E-government

E-government (short for electronic government) is the use of technological communications devices, such as computers and the Internet, to provide public services to citizens and other persons in a country or region. E-government offers new opportunities for more direct and convenient citizen access to government, and for government provision of services directly to citizens.

The term consists of the digital interactions between a citizen and their government (C2G), between governments and other government agencies (G2G), between government and citizens (G2C), between government and employees (G2E), and between government and businesses/commerces (G2B). E-government delivery models can be broken down into the following categories: This interaction consists of citizens communicating with all levels of government (city, state/province, national, and international), facilitating citizen involvement in governance using information and communication technology (ICT) (such as computers and websites) and business process re-engineering (BPR). Brabham and Guth (2017) interviewed the third party designers of e-government tools in North America about the ideals of user interaction that they build into their technologies, which include progressive values, ubiquitous participation, geolocation, and education of the public.

Other definitions stray from the idea that technology is an object and defines e-government simply as facilitators or instruments and focus on specific changes in Public Administration issues. The internal transformation of a government is the definition that established the specialist technologist Mauro D. Ríos. In his paper "In Search of a Definition of Electronic Government", he says: "Digital government is a new way of organization and management of public affairs, introducing positive transformational processes in management and the structure itself of the organization chart, adding value to the procedures and services provided, all through the introduction and continued appropriation of information and communication technologies as a facilitator of these transformations."

Terminology

E-government is also known as e-gov, electronic government, Internet governance, digital government, online government, connected government. As of 2014 the OECD still uses the term digital government, and distinguishes it from e-government in the recommendation produced there for the Network on E-Government of the Public Governance Committee. Several governments have started to use the term digital government to a wide range of services involving contemporary technology, such as big data, automation or predictive analytics.

E-gov strategies (or digital government) is defined as "The employment of the Internet and the world-wide-web for delivering government information and services to the citizens." (United Nations, 2006; AOEMA, 2005). Electronic government (or e-government) essentially refers to "utilization of Information Technology (IT), Information and Communication Technologies (ICT s), and other web-based telecommunication technologies to improve and/or enhance on the efficiency and effectiveness of service delivery in the public sector". E-government promotes and improves broad stakeholders contribution to national and community development, as well as deepen the governance process.

In electronic government systems, government operations are supported by web-based services. It involves the use of information technology, specifically the Internet, to facilitate the communication between the government and its citizens.

Transformational government

Transformational government or also transformational e-government is the use of computer-based information and communications technologies (ICT) to change the way governments work. The term is commonly used to describe a government reform strategy which attempts to radically change the way people understand government, especially those working within government. For example, it is often associated with a whole-of-government viewpoint, which tries to foster cross-department collaboration and provide one-stop-shop convenience in the delivery of services to citizens.

The term transformational government is usually used aspirationally, as denoting the highest level of what e-government can achieve:

  1. presence, where ICT, and usually websites, are used to provide information;
  2. interaction, where government interacts with citizens, and departments interact with each other, online especially by email;
  3. transaction, where such things as paying taxes or licenses are carried out online;
  4. transformation, which involves a reinvention of government functions and how they operate. In relation to developing countries, it is often associated with hopes of reducing corruption, and in relation to developed countries, with attempts to increase the involvement of the private and voluntary sectors in government activity.

Government 2.0

Government 2.0 or Gov 2.0 refers to government policies that aim to harness collaborative technologies and interactive Internet tools to create an open-source computing platform in which government, citizens, and innovative companies can improve transparency and efficiency. Put simply, Gov 2.0 is about "putting government in the hands of citizens". Gov 2.0 combines interactive Web 2.0 fundamentals with e-government and increases citizen participation by using open-source platforms, which allow development of innovative apps, websites, and widgets. The government's role is to provide open data, web services, and platforms as an infrastructure.

E-governance

E-government should enable anyone visiting a city website to communicate and interact with city employees via the Internet with graphical user interfaces (GUI), instant-messaging (IM), learn about government issues through audio/video presentations, and in any way more sophisticated than a simple email letter to the address provided at the site"

The essence of e-governance is "The enhanced value for stakeholders through transformation" and "the use of technology to enhance the access to and delivery of government services to benefit citizens, business partners and employees". The focus should be on:

  • The use of information and communication technologies, and particularly the Internet, as a tool to achieve better government.
  • The use of information and communication technologies in all facets of the operations of a government organization.
  • The continuous optimization of service delivery, constituency participation, and governance by transforming internal and external relationships through technology, the Internet and new media.

Whilst e-government has traditionally been understood as being centered around the operations of government, e-governance is understood to extend the scope by including citizen engagement and participation in governance. As such, following in line with the OECD definition of e-government, e-governance can be defined as the use of ICTs as a tool to achieve better governance.

Non-internet e-government

While e-government is often thought of as "online government" or "Internet-based government," many non-Internet "electronic government" technologies can be used in this context. Some non-Internet forms include telephone, fax, PDA, SMS text messaging, MMS, wireless networks and services, Bluetooth, CCTV, tracking systems, RFID, biometric identification, road traffic management and regulatory enforcement, identity cards, smart cards and other near field communication applications; polling station technology (where non-online e-voting is being considered), TV and radio-based delivery of government services (e.g., CSMW), email, online community facilities, newsgroups and electronic mailing lists, online chat, and instant messaging technologies.

History

During the last two decades, governments around the world have invested in ICT with the aim of increasing the quality and decreasing the cost of public services. But over that time, as even the least developed countries have moved to websites, e-services and e-government strategies, it has become increasingly clear that e-government has not delivered all the benefits that were hoped for it. One study found that 35% of e-government projects in developing countries resulted in total failures; and that 50% were partial failures.

In reaction to these poor outcomes, there has been a shift of perspective to transformational government, aiming beyond purely technical aspects of better enabling e-government processes towards addressing the cultural and organisational barriers which have hindered public service benefits realisation. Researchers have defined the rationale for transformational government as "the exploitation of e-government such that benefits can be realized".

In 2010 the Organization for the Advancement of Structured Information Standards (OASIS) published a report which identified a wide range of common pitfalls which have hampered many governments in achieving significant impacts through their technology investments. However, OASIS also noted that:

"… an increasing number [of governments] are now getting to grips with the much broader and complex set of cultural and organizational changes which are needed for ICT to deliver significant benefits to the public sector. This new approach is generally referred to as Transformational Government."

OASIS cites the UK and Australia as two of the leaders in this area:

"Transformational Government…. encompasses a new "virtual" business layer within government which allows an integrated, government-wide, citizen-focused service to be presented to citizens across all channels, but at no extra cost and without having to restructure government to do so. Two very good examples of this new approach are South Australia’s "Ask Just Once" portal and the UK Government’s DirectGov portal, and the approach is explained in very good detail in the CS Transform’s white paper entitled "Citizen Service Transformation – a manifesto for change in the delivery of public services".

UN e-Government Development Index

The Division of a Public Administration and Development Management (DPAPM) of the United Nations Department of Economic and Social Affairs (UN-DESA) conducts a bi-annual e-government survey which includes a section titled e-Government Development Index (EGDI). It is a comparative ranking of 193 countries of the world according to three primary indicators: i) the OSI - Online Service Index that measures the online presence of the government in terms of service delivery; ii) the TII - Telecommunication Infrastructure Index iii) HCI -Human Capital Index. Constructing a model for the measurement of digitized services, the Survey assesses the 193 member states of the UN according to a quantitative composite index of e-government readiness based on website assessment; telecommunication infrastructure and human resource endowment.

A diverse group of 100 researchers online volunteers from across the globe engaged with the United Nations Department of Economic Affairs (UN DESA) to process 386 research surveys carried out across 193 UN Member States for the 2016 UN E-Government Survey. The diversity of nationalities and languages of the online volunteers—more than 65 languages, 15 nationalities, of which half are from developing countries—mirrors perfectly the mission of the survey.

The survey has been criticized not including an index of digital inclusion levels.

Delivery models and activities of e-government

The primary delivery models of e-government can be divided into:

Within each of these interaction domains, four kinds of activities take place:

  • pushing information over the Internet, e.g.: regulatory services, general holidays, public hearing schedules, issue briefs, notifications, etc.
  • two-way communications between the agency and the citizen, a business, or another government agency. In this model, users can engage in dialogue with agencies and post problems, comments, or requests to the agency.
  • conducting transactions, e.g.: lodging tax returns, applying for services and grants.
  • governance, e.g.: To enable the citizen transition from passive information access to active citizen participation by:
  1. Informing the citizen
  2. Representing the citizen
  3. Encouraging the citizen to vote
  4. Consulting the citizen
  5. Involving the citizen

Disadvantages

The main disadvantages concerning e-government are the lack of equality in public access to computers and the internet (the "digital divide", a reference to the fact that people who have low incomes, who are homeless and/or who live in remote regions may have little or no access to the Internet), reliability of information on the web, and issues that could influence and bias public opinions. There are many considerations and potential implications of implementing and designing e-government, including disintermediation of the government and its citizens, impacts on economic, social, and political factors, vulnerability to cyber attacks, and disturbances to the status quo in these areas.

The political nature of public sector forms are also cited as disadvantages to e-government systems.

Trust

Trust in e-governance is very highly dependent on its performance and execution, which can be measured through the effectiveness of current actions. This is much riskier and prone to fluctuation than a system of trust that is based on reputation because performance does not consider past actions.

Development

Because E-government is in the early stages of development in many countries and jurisdictions, it is hard to be applied to forms of government that have been institutionalized. Age-old bureaucratic practices being delivered in new mediums or using new technologies can lead to problems of miscommunication

Hyper-surveillance

Increased electronic contact and data exchange between government and its citizens goes both ways. Once e-government technologies become more sophisticated, citizens will be likely be encouraged to interact electronically with the government for more transactions, as e-services are much less costly than brick and mortar service offices (physical buildings) staffed by civil servants. This could potentially lead to a decrease in privacy for civilians as the government obtains more and more information about their activities. Without safeguards, government agencies might share information on citizens. In a worst-case scenario, with so much information being passed electronically between government and civilians, a totalitarian-like system could develop. When the government has easy access to countless information on its citizens, personal privacy is lost.

Cost

Although "a prodigious amount of money has been spent" on the development and implementation of e-government, some say it has yielded only a mediocre result. The outcomes and effects of trial Internet-based government services are often difficult to gauge or users seem them unsatisfactory. According to Gartner, Worldwide IT spending is estimated to total $3.6 trillion in 2011 which is 5.1% increase from the year 2010 ($3.4 trillion).

Inaccessibility

An e-government website that provides government services often does not offer the "potential to reach many users including those who live in remote areas [without Internet access], are homebound, have low literacy levels, exist on poverty line incomes." Homeless people, people in poverty and elderly people may not have access.

False sense of transparency and accountability

Opponents of e-government argue that online governmental transparency is dubious because it is maintained by the governments themselves. Information can be added or removed from the public eye. To this day, very few organizations monitor and provide accountability for these modifications. Those that do so, like the United States’ OMBWatch and Government Accountability Project, are often nonprofit volunteers. Even the governments themselves do not always keep track of the information they insert and delete.

Advantages

The ultimate goal of the e-government is to be able to offer an increased portfolio of public services to citizens in an efficient and cost-effective manner. E-government allows for government transparency. Government transparency is important because it allows the public to be informed about what the government is working on as well as the policies they are trying to implement.

Simple tasks may be easier to perform through electronic government access. Many changes, such as marital status or address changes can be a long process and take a lot of paperwork for citizens. E-government allows these tasks to be performed efficiently with more convenience to individuals.

E-government is an easy way for the public to be more involved in political campaigns. It could increase voter awareness, which could lead to an increase in citizen participation in elections.

It is convenient and cost-effective for businesses, and the public benefits by getting easy access to the most current information available without having to spend time, energy and money to get it.

E-government helps simplify processes and makes government information more easily accessible for public sector agencies and citizens. For example, the Indiana Bureau of Motor Vehicles simplified the process of certifying driver records to be admitted in county court proceedings. Indiana became the first state to allow government records to be digitally signed, legally certified and delivered electronically by using Electronic Postmark technology. In addition to its simplicity, e-democracy services can reduce costs. Alabama Department of Conservation & Natural Resources, Wal-Mart and NIC developed an online hunting and fishing license service utilizing an existing computer to automate the licensing process. More than 140,000 licenses were purchased at Wal-Mart stores during the first hunting season and the agency estimates it will save $200,000 annually from service.

The anticipated benefits of e-government include efficiency, improved services, better accessibility of public services, sustainable community development and more transparency and accountability.

Democratization

One goal of some e-government initiatives is greater citizen participation. Through the Internet's Web 2.0 interactive features, people from all over the country can provide input to politicians or public servants and make their voices heard. Blogging and interactive surveys allow politicians or public servants to see the views of the people on any issue. Chat rooms can place citizens in real-time contact with elected officials or their office staff or provide them with the means to interact directly with public servants, allowing voters to have a direct impact and influence in their government. These technologies can create a more transparent government, allowing voters to immediately see how and why their representatives in the capital are voting the way they are. This helps voters decide whom to vote for in the future or how to help the public servants become more productive.

A government could theoretically move more towards a true democracy with the proper application of e-government. Government transparency will give insight to the public on how decisions are made and hold elected officials or public servants accountable for their actions. The public could become a direct and prominent influence in government legislature to some degree.

Environmental bonuses

Proponents of e-government argue that online government services would lessen the need for hard copy paper forms. Due to recent pressures from environmentalist groups, the media, and the public, some governments and organizations have turned to the Internet to reduce paper use. The United States government utilizes the website http://www.forms.gov to provide "internal government forms for federal employees" and thus "produce significant savings in paper. As well, if citizens can apply for government services or permits online, they may not need to drive into a government office, which could lead to less air pollution from gas and diesel-fuelled vehicles.

Speed, efficiency, and convenience

E-government allows citizens to interact with computers to achieve objectives at any time and any location and eliminates the necessity for physical travel to government agents sitting behind desks and windows. Many e-government services are available to citizens with computers and Internet access 24 hours a day and seven days a week, in contrast to brick and mortar government offices, which tend to be only open during business hours (notable exceptions are police stations and hospitals, which are usually open 24 hours a day so that staff can deal with emergencies).

Improved accounting and record keeping can be noted through computerization, and information and forms can be easily accessed by citizens with computers and Internet access, which may enable quicker processing time for applications and find information. On the administrative side, access to help find or retrieve files and linked information can now be stored in electronic databases versus hard copies (paper copies) stored in various locations. Individuals with disabilities or conditions that affect their mobility no longer have to be mobile to be active in government and can access public services in the comfort of their own homes (as long as they have a computer and Internet and any accessibility equipment they may need).

Public approval

Recent trials of e-government have been met with acceptance and eagerness from the public. Citizens participate in online discussions of political issues with increasing frequency, and young people, who traditionally display minimal interest in government affairs, are drawn to electronic voting procedures.

Although Internet-based governmental programs have been criticized for lack of reliable privacy policies, studies have shown that people value prosecution of offenders over personal confidentiality. Ninety percent of United States adults approve of Internet tracking systems of criminals, and 57% are willing to forgo some of their personal internet privacy if it leads to the prosecution of criminals or terrorists.

Technology-specific e-government

There are also some technology-specific sub-categories of e-government, such as m-government (mobile government), ubiquitous government), and g-government (GIS/GPS applications for e-government).

The previous concern about developments in E-government concerning technology are due to the limited use of online platforms for political reasons by citizens in local political participations.

The primary delivery models of e-government are classified depending on who benefits. In the development of the public sector or private sector portals and platforms, a system is created that benefits all constituents. Citizens needing to renew their vehicle registration have a convenient way to accomplish it while already engaged in meeting the regulatory inspection requirement. On behalf of a government partner, the business provides what has traditionally, and solely, managed by the government and can use this service to generate profit or attract new customers. Government agencies are relieved of the cost and complexity of having to process the transactions.

To develop these public sector portals or platforms, governments have the choice to internally develop and manage, outsource, or sign a self-funding contract. The self-funding model creates portals that pay for themselves through convenience fees for certain e-government transactions, known as self-funding portals.

Social Media Usage

Social networking services and websites are an emerging area for e-democracy. The social networking entry point is within the citizens’ environment and the engagement is on the citizens’ terms. Proponents of e-government perceive the government's use of social networking as a medium to help the government act more like the public it serves. Examples can be found at almost every state government portal through Facebook, Twitter, and YouTube widgets.

Government and its agents also have the opportunity to follow citizens to monitor satisfaction with services they receive. Through ListServs, RSS feeds, mobile messaging, micro-blogging services and blogs, government and its agencies can share information to citizens who share common interests and concerns. Government is also beginning to Twitter. In the state of Rhode Island, Treasurer Frank T. Caprio is offering daily tweets of the state's cash flow. E-Signature

Several local governments in the United States have allowed online e-signatures for candidate nominating petitions and signature requirements for ballot initiatives. In 2012 Arizona launched a prototype system called E-qual, which allowed statewide candidates running for office to collect signatures online and share the link on other forms on social media. E-qual was expanded in 2016 to cover candidates in local elections within the state, but it was not used at the local level before the 2020 state election. The city of Boulder, Colorado has implemented a similar system in 2020 to collect signatures for city ballot questions.

In the case of its broad associative definition, government normally consists of legislature, executive, and judiciary. Government is a means by which organizational policies are enforced, as well as a mechanism for determining policy. Each government has a kind of constitution, a statement of its governing principles and philosophy.

While all types of organizations have governance, the term government is often used more specifically, to refer to the approximately 200 independent national governments and subsidiary organizations.

Historically prevalent forms of government include monarchy, aristocracy, timocracy, oligarchy, democracy, theocracy and tyranny. The main aspect of any philosophy of government is how political power is obtained, with the two main forms being electoral contest and hereditary succession.

Definitions and etymology

A government is the system to govern a state or community.

The word government derives, ultimately, from the Greek verb κυβερνάω [kubernáo] (meaning to steer with gubernaculum (rudder), the metaphorical sense being attested in Plato's Ship of State).

The Columbia Encyclopedia defines government as "a system of social control under which the right to make laws, and the right to enforce them, is vested in a particular group in society".

While all types of organizations have governance, the word government is often used more specifically to refer to the approximately 200 independent national governments on Earth, as well as their subsidiary organizations.

Finally, government is also sometimes used in English as a synonym for governance.

History

The moment and place that the phenomenon of human government developed is lost in time; however, history does record the formations of early governments. About 5,000 years ago, the first small city-states appeared. By the third to second millenniums BC, some of these had developed into larger governed areas: Sumer, Ancient Egypt, the Indus Valley Civilization, and the Yellow River Civilization.

The development of agriculture and water control projects were a catalyst for the development of governments. On occasion a chief of a tribe was elected by various rituals or tests of strength to govern his tribe, sometimes with a group of elder tribesmen as a council. The human ability to precisely communicate abstract, learned information allowed humans to become ever more effective at agriculture, and that allowed for ever increasing population densities. David Christian explains how this resulted in states with laws and governments.

As farming populations gathered in larger and denser communities, interactions between different groups increased and the social pressure rose until, in a striking parallel with star formation, new structures suddenly appeared, together with a new level of complexity. Like stars, cities and states reorganize and energize the smaller objects within their gravitational field.

Starting at the end of the 17th century, the prevalence of republican forms of government grew. The Glorious Revolution in England, the American Revolution, and the French Revolution contributed to the growth of representative forms of government. The Soviet Union was the first large country to have a Communist government. Since the fall of the Berlin Wall, liberal democracy has become an even more prevalent form of government.

In the nineteenth and twentieth century, there was a significant increase in the size and scale of government at the national level. This included the regulation of corporations and the development of the welfare state.

Political science

Classification

In political science, it has long been a goal to create a typology or taxonomy of polities, as typologies of political systems are not obvious. It is especially important in the political science fields of comparative politics and international relations. Like all categories discerned within forms of government, the boundaries of government classifications are either fluid or ill-defined.

Superficially, all governments have an official or ideal form. The United States is a constitutional republic, while the former Soviet Union was a socialist republic. However self-identification is not objective, and as Kopstein and Lichbach argue, defining regimes can be tricky. For example, Voltaire argued that "the Holy Roman Empire is neither Holy, nor Roman, nor an Empire".

Identifying a form of government is also difficult because many political systems originate as socio-economic movements and are then carried into governments by parties naming themselves after those movements; all with competing political-ideologies. Experience with those movements in power, and the strong ties they may have to particular forms of government, can cause them to be considered as forms of government in themselves.

Other complications include general non-consensus or deliberate "distortion or bias" of reasonable technical definitions to political ideologies and associated forms of governing, due to the nature of politics in the modern era. For example: The meaning of "conservatism" in the United States has little in common with the way the word's definition is used elsewhere. As Ribuffo notes, "what Americans now call conservatism much of the world calls liberalism or neoliberalism"; a "conservative" in Finland would be labeled a "socialist" in the United States. Since the 1950s conservatism in the United States has been chiefly associated with the Republican Party. However, during the era of segregation many Southern Democrats were conservatives, and they played a key role in the Conservative Coalition that controlled Congress from 1937 to 1963.

Social-political ambiguity

Opinions vary by individuals concerning the types and properties of governments that exist. "Shades of gray" are commonplace in any government and its corresponding classification. Even the most liberal democracies limit rival political activity to one extent or another while the most tyrannical dictatorships must organize a broad base of support thereby creating difficulties for "pigeonholing" governments into narrow categories. Examples include the claims of the United States as being a plutocracy rather than a democracy since some American voters believe elections are being manipulated by wealthy Super PACs.

Dialectical forms

The Classical Greek philosopher Plato discusses five types of regimes: aristocracy, timocracy, oligarchy, democracy and tyranny. Plato also assigns a man to each of these regimes to illustrate what they stand for. The tyrannical man would represent tyranny for example. These five regimes progressively degenerate starting with aristocracy at the top and tyranny at the bottom.

Forms

One method of classifying governments is through which people have the authority to rule. This can either be one person (an autocracy, such as monarchy), a select group of people (an aristocracy), or the people as a whole (a democracy, such as a republic).

Thomas Hobbes stated on their classification:

The difference of Commonwealths consisteth in the difference of the sovereign, or the person representative of all and every one of the multitude. And because the sovereignty is either in one man, or in an assembly of more than one; and into that assembly either every man hath right to enter, or not every one, but certain men distinguished from the rest; it is manifest there can be but three kinds of Commonwealth. For the representative must needs be one man, or more; and if more, then it is the assembly of all, or but of a part. When the representative is one man, then is the Commonwealth a monarchy; when an assembly of all that will come together, then it is a democracy, or popular Commonwealth; when an assembly of a part only, then it is called an aristocracy. Other kind of Commonwealth there can be none: for either one, or more, or all, must have the sovereign power (which I have shown to be indivisible) entire.

Autocracy

An autocracy is a system of government in which supreme power is concentrated in the hands of one person, whose decisions are subject to neither external legal restraints nor regularized mechanisms of popular control (except perhaps for the implicit threat of a coup d'état or mass insurrection).

Aristocracy

Aristocracy (Greek ἀριστοκρατία aristokratía, from ἄριστος aristos "excellent", and κράτος kratos "power") is a form of government that places power in the hands of a small, privileged ruling class.

Many monarchies were aristocracies, although in modern constitutional monarchies the monarch himself or herself has little real power. The term aristocracy could also refer to the non-peasant, non-servant, and non-city classes in the feudal system.

Democracy

Democracy is a system of government where the citizens exercise power by voting. In a direct democracy, the citizens as a whole form a governing body and vote directly on each issue. In a representative democracy the citizens elect representatives from among themselves. These representatives meet to form a governing body, such as a legislature. In a constitutional democracy the powers of the majority are exercised within the framework of a representative democracy, but the constitution limits the majority and protects the minority, usually through the enjoyment by all of certain individual rights, e.g. freedom of speech, or freedom of association.

Republics

A republic is a form of government in which the country is considered a "public matter" (Latin: res publica), not the private concern or property of the rulers, and where offices of states are subsequently directly or indirectly elected or appointed rather than inherited. The people, or some significant portion of them, have supreme control over the government and where offices of state are elected or chosen by elected people. A common simplified definition of a republic is a government where the head of state is not a monarch. Montesquieu included both democracies, where all the people have a share in rule, and aristocracies or oligarchies, where only some of the people rule, as republican forms of government.

Other terms used to describe different republics include democratic republic, parliamentary republic, semi-presidential republic, presidential republic, federal republic, and Islamic republic.

Federalism

Federalism is a political concept in which a group of members are bound together by covenant with a governing representative head. The term "federalism" is also used to describe a system of government in which sovereignty is constitutionally divided between a central governing authority and constituent political units, variously called states, provinces or otherwise. Federalism is a system based upon democratic principles and institutions in which the power to govern is shared between national and provincial/state governments, creating what is often called a federation. Proponents are often called federalists.

Economic systems

Historically, most political systems originated as socioeconomic ideologies. Experience with those movements in power and the strong ties they may have to particular forms of government can cause them to be considered as forms of government in themselves.

Capitalism A social-economic system in which the means of production (machines, tools, factories, etc.) are under private ownership and their use is for profit.
Communism A social-economic system in which means of production are commonly owned (either by the people directly, through the commune or by communist society), and production is undertaken for use, rather than for profit. Typically, communist societies use a planned economy to direct the production and distribution of goods and services.
Distributism A social-economic system in which widespread property ownership as fundamental right; the means of production are spread as widely as possible rather than being centralized under the control of the state (state socialism), a few individuals (plutocracy), or corporations (corporatocracy). Distributism fundamentally opposes socialism and capitalism, which distributists view as equally flawed and exploitative. In contrast, distributism seeks to subordinate economic activity to human life as a whole, to our spiritual life, our intellectual life, our family life".
Feudalism A social-economic system of land ownership and duties. Under feudalism, all the land in a kingdom was the king's. However, the king would give some of the land to the lords or nobles who fought for him. These presents of land were called manors. Then the nobles gave some of their land to vassals. The vassals then had to do duties for the nobles. The lands of vassals were called fiefs.
Socialism A social-economic system in which workers, democratically and socially own the means of production and the economic framework may be decentralized, distributed or centralized planned or self-managed in autonomous economic units. Public services would be commonly, collectively, or state owned, such as healthcare and education.
Statism A social-economic system that concentrates power in the state at the expense of individual freedom. Among other variants, the term subsumes theocracy, absolute monarchy, Nazism, fascism, authoritarian socialism, and plain, unadorned dictatorship. Such variants differ on matters of form, tactics and ideology.
Welfare state A social-economic system in which the state plays a key role in the protection and promotion of the economic and social well-being of its citizens. It is based on the principles of equality of opportunity, equitable distribution of wealth, and public responsibility for those unable to avail themselves of the minimal provisions for a good life.

Freedom of education

Freedom of education is the right for parents to have their children educated in accordance with their religious and other views, allowing groups to be able to educate children without being impeded by the nation state.

Freedom of education is a constitutional (legal) concept that has been included in the European Convention on Human Rights, Protocol 1, Article 2, International Covenant on Economic, Social and Cultural Rights Article 13 and several national constitutions, e.g. the Belgian constitution (former article 17, now article 24) and the Dutch constitution (article 23).

Europe

The European forum for freedom in education was formed in 1989 and has 69 members across 13 countries. Their official demands include a need for autonomy to students and teachers. It also establishes the importance of diversity in education, to allow parents the choice of sending their child to a school that aligns with their views.

The Netherlands

In the Netherlands, a political battle raged throughout the nineteenth century over the issue of the state monopoly on tuition-free education. It was opposed under the banner of "Freedom of Education" and the Separation of Church and State. The Dutch called it "De Schoolstrijd" (The Battle of the Schools). The Dutch solution was the separation of school and state by funding all schools equally, both public and private from 1917. The freedom of education resulted in the establishment of many new school types in the total spectrum of education in the Netherlands. New methods of education were introduced inspired by ideals on education (like those of Maria Montessori, Rudolf Steiner, Jenaplan). Schools were also funded based on religion. After the influx of workers from Islamic countries, Islamic schools were introduced. In 2003, in total 35 Islamic schools were in operation. However, a study in 2015 showed that the introduction of new schools for secondary education appeared difficult. Local communities, including existing local schools, resisted the introduction of new schools, for instance by delaying the procedure to find a location for a new school.

Presently, freedom to teach religion in schools is a protected right, both for individuals or groups to teach, and for an individual to learn. While this plainly means children, it can also be interpreted to apply to parents' rights to have their valued beliefs or principles taught to the child.

There have been issues around limiting the abilities of religious schools within the Netherlands. This includes serious threats to orthodox Jewish and Islamic schools' ability to enjoy this freedom. Following a general change in attitudes within the Netherlands there has been controversy surrounding balancing the freedom of education with the other rights of non-discrimination that might be seen, particularly towards women in many conservative Islamic schools.

Most religious schools in the Netherlands have also since stopped acting within their own subset of institutions, thus lessening their power within the education system. Combined with the growth in diversity, and an overriding importance of non-discrimination, the ability for religious groups with conservative views in the Netherlands to educate their children in the manner that they were has been tarnished.

Situation in Europe (2013)

A University of Amsterdam study of 2013 ranked six member states by their parallel education (the ability to voluntary create a religious denomination which can be aided/impeded through funding) to give an indication of the freedom of groups and individuals to instill their religious beliefs through education. The conclusions are listed below.

Denmark

Denmark achieved a high rating. Denmark’s constitution requires a duty of education, but not one aimed at the school. This creates an option for private education or home-school. Private schools receive a subsidy that covers approximately 3/4 of the costs. Over the last ten years, Denmark has raised its level of supervision of these schools and the obligations on the schools to regulate themselves.

The Netherlands

The Netherlands achieved a high rating; religious schools in the Netherlands which are private are funded equally to public schools and are subject to the same regulations. Well over half of the Netherlands' schools are built on the grounds of a religion. The Dutch constitution (article 23) protects freedom of education and means the government must hold private and state schools equally. While private schools need to employ proper teachers, they may select their teachers or pupils based on their spiritual beliefs or values.

Ireland

Ireland received a high rating. 95% of primary and 57% of secondary Irish schools are denominational, though this number is decreasing. Education is supported predominantly by Catholic but also Protestant, Jewish, and Muslim institutions and trusts. There are also Irish language schools for parents who want to teach their children through the national language, as a vast majority of the population of Ireland speaks English. Compared with the rest of the continent, religious educational groups have had strong levels of freedom, and have been able to establish schools that receive considerable State funding.

Italy

Italy received a medium rating. Religious schools in Italy are private, which can request to become treated like public schools. If they achieve this, they will be under the same rules as public schools. They can receive funding, but in most successful instances it was only Catholic schools managed by Catholic groups, the dominant religion in the country.

Spain

Spain received a medium rating. In theory Spain's constitution protects the right to create a school based upon a certain belief. However, in practice, establishing schools for minority groups can be problematic mostly due to the availability of resources. Fewer than ten schools in the country actually educate religious minority groups.

Sweden

Sweden received a high rating. The freedom of Swedish private schools is equal to that of state schools. While religious schools can select their own staff or students, the national regulations clearly state what can and cannot be omitted from teaching, such as gender. Rules surrounding dress or behaviour are allowed provided they comply within the general law. The ability to teach a notably Islamic curriculum is restricted, however, which meant that the rating of Sweden came close to being downgraded to medium.

North America

United States

Around 17% of schools in the United States are faith-based. However, America does not offer families any public support to attend such schools routinely.

Public schools are required by certain state laws to educate their students in a secular manner so as not to endorse any specific religion. However, most public schools in the US have become more responsive to a variety of dietary requirements, such as nut-free or vegetarian options, and children are allowed to be exempt from activities that would normally be inconsistent with their religious teachings.

However, despite there being no constitutional pressures on the freedom of parents to choose education, the American society still opposes religious education in some states. Negative news reporting combined with the general attitude of American citizens places pressure upon parents who want to send their children to religious private schools. Though private schools are a great source of religious education for those who do not share the same views and opinions, joining a private school may not be the same option.

South America

Religious freedom of schools is supported through the Constitution of many South American countries. In Chile, funds are provided to both state and private schools at all ages. There is no non-Catholic teaching in most schools within this region, however. While there is still some frequency of religious discrimination in South America, the legal and societal restrictions have been overcome through a combination of influence by the Vatican, the spread of Protestantism and Constitutional change. Freedom of education through a belief outside the Christian faith still remains a contested issue throughout South America.

Africa

The South African Charter of Religious Rights and Freedoms section 15 allows for observance of religious observances in State or private schools, provided they are compliant with other laws.

Australia

There is legal support for free and open religious education within the Australian public schooling system, but its actual application is very rare. However, there is also support for a "confessional" method of religious education which has been commonplace since the 19th century. This method lets churches visit to give religious lessons in schools. There are also many Islamic and Jewish schools throughout the country, with a strong presence in New South Wales and Victoria. The Australian government provides funding to private schools, over half of which are faith based.

Asia

Israel

Israel currently offers a growing number of Haredi and Arab schools, as well as special private schools that reflect certain beliefs of parents, or are based around a foreign country curriculum, for example, Jerusalem American International School. Despite this, the success rate of Haredi students at the national level is significantly low. Israel also operates an Arab education system for their minority, including lessons on their own culture and history to support Arab parents. However, there have been allegations of better funding directed towards the Jewish education system. One report suggested that the Israeli government spends $192 per year on each Arab student, compared to $1,100 per Jewish student. A 2001 Human Rights Watch report claimed Arab school students were getting an inferior education from fewer resources and poorly constructed institutions.

Arab countries

Women in the Arab world may still be denied equality of opportunity, although their disempowerment is a critical factor crippling the markets of the Arab nations to return to the first pitch of global leaders in star commerce, teenage learning and pop culture, according to a new United States-sponsored report in 2012. Education in the Arab World has made progress over the past decade. However, the quality of education remains poor, many children still leave primary education prematurely and illiteracy rates are relatively high, according to a new United Nations Educational, Scientific and Cultural Organization (UNESCO) report.

Educational and Academic Freedom

The Right to Education initiative described educational freedom as the "liberty of parents to ascertain religious as well as moral education of their children in accordance with their beliefs to choose schools aside from public institutions." The State must respect this freedom within public education. Educational freedom includes the right of all people to institute and guide institutions that adhere to the State’s minimum standards in learning. The Committee on Economic, Social and Cultural Rights (General Comment 13) stipulates that the State must guarantee this right does not cause excessive disparities of educational opportunity for certain groups in society. Academic freedom pertains to the autonomy of academic community members to practice, develop, and communicate knowledge and ideas through research, teaching, dialogue, documentation, production, and writing either jointly or individually. Academic freedom calls for the independence of higher education entities. Freedom in education indicates the need for parents to become accountable for the education of their children. Governments do not possess authority or capability to force families and individuals or finance the education of students directly or indirectly.
