A year is the orbital period of the Earth moving in its orbit around the Sun. Due to the Earth's axial tilt, the course of a year sees the passing of the seasons, marked by change in weather, the hours of daylight, and, consequently, vegetation and soil fertility. In temperate and subpolar regions around the planet, four seasons are generally recognized: spring, summer, autumn, and winter. In tropical and subtropical regions, several geographical sectors do not present defined seasons; but in the seasonal tropics, the annual wet and dry seasons are recognized and tracked.

A calendar year is an approximation of the number of days of the Earth's orbital period as counted in a given calendar. The Gregorian calendar, or modern calendar, presents its calendar year to be either a common year of 365 days or a leap year of 366 days, as do the Julian calendars. For the Gregorian calendar, the average length of the calendar year (the mean year) across the complete leap cycle of 400 years is 365.2425 days. The ISO standard ISO 80000-3, Annex C, supports the symbol a (for Latin annus) to represent a year of either 365 or 366 days. In English, the abbreviations y and yr are commonly used. 

In astronomy, the Julian year is a unit of time; it is defined as 365.25 days of exactly 86,400 seconds (SI base unit), totalling exactly 31,557,600 seconds in the Julian astronomical year.

The word year is also used for periods loosely associated with, but not identical to, the calendar or astronomical year, such as the seasonal year, the fiscal year, the academic year, etc. Similarly, year can mean the orbital period of any planet; for example, a Martian year and a Venusian year are examples of the time a planet takes to transit one complete orbit. The term can also be used in reference to any long period or cycle, such as the Great Year
 

Etymology

English year (via West Saxon ġēar (/jɛar/), Anglian ġēr) continues Proto-Germanic *jǣran (*jē₁ran). Cognates are German Jahr, Old High German jār, Old Norse ár and Gothic jer, from the Proto-Indo-European noun *yeh₁r-om "year, season". Cognates also descended from the same Proto-Indo-European noun (with variation in suffix ablaut) are Avestan yārǝ "year", Greek ὥρα (hṓra) "year, season, period of time" (whence "hour"), Old Church Slavonic jarŭ, and Latin hornus "of this year".
Latin annus (a 2nd declension masculine noun; annum is the accusative singular; annī is genitive singular and nominative plural; annō the dative and ablative singular) is from a PIE noun *h₂et-no-, which also yielded Gothic aþn "year" (only the dative plural aþnam is attested).

Although most languages treat the word as thematic *yeh₁r-o-, there is evidence for an original derivation with an *-r/n suffix, *yeh₁-ro-. Both Indo-European words for year, *yeh₁-ro- and *h₂et-no-, would then be derived from verbal roots meaning "to go, move", *h₁ey- and *h₂et-, respectively (compare Vedic Sanskrit éti "goes", atasi "thou goest, wanderest"). A number of English words are derived from Latin annus, such as annual, annuity, anniversary, etc.; per annum means "each year", anno Domini means "in the year of the Lord". 

The Greek word for "year", ἔτος, is cognate with Latin vetus "old", from the PIE word *wetos- "year", also preserved in this meaning in Sanskrit vat-sa-ras "year" and vat-sa- "yearling (calf)", the latter also reflected in Latin vitulus "bull calf", English wether "ram" (Old English weðer, Gothic wiþrus "lamb"). 

In some languages, it is common to count years by referencing to one season, as in "summers", or "winters", or "harvests". Examples include Chinese "year", originally , an ideographic compound of a person carrying a bundle of wheat denoting "harvest". Slavic besides godŭ "time period; year" uses lěto "summer; year". 

In the International System of Quantities (ISO 80000-3), the year (symbol, a) is defined as either 365 days or 366 days. 

Intercalation

Astronomical years do not have an integer number of days or lunar months. Any calendar that follows an astronomical year must have a system of intercalation such as leap years. 

Julian calendar

In the Julian calendar, the average (mean) length of a year is 365.25 days. In a non-leap year, there are 365 days, in a leap year there are 366 days. A leap year occurs every fourth year, or leap year, during which a leap day is intercalated into the month of February. The name "Leap Day" is applied to the added day.

The Revised Julian calendar, proposed in 1923 and used in some Eastern Orthodox Churches, has 218 leap years every 900 years, for the average (mean) year length of 365.2422222 days, close to the length of the mean tropical year, 365.24219 days (relative error of 9·10−8). In the year 2800 CE, the Gregorian and Revised Julian calendars will begin to differ by one calendar day.

Gregorian calendar

The Gregorian calendar attempts to cause the northward equinox to fall on or shortly before March 21 and hence it follows the northward equinox year, or tropical year. Because 97 out of 400 years are leap years, the mean length of the Gregorian calendar year is 365.2425 days; with a relative error below one ppm (8·10−7) relative to the current length of the mean tropical year (365.24219 days) and even closer to the current March equinox year of 365.242374 days that it aims to match. It is estimated that by the year 4000 CE, the northward equinox will fall back by one day in the Gregorian calendar, not because of this difference, but due to the slowing of the Earth's rotation and the associated lengthening of the day. 

Other calendars

Historically, lunisolar calendars intercalated entire leap months on an observational basis. Lunisolar calendars have mostly fallen out of use except for liturgical reasons (Hebrew calendar, various Hindu calendars). 

A modern adaptation of the historical Jalali calendar, known as the Solar Hijri calendar (1925), is a purely solar calendar with an irregular pattern of leap days based on observation (or astronomical computation), aiming to place new year (Nowruz) on the day of vernal equinox (for the time zone of Tehran), as opposed to using an algorithmic system of leap years.

Year numbering

A calendar era assigns a cardinal number to each sequential year, using a reference point in the past as the beginning of the era.

The worldwide standard is the Anno Domini, although some prefer the term Common Era because it has no explicit reference to Christianity. It was introduced in the 6th century and was intended to count years from the nativity of Jesus.

The Anno Domini era is given the Latin abbreviation AD (for Anno Domini "in the year of the Lord"), or alternatively CE for "Common Era". Years before AD 1 are abbreviated BC for Before Christ or alternatively BCE for Before the Common Era. Year numbers are based on inclusive counting, so that there is no "year zero". In the modern alternative reckoning of Astronomical year numbering, positive numbers indicate years AD, the number 0 designates 1 BC, −1 designates 2 BC, and so on.

Pragmatic divisions

Financial and scientific calculations often use a 365-day calendar to simplify daily rates.

Fiscal year

A fiscal year or financial year is a 12-month period used for calculating annual financial statements in businesses and other organizations. In many jurisdictions, regulations regarding accounting require such reports once per twelve months, but do not require that the twelve months constitute a calendar year. 

For example, in Canada and India the fiscal year runs from April 1; in the United Kingdom it runs from April 1 for purposes of corporation tax and government financial statements, but from April 6 for purposes of personal taxation and payment of state benefits; in Australia it runs from July 1; while in the United States the fiscal year of the federal government runs from October 1.

Academic year

An academic year is the annual period during which a student attends an educational institution. The academic year may be divided into academic terms, such as semesters or quarters. The school year in many countries starts in August or September and ends in May, June or July. In Israel the academic year begins around October or November, aligned with the second month of the Hebrew Calendar

Some schools in the UK and USA divide the academic year into three roughly equal-length terms (called trimesters or quarters in the USA), roughly coinciding with autumn, winter, and spring. At some, a shortened summer session, sometimes considered part of the regular academic year, is attended by students on a voluntary or elective basis. Other schools break the year into two main semesters, a first (typically August through December) and a second semester (January through May). Each of these main semesters may be split in half by mid-term exams, and each of the halves is referred to as a quarter (or term in some countries). There may also be a voluntary summer session and/or a short January session. 

Some other schools, including some in the United States, have four marking periods. Some schools in the United States, notably Boston Latin School, may divide the year into five or more marking periods. Some state in defense of this that there is perhaps a positive correlation between report frequency and academic achievement.

There are typically 180 days of teaching each year in schools in the US, excluding weekends and breaks, while there are 190 days for pupils in state schools in Canada, New Zealand and the United Kingdom, and 200 for pupils in Australia.

In India the academic year normally starts from June 1 and ends on May 31. Though schools start closing from mid-March, the actual academic closure is on May 31 and in Nepal it starts from July 15.

Schools and universities in Australia typically have academic years that roughly align with the calendar year (i.e., starting in February or March and ending in October to December), as the southern hemisphere experiences summer from December to February. 

Astronomical years

Julian year

The Julian year, as used in astronomy and other sciences, is a time unit defined as exactly 365.25 days. This is the normal meaning of the unit "year" (symbol "a" from the Latin annus) used in various scientific contexts. The Julian century of 36525 days and the Julian millennium of 365250 days are used in astronomical calculations. Fundamentally, expressing a time interval in Julian years is a way to precisely specify how many days (not how many "real" years), for long time intervals where stating the number of days would be unwieldy and unintuitive. By convention, the Julian year is used in the computation of the distance covered by a light-year

In the Unified Code for Units of Measure, the symbol, a (without subscript), always refers to the Julian year, aj, of exactly 31557600 seconds.

Sidereal, tropical, and anomalistic years

Each of these three years can be loosely called an astronomical year.

The sidereal year is the time taken for the Earth to complete one revolution of its orbit, as measured against a fixed frame of reference (such as the fixed stars, Latin sidera, singular sidus). Its average duration is 365.256363004 days (365 d 6 h 9 min 9.76 s) (at the epoch J2000.0 = January 1, 2000, 12:00:00 TT).

Today the mean tropical year is defined as the period of time for the mean ecliptic longitude of the Sun to increase by 360 degrees. Since the Sun's ecliptic longitude is measured with respect to the equinox, the tropical year comprises a complete cycle of the seasons; because of the biological and socio-economic importance of the seasons, the tropical year is the basis of most calendars. The modern definition of mean tropical year differs from the actual time between passages of, e.g., the northward equinox for several reasons explained below. Because of the Earth's axial precession, this year is about 20 minutes shorter than the sidereal year. The mean tropical year is approximately 365 days, 5 hours, 48 minutes, 45 seconds, using the modern definition. (= 365.24219 days of 86400 SI seconds) 

The anomalistic year is the time taken for the Earth to complete one revolution with respect to its apsides. The orbit of the Earth is elliptical; the extreme points, called apsides, are the perihelion, where the Earth is closest to the Sun (January 3 in 2011), and the aphelion, where the Earth is farthest from the Sun (July 4 in 2011). The anomalistic year is usually defined as the time between perihelion passages. Its average duration is 365.259636 days (365 d 6 h 13 min 52.6 s) (at the epoch J2011.0).

Draconic year

The draconic year, draconitic year, eclipse year, or ecliptic year is the time taken for the Sun (as seen from the Earth) to complete one revolution with respect to the same lunar node (a point where the Moon's orbit intersects the ecliptic). The year is associated with eclipses: these occur only when both the Sun and the Moon are near these nodes; so eclipses occur within about a month of every half eclipse year. Hence there are two eclipse seasons every eclipse year. The average duration of the eclipse year is
346.620075883 days (346 d 14 h 52 min 54 s) (at the epoch J2000.0).
This term is sometimes erroneously used for the draconic or nodal period of lunar precession, that is the period of a complete revolution of the Moon's ascending node around the ecliptic: 18.612815932 Julian years (6798.331019 days; at the epoch J2000.0).

Full moon cycle

The full moon cycle is the time for the Sun (as seen from the Earth) to complete one revolution with respect to the perigee of the Moon's orbit. This period is associated with the apparent size of the full moon, and also with the varying duration of the synodic month. The duration of one full moon cycle is:
411.78443029 days (411 days 18 hours 49 minutes 34 seconds) (at the epoch J2000.0).

Lunar year

The lunar year comprises twelve full cycles of the phases of the Moon, as seen from Earth. It has a duration of approximately 354.37 days. Muslims use this for celebrating their Eids and for marking the start of the fasting month of Ramadan. A Muslim calendar year is based on the lunar cycle. 

Vague year

The vague year, from annus vagus or wandering year, is an integral approximation to the year equaling 365 days, which wanders in relation to more exact years. Typically the vague year is divided into 12 schematic months of 30 days each plus 5 epagomenal days. The vague year was used in the calendars of Ethiopia, Ancient Egypt, Iran, Armenia and in Mesoamerica among the Aztecs and Maya. It is still used by many Zoroastrian communities.

Heliacal year

A heliacal year is the interval between the heliacal risings of a star. It differs from the sidereal year for stars away from the ecliptic due mainly to the precession of the equinoxes

Sothic year

The Sothic year is the interval between heliacal risings of the star Sirius. It is currently less than the sidereal year and its duration is very close to the Julian year of 365.25 days. 

Gaussian year

The Gaussian year is the sidereal year for a planet of negligible mass (relative to the Sun) and unperturbed by other planets that is governed by the Gaussian gravitational constant. Such a planet would be slightly closer to the Sun than Earth's mean distance. Its length is:
365.2568983 days (365 d 6 h 9 min 56 s).
 

Besselian year

The Besselian year is a tropical year that starts when the (fictitious) mean Sun reaches an ecliptic longitude of 280°. This is currently on or close to January 1. It is named after the 19th-century German astronomer and mathematician Friedrich Bessel. The following equation can be used to compute the current Besselian epoch (in years):

The TT subscript indicates that for this formula, the Julian date should use the Terrestrial Time scale, or its predecessor, ephemeris time.

Variation in the length of the year and the day

The exact length of an astronomical year changes over time.
  • The positions of the equinox and solstice points with respect to the apsides of Earth's orbit change: the equinoxes and solstices move westward relative to the stars because of precession, and the apsides move in the other direction because of the long-term effects of gravitational pull by the other planets. Since the speed of the Earth varies according to its position in its orbit as measured from its perihelion, Earth's speed when in a solstice or equinox point changes over time: if such a point moves toward perihelion, the interval between two passages decreases a little from year to year; if the point moves towards aphelion, that period increases a little from year to year. So a "tropical year" measured from one passage of the northward ("vernal") equinox to the next, differs from the one measured between passages of the southward ("autumnal") equinox. The average over the full orbit does not change because of this, so the length of the average tropical year does not change because of this second-order effect.
  • Each planet's movement is perturbed by the gravity of every other planet. This leads to short-term fluctuations in its speed, and therefore its period from year to year. Moreover, it causes long-term changes in its orbit, and therefore also long-term changes in these periods.
  • Tidal drag between the Earth and the Moon and Sun increases the length of the day and of the month (by transferring angular momentum from the rotation of the Earth to the revolution of the Moon); since the apparent mean solar day is the unit with which we measure the length of the year in civil life, the length of the year appears to decrease. The rotation rate of the Earth is also changed by factors such as post-glacial rebound and sea level rise.

Numerical value of year variation

Mean year lengths in this section are calculated for 2000, and differences in year lengths, compared to 2000, are given for past and future years. In the tables a day is 86,400 SI seconds long.

An average Gregorian year is 365.2425 days (52.1775 weeks, 8765.82 hours, 525949.2 minutes or 31556952 seconds). For this calendar, a common year is 365 days (8760 hours, 525600 minutes or 31536000 seconds), and a leap year is 366 days (8784 hours, 527040 minutes or 31622400 seconds). The 400-year cycle of the Gregorian calendar has 146097 days and hence exactly 20871 weeks. 

"Greater" astronomical years


Equinoctial cycle

The Great Year, or equinoctial cycle, corresponds to a complete revolution of the equinoxes around the ecliptic. Its length is about 25,700 years. 

Galactic year

The Galactic year is the time it takes Earth's Solar System to revolve once around the galactic center. It comprises roughly 230 million Earth years.

Seasonal year

A seasonal year is the time between successive recurrences of a seasonal event such as the flooding of a river, the migration of a species of bird, the flowering of a species of plant, the first frost, or the first scheduled game of a certain sport. All of these events can have wide variations of more than a month from year to year.

Symbols

In the International System of Quantities the symbol for the year as a unit of time is a, taken from the Latin word annus.

In English, the abbreviations "y" or "yr" are more commonly used in non-scientific literature, but also specifically in geology and paleontology, where "kyr, myr, byr" (thousands, millions, and billions of years, respectively) and similar abbreviations are used to denote intervals of time remote from the present.

Symbol

NIST SP811 and ISO 80000-3:2006 support the symbol a as the unit of time for a year. In English, the abbreviations y and yr are also used.

The Unified Code for Units of Measure disambiguates the varying symbologies of ISO 1000, ISO 2955 and ANSI X3.50 by using:
at = 365.24219 days for the mean tropical year;
aj = 365.25 days for the mean Julian year;
ag = 365.2425 days for the mean Gregorian year;
where:
a, without a qualifier = 1 aj;
and, ar for are, is a unit of area.
The International Union of Pure and Applied Chemistry (IUPAC) and the International Union of Geological Sciences have jointly recommended defining the annus, with symbol a, as the length of the tropical year in the year 2000:
a = 31556925.445 seconds (approximately 365.24219265 ephemeris days)
This differs from the above definition of 365.25 days by about 20 parts per million. The joint document says that definitions such as the Julian year "bear an inherent, pre-programmed obsolescence because of the variability of Earth’s orbital movement", but then proposes using the length of the tropical year as of 2000 AD (specified down to the millisecond), which suffers from the same problem. (The tropical year oscillates with time by more than a minute.) 

The notation has proved controversial as it conflicts with an earlier convention among geoscientists to use a specifically for years ago, and y or yr for a one-year time period.

SI prefix multipliers

For the following, there are alternative forms which elide the consecutive vowels, such as kilannus, megannus, etc. The exponents and exponential notations are typically used for calculating and in displaying calculations, and for conserving space, as in tables of data.
  • ka (for kiloannum) – a unit of time equal to one thousand, or 103, years, or 1 E3 yr, also known as a millennium in anthropology and calendar uses. The prefix multiplier "ka" is typically used in geology, paleontology, and archaeology for the Holocene and Pleistocene periods, where a non−radiocarbon dating technique: e.g. ice core dating, dendrochronology, uranium-thorium dating, or varve analysis; is used as the primary dating method for age determination. If age is determined primarily by radiocarbon dating, then the age should be expressed in either radiocarbon or calendar (calibrated) years Before Present.
  • Ma (for megaannum) – a unit of time equal to one million, or 106, years, or 1 E6 yr. The suffix "Ma" is commonly used in scientific disciplines such as geology, paleontology, and celestial mechanics to signify very long time periods into the past or future. For example, the dinosaur species Tyrannosaurus rex was abundant approximately 66 Ma (66 million years) ago. The duration term "ago" may not always be indicated: if the quantity of a duration is specified while not explicitly mentioning a duration term, one can assume that "ago" is implied; the alternative unit "mya" does include "ago" explicitly. It is also written as "million years" (ago) in works for general public use. In astronomical applications, the year used is the Julian year of precisely 365.25 days. In geology and paleontology, the year is not so precise and varies depending on the author.
  • Ga (for gigaannum) – a unit of time equal to 109 years, or one billion years. "Ga" is commonly used in scientific disciplines such as cosmology and geology to signify extremely long time periods in the past. For example, the formation of the Earth occurred approximately 4.54 Ga (4.54 billion years) ago.
  • Ta (for teraannum) – a unit of time equal to 1012 years, or one trillion years. "Ta" is an extremely long unit of time, about 70 times as long as the age of the universe. It is the same order of magnitude as the expected life span of a small red dwarf.
  • Pa (for petaannum) – a unit of time equal to 1015 years, or one quadrillion years. The half-life of the nuclide cadmium-113 is about 8 Pa. This symbol coincides with that for the pascal without a multiplier prefix, though both are infrequently used and context will normally be sufficient to distinguish time from pressure values.
  • Ea (for exaannum) – a unit of time equal to 1018 years, or one quintillion years. The half-life of tungsten-180 is 1.8 Ea.

Abbreviations yr and ya

In astronomy, geology, and paleontology, the abbreviation yr for years and ya for years ago are sometimes used, combined with prefixes for thousand, million, or billion. They are not SI units, using y to abbreviate the English "year", but following ambiguous international recommendations, use either the standard English first letters as prefixes (t, m, and b) or metric prefixes (k, M, and G) or variations on metric prefixes (k, m, g). In archaeology, dealing with more recent periods, normally expressed dates, e.g. "22,000 years ago" may be used as a more accessible equivalent of a Before Present ("BP") date.

Use of mya and bya is deprecated in modern geophysics, the recommended usage being Ma and Ga for dates Before Present, but "m.y." for the duration of epochs. This ad hoc distinction between "absolute" time and time intervals is somewhat controversial amongst members of the Geological Society of America.

Note that on graphs, using ya units on the horizontal axis time flows from right to left, which may seem counter-intuitive. If the ya units are on the vertical axis, time flows from top to bottom which is probably easier to understand than conventional notation.

Social issues in China are varied and wide-ranging, and are a combined result of the Chinese economic reforms set in place in the late 1970‘s , China's political and cultural history, and an immense population. Because of the vast number of social problems that exist in China today (not at all exclusive to the following list), China's government has faced considerable difficulty in trying to remedy the issues. Many of these issues are exposed by the Chinese media, while subjects that may contain politically sensitive issues may be censored. Some academics hold that China's fragile social balance, combined with a bubble economy makes China an extremely unstable country, while others argue China's societal trends have created a balance to sustain itself. 

Overview

According to Professor Jianrong, official statistics show the number of recorded incidents of mass unrest are "boiling ... to the point of explosion". They have risen from 8,709 in 1993 to more than 90,000 in each of 2007 through 2009. Reasons cited include an aggrieved class of dispossessed migrants and unemployed workers, a deep loss of faith in the system among many Chinese and a weakening in the traditional means of state control.

Professor of the Beijing University of Technology said corruption, state monopolies, the yawning wealth gap and the rising cost of housing, education and medical care all contribute significantly to unrest. He said land seizures and the widening wealth gap were the two top factors: Since the beginning of Deng Xiaoping's reforms in 1979, the disparity between the urban and rural populations has risen from 2.56:1 in 1978 to 3.33:1 in 2009. Urban income in 1978 was 343 yuan whilst rural income stood at 134 yuan; in 2009, the corresponding figures were 17,175 yuan and 5,153 yuan respectively. Despite the overall increase in urban income, unemployment, unpaid wages and police misconduct are sources of grievances.

Regional imbalances

Since the economic reforms in China began, income inequality has increased significantly. The Gini Coefficient, an income distribution gauge, has worsened from 0.3 back in 1986 to 0.42 in 2011. Poverty researchers recognize anything above 0.4 as potentially socially destabilizing. 

The growing wealth gap can be seen as a byproduct of China’s economic and social development policies. The adverse effects of having a widening inequity between the rich and the poor include social and political instability, discrimination in access to areas such as public health, education, pensions and unequal opportunities for the Chinese people. It is important to note that the inequality in income in China can also be seen as a rural-urban income gap especially with the widely criticized social development policy, the Hukou (household registration) System in place. Market income – mainly wages – has been the driving factor in shaping urban income inequality since the economic reforms in China while the widening rural-urban income gap is due to low salaries for employees and migrants in many companies coupled with rapidly growing profits for the management of State-owned enterprises, real estate developers and some private companies. The urban per capita net income stood at 17,175 yuan ($2,525) in 2009, in contrast to 5,153 yuan in the countryside, with the urban-to-rural income ratio being 3.33:1, according to figures from the National Bureau of Statistics.

The Hukou System has been long seen as an institutionalized source of inequality and disparity among the population and source of population control seen a deterrence factor for rural citizens to seek a higher standard of living in the cities as rural citizens will be denied access to urban housing and education for their children. It is also seen as a legacy of the dualistic economy, serving as a highly effective measure of limiting urban migration.

Employment

Employment distribution has been an important issue for the Chinese Government ever since it began initiating reforms. The previous state-led system of employment has been restructured to accommodate the market economy. Its negative effects include the massive layoffs and the cracks to the household registration system, which sent many rural Chinese to seek employment in the cities. These factors gave rise to the competitive labor force and unemployment. Employment levels differ from region to region, with stronger concentrations of unemployment in the interior.

The unemployment trend is attributed in part to the efforts of the Chinese Government to make its SOEs (State Owned Enterprises), which had a redundancy rate at an estimated 25-30% in 1999, more efficient. On the other hand, as of late 2011, the heavily industrialized coastal areas and cities are in fact experiencing an employment shortage due to the runaway growth of the economy. Guangdong province alone needs at least 1 million workers to cover the shortage. It is important to note, however, that unemployment elsewhere causes millions to leave home in the rural areas. By the end of 2009, for instance, 120 million workers, who lost their jobs due to the global economic crisis that affected China's manufacturing industry, trooped to areas such as Guangdong to find better opportunities. The government's recent response to the unemployment problem has been viewed favorably because of a shift in perspective. Today, the state approaches the issue, not as a political problem but a socio-economic problem that require socio-economic solutions.

There are also related social problems to unemployment. These include the fact that the country's social insurance system is considered within the primitive stage of development, exposing employees to further problems in cases when the government allows the companies they work for to be liquidated.

Government and law

Education

In addition, Students and Faculties in Higher Education disregard academic duty while demanding for more academic freedom due to the lack of effective regulations.

In practice

In party meetings, a motion (new policy or amendment, goal, plan or any other kind of political question) is proposed. After a period of debate, a vote is taken. If one vote clearly wins (gaining 60% or above share if two options for example) all participants (the party) are expected to follow that decision, and not continue propagandizing or otherwise working against it, aiming to act in unity. In the development of socialism in the Soviet Union and China, it was largely taken up in response to dramatic developments and violence which required faster mechanisms of making decisions. A constellation of practices surround this in order to encourage participation and debate, such as Don't Blame the Speaker.

Vladimir Lenin's conception and practice

The text What Is to Be Done? from 1902 is popularly seen as the founding text of democratic centralism. At this time, democratic centralism was generally viewed as a set of principles for the organizing of a revolutionary workers' party. However, Vladimir Lenin's model for such a party, which he repeatedly discussed as being "democratic centralist", was the German Social Democratic Party, inspired by remarks made by the social democrat Jean Baptista von Schweitzer. Lenin described democratic centralism as consisting of "freedom of discussion, unity of action".

The doctrine of democratic centralism served as one of the sources of the split between the Bolsheviks and the Mensheviks. The Mensheviks supported a looser party discipline within the Russian Social Democratic Labour Party in 1903 as did Leon Trotsky, in Our Political Tasks, although Trotsky joined ranks with the Bolsheviks in 1917.

The Sixth Party Congress of the Russian Social-Democratic Labour Party (Bolsheviks) held at Petrograd between 26 July and 3 August 1917 defined democratic centralism as follows:
  1. That all directing bodies of the Party, from top to bottom, shall be elected.
  2. That Party bodies shall give periodical accounts of their activities to their respective Party organizations.
  3. That there shall be strict Party discipline and the subordination of the minority to the majority.
  4. That all decisions of higher bodies shall be absolutely binding on lower bodies and on all Party members.
After the successful consolidation of power by the Communist Party following the October Revolution and the Russian Civil War, the Bolshevik leadership, including Lenin, instituted a ban on factions in the party as Resolution No. 12 of the 10th Party Congress in 1921. It was passed in the morning session on 16 March 1921. Supporters of Trotsky sometimes claim that this ban was intended to be temporary, but there is no language in the discussion at the 10th Party Congress suggesting such.

The Group of Democratic Centralism was a group in the Soviet Communist Party who advocated different concepts of party democracy. 

Arguments for

In On Party Unity, Lenin argued that democratic centralism prevents factionalism. He argued that factionalism leads to less friendly relations among members and that it can be exploited by enemies of the party. 

By the Brezhnev period, democratic centralism was described in the 1977 Soviet Constitution as a principle for organizing the state: "The Soviet state is organized and functions on the principle of democratic centralism, namely the electiveness of all bodies of state authority from the lowest to the highest, their accountability to the people, and the obligation of lower bodies to observe the decisions of higher ones". Democratic centralism combines central leadership with local initiative and creative activity and with the responsibility of each state body and official for the work entrusted to them. 

Soviet practice

For much of the time between the era of Joseph Stalin and the 1980s, the principle of democratic centralism meant that the Supreme Soviet, while nominally vested with great lawmaking powers, did little more than approve decisions already made at the highest levels of the Communist Party. When the Supreme Soviet was not in session, the Presidium of the Supreme Soviet performed its ordinary functions. Nominally, if such decrees were not ratified by the full Supreme Soviet, they were considered revoked. However, ratification was usually a mere formality, though occasionally even this formality was not observed. Thus, decisions made by the Party's top leaders de facto had the force of law. 

The democratic centralist principle extended to elections in the Soviet Union. All Communist countries were—either de jure or de factoone-party states. In most cases, the voters were presented with a single list of unopposed candidates, which usually won 90 percent or more of the vote. In some countries, those who voted against the lone candidate on the ballot could face serious reprisals.

China

Democratic centralism is also stated in Article 3 of the present Constitution of the People's Republic of China:
Article 3. The state organs of the People's Republic of China apply the principle of democratic centralism. The National People's Congress and the local people's congresses at different levels are instituted through democratic election. They are responsible to the people and subject to their supervision. All administrative, judicial and procuratorial organs of the state are created by the people's congresses to which they are responsible and under whose supervision they operate. The division of functions and powers between the central and local state organs is guided by the principle of giving full play to the initiative and enthusiasm of the local authorities under the unified leadership of the central authorities.
This idea is translated into the supremacy of the National People's Congress, which represents China's citizens and exercises legislative authority on their behalf. Other powers, including the power to appoint the head of state and head of government, are also vested in this body.

The Harmonious Society (Chinese: 和谐社会; pinyin: héxié shèhuì) has been a socioeconomic vision in China

The concept of social harmony dates back to ancient China, to the time of Confucius. As a result, the philosophy has also been characterized as a form of New Confucianism. In modern times, it developed into a key feature of General Secretary Hu Jintao's signature ideology of the Scientific Development Concept developed in the mid-2000s, being re-introduced by the Hu–Wen Administration during the 2005 National People's Congress

The philosophy is recognized as a response to the increasing social injustice and inequality emerging in mainland Chinese society as a result of unchecked economic growth, which has led to social conflict. The governing philosophy was therefore shifted around economic growth to overall societal balance and harmony. Along with a moderately prosperous society, it was set to be one of the national goals for the ruling vanguard Communist Party.

The promotion of the "Harmonious Society" demonstrated that Hu Jintao's ruling philosophy had departed from that of his predecessors. Near the end of his tenure in 2011, Hu appeared to extend the ideology to an international dimension, with a focus on the international peace and cooperation, which is said to lead to a "harmonious world" whereas the administration of Hu's successor, Xi Jinping, has used the philosophy more sparingly, likely in favor of emphasizing his vision of the Chinese Dream

History

The concept of harmony in Chinese culture comes from music. During the Eastern Zhou Dynasty, discussion of music flourished under Confucius and the school of thoughts he created, Confucianism. Confucianism played a key part in the formulation of the earliest form of Chinese music, Qin. 

Qin music illustrates the concept of harmony through its techniques such as the level of pressure and the speed of tempo, which symbolize Yin and Yang and the different temperature in the four seasons. The moderate unison of sounds maintains the perfect order and managing these opposing elements into a moderate piece of musical work is considered the best sound. Furthermore, one of the most influential works by Ru Jia (otherwise known as Book of Music), reads, "When the early rulers formed the li [rituals] and yue [music] their purpose was not to satisfy the mouth, stomach, ear and eye, but rather to teach the people to moderate their likes and hates, and bring them back to the correct direction in life."

Music, under Confucian concepts, has the power to transform people to become more civilized and the goal of music is to create balance within individuals, nature and society. Leading people "back to the correct direction in life" not only signifies the guiding role of music, but also emphasizes on the power of the rulers, "The correct 'mood' was set by the chief of state, the emperor, the son of Heaven." The power of the rulers reflects a fundamental theme in Chinese civilization. The State, or the ruling government, has the special role of taking care of the people; however, what distinguishes the Chinese ruling government from other ruling governments is the respectful attitude of the citizens, who regard the government as part of their family. In fact, the ruling government is "the head of the family, the patriarch." Therefore, the Chinese look to the government for guidance as if they are listening to their father who, according to Chinese tradition, enjoys high reverence from the rest of the family. 

Furthermore, "still another tradition that supports state control of music is the Chinese expectation of a verbal 'message.'" A "verbal message" is the underlying meaning behind people's words. In order to get to the "verbal message," one needs to read into words and ask oneself what the desired or expected response would be. The Chinese tradition of reading into words makes it easier for the government, or "the father," who possesses more attention and respect, to pass down its wishes through songs. 

Political context

The "Socialist Harmonious Society" concept represents a new direction of Chinese communist leadership that signified the transition between Jiang Zemin and Hu Jintao. Although on the surface, "socialist harmonious society" seems benign, many scholars believe that General Secretary Hu has a vision for a deeper reform of the political system in China. In addition, the idea of scientific development stresses on scientific discovery and technological advance, engines for sustainable growth in the long run. Sustainable growth is a concept in macroeconomics that signifies GDP at potential (i.e. all that is produced is being consumed and there is no cyclical unemployment) for years to come.

In addition, the Socialist Harmonious Society concept was a response to the problem of social inequality/ wealth gap, which if not dealt with immediately, could lead to social unrest and even turmoil. A key reason contributing to a widening wealth gap was social injustice, which features collusion between entrepreneurs and officials. Through collusion, entrepreneurs were able to buy land from farmers and then sell it at high prices. Furthermore, with the protection of local officials, private coal mine owners ignored safety regulations to cut production costs. As a result, thousands of miners are killed in accidents.

Since the Tiananmen Square protests of 1989, the leadership has been extremely sensitive about maintaining stability. General Secretary Hu's focus on stability and openness is the central model addressed in the book The J Curve: A New Way to Understand Why Nations Rise and Fall by Ian Bremmer. According to Bremmer, the Chinese government is trying carefully to avoid instability by jumping from a controlled social environment on one end to complete openness on the other. The "J Curve" model is applicable to the political development of most nations and presents a choice between stability and openness. The concept of "Socialist Harmonious Society" is said to include both elements of the model. Hence, Hu's "socialist harmonious society" has an underlying message of establishing political reform as well as safeguarding social justice and equality.

New interpretation

Hu Jintao visited the US in early 2011, two years before he stepped down as the General Secretary of the Communist Party (the paramount leader). One of the key messages of his visit was the idea of peace and cooperation: "China and the United States have major influence in international affairs and shoulder important responsibilities in upholding world peace and promoting common development." In addition to attending state dinners, President Hu visited the US China Business Council, a Chinese-owned auto parts plant in Ohio, and Walter Payton College Preparatory High School in Chicago/Confucius Institute of Chicago. When asked about the differences between the US and China at Walter Payton Prep, Hu Jintao responded, "China and the US have different histories, culture, social systems and levels of development, but their peoples are peace-loving and in pursuit of growth. I hope that the friendship between our two nations will last forever."

With few agendas at hand before his retirement, Hu Jintao brought to America a concept of harmony that is based on peace, cooperation and "soft power" exchanges. Soft power is a concept developed by Joseph Nye to describe the ability to attract and cooperate rather than using coercion, force or money as a means of persuasion. The means of persuasion by using force or money, on the other hand, is called hard power. Nye, as a past Assistant Secretary of Defense for International Security Affairs in the Clinton Administration, stresses on the combination of soft power and hard power, which he calls smart power. Nye believes that the using of smart power in today's dynamic international relations will be highly effective. Now looking back at President Hu's visit to US and linking it with the multidimensional rise of Chinese influence on the international stage, one can discover the subtle similarity between Chinese and American foreign policies.

In addition to the utilization of smart power, the Chinese leader also understands the concept of "Shadow of the Future": At the high school, Hu Jintao told the students, "The young are the future of a nation and the hopes of the world. The prospects of China-US relations are in the hands of the young people of the two countries." "Shadow of the Future" is a concept in Joseph Nye's book, Understanding Global Conflict and Cooperation: An Introduction to Theory and History. The key to Shadow of the Future is to lengthen the period of peace and cooperation and to reduce fear of power conflicts. One of the paramount reasons that contributes to the Peloponnesian War, according to Thucydides, is "the growth of Athenian power and the fear which this caused in Sparta." Hu's perspective claims to try to reduce the deadly psychological feeling in the nature of humans as well as nations.

On the other hand, the American foreign policy goes beyond the message of peace, understanding and cooperation. As the world's superpower, the United States has a tough stance on the rise of China. The appropriateness of such a tough stance, nevertheless, is debatable given the political environment at the time of American elections. During Hu's visit, President Barack Obama assured China that the US is reasserting its influence in East Asia and in the Pacific Ocean. Indeed, the US has increased its military and political presence in the Pacific through its military deployment in Australia and its diplomatic/military pressure on the sovereignty disputes in the South China Sea in early 2012.

The administration of Hu's successor, Xi Jinping, has used the phrase more sparingly. It was mentioned only once in the resolutions passed by the 3rd Plenary Session of the 18th Central Committee. 

Criticism and satire

While initially the public's reaction to the idea was positive, over the years "Harmonious Society" has emerged as a euphemism for "stability at all costs," and has garnered its share of critics. The government often uses "Harmonious Society" to justify the suppression of dissent and the tight control on information in China. Some social commentators have pointed out the irony that in building a "harmonious society" the country has become less just, less equal, and less fair. Meanwhile, some of Hu's critics say that application of the "Socialist Harmonious Society" concept has resulted in anything but itself. China scholar Cheng Li said that Hu's failure in implementing the Socialist Harmonious Society program has been his "gravest pitfall" during his tenure. Critics cite the increased wealth gap, higher internal security budgets, and unprecedented corruption in state-owned industries as evidence that Socialist Harmonious Society has failed in practice.

The term "River crab" (Chinese: 河蟹; pinyin: héxiè) has been adopted as internet slang in Mainland China in reference to Internet censorship. The word river crab sounds similar to the word "harmonious" in Mandarin Chinese. In addition, the word "harmonious" can itself also be the placeholder verb for "to censor", most often referring to posts on a forum that have been deleted because of unacceptable content, or the censorship of stories reporting sensitive issues in the press. Something that has been censored in this manner is often referred to as having been "harmonized" (被和谐了).
