth, FCC is tentative to set regulation on VoIP in order to promote competition in the telecommunication industry. There is not a clear line between telecommunication service and the information service because of the growth of the new convergent media. Historically, telecommunication is subject to state regulation. The state of California concerned about the increasing popularity of internet telephony will eventually obliterate funding for the Universal Service Fund Some states attempt to assert their traditional role of common carrier oversight onto this new technology. Meisel and Needles (2005) suggests that the FCC, federal courts, and state regulatory bodies on access line charges will directly impact the speed in which Internet telephony market grows. On one hand, the FCC is hesitant to regulate convergent technology because VoIP with different feature from the old Telecommunication; no fixed model to build legislature yet. On the other hand, the regulations is needed because Service over the internet might be quickly replaced telecommunication service, which will affect the entire economy.

Convergence has also raised several debates about classification of certain telecommunications services. As the lines between data transmission, and voice and media transmission are eroded, regulators are faced with the task of how best to classify the converging segments of the telecommunication sector. Traditionally, telecommunication regulation has focused on the operation of physical infrastructure, networks, and access to network. No content is regulated in the telecommunication because the content is considered private. In contrast, film and Television are regulated by contents. The rating system regulates its distribution to the audience. Self-regulation is promoted by the industry. Bogle senior persuaded the entire industry to pay 0.1 percent levy on all advertising and the money was used to give authority to the Advertising Standards Authority, which keeps the government away from setting legislature in the media industry.

The premises to regulate the new media, two-ways communications, concerns much about the change from old media to new media. Each medium has different features and characteristics. First, internet, the new medium, manipulates all form of information – voice, data and video. Second, the old regulation on the old media, such as radio and Television, emphasized its regulation on the scarcity of the channels. Internet, on the other hand, has the limitless capacity, due to the end-to-end design. Third, Two-ways communication encourages interactivity between the content producers and the audiences. "...Fundamental basis for classification, therefore, is to consider the need for regulation in terms of either market failure or in the public interests"(Blackman). The Electronic Frontier Foundation (EFF), founded in 1990, is a non profit organization to defend free speech, privacy, innovation and consumer rights. DMCA, Digital Millennium Copyright Act regulates and protect the digital content producers and consumers.

Emerging trends in communications

Network neutrality has emerged as an issue. Wu and Lessig (2004) set out two reasons to adapt neutral network model for computer networks. First, "a neutral network eliminates the risk of future discrimination, providing more incentive to invest in broadband application development." Second, "neutral network facilitates fair competition among application, no bias between applications." The two reasons also coincide with FCC's interest to stimulate investment and enhance innovation in broadband technology and services. Despite regulatory efforts of deregulation, privatization, and liberalization, the infrastructure barrier has been a negative factor in achieving effective competition. "Kim et al. argues that IP dissociates the telephony application from the infrastructure and Internet telephony is at the forefront of such dissociation." The neutrality of the network is very important for fair competition. As the former FCC Charman Michael Powell put it: "From its inception, the Internet was designed, as those present during the course of its creating will tell you, to prevent government or a corporation or anyone else from controlling it. It was designed to defeat discrimination against users, ideas and technologies". Because of these reasons, Shin concludes that regulator should make sure to regulate application and infrastructure separately.

The layered model was first proposed by Solum and Chug, Sicker, and Nakahata. Sicker, Warbach and Witt have supported using a layered model to regulate the telecommunications industry with the emergence of convergence services. Many researchers have different layered approach, but they all agree that the emergence of convergent technology will create challenges and ambiguities for regulations. Messaging

Combination services include those that integrate SMS with voice, such as voice SMS. Providers include Bubble Motion, Jott, Kirusa, and SpinVox. Several operators have launched services that combine SMS with mobile instant messaging (MIM) and presence. Text-to-landline services also exist, where subscribers can send text messages to any landline phone and are charged at standard rates. The text messages are converted into spoken language. This service has been popular in America, where fixed and mobile numbers are similar. Inbound SMS has been converging to enable reception of different formats (SMS, voice, MMS, etc.). In April 2008, O2 UK launched voice-enabled shortcodes, adding voice functionality to the five-digit codes already used for SMS. This type of convergence is helpful for media companies, broadcasters, enterprises, call centres and help desks who need to develop a consistent contact strategy with the consumer. In psychology, the false consensus effect, also known as consensus bias, is a pervasive cognitive bias that causes people to “see their own behavioral choices and judgments as relatively common and appropriate to existing circumstances”. In other words, they assume that their personal qualities, characteristics, beliefs, and actions are relatively widespread through the general population.

This false consensus is significant because it increases self-esteem (overconfidence effect). It can be derived from a desire to conform and be liked by others in a social environment. This bias is especially prevalent in group settings where one thinks the collective opinion of their own group matches that of the larger population. Since the members of a group reach a consensus and rarely encounter those who dispute it, they tend to believe that everybody thinks the same way. The false-consensus effect is not restricted to cases where people believe that their values are shared by the majority, but it still manifests as an overestimate of the extent of their belief.

Additionally, when confronted with evidence that a consensus does not exist, people often assume that those who do not agree with them are defective in some way. There is no single cause for this cognitive bias; the availability heuristic, self-serving bias, and naïve realism have been suggested as at least partial underlying factors. The bias may also result, at least in part, from non-social stimulus-reward associations. Maintenance of this cognitive bias may be related to the tendency to make decisions with relatively little information. When faced with uncertainty and a limited sample from which to make decisions, people often "project" themselves onto the situation. When this personal knowledge is used as input to make generalizations, it often results in the false sense of being part of the majority.

The false consensus effect has been widely observed and supported by empirical evidence. Previous research has suggested that cognitive and perceptional factors (motivated projection, accessibility of information, emotion, etc.) may contribute to the consensus bias, while recent studies have focused on its neural mechanisms. One recent study has shown that consensus bias may improve decisions about other people's preferences. Ross, Green and House first defined the false consensus effect in 1977 with emphasis on the relative commonness that people perceive about their own responses; however, similar projection phenomena had already caught attention in psychology. Specifically, concerns with respect to connections between individual’s personal predispositions and their estimates of peers appeared in the literature for a while. For instances, Katz and Allport in 1931 illustrated that students’ estimates of the amount of others on the frequency of cheating was positively correlated to their own behavior. Later, around 1970, same phenomena were found on political beliefs and prisoner’s dilemma situation. In 2017, researchers identified a persistent egocentric bias when participants learned about other people's snack-food preferences. Moreover, recent studies suggest that the false consensus effect can also affect professional decision makers; specifically, it has been shown that even experienced marketing managers project their personal product preferences onto consumers.

Major theoretical approaches

The false-consensus effect can be traced back to two parallel theories of social perception, "the study of how we form impressions of and make inferences about other people". The first is the idea of social comparison. The principal claim of Leon Festinger's (1954) social comparison theory was that individuals evaluate their thoughts and attitudes based on other people. This may be motivated by a desire for confirmation and the need to feel good about oneself. As an extension of this theory, people may use others as sources of information to define social reality and guide behavior. This is called informational social influence. The problem, though, is that people are often unable to accurately perceive the social norm and the actual attitudes of others. In other words, research has shown that people are surprisingly poor "intuitive psychologists" and that our social judgments are often inaccurate. This finding helped to lay the groundwork for an understanding of biased processing and inaccurate social perception. The false-consensus effect is just one example of such an inaccuracy.

The second influential theory is projection, the idea that people project their own attitudes and beliefs onto others. This idea of projection is not a new concept. In fact, it can be found in Sigmund Freud's work on the defense mechanism of projection, D.S. Holmes' work on "attributive projection" (1968), and Gustav Ichheisser's work on social perception (1970). D.S. Holmes, for example, described social projection as the process by which people "attempt to validate their beliefs by projecting their own characteristics onto other individuals".

Here a connection can be made between the two stated theories of social comparison and projection. First, as social comparison theory explains, individuals constantly look to peers as a reference group and are motivated to do so in order to seek confirmation for their own attitudes and beliefs. In order to guarantee confirmation and a higher self-esteem, though, an individual might unconsciously project their own beliefs onto the others (the targets of their comparisons). This final outcome is the false-consensus effect. To summarize, the false-consensus effect can be seen as stemming from both social comparison theory and the concept of projection.

The false-consensus effect, as defined by Ross, Greene, and House in 1977, came to be the culmination of the many related theories that preceded it. In their well-known series of four studies, Ross and associates hypothesized and then demonstrated that people tend to overestimate the popularity of their own beliefs and preferences. Studies were both conducted in hypothetical situations by questionnaire surveys and in authentic conflict situations. For questionnaire studies, participants were presented with hypothetical events and then were not only asked to indicate their own behavioral choices and characteristics under the provided circumstances, but also asked to rate the responses and traits of their peers who referred as "actors". As for real occasion studies, participants were actually confronted with the conflict situations in which they were asked to choose behavioral alternatives and to judge the traits as well as decisions of two supposedly true individuals who had attended in the study.  In general, the raters made more "extreme predictions" about the personalities of the actors that did not share the raters' own preference. In fact, the raters may have even thought that there was something wrong with the people expressing the alternative response.

In the ten years after the influential Ross et al. study, close to 50 papers were published with data on the false-consensus effect. Theoretical approaches were also expanded. The theoretical perspectives of this era can be divided into four categories: (a) selective exposure and cognitive availability, (b) salience and focus of attention, (c) logical information processing, and (d) motivational processes. In general, the researchers and designers of these theories believe that there is not a single right answer. Instead, they admit that there is overlap among the theories and that the false-consensus effect is most likely due to a combination of these factors.

Selective exposure and cognitive availability

This theory is closely tied to the availability heuristic, which suggests that perceptions of similarity (or difference) are affected by how easily those characteristics can be recalled from memory. And as one might expect, similarities between oneself and others are more easily recalled than differences. This is in part because people usually associate with those who are similar to themselves. This selected exposure to similar people may bias or restrict the "sample of information about the true diversity of opinion in the larger social environment". As a result of the selective exposure and availability heuristic, it is natural for the similarities to prevail in one's thoughts.

Botvin et al. (1992) did a popular study on the effects of the false-consensus effect among a specific adolescent community in an effort to determine whether students show a higher level of false-consensus effect among their direct peers as opposed to society at large. The participants of this experiment were 203 college students ranging in age from 18 to 25 (with an average age of 18.5). The participants were given a questionnaire and asked to answer questions regarding a variety of social topics. For each social topic, they were asked to answer how they felt about the topic and to estimate the percentage of their peers who would agree with them. The results determined that the false-consensus effect was extremely prevalent when participants were describing the rest of their college community; out of twenty topics considered, sixteen of them prominently demonstrated the false-consensus effect. The high levels of false-consensus effect seen in this study can be attributed to the group studied; because the participants were asked to compare themselves to a group of peers that they are constantly around (and view as very similar to themselves), the levels of false-consensus effect increased.

Salience and focus of attention

This theory suggests that when an individual focuses solely on their own preferred position, they are more likely to overestimate its popularity, thus falling victim to the false-consensus effect. This is because that position is the only one in their immediate consciousness. Performing an action that promotes the position will make it more salient and may increase the false-consensus effect. If, however, more positions are presented to the individual, the degree of the false-consensus effect might decrease significantly.

Logical information processing

This theory assumes that active and seemingly rational thinking underlies an individual's estimates of similarity among others. This is manifested in one's causal attributions. For instance, if an individual makes an external attribution for their belief, the individual will likely view his or her experience of the thing in question as merely a matter of objective experience. For example, a few movie-goers may falsely assume that the quality of the film is a purely objective entity. To explain their dissatisfaction with it, the viewers may say that it was simply a bad movie (an external attribution). Based on this (perhaps erroneous) assumption of objectivity, it seems rational or "logical" to assume that everyone else will have the same experience; consensus should be high. On the other hand, someone in the same situation who makes an internal attribution (perhaps a film aficionado who is well-aware of his or her especially high standards) will realize the subjectivity of the experience and will be drawn to the opposite conclusion; their estimation of consensus with their experience will be much lower. Although they result in two opposite outcomes, both paths of attribution rely on an initial assumption which then leads to a "logical" conclusion. By this logic, then, it can be said that the false-consensus effect is really a reflection of the fundamental attribution error (specifically the actor-observer bias), in which people prefer external/situational attributions over internal/dispositional ones to justify their own behaviors.

In a study done by Fox, Yinon, and Mayraz, researchers were attempting to determine whether or not the levels of the false-consensus effect changed in different age groups. In order to come to a conclusion, it was necessary for the researchers to split their participants into four different age groups. Two hundred participants were used, and gender was not considered to be a factor. Just as in the previous study mentioned, this study used a questionnaire as its main source of information. The results showed that the false-consensus effect was extremely prevalent in all groups, but was the most prevalent in the oldest age group (the participants who were labeled as "old-age home residents"). They showed the false-consensus effect in all 12 areas that they were questioned about. The increase in false-consensus effect seen in the oldest age group can be accredited to their high level of "logical" reasoning behind their decisions; the oldest age group has obviously lived the longest, and therefore feels that they can project their beliefs onto all age groups due to their (seemingly objective) past experiences and wisdom. The younger age groups cannot logically relate to those older to them because they have not had that experience and do not pretend to know these objective truths. These results demonstrate a tendency for older people to rely more heavily on situational attributions (life experience) as opposed to internal attributions.

Motivational processes

This theory stresses the benefits of the false-consensus effect: namely, the perception of increased social validation, social support, and self-esteem. It may also be useful to exaggerate similarities in social situations in order to increase liking. It is possible that these benefits serve as positive reinforcement for false-consensus thinking.

Applications

The false-consensus effect is an important attribution bias to take into consideration when conducting business and in everyday social interactions. Essentially, people are inclined to believe that the general population agrees with their opinions and judgments. Whether this belief is accurate, it gives them a feeling of more assurance and security in their decisions. This could be an important phenomenon to either exploit or avoid in business dealings.

For example, if a man doubted whether he wanted to buy a new tool, breaking down his notion that others agree with his doubt would be an important step in persuading him to purchase it. By convincing the customer that other people in fact do want to buy the appliance, the seller could perhaps make a sale that he would not have made otherwise. In this way, the false-consensus effect is closely related to conformity, the effect in which an individual is influenced to match the beliefs or behaviors of a group. There are two differences between the false-consensus effect and conformity: most importantly, conformity is matching the behaviors, beliefs, or attitudes of a real group, while the false-consensus effect is perceiving that others share your behaviors, beliefs, or attitudes, whether or not they really do. Making the customer feel like the opinion of others (society) is to buy the appliance will make the customer feel more confident about his purchase and will make him believe that other people would have made the same decision.

Similarly, any elements of society affected by public opinion—e.g., elections, advertising, publicity—are very much influenced by the false-consensus effect. This is partially because the way in which people develop their perceptions involves "differential processes of awareness". That is to say, while some people are motivated to reach correct conclusions, others may be motivated to reach preferred conclusions. Members of the latter category will more often experience the false-consensus effect, because the subject is likely to search actively for like-minded supporters and may discount or ignore the opposition.

Belief in a favorable future

The concept of false consensus effect can also be extended to predictions about future others. Belief in a favorable future is the belief that future others will change their preferences and beliefs in alignment with one's own. Belief in a favorable future suggests that people overestimate the extent to which other people will come to agree with their preferences and beliefs over time.

Rogers, Moore, and Norton (2017) find that belief in a favorable future is greater in magnitude than the false-consensus effect for two reasons:

  1. It is based in future others whose beliefs are not directly observable, and
  2. It is focused on future beliefs, which gives these future others time to “discover” the truth and change their beliefs.

Uncertainties

There is ambiguity about several facets of the false-consensus effect and of its study. First of all, it is unclear exactly which factors play the largest role in the strength and prevalence of the false-consensus effect in individuals. For example, two individuals in the same group and with very similar social standing could have very different levels of false-consensus effect, but it is unclear what social, personality, or perceptual differences between them play the largest role in causing this disparity. Additionally, it can be difficult to obtain accurate survey data about the false-consensus effect (as well as other psychological biases) because the search for consistent, reliable groups to be surveyed (often over an extended period of time) often leads to groups that might have dynamics slightly different from those of the "real world". For example, many of the referenced studies in this article examined college students, who might have an especially high level of false-consensus effect both because they are surrounded by their peers (and perhaps experience the availability heuristic) and because they often assume that they are similar to their peers. This may result in distorted data from some studies of the false-consensus effect.

Relation to personality psychology

Within the realm of personality psychology, the false-consensus effect does not have significant effects. This is because the false-consensus effect relies heavily on the social environment and how a person interprets this environment. Instead of looking at situational attributions, personality psychology evaluates a person with dispositional attributions, making the false-consensus effect relatively irrelevant in that domain. Therefore, a person's personality potentially could affect the degree to which the person relies on false-consensus effect, but not the existence of such a trait. This should not, however, be interpreted as an individual being the sole product of the social environment. In order for the trait to "exist" in an organism's mind, there must be a biological structure that underpins it. For an organism to visibly see ultraviolet light, they must have genes (which then give rise to the biological structure) that allows them to see the external environment. Since the brain is a biological system, there must be an underlying biological disposition that similarly allows an individual to register and interpret the social environment, thus generating the false-consensus effect. The brain's purpose is, after all, to extract information from the environment and accordingly generate behaviour and regulate physiology. There is no distinction between "innate" or "learned", or "nature" versus "nurture" as the interaction of both are needed; it does not sit along a dimension nor is it to be distinguished from each other. Social and personality psychology are not separate fields, but necessarily complementary fields, as demonstrated by the person-situation debate.

Contrasted with pluralistic ignorance

The false-consensus effect can be contrasted with pluralistic ignorance, an error in which people privately disapprove but publicly support what seems to be the majority view (regarding a norm or belief), when the majority in fact shares their (private) disapproval. While the false-consensus effect leads people to wrongly believe that the majority agrees with them (when the majority, in fact, openly disagrees with them), the pluralistic ignorance effect leads people to wrongly believe that they disagree with the majority (when the majority, in fact, covertly agrees with them). However, the false consensus effect does not deny that pluralistic ignorance could result in biased estimates by minority and majority as well. For example, the probability of intimate partner violence occurred might be underestimated by abusing partner and nonabusing partner alike. The false consensus effect would only reveal that abusing partners perceive intimate partner violence to be more common than do nonabusing partners.
