Post-democracy

The term post-democracy was used by Warwick University political scientist Colin Crouch in 2000 in his book Coping with Post-Democracy. It designates states that operate by democratic systems (elections are held, governments fall, and there is freedom of speech), but whose application is progressively limited. A small elite is taking the tough decisions and co-opts the democratic institutions. Crouch further developed the idea in an article called Is there a liberalism beyond social democracy? for the think tank Policy Network and in his subsequent book The Strange Non-Death of Neo-Liberalism.

Colin Crouch introduced the term post-democracy in 2000.

The term was used by Crouch to design an evolution within democracies during the 21st century. It is a polemical term because it calls attention to recognized democracies that are losing some of their foundations and evolving towards an aristocratic regime.

The term may also denote a general conception of a post-democratic system that may involve other structures of group decision-making and governance than the ones found in contemporary or historical democracy.

Definition

By Crouch's definition:

"A post-democratic society is one that continues to have and to use all the institutions of democracy, but in which they increasingly become a formal shell. The energy and innovative drive pass away from the democratic arena and into small circles of a politico-economic elite."

Crouch states that we are not "living in a post-democratic society, but that we were moving towards such a condition".

Causes

Crouch names the following reasons:

  • No common goals: For people in the post-industrial society it is increasingly difficult, in particular for the underclass, to identify themselves as a group and therefore difficult to focus on political parties that represent them. For instance laborers, farmers or entrepreneurs no longer feel attracted to one political movement and this means that there is no common goal for them as a group to get united.
  • Globalization: The effect of globalization makes it almost impossible for nations to work out their own economic policy. Therefore, large trade agreements and supranational unions (e.g., the European Union) are used to make policy but this level of politics is very hard to control with democratic instruments. Globalization additionally endows transnational corporations with more political leverage given their ability to avoid federal regulation and directly affect domestic economies.
  • Non-balanced debates: In most democratic countries the positions of the political parties have become very much alike. This means that there is not much to choose from for its voters. The effect is that political campaigns are looking more like advertising to make the differences look bigger. Also the private lives of the politicians have become an important item in elections. Sometimes "sensitive" issues stay undiscussed. The English conservative journalist Peter Oborne presented a documentary of the 2005 general election, arguing that it had become anti-democratic because it targeted a number of floating voters with a narrow agenda.
  • Entanglement between public and private sector: There are large shared interests between politics and business. Through lobbying companies, multinational corporations are able to bring about legislation more effectively than the inhabitants of a country. Corporations and governments are in close relation because states need corporations as they are great employers. But as much of the production is outsourced, and corporations have almost no difficulty in moving to other countries, labor law becomes employee-unfriendly and tax bites are moved from companies to individuals. It becomes more common for politicians and managers to switch jobs (the 'revolving door').
  • Privatization: Then there is the neoliberal idea of new public management (neoliberalism) of privatizing public services. Privatized institutions are difficult to control by democratic means and have no allegiance to human communities, unlike government. Crouch uses the term “phantom firms” to describe the flexibility and elusive nature of firms which bend to the market. He concludes that private firms have incentive to make individual profit rather than better the welfare of the public. For example, he states that there is a problem with pharmaceutical companies funding (and skewing) medical research.

Consequences

As a consequence:

  • Fewer voters use their right to vote, or do vote but don't expect much.
  • Politicians can ignore an undesirable outcome of a referendum or opinion poll. For instance in 2005 when France and the Netherlands voted "No" in a referendum about the European Constitution these countries still ratified the treaty after only minor modifications were made, and the British Members of Parliament (MPs) who advocated revoking the Article 50 process to leave the European Union without a second referendum, which was the policy of the Liberal Democrats following the 2016 referendum, in which 52% of those who voted, voted in favour of withdrawing from the EU.
  • The rise of xenophobic and other populist parties who capitalise on prevailing discontent.
  • Foreign governments can influence the internal politics of a sovereign country. According to Crouch, the way the eurozone crisis was handled is the best example of how things work in a post-democracy. European leaders managed to bring about a new government taking office in Italy, and in Greece far-reaching austerity measures were put in place, contrary to the vote in a popular referendum.
  • Private interest becomes increasingly influential in public policy.

The United States

In recent years, the United States has experienced an unprecedented amount of democratic backsliding for a developed, liberal democracy. The pursuit of populist agendas has caused a breakdown in public faith in the government, which showed when Freedom House published their annual index in 2021, and the United States lost three points overall, dropping from an 86 to an 83. This idea of countries like the United States failing to live up to democratic ideals is not new. In 2009, Stein Ringen argued that the U.S., along with the United Kingdom, faces an increasingly mistrustful public, which is reinforced by the role that money plays in deciding what issues are tackled by the federal government, especially while so many citizens face poverty and disenfranchisement. This idea is only maintained by William Galston, who asserts that liberal democracy is and always will be vulnerable, specifically to nationalist interests. Nothing can eradicate these vulnerabilities, they can only be minimized by "wise leadership" which the United States lacked when it mattered most.

Solutions

According to Crouch there is an important task for social media in which voters can participate more actively in public debates. In addition, these voters would have to join advocacy groups for specific interests. The citizens have to reclaim their place in decision making. He calls this post-post-democracy.

The Occupy movement was a form of more or less disorganized opposition that grew out of the dissatisfaction with to the power of the banking industry.

Belgian historian David van Reybrouck describes in his book Against elections the current problems in Western democracy as the democratic fatigue syndrome. As a solution he advocates a deliberative democracy based on sortition.

Natural resource economics

Natural resource economics deals with the supply, demand, and allocation of the Earth's natural resources. One main objective of natural resource economics is to better understand the role of natural resources in the economy in order to develop more sustainable methods of managing those resources to ensure their availability for future generations. Resource economists study interactions between economic and natural systems, with the goal of developing a sustainable and efficient economy.

Areas of discussion

Natural resource economics transdisciplinary field of academic research within economics that aims to address the connections and interdependence between human economies and natural ecosystems. Its focus is how to operate an economy within the ecological constraints of earth's natural resources. Resource economics brings together and connects different disciplines within the natural and social sciences connected to broad areas of earth science, human economics, and natural ecosystems. Economic models must be adapted to accommodate the special features of natural resource inputs. The traditional curriculum of natural resource economics emphasized fisheries models, forestry models, and minerals extraction models (i.e. fish, trees, and ore). In recent years, however, other resources, notably air, water, the global climate, and "environmental resources" in general have become increasingly important to policy-making.

Academic and policy interest has now moved beyond simply the optimal commercial exploitation of the standard trio of resources to encompass management for other objectives. For example, natural resources more broadly have defined recreational, as well as commercial values. They may also contribute to overall social welfare levels, by their mere existence.

The economics and policy area focuses on the human aspects of environmental problems. Traditional areas of environmental and natural resource economics include welfare theory, land/location use, pollution control, resource extraction, and non-market valuation, and also resource exhaustibility, sustainability, environmental management, and environmental policy. Research topics could include the environmental impacts of agriculture, transportation and urbanization, land use in poor and industrialized countries, international trade and the environment, climate change, and methodological advances in non-market valuation, to name just a few.

Hotelling's rule is a 1938 economic model of non-renewable resource management by Harold Hotelling. It shows that efficient exploitation of a nonrenewable and nonaugmentable resource would, under otherwise stable economic conditions, lead to a depletion of the resource. The rule states that this would lead to a net price or "Hotelling rent" for it that rose annually at a rate equal to the rate of interest, reflecting the increasing scarcity of the resource. Nonaugmentable resources of inorganic materials (i.e. minerals) are uncommon; most resources can be augmented by recycling and by the existence and use of substitutes for the end-use products (see below).

Vogely has stated that the development of a mineral resource occurs in five stages: (1) The current operating margin (rate of production) governed by the proportion of the reserve (resource) already depleted. (2) The intensive development margin governed by the trade-off between the rising necessary investment and quicker realization of revenue. (3) The extensive development margin in which extraction is begun of known but previously uneconomic deposits. (4) The exploration margin in which the search for new deposits (resources) is conducted and the cost per unit extracted is highly uncertain with the cost of failure having to be balanced against finding usable resources (deposits) that have marginal costs of extraction no higher than in the first three stages above. (5) The technology margin which interacts with the first four stages. The Gray-Hotelling (exhaustion) theory is a special case, since it covers only Stages 1–3 and not the far more important Stages 4 and 5.

Simon has stated that the supply of natural resources is infinite (i.e. perpetual) 

These conflicting views will be substantially reconciled by considering resource-related topics in depth in the next section, or at least minimized.

Furthermore, Hartwick's rule provides insight to the sustainability of welfare in an economy that uses non-renewable resources.

Perpetual resources vs. exhaustibility

Background and introduction

The perpetual resource concept is a complex one because the concept of resource is complex and changes with the advent of new technology (usually more efficient recovery), new needs, and to a lesser degree with new economics (e.g. changes in prices of the material, changes in energy costs, etc.). On the one hand, a material (and its resources) can enter a time of shortage and become a strategic and critical material (an immediate exhaustibility crisis), but on the other hand a material can go out of use, its resource can proceed to being perpetual if it was not before, and then the resource can become a paleoresource when the material goes almost completely out of use (e.g. resources of arrowhead-grade flint). Some of the complexities influencing resources of a material include the extent of recyclability, the availability of suitable substitutes for the material in its end-use products, plus some other less important factors.

The Federal Government suddenly became compellingly interested in resource issues on December 7, 1941, shortly after which Japan cut the U.S. off from tin and rubber and made some other materials, such as tungsten, very difficult to obtain. This was the worst case for resource availability, becoming a strategic and critical material. After the war a government stockpile of strategic and critical materials was set up, having around 100 different materials that were purchased for cash or obtained by trading off U.S. agricultural commodities for them. In the longer term, scarcity of tin later led to completely substituting aluminum foil for tin foil and polymer lined steel cans and aseptic packaging substituting for tin electroplated steel cans.

Resources change over time with technology and economics; more efficient recovery leads to a drop in the ore grade needed. The average grade of the copper ore processed has dropped from 4.0% copper in 1900 to 1.63% in 1920, 1.20% in 1940, 0.73% in 1960, 0.47% in 1980, and 0.44% in 2000.

Cobalt had been in an iffy supply status ever since the Belgian Congo (world's only significant source of cobalt) was given a hasty independence in 1960 and the cobalt-producing province seceded as Katanga, followed by several wars and insurgencies, local government removals, railroads destroyed, and nationalizations. This was topped off by an invasion of the province by Katangan rebels in 1978 that disrupted supply and transportation and caused the cobalt price to briefly triple. While the cobalt supply was disrupted and the price shot up, nickel and other substitutes were pressed into service.

Following this, the idea of a "Resource War" by the Soviets became popular. Rather than the chaos that resulted from the Zairean cobalt situation, this would be planned, a strategy designed to destroy economic activity outside the Soviet bloc by the acquisition of vital resources by noneconomic means (military?) outside the Soviet bloc (Third World?), then withholding these minerals from the West.

An important way of getting around a cobalt situation or a "Resource War" situation is to use substitutes for a material in its end-uses. Some criteria for a satisfactory substitute are (1) ready availability domestically in adequate quantities or availability from contiguous nations, or possibly from overseas allies, (2) possessing physical and chemical properties, performance, and longevity comparable to the material of first choice, (3) well-established and known behavior and properties particularly as a component in exotic alloys, and (4) an ability for processing and fabrication with minimal changes in existing technology, capital plant, and processing and fabricating facilities. Some suggested substitutions were alunite for bauxite to make alumina, molybdenum and/or nickel for cobalt, and aluminum alloy automobile radiators for copper alloy automobile radiators. Materials can be eliminated without material substitutes, for example by using discharges of high tension electricity to shape hard objects that were formerly shaped by mineral abrasives, giving superior performance at lower cost, or by using computers/satellites to replace copper wire (land lines).

An important way of replacing a resource is by synthesis, for example, industrial diamonds and many kinds of graphite, although a certain kind of graphite could be almost replaced by a recycled product. Most graphite is synthetic, for example, graphite electrodes, graphite fiber, graphite shapes (machined or unmachined), and graphite powder.

Another way of replacing or extending a resource is by recycling the material desired from scrap or waste. This depends on whether or not the material is dissipated or is available as a no longer usable durable product. Reclamation of the durable product depends on its resistance to chemical and physical breakdown, quantities available, price of availability, and the ease of extraction from the original product. For example, bismuth in stomach medicine is hopelessly scattered (dissipated) and therefore impossible to recover, while bismuth alloys can be easily recovered and recycled. A good example where recycling makes a big difference is the resource availability situation for graphite, where flake graphite can be recovered from a renewable resource called kish, a steelmaking waste created when carbon separates out as graphite within the kish from the molten metal along with slag. After it is cold, the kish can be processed.

Several other kinds of resources need to be introduced. If strategic and critical materials are the worst case for resources, unless mitigated by substitution and/or recycling, one of the best is an abundant resource. An abundant resource is one whose material has so far found little use, such as using high-aluminous clays or anorthosite to produce alumina, and magnesium before it was recovered from seawater. An abundant resource is quite similar to a perpetual resource. The reserve base is the part of an identified resource that has a reasonable potential for becoming economically available at a time beyond when currently proven technology and current economics are in operation. Identified resources are those whose location, grade, quality, and quantity are known or estimated from specific geologic evidence. Reserves are that part of the reserve base that can be economically extracted at the time of determination; reserves should not be used as a surrogate for resources because they are often distorted by taxation or the owning firm's public relations needs.

Comprehensive natural resource models

Harrison Brown and associates stated that humanity will process lower and lower grade "ore". Iron will come from low-grade iron-bearing material such as raw rock from anywhere in an iron formation, not much different from the input used to make taconite pellets in North America and elsewhere today. As coking coal reserves decline, pig iron and steel production will use non-coke-using processes (i.e. electric steel). The aluminum industry could shift from using bauxite to using anorthosite and clay. Magnesium metal and magnesia consumption (i.e. in refractories), currently obtained from seawater, will increase. Sulfur will be obtained from pyrites, then gypsum or anhydrite. Metals such as copper, zinc, nickel, and lead will be obtained from manganese nodules or the Phosphoria formation (sic!). These changes could occur irregularly in different parts of the world. While Europe and North America might use anorthosite or clay as raw material for aluminum, other parts of the world might use bauxite, and while North America might use taconite, Brazil might use iron ore. New materials will appear (note: they have), the result of technological advances, some acting as substitutes and some with new properties. Recycling will become more common and more efficient (note: it has!). Ultimately, minerals and metals will be obtained by processing "average" rock. Rock, 100 tonnes of "average" igneous rock, will yield eight tonnes of aluminum, five tonnes of iron, and 0.6 tonnes of titanium.

The USGS model based on crustal abundance data and the reserve-abundance relationship of McKelvey, is applied to several metals in the Earth's crust (worldwide) and in the U.S. crust. The potential currently recoverable (present technology, economy) resources that come closest to the McKelvey relationship are those that have been sought for the longest time, such as copper, zinc, lead, silver, gold and molybdenum. Metals that do not follow the McKelvey relationship are ones that are byproducts (of major metals) or have not been vital to the economy until recently (titanium, aluminum to a lesser degree). Bismuth is an example of a byproduct metal that does not follow the relationship very well; the 3% lead reserves in the western U.S. would have only 100 ppm bismuth, clearly too low-grade for a bismuth reserve. The world recoverable resource potential is 2,120 million tonnes for copper, 2,590 million tonnes for nickel, 3,400 million tonnes for zinc, 3,519 billion tonnes for aluminum, and 2,035 billion tonnes for iron.

Diverse authors have further contributions. Some think the number of substitutes is almost infinite, particularly with the flow of new materials from the chemical industry; identical end products can be made from different materials and starting points. Plastics can be good electrical conductors. Since all materials are 100 times weaker than they theoretically should be, it ought to be possible to eliminate areas of dislocations and greatly strengthen them, enabling lesser quantities to be used. To summarize, "mining" companies will have more and more diverse products, the world economy is moving away from materials towards services, and the population seems to be levelling, all of which implies a lessening of demand growth for materials; much of the materials will be recovered from somewhat uncommon rocks, there will be much more coproducts and byproducts from a given operation, and more trade in minerals and materials.

Trend towards perpetual resources

As radical new technology impacts the materials and minerals world more and more powerfully, the materials used are more and more likely to have perpetual resources. There are already more and more materials that have perpetual resources and less and less materials that have nonrenewable resources or are strategic and critical materials. Some materials that have perpetual resources such as salt, stone, magnesium, and common clay were mentioned previously. Thanks to new technology, synthetic diamonds were added to the list of perpetual resources, since they can be easily made from a lump of another form of carbon. Synthetic graphite, is made in large quantities (graphite electrodes, graphite fiber) from carbon precursors such as petroleum coke or a textile fiber. A firm named Liquidmetal Technologies, Inc. is utilizing the removal of dislocations in a material with a technique that overcomes performance limitations caused by inherent weaknesses in the crystal atomic structure. It makes amorphous metal alloys, which retain a random atomic structure when the hot metal solidifies, rather than the crystalline atomic structure (with dislocations) that normally forms when hot metal solidifies. These amorphous alloys have much better performance properties than usual; for example, their zirconium-titanium Liquidmetal alloys are 250% stronger than a standard titanium alloy. The Liquidmetal alloys can supplant many high performance alloys.

Exploration of the ocean bottom in the last fifty years revealed manganese nodules and phosphate nodules in many locations. More recently, polymetallic sulfide deposits have been discovered and polymetallic sulfide "black muds" are being presently deposited from "black smokers"  The cobalt scarcity situation of 1978 has a new option now: recover it from manganese nodules. A Korean firm plans to start developing a manganese nodule recovery operation in 2010; the manganese nodules recovered would average 27% to 30% manganese, 1.25% to 1.5% nickel, 1% to 1.4% copper, and 0.2% to 0.25% cobalt (commercial grade)  Nautilus Minerals Ltd. is planning to recover commercial grade material averaging 29.9% zinc, 2.3% lead, and 0.5% copper from massive ocean-bottom polymetallic sulfide deposits using an underwater vacuum cleaner-like device that combines some current technologies in a new way. Partnering with Nautilus are Tech Cominco Ltd. and Anglo-American Ltd., world-leading international firms.

There are also other robot mining techniques that could be applied under the ocean. Rio Tinto is using satellite links to allow workers 1500 kilometers away to operate drilling rigs, load cargo, dig out ore and dump it on conveyor belts, and place explosives to subsequently blast rock and earth. The firm can keep workers out of danger this way, and also use fewer workers. Such technology reduces costs and offsets declines in metal content of ore reserves. Thus a variety of minerals and metals are obtainable from unconventional sources with resources available in huge quantities.

Finally, what is a perpetual resource? The ASTM definition for a perpetual resource is "one that is virtually inexhaustible on a human time-scale". Examples given include solar energy, tidal energy, and wind energy, to which should be added salt, stone, magnesium, diamonds, and other materials mentioned above. A study on the biogeophysical aspects of sustainability came up with a rule of prudent practice that a resource stock should last 700 years to achieve sustainability or become a perpetual resource, or for a worse case, 350 years.

If a resource lasting 700 or more years is perpetual, one that lasts 350 to 700 years can be called an abundant resource, and is so defined here. How long the material can be recovered from its resource depends on human need and changes in technology from extraction through the life cycle of the product to final disposal, plus recyclability of the material and availability of satisfactory substitutes. Specifically, this shows that exhaustibility does not occur until these factors weaken and play out: the availability of substitutes, the extent of recycling and its feasibility, more efficient manufacturing of the final consumer product, more durable and longer-lasting consumer products, and even a number of other factors.

Transitioning: perpetual resources to paleoresources

Perpetual resources can transition to being a paleoresource. A paleoresource is one that has little or no demand for the material extracted from it; an obsolescent material, humans no longer need it. The classic paleoresource is an arrowhead-grade flint resource; no one makes flint arrowheads or spearheads anymore—making a sharpened piece of scrap steel and using it is much simpler. Obsolescent products include tin cans, tin foil, the schoolhouse slate blackboard, and radium in medical technology. Radium has been replaced by much cheaper cobalt-60 and other radioisotopes in radiation treatment. Noncorroding lead as a cable covering has been replaced by plastics.

Pennsylvania anthracite is another material where the trend towards obsolescence and becoming a paleoresource can be shown statistically. Production of anthracite was 70.4 million tonnes in 1905, 49.8 million tonnes in 1945, 13.5 million tonnes in 1965, 4.3 million tonnes in 1985, and 1.5 million tonnes in 2005. The amount used per person was 84 kg per person in 1905, 7.1 kg in 1965, and 0.8 kg in 2005. Compare this to the USGS anthracite reserves of 18.6 billion tonnes and total resources of 79 billion tonnes; the anthracite demand has dropped so much that these resources are more than perpetual.

Since anthracite resources are so far into the perpetual resource range and demand for anthracite has dropped so far, is it possible to see how anthracite might become a paleoresource? Probably by customers continuing to disappear (i.e. convert to other kinds of energy for space heating), the supply network atrophy as anthracite coal dealers cannot retain enough business to cover costs and close, and mines with too small a volume to cover costs also close. This is a mutually reinforcing process: customers convert to other forms of cleaner energy that produce less pollution and carbon dioxide, then the coal dealer has to close because of lack of enough sales volume to cover costs. The coal dealer's other customers are then forced to convert unless they can find another nearby coal dealer. Finally, the anthracite mine closes because it does not have enough sales volume to cover its costs.

Post-capitalism is a state in which the economic systems of the world can no longer be described as forms of capitalism. Various individuals and political ideologies have speculated on what would define such a world. According to classical Marxist and social evolutionary theories, post-capitalist societies may come about as a result of spontaneous evolution as capitalism becomes obsolete. Others propose models to intentionally replace capitalism. The most notable among them are socialism, anarchism, and degrowth.

The book stated that knowledge, rather than capital, land, or labor, is the new basis of wealth. The classes of a fully post-capitalist society are expected to be divided into knowledge workers or service workers, in contrast to the capitalists and proletarians of a capitalist society. In the book, Drucker estimated the transformation to post-capitalism would be completed in 2010–2020. Drucker also argued for rethinking the concept of intellectual property by creating a universal licensing system. Consumers would subscribe for a cost and producers would assume that everything is reproduced and freely distributed through social networks.

In 2015, according to Paul Mason the rise of income inequality, repeating cycles of boom and bust and capitalism's contributions to climate change has led economists, political thinkers and philosophers to begin to seriously consider how a post-capitalistic society would look and function. Post-capitalism is expected to be made possible with further advances in automation and information technology – both of which are effectively causing production costs to trend towards zero.

Nick Srnicek and Alex Williams identify a crisis in capitalism's ability and willingness to employ all members of society, arguing that "there is a growing population of people that are situated outside formal, waged work, making do with minimal welfare benefits, informal subsistence work, or by illegal means".

Heritage check system

Heritage check system, a socioeconomic plan that retains a market economy, but removes fractional reserve lending power from banks and limits government printing of money to offset deflation with money printed being used to buy materials to back the currency, pay for government programs in lieu of taxes, with the remainder to be split evenly among all citizens to stimulate the economy (termed a "heritage check" for which the system is named). As presented by the original author of the idea, Robert Heinlein, in his book For Us, The Living: A Comedy of Customs, the system would be self-reinforcing and eventually result in a regular heritage checks able to provide a modest living for most citizens.

Participatory economy

In his book Of the People, By the People: The Case for a Participatory Economy, Robin Hahnel describes a post-capitalist economy called the participatory economy. The book ends with the proposal of the Green New Deal, a package of policies that address climate change and financial crises.

The participatory economy focuses on the participation of all citizens through the creation of worker councils and consumer councils. Hahnel emphasizes the direct participation of worker and consumers rather than appointing representatives. The councils are concerned with large-scale issues of production and consumption and are broken into various bodies tasked with researching future development projects.

In a participatory economy, economic rewards would be offered according to need, the amount of which would be determined democratically by the workers council. Hahnel also calls for "economic justice" by rewarding people for their effort and diligence rather than accomplishments or prior ownership. A worker's effort is to be determined by their co-workers. Consumption rights are then rewarded according to the effort ratings. The worker has the choice to decide what they consume using their consumption rights. Hahnel does not address the idea of money, currency, or how consumption rights would be tracked.

Planning in a participatory economy is done through the councils. The process is horizontal across the committees as opposed to vertical. All council members, the workers and consumers, participate directly in planning unlike in Soviet-type economies and other democratic planning proposals in which planning is done by representatives. Planning is an iterative procedure, always being changed and improved upon, that is accomplished at the level of either work or consumption. All information and proposals are freely available to everyone, those inside and outside of the council, so that the social cost of each proposal can be determined and voted on. Long-term plans such as structuring public transportation, residential zones and recreational areas, are to be proposed by delegates and approved by direct democracy (i.e. voting by the population).

Hahnel argues that a participatory economy will return empathy to our purchasing choices. Capitalism removes the knowledge of how and by whom a product was made: "When we eat a salad the market systematically deletes information about the migrant workers who picked it". By removing the human element from goods, consumers only consider their own satisfaction and need when consuming products. Introducing worker and consumer councils would reintroduce the knowledge of where, how and by whom products were manufactured. A participatory economy is expected to also introduce more socially oriented goods, such as parks, clean air, and public health care, through the interaction of the two councils.

For those that call the participatory economy utopian, Albert and Hahnel counter:

Are we being utopian? It is utopian to expect more from a system than it can possibly deliver. To expect equality and justice—or even rationality—from capitalism is utopian. To expect social solidarity from markets, or self-management from central planning, is equally utopian. To argue that competition can yield empathy or that authoritarianism can promote initiative or that keeping most people from decision making can employ human potential most fully: these are utopian fantasies without question. But to recognize human potentials and to seek to embody their development into a set of economic institutions and then to expect those institutions to encourage desirable outcomes is no more than reasonable theorizing. What is utopian is not planting new seeds but expecting flowers from dying weeds.

Socialism often implies common ownership of companies and a planned economy, though as an inherently pluralistic ideology, it is argued whether either are essential features. In his book PostCapitalism: A Guide to our Future, Paul Mason argues that centralized planning, even with the advanced technology of today, is unachievable. Rejecting central planning as both technically unachievable and undesirable, Michael Albert and Robin Hahnel argue that democratic planning provides a viable basis for creating a participatory economy.

In UK politics, strands of Corbynism and the Labour party have adopted this 'postcapitalist' tendency.

Permaculture

Permaculture is defined by its co-originator Bill Mollison as "The conscious design and maintenance of agriculturally productive systems which have the diversity, stability, and resilience of natural ecosystems," and combines elements of socialism, anarchism, and home-based economics to envision and create a society that can persist and thrive in a world where capitalist ideologies have been abandoned.

Technology as a driver of post-capitalism

Much of the speculation surrounding the proposed fate of the capitalist system stems from predictions about the future integration of technology into economics. The evolution and increasing sophistication of both automation and information technology is said to threaten jobs and highlight internal contradictions in Capitalism which will allegedly ultimately lead to its collapse.

Automation

Technological change which has driven unemployment has historically been as a result of 'mechanical-muscle' machines which have reduced the need for human labor. Just as horses were once employed but were gradually made obsolete by the invention of the automobile, humans' jobs have also been affected throughout history. A modern example of this technological unemployment is the replacement of retail cashiers by self-service checkouts. The invention and development of 'mechanical-mind' processes or “brain labor” is thought to threaten jobs at an unprecedented scale, with Oxford Professors Carl Benedikt Frey and Michael Osborne estimating that 47 percent of US jobs are at risk of automation. If this leads to a world where human labor is no longer needed then our current market system models, which rely on scarcity, may have to adapt or fail. It is argued that this has been a factor in the creation of many of what David Graeber calls 'bullshit jobs', where, in large bureaucracies, production of anything is not the goal, but exist solely for reasons such as providing sociological benefit to the manager employing them.

Information technology

Post-capitalism is said to be possible due to major changes information technology has brought about in recent years. It has blurred the edges between work and free time and loosened the relationship between work and wages. Significantly, information is corroding the market's ability to form prices correctly. Information is abundant and information goods are freely replicable. Goods such as music, software or databases do have a production cost, but once made can be copied/pasted infinitely. If the normal price mechanism of capitalism prevails, then the price of any good which has essentially no cost of reproduction will fall towards zero. This lack of scarcity is a problem for our models, which try to counter by developing monopolies in the form of giant tech companies to keep information scarce and commercial. But many significant commodities in the digital economy are now free and open-source, such as Linux, Firefox, and Wikipedia.

Utopian socialism

Utopian socialism is the term often used to describe the first current of modern socialism and socialist thought as exemplified by the work of Henri de Saint-Simon, Charles Fourier, Étienne Cabet, and Robert Owen. Utopian socialism is often described as the presentation of visions and outlines for imaginary or futuristic ideal societies, with positive ideals being the main reason for moving society in such a direction. Later socialists and critics of utopian socialism viewed utopian socialism as not being grounded in actual material conditions of existing society. These visions of ideal societies competed with revolutionary and social democratic movements.

As a term or label, utopian socialism is most often applied to, or used to define, those socialists who lived in the first quarter of the 19th century who were ascribed the label utopian by later socialists as a pejorative in order to imply naïveté and to dismiss their ideas as fanciful and unrealistic. A similar school of thought that emerged in the early 20th century which makes the case for socialism on moral grounds is ethical socialism.

One key difference between utopian socialists and other socialists such as most anarchists and Marxists is that utopian socialists generally do not believe any form of class struggle or social revolution is necessary for socialism to emerge. Utopian socialists believe that people of all classes can voluntarily adopt their plan for society if it is presented convincingly. They feel their form of cooperative socialism can be established among like-minded people within the existing society and that their small communities can demonstrate the feasibility of their plan for society. Because of this tendency, utopian socialism was also related to radicalism, a left-wing liberal ideology.

Definition

The thinkers identified as utopian socialist did not use the term utopian to refer to their ideas. Karl Marx and Friedrich Engels were the first thinkers to refer to them as utopian, referring to all socialist ideas that simply presented a vision and distant goal of an ethically just society as utopian. This utopian mindset which held an integrated conception of the goal, the means to produce said goal and an understanding of the way that those means would inevitably be produced through examining social and economic phenomena can be contrasted with scientific socialism which has been likened to Taylorism.

This distinction was made clear in Engels' work Socialism: Utopian and Scientific (1892, part of an earlier publication, the Anti-Dühring from 1878). Utopian socialists were seen as wanting to expand the principles of the French revolution in order to create a more rational society. Despite being labeled as utopian by later socialists, their aims were not always utopian and their values often included rigid support for the scientific method and the creation of a society based upon scientific understanding.[7]

Development

The term utopian socialism was introduced by Karl Marx in "For a Ruthless Criticism of Everything" in 1843 and then developed in The Communist Manifesto in 1848, although shortly before its publication Marx had already attacked the ideas of Pierre-Joseph Proudhon in The Poverty of Philosophy (originally written in French, 1847). The term was used by later socialist thinkers to describe early socialist or quasi-socialist intellectuals who created hypothetical visions of egalitarian, communal, meritocratic, or other notions of perfect societies without considering how these societies could be created or sustained.

In The Poverty of Philosophy, Marx criticized the economic and philosophical arguments of Proudhon set forth in The System of Economic Contradictions, or The Philosophy of Poverty. Marx accused Proudhon of wanting to rise above the bourgeoisie. In the history of Marx's thought and Marxism, this work is pivotal in the distinction between the concepts of utopian socialism and what Marx and the Marxists claimed as scientific socialism. Although utopian socialists shared few political, social, or economic perspectives, Marx and Engels argued that they shared certain intellectual characteristics. In The Communist Manifesto, Marx and Friedrich Engels wrote:

The undeveloped state of the class struggle, as well as their own surroundings, causes Socialists of this kind to consider themselves far superior to all class antagonisms. They want to improve the condition of every member of society, even that of the most favored. Hence, they habitually appeal to society at large, without distinction of class; nay, by preference, to the ruling class. For how can people, when once they understand their system, fail to see it in the best possible plan of the best possible state of society? Hence, they reject all political, and especially all revolutionary, action; they wish to attain their ends by peaceful means, and endeavor, by small experiments, necessarily doomed to failure, and by the force of example, to pave the way for the new social Gospel.

Marx and Engels associated utopian socialism with communitarian socialism which similarly sees the establishment of small intentional communities as both a strategy for achieving and the final form of a socialist society. Marx and Engels used the term scientific socialism to describe the type of socialism they saw themselves developing. According to Engels, socialism was not "an accidental discovery of this or that ingenious brain, but the necessary outcome of the struggle between two historically developed classes, namely the proletariat and the bourgeoisie. Its task was no longer to manufacture a system of society as perfect as possible, but to examine the historical-economic succession of events from which these classes and their antagonism had of necessity sprung, and to discover in the economic conditions thus created the means of ending the conflict". Critics have argued that utopian socialists who established experimental communities were in fact trying to apply the scientific method to human social organization and were therefore not utopian. On the basis of Karl Popper's definition of science as "the practice of experimentation, of hypothesis and test", Joshua Muravchik argued that "Owen and Fourier and their followers were the real 'scientific socialists.' They hit upon the idea of socialism, and they tested it by attempting to form socialist communities". By contrast, Muravchik further argued that Marx made untestable predictions about the future and that Marx's view that socialism would be created by impersonal historical forces may lead one to conclude that it is unnecessary to strive for socialism because it will happen anyway.

Social unrest between the employee and employer in a society results from the growth of productive forces such as technology and natural resources are the main causes of social and economic development. These productive forces require a mode of production, or an economic system, that’s based around private property rights and institutions that determine the wage for labor.  Additionally, the capitalist rulers control the modes of production. This ideological economic structure allows the bourgeoises to undermine the worker’s sensibility of their place in society, being that the bourgeoises rule the society in their own interests. These rulers of society exploit the relationship between labor and capital, allowing for them to maximize their profit. To Marx and Engels, the profiteering through the exploitation of workers is the core issue of capitalism, explaining their beliefs for the working class’s oppression.Capitalism will reach a certain stage, one of which it cannot progress society forward, resulting in the seeding of socialism. As a socialist, Marx theorized the internal failures of capitalism. He described how the tensions between the productive forces and the modes of production would lead to the downfall of capitalism through a social revolution. Leading the revolution would be the proletariat, being that the preeminence of the bourgeoise would end. Marx’s vision of his society established that there would be no classes, freedom of mankind, and the opportunity of self-interested labor to rid any alienation. In Marx’s view, the socialist society would better the lives of the working class by introducing equality for all.

Since the mid-19th century, Engels overtook utopian socialism in terms of intellectual development and number of adherents. At one time almost half the population of the world lived under regimes that claimed to be Marxist. Currents such as Owenism and Fourierism attracted the interest of numerous later authors but failed to compete with the now dominant Marxist and Anarchist schools on a political level. It has been noted that they exerted a significant influence on the emergence of new religious movements such as spiritualism and occultism.

In literature and in practice

Perhaps the first utopian socialist was Thomas More (1478–1535), who wrote about an imaginary socialist society in his book Utopia, published in 1516. The contemporary definition of the English word utopia derives from this work and many aspects of More's description of Utopia were influenced by life in monasteries.

Saint-Simonianism was a French political and social movement of the first half of the 19th century, inspired by the ideas of Henri de Saint-Simon (1760–1825). His ideas influenced Auguste Comte (who was for a time Saint-Simon's secretary), Karl Marx, John Stuart Mill and many other thinkers and social theorists.

Robert Owen was one of the founders of utopian socialism.

Robert Owen (1771–1858) was a successful Welsh businessman who devoted much of his profits to improving the lives of his employees. His reputation grew when he set up a textile factory in New Lanark, Scotland, co-funded by his teacher, the utilitarian Jeremy Bentham and introduced shorter working hours, schools for children and renovated housing. He wrote about his ideas in his book A New View of Society which was published in 1813 and An Explanation of the Cause of Distress which pervades the civilized parts of the world in 1823. He also set up an Owenite commune called New Harmony in Indiana. This collapsed when one of his business partners ran off with all the profits. Owen's main contribution to socialist thought was the view that human social behavior is not fixed or absolute and that humans have the free will to organize themselves into any kind of society they wished.

Charles Fourier (1772–1837) rejected the Industrial Revolution altogether and thus the problems that arose with it. Fourier viewed societies of factories and moneymaking as cruel and inhumane. He thought industrial development turned human existence bland and left people unstimulated. Referring back to Adam Smith's Pin factory idea, although production was roaring, one's day was filled with the same monotonous tasks. Fourier proposed a system of harmony in which people would lead fulfilling and purposeful lives by following their passions. He imagined small communities called Phalanstere which would contain workshops, libraries, and even opera houses. He envisioned people of many different passions coming together to complete tasks they had to carry out. These passions would create 810 different character types. There would be the passion of the butterfly, the fondness of engaging in many different activities. The passion of the cabalist, the desire for intrigue and plots. There would be something to account for every person's true desires. There would be no wages, but instead, people would share the profits that the phalanstery made. Fourier waited for his phalansteries to be brought to life, but this did not occur to his disappointment. Fourier wrote about people growing tails with eyes on them, six moons appearing, and the seas would turn into lemonade after setting up his phalansteries. He also wrote that humans would form friendships with wild animals and have friendly anti-tigers carry people around on their backs. His writings often led to people thinking he was a mad man. However, his ideas and writings brought to light an important question that many utopian socialists faced: how will there be work that stimulated all parts of one's personality? Fourier made various fanciful claims about the ideal world he envisioned. Despite some clearly non-socialist inclinations, he contributed significantly even if indirectly to the socialist movement. His writings about turning work into play influenced the young Karl Marx and helped him devise his theory of alienation. Several colonies based on Fourier's ideas were founded in the United States by Albert Brisbane and Horace Greeley.

Many Romantic authors, most notably William Godwin and Percy Bysshe Shelley, wrote anti-capitalist works and supported peasant revolutions across early 19th century Europe. Étienne Cabet (1788–1856), influenced by Robert Owen, published a book in 1840 entitled Travel and adventures of Lord William Carisdall in Icaria in which he described an ideal communal society. His attempts to form real socialist communities based on his ideas through the Icarian movement did not survive, but one such community was the precursor of Corning, Iowa. Possibly inspired by Christianity, he coined the word communism and influenced other thinkers, including Marx and Engels.

Edward Bellamy (1850–1898) published Looking Backward in 1888, a utopian romance novel about a future socialist society. In Bellamy's utopia, property was held in common and money replaced with a system of equal credit for all. Valid for a year and non-transferable between individuals, credit expenditure was to be tracked via "credit-cards" (which bear no resemblance to modern credit cards which are tools of debt-finance). Labour was compulsory from age 21 to 40 and organised via various departments of an Industrial Army to which most citizens belonged. Working hours were to be cut drastically due to technological advances (including organisational). People were expected to be motivated by a Religion of Solidarity and criminal behavior was treated as a form of mental illness or "atavism". The book ranked as second or third best seller of its time (after Uncle Tom's Cabin and Ben Hur). In 1897, Bellamy published a sequel entitled Equality as a reply to his critics and which lacked the Industrial Army and other authoritarian aspects.

William Morris (1834–1896) published News from Nowhere in 1890, partly as a response to Bellamy's Looking Backwards, which he equated with the socialism of Fabians such as Sydney Webb. Morris' vision of the future socialist society was centred around his concept of useful work as opposed to useless toil and the redemption of human labour. Morris believed that all work should be artistic, in the sense that the worker should find it both pleasurable and an outlet for creativity. Morris' conception of labour thus bears strong resemblance to Fourier's, while Bellamy's (the reduction of labour) is more akin to that of Saint-Simon or in aspects Marx.

The Brotherhood Church in Britain and the Life and Labor Commune in Russia were based on the Christian anarchist ideas of Leo Tolstoy (1828–1910). Pierre-Joseph Proudhon (1809–1865) and Peter Kropotkin (1842–1921) wrote about anarchist forms of socialism in their books. Proudhon wrote What is Property? (1840) and The System of Economic Contradictions, or The Philosophy of Poverty (1847). Kropotkin wrote The Conquest of Bread (1892) and Fields, Factories and Workshops (1912). Many of the anarchist collectives formed in Spain, especially in Aragon and Catalonia, during the Spanish Civil War were based on their ideas. While linking to different topics is always useful to maximize exposure, anarchism does not derive itself from utopian socialism and most anarchists would consider the association to essentially be a marxist slur designed to reduce the credibility of anarchism amongst socialists.

Many participants in the historical kibbutz movement in Israel were motivated by utopian socialist ideas. Augustin Souchy (1892–1984) spent most of his life investigating and participating in many kinds of socialist communities. Souchy wrote about his experiences in his autobiography Beware! Anarchist! Behavioral psychologist B. F. Skinner (1904–1990) published Walden Two in 1948. The Twin Oaks Community was originally based on his ideas. Ursula K. Le Guin (1929-2018) wrote about an impoverished anarchist society in her book The Dispossessed, published in 1974, in which the anarchists agree to leave their home planet and colonize a barely habitable moon in order to avoid a bloody revolution.

Some communities of the modern intentional community movement such as kibbutzim could be categorized as utopian socialist. Some religious communities such as the Hutterites are categorized as utopian religious socialists.
